>> the vaccine rollout in the united states has been a dismal failure thus far. >> soon to take charge, president-elect joe biden has major plans to get you vaccinated. it's going to take a lot of money but congress could get things done before the impeachment gets in the way. we'll head to washington live in just minutes. and boy, has it been getting warm in the bay area. 60s, even 70-degree temperatures coming our way. kari hall's sizzling winter forecast is straight ahead as the third hour of "today in the bay" continues right now. a very good friday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm scott mcgrew. let's get a check with kari and that winter forecast. hi. >> yes, it was kind of crazy. we're saying sizzling winter. it's like, what? okay, it's going to be warm. we're talking about being near record high temperatures today, but i know that people along the coastline will want to enjoy some of the water, but there will be some dangerous waves

once again, and we're going to be tracking high winds moving in late sunday night into monday, which may increase our five danger, speaking of sizzling. we'll talk more about that in the forecast coming up. vianey, how is it looking heading out for the commute this morning? >> my favorite type of reporting, where i say no major accidents to report in the traffic department. so far, i have noticed a building commute through the tri-valley and san jose area, tri-valley drive times westbound 580 from grant line road a slight increase in drive times about 22 minutes. back to you. important information if you live in san jose near lynette way and duffy way. san jose police looking for an armed suspect who fired shots at them, this tweet officers responded to that man firing a gun. he fired at them, again, lynette way/duffy way near king road and san antonio in san jose. when officers arrived, the gunman firing those shots. nobody has been hurt but a perimeter has been set up, a

search is on. if you live in that area, stay inside. we'll continue to follow the breaking story and tell you when it's safe to come out and bring you updates throughout the morning. 6:01. governor newsom's goal to vaccinate an additional 1 million californians by the end of the weekend looking less and less likely. they can't move fast enough. pete suratos joins us looking at the obstacles and latest possible solutions as well. pete? >> reporter: a lot of us looking for solutions. at least as of this morning, it looks like they're going to fall short about 500,000 when it comes to that goal of additional vaccinations over ten days. let's talk about some of latest numbers. this is what we're seeing from the cdc, reporting about a third of the 3.5 million vaccine doses delivered to california have been administered.

so millions of californians are still waiting for their vaccine. when it comes to this ten-day plan, announced last week by the governor, around half a million doses were administered, additional administered which was well short of the 1 million goal of additional vaccines. factors impacting this rollout of course you got to consider the overall size of california, and some health experts say the lack of guidance from the top when it comes to the distribution of this vaccine. now as far as a possible solution here in the bay area, the oakland kohl see sum is proposed as a potential mass vaccination site. oakland vice mayor rebecca kaplan who sits on the coliseum authority board and explains why this location may be an ideal one. >> luckily, we did the work last fall to set it up as a voting site so you can t upsehe vehicle flow so people can come in, get their vaccine and go out without creating any crowding. >> reporter: oakland a's

president dave cavalle endorse this is idea. we'll see if other sports facilities will follow suit and do the same. reporting live, pete suratos for "today in the bay." >> thanks so much, pete. also happening today there is a new push to ensure more californians, happening later this morning bay area leader also encourage people to sign up in covered california. 1.6 million californians have done so, including about 320,000 in the bay area. the deadline to sign up is january 31st. sacramento also preparing for unrest. 3,500 feet of fencing now up around the capitol building, as many as a thousand california national guard members have been activated. the same thing of course happening at the u.s. capitol as well. we have just learned the inauguration rehearsal has been postponed from sunday to monday, due to security concerns.

let's get to "today in the bay's" tracie potts looking at a lot of new developments. good morning. >> reporter: good morning. we know the rehearsal for sunday for biden has been pushed to monday. there are security concerns and a lot of security around here and while all of that's happening inside the capitol and on capitol hill, the senate is trying to figure out when they can hold an impeachment trial but house speaker nancy pelosi hasn't said over the formal charge and hasn't said when she will. the earliest possible start for an impeachment trial is wednesday, inauguration day, one hour after joe biden is sworn in as president. >> it's hard to predict how many will come down on the side of conviction. >> reporter: with our nbc news poll showing the country almost evenly split on impeachment and removal, a handful of republicans are considering it. >> i believe this president violated his oath of office and i believe there must be consequences.

