today on covid-19 part of a national strategy to expand emgency relief, vaccinations, testing, reopen schools, and address inequities. >> the pandemic, economic crisis, racial injustice, the climate crisis and threats to our very democracy. >> reporter: president biden signed more than a dozen executive orders on day one ending the muslim travel ban, stopping border wall construction, requiring masks on federal property and rejoining the paris climate agreement and world health organization. more orders are coming and he's getting pushback from some republicans. >> didn't find any of the orders i agreed with and many he came forward with will lead to unemployment. >> president biden needs congress to pass his immigratio citizenship for undocu relief plan. >> do solemnly swear.

you can't have an inauguration without a little bit of and even with all of those security measures that tracie and i came up against. while americans couldn't get up close for the swearing-in ceremony that so many people wanted to see or the inaugural parade which we showed you yesterday morning on "today in the bay," everybody got to watch the celebration of america hosted by tom hank from the best seat in the house, the couch at home. former presidents clinton, obama and bush used their voices to also call for unity in this country and artists performed from washington's landmarks and of course shut down to the public. that call for unity was the theme of president biden's first inaugural address. he called for an end to white supremacy, toxic partisanship and promised to work to end the. there was one really big reminder we are not a united nation. earlier in the day president donald trump left the white

francisco. we know the timing really could not be better to get more vaccines out there. >> good morning. exactly. just to backtrack a lib they were paused because of allergic reactions because of folks getting vaccinated in san diego around january 14th. fewer than ten people experienced allergic reactions but that was enough to put a pause on the vaccination for a while and we're learning we have been given the green light to administer those vaccinations and it was a good number of vaccinations that are going to be back in circulation. 330,000 doses in the hands of those health care providers according to nbc san diego. those happened to six people that received that vaccine at a downtown vaccines are safe and san francisco and several other new

they're able to release those vaccines. where does san francisco stand in vaccinating? during a meeting of san francisco officials held yesterday, the goal is to vaccinate all eligible residents by june 30th. health care leaders at the meeting say to reach the goal the current daily vaccination rate of about 3,000 vaccines a day would have to increase. >> there is nothing more important and i think this we all agree than the immediate mass distribution of this vaccine as soon as we can secure it to every single san franciscoen who needs and wants it. >> reporter: a virtual town hall is being held to answer questions about the vaccine, the vaccination process and the rollout plan for folks in alameda county. this meeting will take place virtually starting at 6:00 and

it could be viewed on various social media platform. we'll have that link on our website nbcbayarea.com. we're live in san francisco, cierra johnson, for "today in the bay." >> thanks so much. another hopeful sign for san francisco. the positivity rate is now around 38 per 100,000 people. it's been trending downward after hitting a high shortly after the holidays. in the bay area the largest county santa clara health leaders are reporting nearly 540 daily cases. the county currently has about 7% icu bed availability up from last week. good signs there as well. happening today attorneys for the cavalry church in san jose say the church pastor will appear in an ongoing contempt trial. the trial surrounding the refusal to pay more than $1 million in fines issued by santa clara county. it's in connection to a slew of covid violations tied to large

first lady jill biden wore a matching dress and silk face mask by alexander o'neill and social media couldn't stop buzzing about former first lady michelle obama's red pant suit and the belt. also getting a lot of attention out there was senator bernie sanders outfit stayed true to his brand of comfort. tennis shoes and mittens and kind of showing up for the inauguration before he ran errands. others loved the gloves. a vermont teacher made them from recycled materials and sent them to sanders over a year ago. it was really cool to see the american designers, the kind of nod to america. and also the color purple that show of unity. red, blue, makes purple and there were a lot of statements

yesterday in what they were wearing including bernie. >> bernrieny represented by the american designer lands end. that's pretty cool. >> there you have it. >> we need to dress like bernie. it's cold in the bay area. >> i could not resist. i posted a picture of bernie on social media and saying this is how we'll be dressing tomorrow. so this is the last day of some warm weather across the bay area. we're going to see the temperatures heading back into the mid to upper 60s. it's going to be a nice afternoon. we need to really take it in, savior it because we have a lot of changes ahead. let's get to it. we have a couple of storm systems that will be coming in. the first one is bring something rain and snow to our north and this will dip in by tomorrow we'll see more clouds and a slight chance of rain. it's going to pull down cold canadian area and then another system behind that that may supply a little more moisture and we could see a decent amount

