through the forecast. we've had warm and record-breaking temperatures, it's also been very sunny so nice to see some clouds and some rain rolling in. we're seeing those scattered showers as you head out the door in the east bay as well as the south bay but it's already rain elsewhere in parts of the bay area, so the roads may still be wet. we have a lot more rain where that came from and possibly a few thunderstorms by this afternoon. i'll time it out for you, we'll talk about what's ahead in the weekend before you make some plans, that's coming up in a few minutes. mike, what is it looking like planning to go to work this morning? >> kari, we saw some of that light rain on some of our south bay cameras in san jose and highway 87 on the map i've circled traveling north toward downtown reports of a single car that lost traction and spun perpendicular in the center divide. oftentimes those will be spinouts because of slicker conditions i'm shouting that out. we've had about a half dozen, nothing major. the green highlighting around the bay. another single car crash

sideways car there, 880 southbound at lewelling. the bay bridge wet pavement but no concern of major volume. joe biden's first 100 days now the main focus in washington. >> pandemic related job losses are front and center. this week's first time jobless claims hit nearly 1 million. "today in the bay's" tracie potts is live in washington with the steps the president is taking today to help out those struggling the most. tracie? >> right, so if you've lost your job, filed for unemployment, can't pay the bills, and even having hard times getting groceries, these are the people that the biden administration will be talking about today. the president planning to sign two more executive orders targeting people who are struggling the most. >> a nation waiting for action, let me be -- >> reporter: president biden offering hope. >> help is on the way.

>> reporter: and a warning. >> we're still in a dark winter of this pandemic. it's going to get worse before it gets better. >> reporter: he's predicting half a million covid deaths by next month. >> with this executive order i'm signing -- >> reporter: rolling out two new orders today to provide economic relief, one expands food stamps and other government assistance, including direct payments to the neediest americans. it pauses debt payments for veterans and underscores the right to turn down jobs that put a person's health at risk. the second order establishes a $15 minimum wage for federal workers. the white house says he's eager to work with republicans. >> they're looking for engagement. they're looking to have a conversation. they're looking to have a dialogue and that's exactly what he's going to do. >> reporter: but republicans question the president's priorities. >> the president can and should refocus his administration on creating good paying american jobs.

>> reporter: and the price tag. >> we have to get serious about how we're spending taxpayer dollars. we already have more than $27 trillion in federal debt. >> reporter: biden wants millions vaccinated quickly. >> getting 100 million people vaccinated in the first 100 days is quite a reasonable goal. >> reporter: but at least a dozen states say they don't have enough vaccine. meantime here on capitol hill, todayed senate considering more of president biden's cabinet nominees. three final votes are expected today, secretaries of state, treasury and defense. and if retired general lloyd austin is confirmed, he'd be the first black secretary defense in this country. >> tracie about the impeachment, we understand that senator minority leader mitch mcconnell wants to push that back a bit but it is going to happen, right? >> we believe it's going to happen. mcconnell is suggesting pushing it back to february to give former president trump time to

pull his defense together a couple of weeks. he's already hired a lawyer out of south carolina. we'll see what whatjority leader chuck schumer says about the timing. the idea is to allow a couple of weeks before they get that under way and would also give them more time to deal with this huge backlog of cabinet nominees, some of which haven't gotten hearings yet. >> always a busy time in washington. thanks for covering it for us, tracie. it is 6:04 right now. well, happening now, the search is still on for a d.c. capitol pipe bomb suspect. the man seen here is suspected of placing two pipe bombs in d.c. the day of the riot outside the dnc and rnc headquarters. neither bomb exploded but investigators say each could have caused great harm. federal authorities are now offering $75,000 for anyone with information leading to an arrest. >> 6:04 on your friday morning.

