in less than 30 minutes, president trump is expected to leave washington, d.c., and depart for florida. we'll bring that moment to you live when it happens. i'm laura garcia. >> and i'm scott mcgrew. marcus washington has some time off. there is so much to get to. what a day and we're going to share it together. history together this morning. let's get started with the forecast. good morning, kari. >> good morning. as you get ready to head out the door, you'll notice it's not as windy as it was yesterday and we're looking at still the nice, warm weather as our winds calm down, we're still going to have unfortunately times of smoke drifting in because there will be still those fires burning in the santa cruz mountains. hopefully we get more containment today. as we get some more favorable weather conditions and we have cooler temperatures and some rain ahead in the forecast. let's get a look at these highs for you, today reaching into the upper 60s, reaching 66 in napa, as well as martinez. san francisco will see highs in the mid-60s today.

we'll talk about those rain chances that's coming up in just a few minutes. mike, what's going on early this morning for the commute? >> kari, because we transition from the windy weather to the maybe rain, we're looking at calm right now as we look at the roadways, green sensors reflect that. nothing special highlighting or anything. a couple crashes south 680 around 84 toward sun jol. sounds like all lanes are clear off to the right shoulder. waiting for the last update there and another crash in pleasanton dublin area. for now, right back to you. >> thank you very much. it's a big day, hours away from a leadership change in america. we have a live look at capitol this morning, shortly after president trump will leave washington, joe biden will take the oath of office as the next commander in chief. >> "today in the bay's" tracie potts reports from capitol steps where today's inauguration signals a new era for the nation. >> reporter: in just a few hours

president pardoned and commuted sentences for nearly 150 people including rappers, democrats, and former chief strategist steve bannon, but not himself, his family, or his attorney, rudy giuliani. >> donald trump was a stain on our country. so in any event, he's gone. >> reporter: having lost support from a key republican ally over this month's capitol attack. >> the mob was fed lies. they were provoked by the president and other powerful people. >> reporter: biden is pledging to get to work this afternoon. tracie potts, nbc news, at the u.s. capitol. >> so a busy day at that capitol. at the top of the hour, we expect president trump will depart the white house for the final time. we will have full live coverage of all of that. at 5:45 this morning the president-elect, vice president-elect and their families will attend mass at the

national cathedral in washington. at 8:15 this morning, inauguration ceremonies begin with biden scheduled to tentatively to take the oath of office at 9:00. shortly after kamala harris is inaugurated as the country's first female vice president she will swear in several senators, including her replacement, california's alex padilla, the state's first latino senator. once they're all sworn in, the senate will be divvied 50/50 with democrats holding the majority and harris, of course, as the tie-breaker. >> our special coverage begins all morning long. president trump again leaving the white house for the last time, headed to florida. to the pandemic, when it comes to new covid cases in california, the numbers are still trending lower from the holiday highs. the state added another 34,000

yesterday after surpassing 3 million. deaths are also trending lower, slightly. another 480 deaths were reported yesterday, pushing the state total past 34,000. 4:36. san francisco leaders suddenly in scramble mode with the surprise announcement the city is nearly out of covid vaccines. they'll hold a special meeting today to aelse is the next steps. mayor london breed yesterday announced vaccines could run out as soon as tomorrow. health leaders blame the state and federal government for botching distribution but the lack of a cohesive rollout plan is also under scrutiny. leaders say the city is about to open three mass vaccination sites. the timing could not be worse. >> because every day that goes by we're not moving forward on this is one that has a measurable cost, life or death for people who live here. >> city leaders hope the new administration will improve distribution and rollout. today's virtual hearing will get under way at 11:00 a.m. happening now, firefighters still battling fires that forced

evacuations yesterday in the santa cruz mountains. more than a half a dozen fires were put out. the largest near watsonville burned some 50 acres. about 100 homes were evacuated. we spoke with one family now used to the drill after last summer's czu fires. >> we keep go bags and decided it was going to be smarter just to pack up and get out and that was about the time that the first fire engine was arriving. >> evacuees should be allowed back home this morning. no homes have been damaged and it's not clear how those fires started but it was very concerning, as we know that we have high winds yesterday and they were really whipping. how are we looking today, kari? >> yes. it's going to be a lot calmer today. i wanted to show you that even in some of our low-lying areas, we had these gusts reaching over 50 miles per hour. that's what we had in san francisco. 40-mile-per-hour gust in san

