line on when all seniors in the state will get their shots and the outlook is not good. and helping struggling businesses survive the pandemic. up next, one bay area city's latest plans to keep the door open. "today in the bay" starts right now. >> good morning, i'm laura garcia. >> let's get a check with kerry this morning. good morning. >> good morning. it is cold out there, but this is nothing compared to what we have headed our way into the weekend. take a look at where we are right now in parts of the north bay. some upper 20s, we're in the upper 30s right now in san jose and in oakland you're walking out the door to some of the warmest temperatures we have in the bay area right now, 45 degrees. so after this cool start, at least we will have a nice day. many of us heading back into the mid-60s, and we better enjoy it because we have a big chill headed our way as well as some rain. so we'll talk more about that coming up in a few minutes.

mike, how's it looking driving around the bay area? >> looks like people are going to have to use their heaters i guess. we do have an issue -- actually two crashes into san francisco. looking at the overall speed sensors, everything seems great. we jump to northbound 280, the 19th off ramp there has been closed since 10:30 last night. they cleared the scene, should be reopening anytime soon. there's a little slowing starting back at east moore. there is a crash in rocktavia, checking on the status. today is president joe biden's first full day in office. he has a rigorous agenda for the first 100 days of his term. that includes getting 100 million americans their first shot of the covid-19 vaccine. a live look at the white house. as we've been reporting, the president signing more than a dozen executive orders in some cases actions

>> here's "today in the bay's" chris sanchez in washington. >> it was very exciting to be here to see kamala harris sworn in as the vice president, the first woman vice president in this nation's history. the celebration was tempered by the fact that average americans could not get anywhere close enough to see it. and yes, the evening ended on what was a more traditional note. a fireworks show ended the inauguration that was unlike any other. because of the pandemic and the violent riots at the u.s. capitol, we were among the few to have a front row seat and so did the bidens. no doubt the fireworks were visible from beyond the security perimeter, the closest regular americans could get to it. >> unity is the path forward. >> reporter: joe biden taking the oath of office with three former presidents in attendance along with former vice president

mike pence. president biden delivering his first address calling on all americans to move forward together. earlier, oakland's kamala harris became the first woman and the first black and indian american woman elected to the second highest office in the nation. afterward, president joe biden walked the final way to his new home on pennsylvania avenue with his wife dr. jill biden and the rest of his family at his side, and though there were no regular joes along the way, he did stop for a few fist bumps. vice president kamala harris followed in his foot steps a few minutes later with the nation's first second gentleman in gowns of purple, teal, pink, and white, powerful and feminine at the same time. and this was one of my favorite moments, howard university showing up for the vice president who is one of their own, a fresh contrast to the traditional military marching band. but even in a celebration of the

differences that same call for unity. upon arriving at the white house, president biden got right to work signing several executive orders. he also swore in his day one staff. earlier in the day president donald trump left the white house on marine one for the last time as president. while he skipped the inaugural event he did leave his successor a letter. >> several prominent republicans did reach across the aisle to the president, but we'll have to see as the real work begins whether that show of unity is going to hold. in washington, d.c., kris sanchez nbc bay area news. president biden wasting no time getting down to business. the first thing he did is sign a string of executive orders, many undoing the efforts of his predecessor. among them, rejoining the paris climate act, rolling back anti-immigrant and anti-muslim policies and halting oil expansion in the arctic. larry gerston explains the

significance. >> most of them are designed to put the biden footprint into place and many of his values as it turns out run contrary to the ones established by president trump. >> his administrative team also go down to work. homeland security issued an immediate directive to pause most deportation hearings for the next 100 days. another deadly day in america due to the pandemic. u.s. reporting more than 4,100 deaths due to covid marking the deadliest single day our nation has seen since the pandemic. that is in addition to nearly 179,000 new reported cases. in california, nearly 700 new deaths were added to the state's overall total. that's in addition to more than 22,000 additional infections. a sobering new assessment on california's vaccine rollout is likely going to take four months for everyone over 65 to receive their shots, and if that's the case, lower priority groups are

really months away. the pandemic may not truly be over until late summer, early fall. an expert presented the estimate yesterday during a vaccine advisory committee meeting, also stressing this could change if the biden administration is able to speed up the distribution of vaccines. southern california dealing with limited vaccine supplies. check out the long lines yesterday. this is at dodger stadium's mass vaccination clinic. covid case numbers in l.a. county still trending lower, but deaths another 262 were reported yesterday. san diego county leaders meantime are expanding their vaccine push and one area hit extremely hard by the pandemic, the south bay has some of the highest case rates anywhere. a school district in palo alto could have students back in the classroom as soon as monday. the ravenswood city school district hopes to reopen some campuses next week to small groups of high needs students.