after huge amounts of security surrounding our nation's capital, many national guard members are in the process of leaving wash. 15,000 troops will be sent home in the next ten days. about 7,000 will remain until the end of the month. last night some national guard members were told to sleep in the nearby parking garage by capitol police where they were spotted sleeping. troops were quickly brought back to the capitol after angry lawmakers found out. california covid cases headed into the weekend already topping 3 million. the state added nearly 20,000 additional yesterday, along with 570 deaths. more than 35,000 people have died. priority for essential workers may soon be eliminated in california's vaccine rollout. state advisers are debating changing it to an age-based approach focused on people 65 and older. as the only criteria. that means people who think they are next in line, talking teachers, grocery store and farm workers may be waiting more

months. but the state epidemiologist says it would help those who now make up the majority of hospitalizations and deaths. >> this is what we're struggling with, this small amount of vaccine, trying to look at who is again filling our hospitals, who is the next, who is dying and what can we prevent as soon as possible. >> right now the new plan doesn't have full committee support. at the current rollout rate, everyone 65 and older may not be vaccinated for several months to come. solano county like the rest of the bay area trying to contain the pandemic. happening today, health leaders are holding a virtual town hall on the vaccine rollout starts at 3:30 on the facebook page. contra costa county is showing off a new vaccine dashboard, how many vaccines administered and the percentage the county vaccinated. leaders will update the vaccine rollout at 10:00 a.m. in a

virtual zoom event. a peninsula yoga studio closed this morning due to covid violations. pacifica beach yoga repeatedly ignored safety measures, including holding maskless indoor classes. the owner is facing thousands of dollars in fines. yesterday a judge approved a temporary restraining order. another hearing is scheduled for next month. eviction is not the only big concern for people struggling to make it in the bay. many are increasingly concerned about growing rent debt. in some cases, nationally eviction moratoriums may expire as soon as march. housing advocates fear eviction rates may double in the next few months. a recent ucla study finds 365,000 l.a. county households are at risk. housing advocates say the only way out is to forgive the debt, the past rent and allow renters to start fresh using federal

funds. >> we need to cancel the debt of rent and mortgage and that can only come on a federal level. >> governor newsom recently signed a bill of banning evictions in california for the next five months, but only if the renters pay 25% of their rent. geologists are calling yesterday's small 3.1 quake near concord a normal aftershock. it happened around 5:00. it follows a 3.6 in the area last week. yosemite park rangers say two giant is he kay i don'ts came crashing down on homes. the park is closed and may reopen by next week. a live look across the bay area, a little bit of wind but a lot of rain. it's raining all over. meteorologist kari hall tracking it all for us. good morning, kari. >> good morning. we're going to see this rain with us off and on. there will be breaks in between but it's really great to see it

moving on through and we're going to see it coming in waves with the potential of some thunderstorms by this afternoon. kind of hit or miss dodging the showers as we go into today as we stop the time line right here at 9:00, we'll see some of the rain moving through the peninsula and parts of the east bay. we can still see that the rain will be passing by with not everyone seeing the rain at the same time, but i think at some point today, all of us here in the bay area will see the rain at some point, and it's going to be fairly light, with this first round moving through, but we could see some heavier rain by the end of the weekend, as well as next week, as these cold temperatures come in, we may also have some snow on some of our bay area hills. we'll be talking more about that as well as how much rain to expect. that's coming up in the forecast but mike headed out the door this morning, the roads are looking a little slick. >> that's right, kari. we already showed you the toll plaza just before your report. they are clear as far as the volume, but we'll show you fremont for example, a glow for the lights in the moisture in the air. water kicking up and we haven't

through as we look at some scattered showers now moving through the tri-valley, and it's starting to wind down for a little while, but this rain has already pushed through and the roads may be wet as you head out the door. make sure you have the umbrella as we're hearing the rain hitting the roof in the south bay, and moving off towards the south and east. so we're starting out with light showers but it's going to get heavier as we go into today with a couple of rounds of rain moving in, and even some stronger storms. look at the low that's farther to the north. it's going to be pinwheeling down the coast and as it gets here, it's going to bring in some much colder temperatures today and will lift up the atmosphere in parts of the atmosphere we could see enough energy for some thunderstorms today. so we are going to see the off and on showers, the possibility of some heavy rain, even some small hail, as we go through late morning into the afternoon. it's going to be pretty active, even though we won't all be seeing the rain at the same time. i think we will all see some rain at some point today. so once it winds down for