jose, santa rosa, napa and oakland. now that the winds are calming down, we're going to continue to watch out for the burn scar areas in the santa cruz mountains and we also saw those new fires that developed yesterday outside of those burn scars that we had from the august wildfires. we'll of course let you know if anything develops with those fires and talk about some rain ahead. mike, what's going on right now as people get ready to head out for work? >> kari, we're checking with our dublin camera. we'll see a lot of headlights, the good news, moving westbound in the area, over on the left side of that screen we shouldn't see any major activity. look at the map over in the same area is where the crash is reported, west 580 at fallon again, close to santa rita. not a major concern as far as the visuals or the speed sensors. the other crash 680 south of there around 84 is on the shoulder, everything else is clear, laura. back to you. >> thanks so much, mike. 4:39. breaking barriers, next on "today in the bay," our special inauguration coverage continues. the supreme court justice who is

right now at 4:42, as we take a look at today's high temperatures and how that compares to our record highs, it's still going to be very warm for this time of year but we'll be very close to these records. i don't think we'll see a lot of new ones set today. as we go into the forecast, a big cooldown coming our way with some rain. more on that in just a few minutes. >> and we'll take you outside to see a live look at the oakland camera. this morning the tail lights going north, the headlights going south. yesterday the camera was moving east-west. today much calmer. let's see if that's the same case over there on the money matters, with rahel. >> good morning. i'm rahel solomon from cnbc. wall street looks set to open slightly higher, dow futures up about 30 points, following yesterday's gains. the dow rising more than 100 points breaking a three-day

losing streak. the nasdaq rallying 1.5% as those big tech stocks rebounded from last week's sharp losses. investors will be on the lookout for any further details about president-elect joe biden's trillion economic his inaugural address. that proposal calls for another $1,400 in direct payments to most americans, additional unemployment benefits and aid to state and local governments, and also in focus today, earnings from morgan stanley, procter & gamble and united airlines. tesla is hiring people to handle complaints that customers and others tweet at ceo elon musk. among the support specialists to resolve or redirect grievances and "address social media escalations directed --" >> all right, we appear to have lost your microphone there, but we of course follow tesla and so

many people no doubt want to tweet so it will calm down some of that with this new position. berkeley reportedly the latest city to take steps to boost pay for grocery store workers during the pandemic. "east bay times" reports councilmembers yesterday moved forward on an emergency plan for $5 an hour hazard pay wage hike, now in the hands of berkeley city manager and the city attorney. the ordinance would remain in effect until the city falls back into the yellow covid tier. small independent grocery stores would be exempt. it's 4:45, we'll take you out live to the white house. we've zoomed in a little bit. now just hours away from the inauguration of the 46th president of the united states. there is a lot developing this hour. we have cameras everywhere. we are on top of this, as history is made in america. we will be right back.

good wednesday morning to you. 4:48. the sun hasn't arrived yet but a nice clear look outside at san francisco this morning. that wind seemed to blow all the clouds away. let's look and see what's in the forecast today, checking in with kari. how are we doing? >> good morning. it's looking really nice for today. we still keep the warm temperatures, but we get rid of those high winds, and i know a lot of us are thankful for that. let's get a look at what's going on temperature wise, as you get ready to head out the door,

check out how cold it is in ukiah, 29 degrees. it is cold. most of the rest of the bay area walking out the door to temperatures in the 40s and some low 50s in the tri-valley, where it's a little bit more breezy. as we get a look at our highs for today, expect it to stay about ten degrees above normal as we reach up to 68 in san jose. 65 in livermore. oakland reaching 66 degrees and san francisco will be in the mid-60s. in napa today, expect a high of 66 degrees. all right, we're so excited that we're going to see some rain coming in for the weekend. the first storm system comes in and a lot of it falls apart but it does bring in some cooler air, some spotty, light showers for friday. we dry out on saturday. then there will be another storm system dropping in on sunday and this one looks like it could bring us some decent rainfall totals along with some very cold air that could drop our snow levels. so looking at what to expect, once again with this first storm

