"today in the bay" continues >> good morning, we wake up every day to history in the making, it has become almost routine, but extraordinary developments today. but let's get you out the door. >> and we've seen some light spotty rain here and there, but for the most part as you head to work this morning, it is a dry start. we have these clouds rolling by as the storm system for the most part stays to the north of us, but it has been kicking up some big waves along the coastline. a lot of people live along the coast seeing that and you want it say well away from the water. it will still be pretty bad today. we're look ahead to calmer weather in the forecast coming up. vianey, how is the commute? >> i've been checking the chp

traffic reports and so far it still looking pretty quiet. there was an issue in the south bay that has been cleared out. and so let's get right to some drive times for the south bay. northbound 101 from highway 85, about 19 minutes. northbound 280 from highway 101 to 85, about 7 minutes. another update in a few minutes. and no doubt another big day is shaping up on capitol hill. we have a live look for the very first time in u.s. history, an american president will face a second impeachment vote. in the next hour or so, house lawmakers will start that process. >> even if the house votes to impeach president trump, it is likely a senate trial will not take place until after inauguration day which legal experts believe falls outside o two-thirds vote for a conviction. tracie potts is live in washington. i don't know how you even get

your head around the idea of another impeachment of the same president. >> reporter: right. and impeached but not necessarily guilty because of the complications that you talked about. it all goes down in just under an hour with a preliminary vote. and the first votes that you hear this morning will not be the impeachment vote. they have hours of debate and democrats have named their managers or prosecutors to make that case. >> this president is not meeting the duties of office and is clearly not capable of it. >> reporter: a late night edict urging mike pence to use the 25th amendment to remove president trump. >> they may be calling on the vice president but based on his litter, he is not answering. >> reporter: the letter arriving before the debate was even over saying removal is not in the best interests of our nation. opening the door for today's historic second impeachment.

involved in the riot placed on the government's no-fly list. we are live on capitol hill this morning, awaiting those impeachment proceedings to get under way. tracie potts, "today in the bay." and our capitol hill coverage continues at 5:30, cierra johnson will look at the new steps tech giants are taking to curb more possible violence ahead of the inauguration. and a special task force now being created in the south bay. to the pandemic and the back to school debate, parents in berkeley this morning trying to renew that call to get children back into the classroom. bob riddell is in san ramon parents and students here caravanned their cars to district headquarters in danville, they honked their horns, trying to send the message to the school board that it is time to reopen their

children's schools for in-person instruction during the covid-19 pandemic. the argument from them being that the virtual classroom is not enough, that their kids are failing as a result. some parents want three school board members recalled. and they also allege that the district violated the brown act which gives the public the right to attend public meetings. the district says it is not breaking the law but just trying to wrestle with the pandemic. school districts have been told that they have to come up with a comprehensive plan before they can reopen for in-person instruction. according to state guidelines, california schools cannot reopen until covid cases fall to 28 cases per 100,000 people. but infections right now in california are at an cannot op type of in-person instruction that they are looking for. >> kids are dying. kids are not surviving. kids need to be in school. >> i haven't been able to see my friends, i need teacher support

and i'm not getting it. >> i they they are trying to keep us safe, but it is worse to besitting inside alone all day.p us safe, but it is worse to be sitting inside alone all day. >> reporter: later this morning "today" will look how teachers are fairing ten months into the pandemic, what are their concerns, do they feel safe returning to the classroom. and starting at 8:45 this morning, parents of students of the berkeley unified school district, they will conduct a sit-into demand schools reopen as soon as public health officials deal it safe. by the way thousand oaks is where vice president-elect kamala harris attended school. bob redell, "today in the bay." and the lockdown lifted in the greater sacramento region. it is now in a purple tier. you can see icu beds there at more than 9%. trending upward. 15% is the target.