tonight, tomorrow is looking pretty dry. if you're making plans to get outside, it's going to be cool. only reaching into the 50s, but we will take a break before the next round of rain comes in. so this rain brings us mostly about 0.1 to 0.25 of an inch of rain. i want to show you how much more rain is on the way for sunday and then again on wednesday, as a couple more storm systems move through. we have the possibility of getting anywhere from one to possibly two inches of rain all across the bay area. now this is what we've been waiting on. it has been so dry and we know we have an extreme drought going on. for the sierra, we have temperatures that will be dropping, staying below freezing. this is a look at squaw valley and alpine meadows. it is going to be great to see the resorts and some of those areas getting this much snow. we want to show you what the computer mods are putting down for next week, the possibility of getting up to 73 inches of

snow at kirkwood, and even in south lake tahoe, up to 54 inches of snow. we'll see if this pans out but this is right now the models are putting down for the sierra and for the bay area. we may even see some light snow on our peaks for mt. hamilton to the north bay mountains. we'll see if it makes it down to the santa cruz summit. but look at how cold it's going to be. we're going to be in the 50s today, sunny and mid-50s tomorrow, but then only upper 40s next week, and those morning temperatures will drop below freezing, so we're watching out for the possibility of some snow flurries and some more very active weather at least into next thursday. finally it's going to be winter, mike. how is it looking for the morning commute? >> well, looks like i'm going to be looking to see if we get some snow at the santa cruz summit. it has happened so we'll follow that, but just north of there, the south bay is what we're looking at because i've seen a number of smaller crashes happen in the last few minutes. a few have been single car ones.

believes a successful vaccine rollout could make the difference. do keep in mind, japan has yet to start vaccinations. it's still too early to tell what's going to happen. one recent poll found eight in ten japanese now want the games to be canceled or postponed for a second time. the postponement of the 2020 olympics changed so many of the lives of the olympic hopefuls. there's one group of athletes who train right here in the bay area say it there was actually silver lining to it all. the u.s. national artistic swimming team, used to be called synchronized swimming practice swimming at a high school in moraga. the pandemic and wildfires forced them to train over zoom in backyard pools, even in living rooms. >> i really think it's the way to get stronger faster. when you have the mentality of nothing will stop me, i don't care what it is, no? >> they do it as a team. coming up at 5:00 tonight on nbc

marcus washington. i can see the green behind you, kari. >> we're seeing the green on the radar, and much needed rain at this point. here is a look at the rain moving through san jose and just about to move out of fremont right now. it's mostly the somebody. a lot more where that came from. this initial round with light showers and as we look at the live camera in san jose, you need the windshield wipers today, off and on especially for late morning as we see heavier rain and thunderstorms moving through and also look at the temperatures, staying in the 50s today. we'll talk about what's ahead for the weekend, that's coming up in a few minutes. mike, getting out on the roads you need the windshield wipers today. >> that's right, kari. you need a little bit of self-control, what i mean by that folks as we look at the map the green sensors mean you're able to go the speed limit but the green highlighting means that you'll have perhaps some slicker roadways and less traction. slow the speeds down a bit.

we see the contra costa county and the north bay heading up into rio vista. kari talked about the rain moving south so we've got the east bay and the peninsula side with some wet roadways and debris for 580, where i circled around redwood road. south bay sews the damp roadways, a light rain and the traffic means that the rain and the water are kicking up onto the wynd shields. back to you. a big step in expanding the bay area vaccine rollout. san francisco is poised to open a brand new vax in addition center. cierra johnson, this may be the first step in opening elsewhere. >> reporter: exactly. several communities are making plans to open their mass vaccination sites and right now at city college, one of the first in the bay area to open. this is in san francisco, behind me you can see the white tents, those set up, because in just a matter of hours, they will

vaccinate their first guest. it is important to note this site is a drive-through only site, similar to the covid drive-through test sites but because of the nature of the vaccine, timing is key. each vaccine is given an appointment only. the site is fully booked with the department of health explaining that 500 people made appointments through ucsf and dignity health. those health care chains are also providing a vaccine. there are plans to open two additional sites but that won't occur until more vaccines arife. >> we want to test the operations and make sure that we have these sites in place and can be scaled up. but because vaccines are in short supply, we can't open up. >> reporter: alameda county also updated its residents when they can see vaccines available in their community with a virtual town hall. officials there is a mass vaccination sites won't be up and running until at least mid-february with oakland coliseum as one of those likely