>> what good comes from impeaching president trump after he's out of office? that's an unconstitutional attack on the presidency. it will divide the country, it will incite silence. >> reporter: according to the "new york times," an intelligence bulletin warns of extremists planning a race war. >> we're concerned about the potential for violence at multiple protests and rallies. >> reporter: members of congress are concerned about their safety. >> many of us are altering our routines, working to get body armor. >> we're going to ensure that we have a safe inauguration. >> reporter: president-elect biden announcing his post inauguration plans, a $1.9 trillion rescue package, with faster covid vaccinations and a $1,400 payment to most americans. >> the $600 already appropriated is simply not enough. we just have to choose between paying rent and putting food on the table. >> reporter: he's hoping the senate can move quickly on economic relief, while dealing with impeachment.

we are dealing with security with the 21,000 national guard troops flowing in to washington and congressional democrats asking for an investigation into the number of visitors at the capitol the day before the attack. in hindsight, some democrats now say seemed like there were a lot of visitors there and normally they're not doing tours, because of covid, and now they want to take a look at those logs and see if perhaps some of those people were there scoping out the building. >> the next few weeks may tell us quite a bit. tracie, biden has a lot of people on the covid response team, including somebody from the bay area. >> right, so dr. david kessler, you may remember him as the dean of the ucsf medical school, but he was also the fda commissioner here for many years under a couple of administrations, and he was one of the co-chairs of

the biden transition team on covid, so now he'll be moving into pretty much the same role in the white house overseeing that covid response. >> tracie potts, thank you for updating us. overseas, middle east tensions are rising. iran fired cruise missiles as part of a drill in the gulf of oman. so that is state media video, they're reporting surface-to-surface cruise missiles struck their targets in the gulf and northern part of the indian ocean. this exercise taking place amid heightened concerns over iran's nuclear program and ongoing tensions with the united states. the deadline for victims of the recent glass fire in the north bay. this is the last day they can submit paperwork for debris removal. the fire burned more than 67,000 acres in september, destroying 1,500 structures including wineries and popular napa resorts. as some struggle to make it

in the bay, the city of oakland has just wrapped up a study into why. mayor libby schaaf will discuss reports of the keep oakland housed initiative in a virtual news conference. the program focuses on preventing homelessness before it starts. included in the findings data that illustrates housing and security in the facility during the pandemic. mob is dr. martin luther king jr. day. many virtual bay area celebrations are planned, as soon as today, to remember his life and legacy, including one organized by san francisco's park and rec department, one by the san jose library as well. oakland leaders will hold a virtual celebration this morning. this weekend volunteers will kick off community services to mark dr. king's work in civil rights. let's get a check of your weather with kari. >> all right, that's what i was going to say. you take it away, kari.

>> all right, it's 6:09 and we are seeing some dense fog developing in parts of the north bay especially up around novato, where it has dropped down to zero visibility at this point and in napa we have half-mile visibility, clear elsewhere, as you get ready to head out on this friday morning, with a live look outside in san jose. we're going to have a clear start in the south bay, and a lot of sunshine. our temperatures go from the mid-40s and look at how fast we warm up. so every couple of hours it's up about ten degrees and eventually making it into the upper 60s during the middle of the day. this is not our normal weather. we should only be in the mid-50s this time of year, and usually we're getting some rain, but we don't have any of that either. we'll talk about what's ahead in the forecast coming up. vianey, any issues for the morning commute? >> no accidents to report but i know you were talking about the fog and actually chp has issued a fog advisory from petaluma through the novato area. the yellow that you see on my

minutes. good morning no accidents. south bay building commute around northbound 101 from highway 85 in san jose 19 minutes, the east bay 880 starting to get busy to you may want to head out now. i'll send it back to you. breaking news that we're following for you, san jose police are looking for a man who fired at officers. they sent a tweet a short time saying officers responded to several calls about a man firing a gun, happened near the corner of lynette and duffy way near king road and san antonio in east san jose. when officers arrive the gunman fired at them. no one was hurt but they set up a perimeter. police are saying that people that live in that area should stay inside. we'll continue to follow this