this means a big boost for businesses including a green light for outdoor dining and reopening salon bes. within area sure to benefit from the reopening is lake tahoe. this is days before martin luther king holiday. businesses have been struggling in the area. >> and the bay area, it has been below the important 15% threshold for nearly a month but the numbers just bounce all over. on december 16, it first dropped under 13%. last thursday, we dipped under 5% for the first time. monday we hit an all-time low at 0.7%. but yesterday bounced back to about 5%. let's take a live look in san francisco where health leaders actually expect the current stay-at-home restrictions to remain in place at least through the end of

january. the top health adviser says for most people access to the vaccine is still months away. the city is also still facing more hospitalizations and rising case number, up nearly 30% since mid-december. the covid outbreak at kaiser permanente continues to grow as well. at least 78 e.r. workers have now tested positive, that is in addition to at least 15 15 patients. within employee died. a christmas day costume may have triggered the outbreak. san mateo county health leaders debate plans to roll out the vaccine. a virtual hearing will focus on making sure distribution is fair to everybody. meantime sonoma county begins a new partnership with safeway. store pharmacists will help vaccinate 5,000 in-home health

big waves and people have been going there to watch. just stay well away from the water. and then as the sky clear, our temperatures will warm up and yes, we will have a spring-like forecast. and a lot of people getting fresh air today. let's head to the north bay, if you are going out for a hike, best time is late morning, early afternoon and we'll see the temperatures reaching in to the mid-60s for parts of the north bay, across the bay area we're looking at highs reaching into the mid-60s which is well above normal. we'll talk about how warm it gets. vianey, how is it looking for the commute? >> all the way from the north bay along the bridges down to the south bay, we've been doing pretty good when it comes to the traffic benders, have been cleared out and so far the chp traffic report has plane been pretty quiet. westbound 580 from grant line road, about 22 minutes.

waves and some big breakers along the coastline. some of those waves breaking over the coast may reach over 25 feet today. especially on the west and northwest facing beaches. so we could see also some of the sneaker waves and rogue waves. so be careful out there. you don't want to get close to the water. but if you live along the coastline, you will be out today enjoying some sunshine and warmer temperatures, this is a look at pacifica. we're starting out with partly to mostly cloudy skies and then today reaching into the low 60s here up to 61 degrees. going first to the south bay, we're up to 66 degrees in gilroy. this is well above normal. and because of the dry weather, we'll see more of this going into the weekend. for the east bay, we're looking at a high of 66 in concord, fremont, 64. 62 at half moon bay, san mateo also reaching 62. san francisco up to 61 in the mission district. and 65 today in sonoma.

and this high pressure will block any chances of rain from coming in the rest of the week well. le sky and some dry conditions. so looking at the forecast, we'll have highs up to 70 degrees by the end of the week possibly into early next week. i don't see any chances of rain anytime soon. so vianey, it is still a dry morning commute, how is it looking around the bay? >> i think that is helping commuters on pretty good roll because so far, it has been great when it comes to the lack of accidents. that is what we like to see. i do want to point your attention though toward some building traffic. it doesn't look like an accident, but just more commuters where starting to head in and this is from tracy along 580. so you may want to head out as the traffic begins to build.

violence. now, this video was loaded to the site tuesday. and in addition to its removal from the channel, he is also banned from posting any new content for seven days. this comes after twitter permanently suspended the president's account with 88 policy of also inciting violence. now following the president's ban from twitter, nbc has learned many right wing extremists have been using a platform called telegraph. usage has increased since some were booted from twitter for policy violations. the extremists have been sharing knowledge of how to make homemade guns and explosives and as security is increasing as we inch closer to the inauguration, we're learning from jeffrey rosen on the seizure of the u.s. capitol warning that there will be for tolerance to disruption at the inauguration. >> we'll protect the exercise of

officially exceeding 30,000. the state department of health confirms more than 500 deaths were just added to the state's overall total. also just added, more than 36,000 new infections. the total number of cases exceeds 2.7 million since the start of the pandemic. and this is a perspective how serious it is in california. you can see this dark blue as we zoom in. this is different than anywhere else in the nation. the covid tracking project. the number of people admitted to the icu, the bay area and particularly southern california are those dark blue high volumes of patients. golden state currently has more than 22,000 people in the hospital due to infection. let's take a live look this morning at the l.a. e staggerins in the covid crisis.