locations. so right now, we've been seeing folks bringing up some of the carts through that gate into those tents, not sure what the contents are but we know the vaccines are temperature sensitive so they will be taking the utmost care and making surer that' thousanded precisely to match that first appointment again. they will open their doors at 8:00. time slots are already filled so it is important if you do request of to get a vaccine, make your appointment early and you stick with that time so your vaccine is able to be given to new the appropriate manner. we're live at city college, cierra johnson for "today in the bay." >> thanks, cierra. 6:34, more details for you. we're getting our first look at how many people have actually been vac nated in the bay area. three counties are detailing how many doses they've administered. in san francisco about 31,000 given. santa clara county nearly 100,000. contra costa county nearly 65,000 doses. contra costa county is even

giving us more detailed look as well. 54,000 people received one of the two doses of the vaccine. 10,000 people have received both doses, and that means they are fully vaccinated. it may seem like a decent start but it's only 1.2% of the entire county population. you may be surprised to hear many police officers have not been vaccinated. law enforcement officers in the east bay worry they could be exposed to the virus at any time. they're frustrated. they don't know when they'll get a vaccine. >> we are spending every day on the streets of oakland, on the streets across the county protecting our community and there's no sign of us getting the covid vaccine. >> on a day-to-day basis, we are usually short 20 to 40 people, currently sick or home under mandated quarantine because they had direct exposure to the virus and not allowed to come to work. >> it's not only a problem in oakland. san francisco put out an urgent letter expressing the exact same concerns.

out of 1,500 officers, 148 have tested positive. two have been hospitalized, close to 200 filed covid-19 workers comp. claims. for updates on the pandemic including cases and the vac even rollout as well just head to nbcbayarea.com. derick al mia the master tenant at the so-called ghost ship warehouse expected to agree to a plea deal today in connection to the oakland warehouse fire that killed 36 people in 2016. he's expected to plead guilty to 36 counts of involuntary manslaughter. the deal would avoid a second trial after jurors could not reach a verdict the first time. the "east bay times" reports almena will receive a nine-year sentence. not clear how much time additional because he's already been in jail for quite some time. oakland police investigating a late night shooting. it happened last night along apricot street, not far from san

leandro street. we know at least one person was injured. no word on their condition or any arrests. police there are dealing with a big spike in violent crime to start the new year including 11 homicides, compared to one at this point last year. the city says it's continuing to redirect resources to areas impacted by violence. police also plan to meet with mayor schaaf to work on strategies aimed at reducing gun violence. new questions this morning surrounding the pardon president trump granted to robert zangrillo, miami-based real estate developer who paid a quarter million dollars to get his daughter into usc. a trial was scheduled for later this year. the u.s. attorney of massachusetts says zangrillo and his daughter knowingly participated in the admissions scheme. here we go again, that jackpot frenzy is growing this morning, ahead of tonight's mega millions drawing. taking you out live to milpitas, chevron there, the top prize

preparing to play for a second time. >> reporter: correct, good morning to you. maggie played water polo at monta vista high in danville, later on in college at stanford, prepared to go for her third gold medal last summer before covid canceled or postponed the 2020 tokyo olympic games until this summer. it was a punch in a gut for a lot of athletes who worked so hard, but as maggie sees it, when you're training for olympics, you are already training for adversity, being able to deal with hardships surrounding the pandemic is what being an athlete is all about. >> we always want to control what we can control but sometimes that gets smaller and smaller and smaller. >> reporter: with six months until the tokyo games, maggie steffens and her water polo teammates have only recently been aloud back in the pool. for six months, training on dry land, no chlorine.

start to our friday morning, raining in some spots already. i've heard it come down outside my windows here for some time. meteorologist kari hall has been telling us about these storms coming our way, quite the change from the spring-like weather, but we're reminded, kari, we are in january. we need this rain. >> yes, we are. we need this rain so desperately. we have an extreme drought in the north bay, and a severe drought elsewhere. rain is a welcome site, even though the first round coming in has been fairly light for us. we're starting out with what will be sevaler roundsf o rain coming in, as we get a look at the center of the storm, still to the north, you can see it pinwheeling down the coast, ere whst of the energy is going to be as it moves closer to the bay area, we'll have a chance of some isolated thunderstorms, possible some small hail in here. let's go through the time line. we're going to stop it by late morning as we start to see some

