no american president has ever been impeached twice. and this morning we're learning about growing support among republicans including reports that mitch mcconnell is on board. we're tracking it all with live reports standing by this third hour of "today in the bay" which continues right now. good morning, of course we'll head to washington for you, but first let's get a look at our forecast for today. should be nice, kari. >> it will be nice. we've seen a lot of clouds and some rain just to our north of us, still lingering spotty sprinkles for some of the neighbors in the north bay. but overall in the east bay, it will be a dry commute. clouds to start, but sunshine this afternoon. and it will be feeling more like spring as we head through this forecast. so we'll talk more about that coming up.

vianey, how is the commute looking? for it being 6:00 a.m., it is doing pretty good. there is a building commute, but not because of any accidents. just more cars on the road. from 101 to highway 85, 22 minutes. a live look at capitol hill where just moments ago, the house was set to begins process to impeach president trump for a second time. >> tracie potts is standing by live near washington following all of the developments. tell us exactly what is happening right in minute. >> reporter: so this proceeding just got under way. let's take a live look insides u.s. capitol where we will see lawmakers speaking later today. so the time lean are a couple procedural votes and then two hours of debate, both sides

explaining why they think the president should or should not be impeached. after that, the final vote which is expected to come midafternoon sometime assuming they take i stay on schedule. president trump and nancy pelosi on opposite sides of this, pelosi named the nine house managers or essentially prosecutors who will tell their story and make the case for president trump beingcitement o against the united states government. that is the charge in the one article of impeachment. the president in his first comments since the riot happened last week said that people had no problem with what he said, and that this impeachment has he has repeated will you soefrd the years is a hoax. this will be the first time a president is impeached twice. and it looks like they probably haves votes to do so including five saying that they will be

voting yes for impeachment along with democrats. so we'll watch for that today. and then of course all of this falls in the lap of the senate where they may or may not have a trial, maybe before or maybe after inauguration day. >> and it is really unclar, the constitution says nothing about the accusation but trying a president after he is not president anymore. >> reporter: right, some legal experts say if they push this past january 20th, then it is not legit to have a trial at all. but the senate wasn't scheduled to come back until just before the inauguration. so they can't turn around and do a trial that quickly unless they bring people senator mitch mcconnell the top republican in the senate according to the "new york times" is in favor of impeachment but was unclear i oe

unified. parents caravanned their cars outside district headquarters and honked their horns trying to send a message to the school board that it is time to reopen their children's schools for in-person instruction. the argument being that virtual classroom is not enough, that their kids are failing as a result. some parents want three school board members recalled. school districts have been told that they have to come up with a comprehensive plan before they can reopen. california schools cannot reopen until covid cases fall to 28 cases per 100,000 people. but covid-19 infections in california right now are at an

bob redell, "today in the bay." happening today, san mateo county health leaders plan to hold a virtual meeting about vaccinations. they have the only drive-thru vaccination clinic at this time. and now entering its third day at the event center. in the meantime sonoma county starts their new partnership with safeway. pharmacists will help vaccinate in-home health care workers. the covid outbreak itself at kaiser is continuing to grow. at least 78 e. . workers have

tested positive. and a christmas day costume may have triggered the outbreak. the person wearing it had covid and it was the county is still investigating. sacramento is back in business. the state lifted the greater region stay-at-home order putting it back in the purple tier. so green light for outdoor dining and salons. and the icu bed availability is almost 10%. 15% is the target. the governor feels that sacramento is going in the right direction. >> we're starting to see some stabilization both in the ichlts cus as well as positivity rate. we're also starting to see the rates of growth forizions begin e. and the bay area, we are well below that magic 15%

thresholds and we've been there for nearly a month. december 16th, the bay area dropped to 13% and then this week hit an all-time low of 0 0.7%. there is a small sign of hope, but cautions there. icu availability had jumped up, but remember that thanes for two reasons, one, somebody gets better, the other is they die. if you live in san francisco, it doesn't look like anything will open anytime soon. health leaders say restrictions will likely remain in place through the end of the month. and access to the vaccine for most is still months away. that coupled with rising hospitalization in cases means the city simply can not reopen. >> we must continue to work to flatten this curve. we need to turn this around.

