the nfl playoffs which airs after "nbc bay area" next. >> troops sacramento. >> that's right, it mirrors the scene in washington, d.c., where security is also intensifying, more fencing is going up, and troops continue to move in. meanwhile, police have arrested a man who they say tried to get into the inauguration area with a fake pass, a loaded gun, and lots of ammunition. for the latest on the situation in sacramento, let's go live to nbc bay area's thom jensen, outside the state capitol. hi, thom. >> reporter: good afternoon. it has been very peaceful out here. we saw no violence here today, and everybody's hoping that it stays that way. but you can still expect a strong military and police force out here, at least through wednesday inauguration day, according to state police and the governor's office. there are national guard troops and police protecting not just the state's majestic capitol

building and every state office in the city here in sacramento. 1,000 guard members, many from the bay area, have taken posts here along with hundreds of law enforcement officers, mostly from state police, as they are charged with protecting infrastructure here on a regular basis. they're hoping it remains quiet, a 3,000-person pro-trump demonstration planned for sunday has been called off, after chp denied permits for the event, citing covid-19 protocols, and safety concerns due to the violence here and at the u.s. capitol on january 6th. but there were still a few people out here protesting the election, and other counter demonstrators like a sacramento native who doesn't want anything to happen to this building or the people who work here, so he grabbed old glory and says he will stand a post in defiance of anyone who would bring violence to the doorstep of democracy here at the state. >> i felt it was necessary to come out and simply as a show

that no matter what someone's political beliefs, their religion, their race, their creed, we are one nation, we believe in our democracy, and a peaceful transition of power. >> it's a travesty either way. i'm not condoning rushing the capitol building. i can't stand violence in any form. >> reporter: but that man marty who didn't want to share his last name says he does dispute the election. here on the north side of the capitol, a group of counter demonstrators waving flags and biden-harris sometimes seemed to get the most support from the public as drivers honked at them as they passed by. we saw no physical disputes of any kind between the oos sides like we had seen before but expect a strong police and military presence here outside through inauguration day, the larger crowds, if they do show up, are expected possibly sunday when that demonstration was scheduled, or wednesday on

inauguration day. we'll be out here monitoring anything if anything does develop and bring it to you if it does. we are live in sacramento, thom jensen, "nbc bay area news." >> thom, thanks so much. we are tracking a developing story in union city. a white lives matter banner was found on public property. someone discovered it at smith and dyer streets near homes and a large shopping plaza and been taken down. the mayor posted a video message about the incident on facebook saying the city was "disgusted" by this act of vandalism and noted how recently it happened to the riot at the capitol last week. >> i have lived in the city my entire life and we have always welcomed everybody from everywhere and we will continue to do so. we will continue to be united as we celebrate our diversity. >> nbc bay area's pete suratos is in union city right now for

us. he's investigating the story and will join us for an update immediately following tonight's football broadcast. now to the ongoing battle against covid-19. california reporting more than 40,000 new cases in the past 24 hours, not only are our cases climbing, so, too, is the number of deaths. 669 more californians lost their lives yesterday to the virus, but the positivity rate appears to be going down. it's at 12.6%, down from the all-time high of 14% last week. los angeles health officials confirmed the county's first case of the more contagious uk variant. they say the man recently traveled to l.a., he's currently isolating up in oregon. back here at home our icu availability remains low. right now stands at 3.4% for the bay area, and here's where things stand county by county. most of it in the red, which means less than 15% of standard icu beds are open. the trouble spots san mateo,

contra costa, marin and sew ma coun but nothing napa and santa clara. zero percent availability there. the standard icu beds are full so new patients may have to go to surge facilities. taking matters into her own hands. an east bay doctor leads a drive-through vaccination clinic to help people 75 years old and older get vaccinated. see how many people frustrated by the process of getting a covid-19 vaccine and decided to act but as nbc bay area's christie smith explains, appointments were needed and the two-day clinic is now full because of this overwhelming demand. >> i feel great. no problem at all. >> reporter: this couple came to stanley middle school in lafayette for the covid vaccine. they tried to get appointments elsewhere but weren't having much luck. >> we just have to wait, but our

daughter lives in marlaga and she is really, really concerned for us. every time anything came up about the possibility of a vaccine, she would contact me. >> reporter: they reserved a spot to be vaccinated needed for think drive-through clinic and waited outside their car just to be checked on after the shot. >> i cannot believe how organized everybody is. i mean, it's incredible. >> we don't care if they're insured or not insured. we don't collect any money. >> reporter: dr. rebecca parrish runs comprehensive wellness an independent practice in walnut creek. she says many seniors were worried and levels of frustration people were facing trying to get the vaccine and answers. >> i had a patient call me absolutely in tears, my 83-year-old patient, and after trying to navigate online and she just wasn't able do it. >> reporter: she worked to make a drive-through site a reality and acquired the doses with help