breaking news and bring you updates as soon as they come in. let's check your business and tech headlines, an interesting lesson from yesterday. we talk about the futures, these are the bets the traders put on the start of the open. these were green yesterday, but we actually saw a loss on the dow yesterday. so this just shows us where they think it's going to open and we'll open down, doesn't mean necessarily we'll spend the entire day down. new numbers put into perspective how hard the pandemic is hitting some of the most economically vulnerable. you see this headline, unemployment among the lowest paid workers is above 20%, according to the federal reserve. it says figures have resulted in the biggest quarterly gdp drop since the great depression. trader joe's and instacart helping motivate people with new incentives if they get the vaccine. employees bonus of two hours of pay and instacart $25 to their

shoppers. american airlines and southwest are not going to require their employees to get the vaccine, although airline employees are considered essential workers. they're lower on the priority list. airbnb ceo believes travel will never go back to the way it was before the pandemic. brian chesky telling reuters people will likely seek out smaller cities to visit and spend more time with friends and family. traditional tourism to top global destinations will be significantly reduced as travelers choose to drive and fly less for business meetings. airbnb's business was hit hard early on in the pandemic, dropping by 80%. trending this morning the pandemic was front and center during this week's virtual consumer electronics show. face mask fashion is getting a high-tech upgrade. the company razr unveiling an n-95 prototype with lights and built in speaker. another product, the maskphone what it sounds like.

we're looking at very dry conditions and warming temperatures today. we know that in the middle of january, we're not supposed to have temperatures in the low 70s, but that's exactly what we're looking like for our south bay highs for today, with the high up to 72 in gilroy. the east bay is warm up to 65 in hayward. 67 in antioch, and some short sleeved weather from daly city down to palo alto for the middle of the day and in san francisco, reaching 62 in the marina district, north bay highs reach into the upper 60s and santa rosa 69 degrees. we're also going to have some high winds picking up by the end of the weekend. this is something else that climate change has had a huge influence and changing our fire season, and here we are in the middle of january, still talking about a high fire danger, so what's going on? we haven't had enough rain and then by the end of the weekend, we're going to start to see a northeasterly wind coming over the hills, and that's going to dry out the air as well as

increase the potential that we could see warming temperatures, what we call adiabatic heating because of the winds descending down the hill into the valley, it could dry out our grasses more and increase fire danger. we're looking at wind speed forecasts calm today, tomorrow and most of the day on sunday. as we go into late sunday night into early monday morning a system moving close by and look at these wind speeds, we could see by monday morning, so the potential of not only extremely warm temperatures for this time of year, but also some high winds, will have us on alert for the holiday as we transition to some cooler air, but still dry into the middle of next week. vianey, you'll have your eye on that over the weekend. where are you watching right now? >> well, i did notice a hazard popped up on my realtime traffic map which means it updates in real time and this is near the fremont area along northbound 680, so i was looking into the

chp report and it appears there is a traffic hazard because there is a big rig, it doesn't say it's an accident. is says there's a big rig, could be stalled out blocking the number two lane near the mission on-ramp so again this is northbound 680, so it could cause some delays as we sort of work to move that big rig over so please, keep that in mind. bridge drive times so far, westbound 80 towards the san mateo bridge 12 minutes. i haven't noticed an increase in those drive times. it means friday light traffic throughout most of the bay area. i'll send it back to you. >> thanks, vianey. you have to see this to believe it. all new overnight, a bus dangling off an overpass in new york city. several passengers are injured. what police are saying about it, next. also next, "nbc bay area responds." >> a four-figure phone bill and a brand new car. i sound like a game show host. i'm consumer investigator chris chmura we have two very happy winners -- viewers. "today in the bay" continues right now. >> good morning everyone. i'm scott mcgrew on this friday, friday, friday morning. >> and every day of the week for that matter. i'm laura garcia. we'll check in with vianey in for mike this morning with a look at maybe a lighter commute out there, but also look at the forecast, with meteorologist kari hall. everybody's talking about how it will feel like spring today. >> absolutely. this is so unusual for us to be talking about highs in the 70s during this time of the year, but we are going to have near record temperatures and along the coastline big waves but by the end of the weekend watching out for the potential of high winds and possibly a high fire danger, something else we don't normally talk about in january. we'll have details on all of that coming up. vianey, looks like it's still friday light for the commute.