the current trajectory is not sustainable. >> since the holidays, cases have gone up 28%. one area sure to benefit from the greater sacramento regional reopening is lake tahoe. this is just days before martin luther king jr. holiday. ski resorts are exempt from the recent shutdown orders. there have been long lines at some of the lifts. struggling businesses though have been having a really tough time. the weather has been lovely everywhere and that will continue. >> it will continue. and another thing too, we have only made about half of the normal amount of snow and of course we just need to wait a little bit longer before we travel and then we'll be able to fully enjoy it.

the bay." of course to the pandemic now. nbc news puts the u.s. on track to reach 23 million covid infections sometime today. meantime the number of covid deaths now exudes 30,000. and also added more than 36,000 new infections. so the total number 2.7 million since the start of the pandemic. the covid tracking project follows the number of covid patients in icus across the u.s. i'll step away so you can see how bad california is, you might have guessed dark blue means bad. here is california itself. hospitals statewide currently have more than 22,000 covid patients. and we have some pretty staggering new numbers in l.a.'s covid crisis. over the past week, more than 1600 people there died including 288 yesterday. some 230 deaths per day equates to one every six minutes. at the same time the county is

impeachment. this time as of this morning we have five who have said that they will vote yes with democrats to impeach this president. we'll see debate on that and then a vote sometime midafternoon. we have also watching what happens when it lands in the senate where the "new york times" is reporting that mitch mcconnell the top republican on capitol hill privately supports impeachment. now, wheth thaer means that he would bring the senate back early and support an impeachment trial, that is a different story. he certainly is under some pressure to do so and there are legal questions about whether there is a trial after january 20th would be legal at all. >> we've seen a number of organizations drop trump. deutsche bank was a big one. and now new yk cior is also ending its dealingsith donald

trump. >> yeah, new york weighed in saying that they will no longer -- they have three contracts with the trump properties and they will no longer do business with them because of their belief that the president incited this riot. they say they don't want anything to it do with any business ties with that. children's carousel in central park is one of those. the trump organization operates carousel and they want to get out of that contract. some could take a month or so, but the bottom line, the city of energy is saying no thank you to anything related to president trump after these impeachment articles and what happened last week here on capitol hill. >> it is a bit surreal that in all of in new york city has

positive try to deal with the bholgts neck in covid vaccinations. and the death rate is on the rides and public health leaders say three hospitals are at capacity or near capacity and they brought in refrigerators to hold bodies before they can be moved. and mass vaccination is a critical part of the fight. l.a. already transformed dodger stadium to a vaccination site that could deliver up to 12,000 vaccines when it is fully operational. in san diego, the tail gate lot could deliver up to 5,000 shots a day by the end of the the week. >> certainly getting the vaccine out to these large centralized sites will be very, very helpful in terms of getting a larger

proportion of the population immunized. >> reporter: long term care facilities are still getting their shots. and the next tier includes those 75 and older but the cdc is pushing people to advantage nature those 65 and older and those with health conditions because they say that there is enough vaccines in storage now and pfizer can keep up with the demand. the california national guard is now helping to vaccinate in sacramento. the county says that the extra vaccines are not true and they are investigating where the notices are coming from. but i may get a notice from your health care provider that your place in line is starting to move forward. but definitely wait until you get the official word before you try to book an appointment.

check out oakland, 65. san francisco in the upper 50s. and for the north bay, napa expect a high of 64 degrees. so not bad at all, seven day forecast is coming up at the bottom of the screen, showing nothing but sunshine. so let me show you why because high pressure is blocking any chance of these storms coming in. they have had a lot of rain over the pacific northwest. with a whole atmospheric river rolling through and we've been missing out on all of that rain. and that is a shame because we still need a of course we do not want it all at throug 11 inches. check out oakland, san francisco, we need over 7 inches of rain to just make it to where we should be for this time.

and in san jose, we haven't even made an inch of rain. so only 16% of our normal amount of rainfall at this point. and you can see san francisco not even made 30%. and so now with a lack of rain, it will warm up and we'll see some big warming, checking out con card, some low 70s for the long weekend. so a lot of people will have off from work and school on monday. now as i head back to you, we'll have a look at the dry weather in and we are sroads. a couple of fender-benders, but no major accidents to report. right now you our traffic map, things are moving along nicely. a little bit of a slowing because of the traffic build. so a live look at the bay bridge toll plaza, we're starting to notice building drive times.