from the county. health care volunteers and local organizations came together. >> lamiranda village focuses on seniors, lamiranda spirit van provides rides to seniors who need them so we're really trying to reach people out in the community who might otherwise fall through the cracks. >> reporter: their goal is to vaccinate people 75 and older. reservations filled up quickly. 500 doses of the pfizer vaccine administered over two days with appointments set up for the second dose. "nbc bay area news." now while all the slots are now full, the doctor tells us she hopes to secure more doses in the future. we have posted the email address for registration on our website, it's at nbcbayarea.com. one of the first cvs vaccine clinics in the state started operations in fremont today, took place at aegis assisted living in fremont. the general manager there saying the community is thrilled. >> all the residents are

extremely excited for the vaccination. we've had an overwhelmingly positive response from the family members, and they're all extremely excited that we're able to get the vaccine this soon. >> 240 residents and staff got the vaccine today. now, our investigative unit has done a lot of reporting on the partnership between cvs, walgreens and the federal government to vaccinate seniors at long-term care facilities. a lot of them are still waiting. watch the report at nbcbayarea.com/investigations. as much of the bay area ramps up vaccination efforts, a new covid testing option is launching in the south bay. santa clara county has partnered with valley water to organize a mobile testing unit. this week, it will be open wednesday and thursday from 7:00 in the morning until 7:00 in the evening, at valley water's headquarters on al maden expressway. make an appointment calling the number on your screen, but the site will also take walk-ins as well. tomorrow, dr. anthony fauci

will join chuck todd on "meet the press" to talk about what lies ahead. watch "meet the press" tomorrow morning at 8:00, right after "today in the bay." federal prisons across the country are on lockdown up to wednesday's inauguration, lockdowns in effect at more than 120 federal prisons bureaus facilities, including the federal correctional facility in dublin. the bureau of prisons says the decision to lock down was precautionary, no specific information led to it. it's also not in response to any significant events occurring inside these facilities. another member of congress has tested positive for covid-19. california representative lou correa, one of several members of congress to contract the virus after being caught up in last week's riot at the capitol. correa represents orange county was recently verbally accosted by a small group of president trump supporters at an airport in texas. no one knows if either of those incidents was responsible for the congressman's infection. the positive diagnosis will prevent correa from attending

the inauguration this week. we're following a developing story in the north bay, fairfield police say someone discovered human remains in a field. they were found near the intersection of cement hill and peabody roads. that's near the amtrak station on the east side of the city, about 2 miles from travis air force base. new details tonight about a sfrant mobile home where police found chemicals used to make ex-plois sfs. the tonight the owner of the mobile who emis in police custody. last night san francisco police and the fbi discovered the chemics alinside a mobile home. this was at the candlestick rv park on gilmanvenue near candlestick point. police remained on scene all day long, the fbi has since turned the investigation over to sfpd. more than 100 neighbors had to be evacuated last night as a precaution. one neighbor described the moments leading up to it all.

>> i told my wife, i said, there's a cop car out there. wonder what's going on with that? i didn't think much of it, went back watching tv and a few minutes later i heard a knock on the door. >> police arrested a 37-year-old man in connection with that incident. the investigation though is still ongoing. let's take a live look outside of the peninsula, beautiful day across the bay area. no rain in the immediate forecast, but right there, you see storm ranger, still parked on top of san bruno mountain, and looking high and low for some storms but that's not the story now. the story today gusty winds and high surf along the coast. meteorologist rob mayeda? >> the high surf advisory about to expire coming up here at about 7:00. warm temperatures around the bay area. we'll show you one advisory about to come off the board, the high surf advisory, still wave heights of 12 feet and higher off the coast but top concern tomorrow the gusty wind, gusts

above 60 miles per hour, getting started sunday night, heading into monday morning, and this upcoming wind advisory will take us from monday morning all the way into tuesday evening, and you can see the wind speeds by monday morning really flaring up, gusts above 45 miles per hour in purple, potentially lasting off and on for 36 hours. we'll talk about when we expect to see the gusts and a weather bhiplash later next week which could bring rain and snow levels down toment so of the higher mountain peaks around the bay area. a closer look at that and the forecast coming up in about seven minutes. >> sounds good. coming up, getting ready to become the nation's first female vice president. who will swear in kamala harris this week. helping businesses virtually, we'll show you the projects helping an east bay community.

