[ laughter ] great weather. back to you. what's going on, vianey? >> girl, not a lot. but there is some construction overnight construction near 237 and sanker road so that means there could be a possible delay. they usually tend to clear these out right before the 5:00/6:00 a.m. hour when traffic builds. bridge drive times nicely, westbound 580 record the richmond bridge, seven minutes, 80 toward the bay bridge seven minutes and westbound 92 toward the san mateo bridge you're looking at 11 minutes.

>> 4:31. to the pandemic and ongoing push to vaccinate people across california. contra costa county health leaders will give a progress report today on efforts to distribute vaccine to front line health care workers with the state opening up vaccines up to anyone over 65. the county says people may have wait weeks to get an appointment. people 65 and older learning it's easier said than done. stanford not offing it yet. it will send out appointment knowifications today. ucf is only giving it to people 5 and up because supplies are limited. kaiser is offering appointments, people are waiting for hours to get through. there is some relief for some, others frustration. >> at my age, it's very important to be free to move. >> it's greating the vaccine. you don't know what to do. >> many medical providers we spoke to say they hope to receive more vaccine next week. this will allow them of course increased access for patients. we also have new details about a covid outbreak at kaiser san francisco. 13 employees assigned to the cardiovascular icu tested positive over the last several days. administraors are using expedited testing and following cdc guidelines. the unit has been deep cleaned and sterilized and safe to receive patients. in san jose an outbreak has blown to 89 cases, including 15 patients. kaiser says that outbreak is linked to a worker in a christmas tree costume that was blowing the air out and that worker they didn't know at the time had covid. president-elect joe biden says his first priority as president is to effectively combat twin crises, pandemic and sinking economy. outlined a $1.9 trillion american rescue plan in a prime time address last night. ian cull has the eye lights.

>> reporter: president-elect biden laying out the goes for his first days in office outlining what he calls the american rescue plan. >> my fellow americans, the decisions we make in the next few weeks and months are going to determine whether we thrive in a way that benefits all americans or that we stay stuck in a place where those at the top do great, all economic growth almost everyone else is just a spectator sport. >> reporter: he claims the $1.9 trillion plan would lift millions of americans out of poverty. >> we not only have an economic imperative to act now. i believe we have a moral obligation. >> reporter: and it includes an ambitious national vaccine plan, which will detail more. >> to correct course and meet our goal, 100 million shots at end of my first 100 days as president. this will be one of the most challenging operational efforts we have ever undertaken as a nation. we'll have to move heaven and earth to get more people

vaccinated. >> reporter: he'll fight for a central $15 minimum wage and extend nationwide restrictions on evictions and foreclosures, and he'll add another round of stimulus checks. >> we will finish the job of getting a total of $2,000 in cash relief to people who need it the most. the $600 already appropriated is simply not enough. >> reporter: nbc bay area political analyst laura garcia says biden's team will have to catch up after a slow transition from the trump white house to get it all done, with a slightly left-leaning congress. >> the new president has to thread the needle through all of those challenges. it will be hard to imagine that at the end of the day, he'll get everything on his list. >> reporter: the bide--harrised aadministration transitions power. >> for one thing, there is help

coming with the stimulus plan that congress approved last month. it will give california $2.5 billion for loans to help struggling renters. if congress approves the plan laid out by biden, it would include an additional $30 billion nationally. santa rosa city officials say classrooms will be ready for the youngest students by march 1st, that's a promise made by the superintendent yesterday. the plan calls for preschool to third grade that it should be brought back. but first, the county's daily covid case rate must be below 28 per 100,000 people. sonoma county's daily case rate is 47 per 100,000 people right now. at the same time, california safe schools for all their hub is online. now schools have to report new covid-19 cases within 24 hours, and reopening status every two weeks. this will help health officials and parents monitor covid-19 cases in their area. we certainly know that this is a lot of information to

digest, especially this early in the morning at times. we posted a link on our website nbcbayarea.com. you'll see it there on the trending bar and of course we continue to add more information from counties and health care providers as soon as we get it. it's 4:37 and we did not need this. a wildpfeiffer in january, this is in thousand oaks, just north of l.a. flames spread around 5:00 last night, fanned by strong winds, forward progress has been stopped. evacuation orders have been lifted so far, about 250 acres have burned. >> that is so concerning, especially with the warming temperatures that we've been having across the state, kari. >> yes, and then we're going to also here in the bay area have a concern of high winds by the end of the weekend. i'll get to that a little bit later. let's talk about just getting you out the door for work this morning and we've seen some patchy, dense fog in parts of the north bay.