the north bay will reach into the mid-60s. in fact we'll see that for a lot of our inland areas no today. is we'll talk more about that coming up in a few minutes. and the south bay is looking good into the peninsula. but there is a traffic hazardous now to report. and this is along southbound 880 just north of 84, there was a crash earlier but now it has sort of moved off to the side. we'll be seeing the vehicles on the right hand shoulder, so that is what is causing a little bit of slowing through there. the good news, chp is reporting no injuries. which is what we like to hear. in santa clara county, 9ers stadium could become the next mass vaccination site. we've seen it happen down in l.a. and in san diego and we'll tell you what part of the big

coming up. and an update just coming into our newsroom. authorities in central california have now captured three of the six inmates who escaped from merced county jail. they used homemade rope to scale down the side of the jail. one capture in fresno and two others in the san diego area. three still on the lose, they are considered armed and dangerous. one is from vallejo. a tip line has been set up and a 5 $5,000 reward is offered. and the coronavirus will soon claim its 1,000th victim. and while hospitals will try to make more room for people still fighting for their lives, the county is trying to shift focus now to vaccinations. kris sanchez is joining us live in santa clara this morning with more. >> reporter: good morning. the san francisco 49ers offered up levi stadium as a possible location for a mass vaccination

site and the county says that they are definitely going to talk to the team about that to clear the vaccination bottleneck that we've seen. in l.a., the dodgers stad yumg, transformed to a vaccination site, same story in san diego where the padres tailgates lot is now a vaccination super station. >> certainly getting the vaccine out to these large centralized sites will be very, very helpful in terms of getting a larger proportion of the population i'm immunized. >> reporter: right now in california health care workers and people who live and work in long term care facilities are getting their shots. the next series will be people 75 and older, but there is a lot of pressure from the sooed for state taos vaccinate people 65 and older and those with health conditions because they say that there is enough vaccine in storage right now. the california national guard

which is helping to vaccinate could be deployed in other communities that need help handling the crush of people. some folks are getting notices that they are eligible to get the vaccine because there are extra vaccines available, but the county says that is not true at this point and they are investigating where that is coming from. but if you are in those tiers that are starting to get closer to the front of the line, you may get notice from your health care employer. we know southern health is sending out notices for people to be ready. and speaking of health care, we're only 13 days into 2021 and many taking advantage of the state's health insurance marketplace. state officials say 1.6 million people have obtained it through covered california. if you still need coverage, you have until january 31 to apply. there are ads on our sharks. the nhl is losing money because

after a cloudy start. take a look at our temperatures that will reach into the mid-60s. now keep in mind, we should be in the mid 50s this time of year and usually getting some rain, but you all of that is being held up to the north because of the high pressure that is blocking our storm track and we even have seen a lot of rain over the past week or so heading to the pacific case as high pree remains in control. so now that we do have a stretch of dry weather that will continue, let's get a look at how we're doing with the water year. in santa rosa, we are lacking 11.5 inches of rain from normal. so we've only measured 5.75. and san jose, we haven't even made an inch yet, so we need 5 inches too catch up to normal. and so as we look at all these names, we've only made 16% of our normal amount of rain. this is so sad.

and new this morning, a cat in southern years after mudslide triggered by a big wildfire back in 2018. the owner of the cat died in that mud slide and the car resurfaced last month and they did a microchip scan and it revealed her identity. her owner's partner did survive the deadly event and the pair recently had a happy reunion. >> amazing story there. coming up next, some amazing stories out of washington these days. we'll take you there live this morning as we take a live look at the white house. congress now open, we're expecting proceedings to impeach donald trump for a second time to get going very soon.