hit or miss activity by 9:30 and much more 11:30. more in the east bay and south bay could see bright red it will appear to be on the radar where we could have brief heavy downpours. a lot more energy once again because of the cold air and the much cooler temperatures that we'll see will continue throughout the weekend. but it does look like we'll take a break from the showers as we go into tomorrow. some sun coming up but we'll only make it into the upper 50s. he's that's what you're seeing at the bottom of the screen. notice how much cool near next week, because we'll have more storms coming in that will bring in much more chilly air as well as heavier rain, so this first round of rain coming in may bring us about 0.1 of an inch of rain and the second round will add an additional 0.1 to 0.25 of an inch of rain and the third storm could bring the possibility in total of one to two inches of rain over the next

week, so this is indeed what we needed to help mitigate the fire danger that we've seen and also bring in some more sierra snow. this weekend if you're headed to tahoe, expect it to only be in the 30s for highs, lows in the teens. some light snow flurries today. some sunshine tomorrow, and then you might want to get out of there if you have to be back by monday, headed back early on sunday before that snow gets too heavy and we'll see those temperatures reaching into the low 30s. but we are going to see light snow this weekend, but look at what could be coming our way by next week. some of the models putting down 60, 70 inches of snow plus for a lot of those resorts. they've only gotten about 40% of the normal amount of snow in parts of the sierra, but we may also see some snow here on some of our bay area hills. mt. hamilton and north bay mountains could get some snow possibly watching out for some of that, that could make it to the santa cruz summit, if the snow levels get low enough. we're looking at highs that will

only be in the 40s. are you ready for this? we're going to start to see highs in the 40s from sunday into next week. morning temperatures near freezing each day and of course with the rain coming in, that's when we could see wintry mix or some snow on some of our peaks, and for san francisco, we're going from the low 50s today, we'll see that continue into at least next thursday with off and on rain. mike, the roads may be slick for some heading out this morning. >> yeah, kari, we were warning about slowing down because braking may be an issue, traction. we have a crash in san francisco and in the last few seconds chp did give us breaking news an alert traveling across the bay bridge. the incline slows and really jams up just before treasure island, all the way into san francisco. the map shows you the source of the problem is over at fremont, the exit there just shy of that critical exit, the first into san francisco. we have that crash blocking two lanes, and that does not have

does this get started? >> reporter: they'll begin vaccinations at 8:00 this morning. you can see behind me those white tents behind that fence, that's where those inoculation also take place. it is important to note that this is a drive-through vaccination site much like the covid sites, but things are a little different here, because timing is key, given the sensitive nature of those vaccines. each of these vaccines will be given by appointment only. this site is already fully booked. the department of health saying 500 people made appointments through ucsf and dignity health. those health care chains are also providing the vaccines for this site. there are plans to open two additional sites in the city, but that won't happen until more vaccines arrive. they're also opening today a mass vaccination site in mountain view, the county of santa clara, and mountain view, opening the site there at the mountain view community center, that's where 1,000 vaccines will be given a day. alameda county also provided

updates for its residents when they could see vaccines available in their community. they relate this information through a virtual town hall. officials there is a the mass vaccination site probably will not be up and running until mid-february and they're discussing oakland coliseum as one of those likely locations. now it is important to note regardless of what city, county you are in for the vaccinations, to make sure you're actually eligible to receive a vaccine at the site. it is also important to arrive at your appointment on time, because a lot of these sites will not have their freezer on site so they have to time thawing the vaccine with your point time, make sure you arrive on time, but before me, we already saw them bringing in some supplies that looked like some latex gloves to help administer those vaccines. we'll be out here all morning bringing you the latest at midday later today. we're live in san francisco, cierra johnson for "today in the bay." priority for essential

are holding a virtual town hall on the vaccine rollout starts at 3:30 on the facebook page. contra costa county is showing off a new vaccine dashboard, how many vaccines administered and the percentage the county vaccinated. leaders will update the vaccine rollout at 10:00 a.m. in a virtual zoom event. derick al mia the master tenant at the so-called ghost ship warehouse is expected to agree to a plea deal today. it's in connection with the oakland warehouse fire that tragically killed 36 people in 2016. almena is expected to plead guilty to 36 counts of involuntary manslaughter. the deal would avoid a second trial after jurors could not reach a verdict the first time.