samateo county health leaders say the district doesn't need special permission to open schools to urgent learners, those are students whose learning has been massively disrupted by the pandemic. they hope to start with a group of 11 students monday whose parents have given them permission to return. the district plans to discuss the plans at its board meeting of education today. new this morning east bay city providing extra protection for businesses who have been hit so hard by the pandemic. the city will provide grants to some businesses that closed because of the stay-at-home orders. east bay times reports businesses can receive up to $10,000, but for businesses to qualify, they must show they've lost at least a quarter of their revenue since 2019 and as well as being independently owned and they don't owe the city any money. let's get a check with kari this morning.

it was cold as i walked out to my car, walking out to my car a relatively new idea for me. usually get to stay at home. >> yeah, still haven't been outside yet, but i know that it's cold out there by looking at all these maps. we will have a chilly start this morning, a live look outside in san jose. we're going to see it warming up once again. take a look at the trend. we go from the low 40s to the mid-60s by this afternoon, and we better make some plans to get out and get a nice long walk. we have huge changes ahead in the forecast for the weekend. we'll talk more about that coming up in a few minutes. any issues for the morning commute, those who do have to drive to work? >> we were tracking definitely cold, but not frosty. we are looking at the roads in san francisco, the crash at octavia, it sounds like it was a little inaccurate for the reporting. that's good news. we zoom in towards 280 northbound, the 19th avenue off-ramp, still affected,

right now at 4:42, as you're heading out the door driving around the bay area, chilly temperatures to start. this is a look at what we're going to see in parts of the east bay. some upper 30s to get started, but it's going to warm up nicely and still be a pretty warm day. we'll talk about some much cooler temperatures and even the potential for some snow on our bay area peaks. that's coming up in a few minutes. good news for some of the overnight crews that were working out there in the cold. take a look at the nimitz, crews in hayward city and oakland already cleared. that's what it looks like as you head north of the coliseum. >> good morning. i'm ra hel salomon from cnbc.

wall street set to open with modest gains after stocks hit record highs amid a batch of strong earnings reports. the dow rising more than 250 points, the s&p 500 climbing 1.5% and the naz up almost 2%, helped by a 16% surge of netflix on the back of its earnings report. reports on housing and jobless claims or the number of people filing for unemployment, that's forecast to drop from the previous week but still remain elevated above 900,000. united airlines reporting a nearly $2 billion loss in the fourth quarter and the company expects the pandemic to continue to weigh on travel demand this year. united does have a handle on how to survive its immediate challenges with enough cash on hand to get through a slow recovery but the path for the airline industry will largely depend on how fast vaccines can be distributed. restaurant chains getting a bump in sales from the latest round

of stimulus checks in the short term. the wall street street yurnl journal are reporting higher sales to the stimulus. the struggling restaurants navigate changes rules on indoor dining and other covid restrictions but thousands of restaurants have closed and more are expected to do so this winter. those are the latest headlines from cnbc. i'll send it back to you. folks spending money at restaurants even at retailers is a boon for the economy. we want the money to keep circulating and employed hopefully. >> and maybe another stimulus coming as well. rahel, thank you very much. we know the small businesses can certainly use it. 4:45 right now. change isn't just happening in d.c. it's also being felt at our state capitol. we'll tell you about it when we come back.

this. it looks like for quite a while. we've had record high temperatures and we know it wasn't supposed to be this warm, but you're going to go back to winter over the next several days. let's talk about why we're going to see temperatures dropping because we're going to see not one, but possibly three storm systems heading our way and each one will reinforce the cool air and also bring in some rain chances. the first one now moving into the pacific northwest and will be arriving in the bay area by tomorrow. as we look at this first storm system dropping down, doesn't look to have a lot of moisture. then there will be another one right behind that that could bring us a better chance of some rain possibly some thunderstorms and even some low elevation snow for the bay area. that means it goes below 2,000 feet. there will be another storm system right behind that on wednesday that's going to bring down more of the cool air as well as the rain and sierra snow and bay area snow as well.

as we go through our rain chances once again the first storm system doesn't bring a lot of rain, maybe up to a quarter inch, and then when the next one comes in it does bring in slightly more rainfall totals. of course the big headline for us will be the potential of some snow on some of our bay area peaks from mount hamilton to the summit and north bay mountains. there may be a light dusting of snow in parts of the east bay and the south county. this is going to be a crazy next seven days we'll have to get through and, of course, we'll be keeping you up to date every step along the way. now mike, you've been watching the commute. anything going on right now? >> we still have a crash in san francisco, kind of old news but we'll review it. takes the roadways and show you overall green sensors, a new crash or some sort of activity on chp reported 680 south at 84 for folks coming out of pleasonton and towards sunol.