of rain as well as some snow on some of our bay area hills and then a third system drops in by wednesday that could bring in some additional rain and snow. let's get to our forecast and what we're expecting. today once again the last day of mild weather but then a chance of some showers possibly a few isolated thunderstorms by tomorrow with that big change in our temperatures come in. it will be a cooler weekend. highs reaching into the 40s and 50s. but then the potential of some rain and snow and that snow may get down as low as 500 feet. as we look at our rain forecast there will be with this initial round of rain about a quarter inch of rain for most of us, a tenth in some spots, where we get the least -- lesser amounts of rain but in total for the next several days get about three quarters of an inch of rain for many spots. that's going to be pretty good. one other thing we'll be watching is the potential for some snow on mount hamilton as

well as the santa cruz summit and the north bay mountains may get the most snow. about one to two inches of snow. but it could drop down with some snow flurries down to the valley floor and that's going to be the spectacle going into next week. the temperatures we're going from the mid 60s today to the upper 40s for highs. by sunday into early next week. so major changes ahead. mike, are you seeing any changes any luck to the morning commute? >> the view of the golden gate bridge, a little fog. it's not so bad, butt's there. want to let you know that changed over the last half hour. the maps show you the arrow in the bay bridge toll plaza where there's no backup or fog there, except for this, getting on south 680 using bollinger canyon road, basically you can't get on from one side of the freewayway,

open. easy drive. back to you, scott. overnight, 4,100 americans have died from covid. that's going to be america's deadlies to the nearly cases of people getting it for the first time. in california we lost 700 people in a day. >> and that's in addition to more than 22,000 new infections in the wake of a sober new assessment of california's vaccine rollout. it may be several months before all people over the age of 65 receive their shots. >> "today in the bay's" bob riddle is live in pleasanton. why is this going to take so long? >> two things at play. the state isn't receiving enough vaccine doses and those vaccine doses are not being distributed. you can take a look at your tv

screen. of the 4 million doses the state of california has received, they have administered 1.5 doses, only 40% of the total supply. so far less than 4% of the state's population has been vaccinated. the health director says that california is only receiving 400,000 to 500,000 doses a week at best. it will take 20 to 22 weeks to vaccinate the population of californians 65 and older according to the chronicle that puts us into mid to late june. the paper reports that dr. eric pan hopes to increase supply. the new center for the centers for disease control and prevention spoke about president biden's plan to vaccinate 100 million americans in his first 100 days and she was asked about when vaccines would be available in the local pharmacy like the

lower but not the deaths. 262 were reported yesterday. former govted at dodger stadium yesterday. he posted this video to twitter saying he's never been happier to weight in line. new this morning, walnut creek providing protection for businesses hit hard by the pandemic. the city will provide grants to some businesses the state closed during the stay-at-home order. the east bay times reports businesses can receive up to $10,000 but for businesses to qualify they have to show they lost at least one quarter of their revenue since 2019, independently owned and don't owe the city money. a follow-up, san francisco's street closures are proving to be an overwhelming success. sf gate reports transit leaders recommend three closures become permanent, page street in the hey, and sanchez and shotwell in

the mission. in each case the closures have received nearly total support from the people in the area. new data seems to confirm what ocean researchers have been saying for several years now. a number of gray whales migrating along the pacific coast is dwindling. noaa says there were 6,000 fewer whales than the 27,000 counted three years ago. scientists say the ocean environment may not be able to consistently support the higher numbers. it is 6:36. the bay area's crab season is under way but there's less to go around and it may cost you more. that's according to the chronicle which reports the supply is only about one third the usual harvest. the season had to be pushed back several times and only recently opened. sellers say the low prices. coming up next, one large batch of vaccines are no longer on hold. moderna vaccines raised concerns around the state and some cities