system, it's going to be a weak one. it may bring in higher rainfall totals along the coast and parts of the east bay, but then when you add the rainfall totals on, what we're going to see with the second storm system, and this could be a pretty good soaker for the bay area, north bay rainfall totals reaching over an inch in some spots, and possibly close to two inches in some parts of the east bay. we'll just have to see where some of the heavier rain goes and then for the sierra, looking good here, too, with some of the light snowfall totals over the weekend, but a lot more as we go toward that second storm system coming in early next week. low elevation snow possible for parts of the bay area. it's going to be cold after these next couple of days so we better take it in and enjoy it. mike, how is it looking right now for the morning commute? >> well, kari, thank goodness the winds are calmer because i'm hearing about a couple of little fires here, car fires. the first one is at the carquinez bridge eastbound 80,

so getting into the north bay out of the east bay, the direction headed up there. reports just shy of the bridge and sounds like everything's off to the shoulder. i've circled another car fire in that portion of the bay near danville, or it says danville south 680 and another car fire in the shoulder, calmer winds but watching for any update on those that might spread. so far nothing great. a smooth drive. a couple of crashes reported down in the south bay, looks like san jose, scott. i'm going to check those out. we're continuing to watch washington, d.c. a live look at the capitol. we've zoomed in a bit with the american flags hanging, all of them from history and this has been a scene that we've seen ahead so many times before, but will be so unusual this time. president-elect joe biden's inaugural events, all this happening amid heightened security. in a major departure from previous inaugurations, most of the events will take place virtually because of coronavirus. our team monitoring the white house as well.

president trump set to leave in nine minutes from now. here's your first look at two commemorativ sections from "the washington post." in a few hours vice president-elect kamala harris will become the first female and first black and first asian-american vice president. the bay area native began her career in the bay at the alameda county district attorney's office. she was later elected as san francisco's district attorney, breaking the glass ceiling as the first woman to hold that office. as california's attorney general. 2016 elected to the senate becoming only the second black woman elected as senator and it was just two years ago when harris kicked off her own presidential braun at oakland city hall and now making history. >> that power of representation is going to be immense when you think about all of the little girls and all of the little boys

that are growing up watching this and seeing a woman be able to do something that no other woman has been able to do before. >> justice sonia sotomayor the first latina and woman of color on the supreme court will swear in harris. >> it's 4:53. live pictures behind that tree is marine one. you can just make it out, it just came out of the sky there, and is about to touch down on the south lawn of the white house. this will be the helicopter that takes president trump to air force one. it is still designated air force one at joint base andrews, that will then fly to florida, and president trump will spend the last few minutes of his presidency we expect in florida. we are watching this very carefully. we've got a shot behind a tree there, but you can see it touching down, laura, on the south lawn.

>> that means joe biden will be moving in. the bipartisan president-elect joe biden set to restore in the white house and the two veteran reformists set to welcome the biden administration today. still no winner. how much the mega millions jackpot grew overnight. happening now, it's not just the united states celebrating on this inauguration day. people from kamala harris' ancestral indian village are celebrating her inauguration as well, they offered prayers and set off fire crackers. calendars featuring the faces of joe biden and harris were distributed throughout the village. meanwhile, harris' uncle in new delhi said he will tell harris to do whatever her mother has taught her and keep up the good work. we'll be right back.

live picture this is morning of the white house marine one just landed. we think president trump will leave momentarily. we will of course have a special report. that helicopter does not wait for long. it comes when the president says, and he departs almost immediately. as we wait for that, let's talk about something lighter. president-elect joe biden gearing up to try to restore a bipartisan norm upon moving into the white house, presidential dogs. >> because everybody likes dogs. the bidens have two german shepherds, champ and major. major has a wags to riches story, the first dog to go from a shelter to the white house. we've been talking about this for weeks. we really have, but nobody's won the mega millions lottery, the jackpot last night. friday's top prize $970 million, makes it the second largest jackpot in the game's history.