winning streak along with the nasdaq. we're going to be getting reports today on retail sales, producer prices, and consumer sentiment and we're hearing earnings this morning from banks, jpmorgan chase, citigroup and wells fargo. general motors is reportedly considering an electric corvette crossover suv. yeah. sources say several designs are under way and the first model could arrive as early as 2025. the aim is to attract a wider set of buyers who like the corvette's high performance performance but want more room for your groceries or kids. youtube is testing ways to buy items used or mentioned in your favorite channels. content creators can include certain products in their videos and if you click on a shopping bag icon now at the bottom of the screen, youtube will display those items, you'll be able to get more information, watch videos or actually buy those

welcome back. taking a live look from the east bay, overlooking oakland this morning. folks up and out the door, looks like early on this friday morning, perhaps a jump on the weekend, a little wishful thinking. it is early, 4:47 right now. let's look at the forecast right now meteorologist kari hall. >> good morning, and even though we are seeing some nice spring-like weather across the bay area, i do have some things i am watching as we head through the forecast. we have these big waves returning to the coastline, and that will make it dangerous for

people in this warm weather wanting to head to the beach. we've been watching out for the dangerous wave conditions as we approach near record high temperatures, reaching into the low 70s for today, and by sunday, as we get ready to transition to some cooler weather, we'll see some big winds picking up. let's get a look at today's high and morgan hill reaching 71 degrees, los gatos looking at a high of 70. for the east bay we'll see some upper 60s and up to 65 in oakland today, pleasanton looking at a high of 69, and some short sleeved weather along the coast in half moon bay. palo alto reaching 66 and for san francisco downtown 63 degrees, and sonoma today will see a high of 68 degrees. now, as we look at what's going on, on the bigger scale, there is this big storm system off the coast, bringing another atmospheric river to the pacific northwest. we're missing out on that because high pressure is blocking it, but what it will do is give us a northeasterly wind

and that's going to actually increase our fire danger like we're seeing in southern california, because of those winds picking up between sunday night and monday, those high wind gusts may create some very dangerous fire conditions and yes, this is another sign of climate change, where we have fire danger all year round. here we are in january, we're going to see this dry wind coming through. as it descends around the hills into the valleys, it's going to heat up and so we're looking at these temperatures that will reach into the 70s, along with some high winds into the holiday, as well as early next week. so we'll have more updates on that, vianey you'll be watching that over the weekend. what are you watching right now? >> definitely. i did look into that crash popped up in what looked like the oakland area. good news, it looks like it was a fender bender and cleared out. we're not seeing major delays through the east bay, south bay or peninsula and the north bay. let's look at some south bay drive times, northbound 101 from

highway 85, 18 minutes. northbound 280 from highway 101 to highway 85 about seven minutes and northbound 85 from highway 101 in san jose, you're only looking at 19 minutes. no major accidents to report right now, we'll hope it stays that way. scott, i'll send it over to you. 4:50 on your friday morning. san francisco police chief bill scott is pretty certain no sfpd officers took part in the chaos but san francisco police commissioners want to know for sure. "the examiner" says two commissioners are calling for an internal investigation. it's apparent at least some off-duty law enforcement members from around the country were part of that angry mob in washington, and some cities are now doing their own investigations. a sacramento republican leader is resigning as fallout of the capitol siege. jorge riley was president of the sacramento republican assembly and resigned from both

positions. photos and posts on his facebook page showing the group storming the capitol building. riley has not been arrested for charged so far. authorities in southern california talking about the latest edd fraud involving prison inmates. nine inmates have been charged. they received at least $160,000 from bogus claims over three months during the summer. the group apparently did not use stolen identities, but instead took advantage of a halfway house program they were a part of, which was illegal, because they were still technically incarcerated. it's also a drop in the bucket compared to what some believe may have been a $4 billion doled out to people that were filing false claims. attorneys for people in jails and prisons in california are pushing for some prisoners to get the vaccine early. they're asking the governor and a judge to move 10% of prisoners to the front of the line. their request comes following a series of deadly outbreaks at several jails across the state. some cases skyrocketing in

recent weeks. they're advocating on behalf of prisoners who have not yet become infected and say the action would help ease the burden on hospitals. governor newsom said inmate inoculations could begin as early as next week. some counties are inundated by vaccine demand. they can't find enough supply. other counties aparentally not so much. "the bee" reports el dorado county is now doling out at least partly on a first come, first serve basis, that's rather than to have it all go to waste. earlier this week the county set up a web portal anyone regardless of tier level to sign up. the lists had to be frozen two days after word got out because it was so popular. the county is not saying how many people actually received surplus vaccines. bay area sports fans certainly have seen better days than yesterday, but we do point out the sharks won their opener but there's also the sting of