arlington visit and parade he signed executive orders on a number of issues and today more. focused on covid-19. today they are unveiling a national strategy, ten new orders on covid-19 that deal with how to reopen schools, how to get more people tested. the government wants to set up big testing centers at stadiums and gymnasiums run by the federal government and how to make sure that more people get this vaccine and giving advice to states which run those programs on who should get the naigsz next. that's where they are with that. some of those executive orders yesterday were much interest to people in california because they focused on immigration, reversing some of the trump policies on being the wall and the muslim travel ban but also on daca recipients. children who were brought to this country under age illegally, can they stay? 700,000 of them? the biden administration certainly wants to put them in

the front of the line and he signed off on an order yesterday strengthening those daca protections and also putting the pause button for now on some of the trump immigration enforcement. homeland security said starting tomorrow they are going to put some of those deportations on hold, most of them, until they can start to sort things out. finally on capitol hill, today the senate takes a look at president biden's nominee for transportation secretary. former south bend indiana mayor pete buttigieg, as you may remember, one of the democratic rivals but expected to head the transportation department is going before a senate committee for questioning today, possibly to become the next person confirmed. he would still need to go before the full senate for votes of confirmation. back to you. >> confirming the dni as well, director of national intelligence. talk about the mood in

showers but then there will be moisture with the next storm system that comes in pulling down cold air from canada. we could see snow on some of our bay area peaks. we won't be done there. a third system dropping in by next week and this could bring in rain and snow. but as we check out the sierra, we're excited to get quite a bit of snow here as we check out our tahoe report, look how much colder it's going to be from the low 40s today, the highs in the 30s and lows in the teens with scattered snow showers starting tomorrow. if you're going to squall valley or alpine meadows get there before that snow starts to come down tomorrow. here in the bay area, we're also watching out for the potential of some snow. yes, i know. it's been crazy from the 70s last weekend to 40s and 50s for highs this weekend. once we get the storm systems coming in we could see some snow

dropping down as low as 500 feet and some of our computer models are showing our valleys in the east bay, south bay and north bay could see some light snow flurries coming down to the lleyva floor. it's going to be huge in the way of changes and, of course, we're going to stay on top of all of it. we're going from the mid 60s today and i'm making plans to go out for a nice walk, take to the kids to the park because this weekend we'll have to bundle up with off and on rain and take a look at these highs for next week. we'll only reach into the upper 40s in the inland valleys next week. mike, are you seeing changes through the commute? is. >> no. folks driving to 680 past petco the shell, you know what we're talking about from crow canyon road the on ramp to 680 heading west is closed right now because of the earlier incident which is still an issue for folks

>> all right. so we know that the real work of the administrationitut talking about that inauguration party. it's like having the party to talk about the next day. a front row seat. while they were spectacular it was strange to hear them going off without the aahs from the crowd. national guard troops stood between the people and the swearing in itself because of the violence at the u.s. capitol. former vice president mike pence watched as biden took the oath of office and delivered the speech with a theme of unity. >> america's story depends not on any one of us or some of us, but all of us, on we the people. >> for the bay area seeing the daughter of oakland a woman of

color assume the second most powerful office in the nation and as they made their way to joe biden's new home on pennsylvania avenue he walked the way stopping for fist bumps along the way. some of my favorite moments seeing vice president kamala harris make her way along pennsylvania avenue with the first second gentleman and her family, of so many strong women, her sister and niece and the grand nieces that will steal the spotlight more than once. of course there was her alma mater howard university's marching band adding a real taste of something that we have not seen before, in an inaugural parade. talk about unity, we have here "the new york times" democracy has prevailed, biden vowing to mend the nation and we have "the washington post," biden, unity is the path, that talk of unity at this point is talk. we have to see what happens going forward. we know some prominent republicans have reached out to the president, reached out al e

we're watching out for potential of snow by next week we could see some flurries as we watch the forecast for next week. we'll have more updates. get ready for some major changes ahead. mike, are you seeing changes through the morning commute? >> not at the bay bridge toll plaza which is great. palo alto, i did see more traffic over the last half hour, starting to calm down with the taillights north through san mateo, toward san francisco and then south of here, san jose shows a little burst of traffic as well. holding up for about 10, 15 minutes. it will ease up as well. we already showed the fog at the golden gate bridge. >> all right. thank you very much. and thank you for joining us today. taking you out live to capitol hill once again where the first full day of the biden administration rolls up their sleeves and gets to work.
