in the bay" starts right now. i'm laura garcia. >> and i'm scott mcgrew in for marcus washington. let's check in with kari. good morning, kari. >> good morning. we are starting out with clouds across the bay area and some rain just to the north of us. but, unfortunately, most of us will see this rain and, at most in the north bay we're looking at a few spotty sprinkles. still some unsettled weather. while the tri-valley is all dry, we start out with clear visibility. it looks like you'll join a lot of company. those temperatures starting out in the low 40s. lot of clouds throughout the morning. we will get some peeks of sunshine in the upper 50s to lower 60s. that incoming storm, even though we're not getting any rain, will kick up high waves. we'll talk about king tides and the high surf advisory in a few minutes. laura? >> sounds good. we'll check back with you, kari.

4:31. following last week's siege, a live look in washington, d.c. this morning. house democrats look to impeach the president for a second time. the president will be in texas, highlighting work on the border wall. several officers have been suspended, pending the outcome of investigation. and to curb any more violence, an emergency declaration has been approved for washington until january 24th. security is top of mind nationwide as we approach joe biden's inauguration. we're also learning that two members of congress have tested positive for covid-19 after being locked down during the riot at the capitol. that includes congresswoman camilla japaul and bonnie watson of new jersey. a lot of people are asking

when is it my turn and how will i know? health care providers tell us they will contact their patients when it's time. they'll be contacted by county. the governor announced the state has set a goal of vaccinating 1 million people just this week. right now it's only for health care workers and long-term care residents. the next group of people in line include people 75 and older. workers in education, emergency services, food and agriculture. here is the thing. they have the vaccine. they're just not getting the doses into the arms. california has only administered 30% of the doses delivered. one ucsf doctor is urging the state to get rid of the tiers to speed up the process. >> they did this in 1940 with smallpox. this is what we have to do now. we are in a medical emergency and we have the shots. >> to help speed up the rollout, 49 rs are offering up the stadium. they say they have the deep freezers to store the shots.

disneyland will join in, expecting to vaccinate thousands of californians every day. the number of covid-19 cases and deaths across the state continue to surge. just yesterday nearly 30,000 new infections were added to the state's overall total, which now exceeds 2.7 million since the start of the pandemic. 264 californians died yesterday. we lost nearly 30,000 californians so far. california's death toll equates to the entire population of los gatos. happening today, the first of its kind mobile testing bus will be able to test 500 people a day, and equipped to offer. meantime sonoma county's health department is ending a

county will consider extending that eviction moratorium. against tenants who can't pay their rent due to covid-19. commuter rail system. caltrans director steve hemminger floated the idea during a meeting. supporters say a partnership would approve efficiency and liability. in the past critics have called that idea too costly. happening again today, we're expecting king tides. and kari has been watch iing, a we've seen the last few days. >> laura, we've seen a lot of big breakers along the coastline. those seas look so angry. people have been getting a lot of very spectacular photos and

videos and sending them to us. we have an approaching storm, even though it's not going to be a strong one. it will push up some more big breakers today. combine that with the king tides we'll see and there could be some of these waves, over 25 feet as well as the risk of rip currents and long period swells, and those sneaker waves that come up higher on the coastline. and the water temperature is only at 52 degrees. so, we will see a new high surf advisory going into effect today at the same time we have the king tides, which draws them farther -- the water farther inland. i'll be watching out for all of that. we'll talk about what to expect inland in a few minutes. laura? >> all right. sounds good. thanks, kari. lottery fever at a fever pitch across the country. the first of two jumbo jack pots up for grabs. mega millions drawing worth an estimated $615 million and tomorrow night's power ball is $550 million.

let's check in with our friend, bertha. >> good morning. wall street is set to open with modest gains today. stocks snapping a four-day winning streak yesterday. some investors worrying the markets may be a little stretched following last year's strong gains. losses were led by the nasdaq, down more than 1%. facebook and google falling on new regulatory concerns amidst political controversy. tesla down 8% after gaining nearly 750% last year. we're going to get the job openings and labor survey. the reason people watch this, it measures things that are not in the monthly jobs report like how many job listings are out there, how many are coming on and the number of people who are confident enough to quit their jobs. walmart, meantime, creating

great day. and we're seeing parts of california getting some rain, but unfortunately here in the bay area, we're only looking at some very light, spotty sprinkles along the sonoma coast. and as it continues to move inland, the rain just falls apart. but, hey, it's better than nothing. and it's somewhere, where we do desperately need the rain. a chance to get outside today, especially in the south county. let's get a look at gilroy's forecast with an afternoon that will head into the upper 50s and low 60s. we're still looking at some clouds that will be hanging around with some peeks of sunshine as that storm system passes by. and as we go through the forecast, we've been watching the north bay for that potential of some of that spotty rain. but this is the hour by hour outlook, not a lot unless you're up around ukiah and clear lake. as much rain as we'll see out of this system, a few hundredths of

an inch, that's if you're north of santa rosa. we could see up to three-quarters inch of rain around ft. bragg. along those coastal areas they do tend to get a little bit more rain. it's been so dry. we look at how the sierra snow pack is doing, we're only right now state wide at about half of the normal amount of snow that we get at this point in the season, at least for the northern parts of the sierra, where this current storm is going through, we are doing a little bit better with 60% of the average snow pack. and we're going into a stretch of some dry weather. and our temperatures will be warming up. as we take a look be at livermore and what to expect over the next several days. we'll head into the upper 60s going into the end of the week as well as the weekend. and once again, that dry weather does continue. i don't see any more storms on the horizon. we're looking at some above-normal temperatures and may even feel a little bit more

like spring to us as we reach up to 70 degrees on sunday. into martin luther king day, as a lot of kids will be out of school, we'll have sunshine and highs in the upper 60s inland. san francisco, we're watching out for those big waves and king tides that may cause localized flooding. the rest of the forecast is looking quiet into the weekend as well as early next week. mike, heading out the door this morning, how is it looking for the commute? >> you know, it's clear, kari. i did find one thing on the chp report. let's first show you the green centers. that's what you want to see. as kari said, the conditions out there are great right now. no rain in this map right here. south bay, north 101, folks are reporting a bumper in the middle of 101 north near where the arrow is. folks were reportedly swerving to get around that. there may be a quick traffic break. it will probably happen so quickly, it will be gone before

hospitalizations. kaiser was fined $85,000 in november, a fine they're now appealing. that infected worker was hospitalized for a week last spring when the hospital said covid rules were still evolving. kaiser has been hit with a $56,000 fine for allegedly not reporting two worker hospitalizations at its antioch facility last year. all of this is on top of a recent fine from sant camera clara county in connection with the recent san jose outbreak that they believe was tied to a holiday costume worn by an employee. in that outbreak, one worker died. l.a. county, the next few days will be critical. the l.a. times says icu cases have hit a plateau the last couple of days. that's a sliver of hope. there are still fears new year's eve gatherings may bring another surge. l.a. county is expanding its vaccine eligibility to all

new year's beijing winter olympics -- next year's beijing winter olympics say venues for alpine skiing and other winter sports are ready. 2022 beijing winter games are less than 22 months away. mountain competition venues have been completed on schedule. this happens, of course, as we're less than 200 days from a possible start to the tokyo olympics. you can only watch the olympics if they happen right here on nbc bay area.