>> i would say that is an accurate way to describe our morning commute. so far we've had a up canal of fender benders and traffic hazards. really the biggest hazard is going to be as you've been talking about that fog, the chp did issue a fog advisory from petaluma all the way up to novato so be mindful of that, what the yellow represents on my map, the locations where we are seeing fog. let's look at your tri-valley drive times and the reason i want to show you those, these are starting to build along westbound 84 from vallecitos road to 680, looking at 12 minutes. back to you. we're following this breaking news, san jose police are actively looking for a man who fired at officers. police say they responded to several reports of someone with a gun near the corner of lynette and duffy way, close to king road and san antonio in east san jose. when officers arrived, they say the gunman fired at them and we know that no one was hurt but they have set up a perimeter in

that area and the search is on for that gunman. police are telling people in that area to stay inside. we continue to follow the breaking news story, i'm tweeting out any updates that we get as well and we'll tell you about them in the rest of this newscast. 6:32 right now. as if california's vaccine rollout didn't already have enough hurdles, governor newsom's latest pledge to lower the age limit to 65 is actually creating a whole new set of questions and confusion for many. >> especially in places where they're still trying to vaccinate the initial group which is over 75. we bring in cierra johnson in san francisco looking into this. hospitals dealing with limited supplies here. >> correct. so many folks are waiting for their chance to get the notification that it's your turn and lines you can imagine the frustration they received that notification only for the notification to say there is limited number of doses and for them to call to receive one of those limited doses to of

have-to-wait on the phone for hours. that's what happened to some folks throughout the bay area. many hospital groups made the announcement, many customers received that email from their health care provider, announcing at rifle of the first batches of the vaccine, but nbc bay area found some kaiser patients saying they had to bait on hold for hours to even make that appointment for the first two shots, but we were able to locate some folks that were able to get through. take a listen. >> i was able to book an appointment, so my mom is getting vaccinated on february 2nd, which is really, really exciting. >> hooray! it's a nice day for me, because at my age, it's very important to be free to move. >> it is important to note that the rollout and availability will vary by hospital provider. sutter health began vaccinating folks 75 and older in santa cruz and here in san francisco thursday, the same goes for

ucsf, vaccinating folks over the age of 75. they sent an email to patients about the arrival of a limited supply of both the pfizer and moderna vaccine. as for stanford health, those notifications for patients are expected to be rolling out today. it is important to note out of many hospital chains, this week they have a limited supply but thinker' expecting to receive shipments of more vaccinations next week that will allow them to reach more folks in that age group, so we'll of course continue to follow the story as those deliveries are made. we're live in san francisco, cierra johnson for "today in the bay." >> yes, makes it so confusing for people. i was trying to help my tad get his shot as well. thanks, cierra. it's 6:34. contra costa county health leader also give progress on efforts to distribute vaccines to front line health care workers. with the state opening up vaccines to anyone over 65 as we mentioned the county says many people may have to wait weeks to

get an appointment. the today president-elect joe biden will give us more details on how he plans to fight covid-19. now in a prime time speech last night, biden said his first priority as president is effectively combating a pandemic, a sinking economy, two priorities, outlined a $1.9 trillion rescue plan, saying it will lift millions out of poverty and rebuild american industries. it includes a $1,400 check for most americans and he has a national vaccine plan as i mentioned, going to talk more about that later today. >> to correct course and meet our goal 100 million shots at the end of my first 100 days as president. this will be one of the most challenging operational efforts we've ever undertaken as a nation. we'll have to move heaven and earth to get more people vaccinated. >> the president-elect says he'll also want more k through 8 schools to reopen in the first

100 days by giving teachers the money and the help they need. he'll ask congress to pass a federal $15 minimum wage as well, and extend nationwide restrictions on evictions and foreclosures. biden expects the past covid relief bill on his desk, he says, by the end of the month. one lesson we're learning in this unprecedented vaccine rollout, sometimes the most meticulous planning gets thrown out at the last minute. lompoc valley medical star in santa barbara county planned to distribute 100 vaccinations on wednesday to people over 75. it ended up vaccinating 350 people, some without appointments. staffers say the goal is roughly 250 a day. >> the plan actually is to do approximately 250 a day and that was what we had done based on capacity, based on the space that we were working with. >> so why did they hand out more? the hospital decided to start administering more vaccines