kamala harris will be sworn in by supreme court justice sonia sotomayor. it's a historic first, the first woman and the first woman of color taking her oath from the first woman of color to sit on the supreme court. an aide says harris specifically chose sotomayor for the job. harris says has chosen two meaningful bibles to use during the ceremony. one belonged to mrs. regina shelton a close family friend, used that bible sworn in as california's attorney general. the other bible she'll use belonged to the late civil rights icon and supreme court justice thurgood marshall. tensions remain high in d.c., vice president mike pence paid a visit to california today. pence traveled to the naval air station in the central valley and spoke to sailors about the trump administration's foreign policy seconds. karen pence was also there, spoke to military families about employment options while their loved ones are deployed. facebook taking more action to help with security ahead of

the inauguration. the company says it will block the creation of new facebook events happening near the white house, capitol building and state capitol buildings as well. the ban will be in effect through wednesday and facebook says the goal is to prevent people from using its platform to incite violence and also blocking event creation in the united states, by accounts and pages not based in the u.s. let's check in with rob mayeda and just an absolute summer-like day, rob it was incredible. >> 70s across the board, many areas, very close if not breaking records, which we're checking in on and another day like this tomorrow, more warm temperatures but the top concern by the end of the weekend the gusty wind, sticking around for a while. once it starts picking up on sunday night the gusty winds through tuesday but before the gusty winds rise, still pretty pleasant outside. san jose the average high is upper 50s. currently outside it is 70 degrees. look at that view, mostly clear,

a few high clouds passing by. walnut creek another spot today in the mid-70s. 73 right now, average high is only 57, that is quite a difference from what you'd normally see in january. san francisco at 55 degrees. for the morning, mostly 40s to start, we'll see some patches of low clouds near the coast, high clouds at times headed into the afternoon, temperature wise tomorrow not much change, numbers well into the 70s inland and downtown san francisco could get close to 070s for tomorrow. the key story, watch these wind speeds flare up into monday and through monday night, into tuesday, look how that purple stays on the map. that means gusts in these areas could be 25 to 40 miles per hour or higher at times, all the day monday, through tuesday evening. so this is a long duration wind advisory event, sunday night, all the way through tuesday, while the wind speeds in the south bay won't be quite as strong, you could see a lot of purple in the santa cruz mountains, diablo range, east bay hills, staying gusty all the way until about 11:00 at night. we'll begin to see wind speeds

come down by tuesday night. so that is a long duration wind event. the pattern for it, high pressure and low pressure to the north and south, as the winds lighten up around wednesday, we'll be watching this pattern shift which could get interesting by thursday and friday, you see the first chance of rain we've had in a while dropping in thursday night into friday, and followed up by an even colder storm potentially by next weekend. i know if you've been on social media, there's a lot of talk, perhaps we could see low snow levels, we'll try to quantify what it means if you drop a storm out of british columbia and the gulf of alaska what might that do to the precip tigs. sierra, one to two feet of snow but back towards the bay area, we could be looking at snow down to 3,000 or 4,000 feet, if that pattern holds by next weekend. so try to take notes here. we've got summer tomorrow, october-like fall wind monday and tuesday, then a real winter blast as we head towards the end of the week and possibly late next weekend, so a lot of changes going on.

a new class action lawsuit takes aim at bank of america saying that bank exposed unemployed california workers to fraud. this is the latest development in the edd fraud scandal. it claims bank of america failed to properly safeguard workers benefits accounts and also claims the bank failed to answer customer services lines and advised the edd debit cardholders call in order to report fraudulent activity on their accounts. they called the lines and no one answered. the lawsuit alleges the bank opened fraud claims and immediately closed them and also froze cardholders' accounts without any warning. in a statement bank of america said "as california's unemployment program faces billions of dollars in fraud, bank of america is working every

day with the state to prevent criminals from getting money and ensuring legitimate recipients receive their benefits." now to our making it in the bay series about the cost of living. concord has the go-ahead to create a rent registry program. the idea was approved this week. the goal is for the city to collect rental housing data to help guide policies in the future. the program will require the owners of all multifamily complexes with four or more units to register with the city. things like rent costs, evictions, and square footage will be tracked and then shared with the public. some landlords are against the move, they say that they want that information to stay private. helping black-owned businesses, a lal nonprofit went virtual to help the richmond main street initiative to revitalize the city's downtown. it hosted a business showcase featuring locally black owned