after injecting all the health care workers and long time patients and then realizing it had vaccine to spare that would go bad. as we've been telling you some counties inundated by vaccine demand, they cannot find supply. other counties not so much. this morning "the bee" reports el dorado county is doing the same. it is doling out on a first come, first serve basis, rather than have those go to waste. earlier this week the county set up a web portal allowing anyone regardless of their tier to sign up. now that list had to be frozen two days after, after word got out, because it was so popular. the county is not saying how many people actually received those surplus vaccines. a colorado kaiser hospital threw out 165 doses of covid vaccinations during a power outage. high winds prompted power outages across lakewood, colorado, so the refrigerator storing the doses stopped working. dieser worked through the day to administer as many of those vaccines as possible before time

ran out, and they expired. they're now looking into a backup power system and well, who can blame them? new details about a covid outbreak at kaiser san francisco. 13 employees asigned to the hospital's cardiovascular icu unit tested positive over the last several days. administrators are using expedited testing and following cdc guide lines. the unit has been deep cleaned and sterilized and they say it's safe to receive patients. in san jose, an outbreak has grown to 89 cases at the kaiser san jose hospital including 15 patients. kaiser says that outbreak is linked to a worker who had a christmas tree costume they didn't realize at the time that worker had covid, and the air from that costume was blowing out across many people. a warning for you if you were planning an island getaway any time soon. new covid clusters on oahu and

are going to be in areas that require credentials from the secret service. we had to have background checks and also the inaugural committee, so public access is going to be very limited, but we know the security concerns have already had an impact on two events that were scheduled for today. a senate confirmation hearing was abruptly rescheduled, committee members say they want to take part in person which with the security concerns is impossible, and the inaugural rehearsal for sunday was postponed over security concerns, and is now scheduled for monday. this as an estimated 20,000 guardsmen continue to pour into washington, d.c., ahead of the inauguration. more fencing is going up, several blocks around the white house are now blocked off. the national mall is closed to the public, and we're told to expect more closures in the coming days. now this is what happened in sacramento, after the fbi warned that extremist groups might be considering armed assaults at every state capitol in the nation ahead of the

it is 6:48. let's look at the forecast with meteorologist kari hall. we have the weekend off to rest a little bit. >> absolutely. and it's going to be a nice weekend. now we're watching still some storms around the region. take a look at this big one that we have just off the coast, but all of that rain is targeting the pacific northwest, and it's just going to miss us here in the bay area as it does stay to the north, but it's also going to create some big breakers today, so we have another high surf advisory that will be going up at 11:00, it continues through tomorrow evening, and some of those breakers may reach over 20 feet, and it's really been dangerous along the coastline. we've seen the potential for those rip currents and rogue waves, those are the waves that come up a lot higher than some of the previous waves, but even if we're just trying to make it through home schooling today, we're going to see some sunshine. let's head to san ramon, we are starting out with some low 50s, and if you get a break in between those virtual classes, head outside, get some fresh air

and also some sunshine. it's going to feel more like spring out there, as we go into our afternoon, all around the bay area. take a look at the highs, reaching into the low 70s in the south bay, and some upper 60s for the east bay. san francisco reaching 64 degrees. you can see we'll have more of that going into the forecast, but then by the end of the weekend, our winds will shift and turn more northeasterly, and with the northeasterly wind, it's going to be drier, instead of the typical ocean breeze we get, and then as it descended down the hills into the valleys, it goes through what we call adiabatic heat so long air dries out so low humidity and high winds in january with a potential of a high fire danger because of how dry it's been and temperatures will be warming up as well. look at our wind speed forecast, this shows that we can see northeasterly winds at times on monday morning gusting over 30 miles per hour, and our temperatures heating up as well.

of that, with the lack of rain. there will also be high winds and the potential of a high fire danger, so we'll have more updates on that throughout the weekend into early next week. vianey, how is it looking for the morning commute? >> no major accidents still. we've been doing really well. let's just hope it stays that way. bridge drive times right now the commute is building for the bay bridge toll plaza, westbound 80 towards the bay bridge looking at nine minutes but no accidents to report on any of the bridges, so i do want to give you a quick glance as well at your tri-valley drive times. if you're traveling from westbound 580 from grant line road to 680, only 21 minutes. southbound 68058 to to vargas road 11 minutes and traffic hazard along westbound 84 from vallecitos to 680 also recovering. i noticed a slight delay but not bad, about ten minutes usually that's at about seven, eight minutes. a few minutes backed up in terms of delay. aside from that, we have had a fantastic commute so far, just watch out for that fog, chp did issue a fog advisory from
