i'm laura garcia. >> i'm kris sanchez here for marcus washington. mike, i love how you're on your maps to show us where it's hard to grave. kari, the maps are sloppy. >> yeah, especially for the east bay, the peninsula and the south bay. elsewhere they're like what rain because we're seeing a sharp cutoff of where it is dumping down and all clear. it's right now moving through parts of the peninsula and we can see the bright reds that indicates really rainfall. how is it looking for the commute? >> well, kari, you showed that bright data where the intense rainfall is. let's show you the maps where we're talking about where we have flooding reported in your usual suspects throughout san francisco. that's not the big deal because look the highlighting throughout the north bay not a big deal. this blue, look at that, all the rain hitting the south bay, a live look, the tri-valley getting hit.

here's san jose where our live camera shows you it's light traffic volume but not for the rain. there's a lot of rains on the roadways. watch outer lanes for flooding and the freeways. it's going to build. back to you. >> you're right. we're talking about two nights of pounding storms leaving people anxious across the bay area, especially people who live in areas ravaged by repeat wildfires. south of the bay area there's already been some serious mudslides and flooding. >> "today in the bay" is live in contra costa county with the storms keeping everybody on edge. we know the people took the warnings seriously. sharon. >> that's right. kept me up overnight. you know what, this is going to continue next week as well, but we are getting a little break you can see right now from the rain, but the heavy and the heavy rain keptple up overnight. video from monterey county we shot overnight. this home in soledad had debris

and rocks tossed into the home. the roadways hit hard too, 101 had flooding, monterey county, championship issued a sigalert on 101. from salinas to gonzalez, both directions shut down due to flooding. two vehicles submerged due to the still water. just yesterday more than 25 structures, damage with mud sliming into homes and barns. the devastating fires from last year are now causing debris flows in the storms. two people were injured while trying to escape a wall of debris that crashed into a home. 50 horses had to be rescued digging a trench through his backyard home. >> i don't know if itere's no q.

napa built five pipe bombs and planned to attack democrats on twitter. when agents raided his home they allegedly found incriminating texts on his phone. blue shield will be taking on a role in the latest effort to ramp up california's vaccine rollout. the state is finalizing a contract for blue shield to manage vaccine delivery to county hospitals and pharmacies. the state is lagging in its distribution, maybe last in the country. about 1/20th of the 40 million people who live here have received at least one shot and gavin newsom signed an executive order eliminating some of the bureaucracy. a walk jaup krik vaccination clinic is opening today. only frontline workers and people over 65 will qualify. people have to line up between 9:00 and 11:30 this morning and a limited number will then get a vaccination time. the clinic is meant for

low-income communities, disproportionately impacted by the pandemic and it will operate every tuesday and thursday. more counties unveiling dashboards to keep tabs on vaccine distribution. if you want to know how your county is doing you can find links to the dashboards on our website nbcbayarea.com. just click on vaccine guide in the trending bar. we've got some new details and a jump start may be coming for san francisco's muni system. supervisors are pushing to return transit services to pre-pandemic levels. the mauts cut all of 17 of 89 muni lines in april and shut down light rail. it's slowly bringing back service but leaders say seniors and people with disabilities are still being hit the hardest by the cuts. let's take a live look in tahoe. the winter storm right now is in full effect. at times it's been whiteout conditions.

wish we could make out the light from this street right now. chains are required as the sierra's blizzard warning remains in effect until tomorrow morning. >> the storm system packing serious winter weather and there's always two sides to every-story. on the left 8 inches along geyser road in sonoma county. on the right the road to mount hamilton closed because of snow and ice. this is time lapsed video from the camera at lake observatory. the road closure will remain in place until tomorrow morning. don't try to go up there and get any pictures. we'll watch it from afar. >> absolutely. right now we've seen it changing over to rain so lot of snow is melted anyway. what's made national headlines is the 10 possible feet of snow we could see in parts of the sierra. it's dumping down from the camera as well as the radar and looking at some additional

snowfall totals on top of this several feet they've gotten we could have another couple feet some spots before the storm winds down. there's another one right behind that so we'll be talking about that in the forecast. mike getting out there for the morning drive is very slick for some of us. is. >> yeah. as kari said if it's not raining where you are it probably won't for a while. probably okay but if you're traveling out of the green area toward the blue south dumbarton bridge and 237, rain hitting there, the tri-valley. there is an issue around the dublin interchange. on the peninsula we did see rain hit palo alto and that will be a factor for some folks coming up. back to you guys. 5:10, making the most of a sticky situation.

it is pouring in woodside. you don't have to go far before you see heavy rain across the south bay and the potential of some is thunderstorms today. i'll be tracking that with an update coming up in a few minutes. the update over my shoulder i saw the sensors change in the dublin interchange. westbound 580 with taillights away from us, a crash at or under the dublin interchange affecting all lanes now. that's your breaking news we're tracking in the traffic center. the latest coming up. good morning, mike. happy rainy thursday to you. gamestop continues to see its stock rise to new heights as day

traders and new investors use their iphone apps to buy more shares. gamestop doubled in price yesterday up 1700% from its all-time lows and when i say lows, $2 a share lows. people are buying the stock because people are buying the stock until you get to the last person in it's been a profit for anybody who buys a share. traditional investors would say this is a terrible way to in. this started almost as a prank, amateur investors on reddit started purchasing shares and tried to get each other to buy shares in gamestop. the company doesn't make a profit. to mess with professional investors who shorted the stock, bet against it. it cost those professional investors millions. on the "tod show today. >> what we're seeing here is an army of retail investors who are trying to stick it to the man. they are literally pushing up

the price of gamestop as a show of force to try to show wall street and to try to show the hedge fund industry that was shorting shares, betting against gamestop, that they can win. >> very good at explaining money. if you've seen the showtime series "billions" paul gee mamty is one of the writers and producers. fed chair jay powell spoke yesterday after they left interest rates where they were. powell is warning us the economy is growing, but still faces very serious challenges. apple executives spoke showing investors how much the company made for a quarter, sum it up as a lot. in fact, the most yet. more importantly apple reinforced its plans to strengthen privacy fierce on your phones that has facebook upset, facebook says not fair, apple says you should decide who

is tracking you. speaking of making money, tesla made money which when you talk about a cool calendar year tesla has never done before. a full profitable year. when you dive down into the numbers tesla didn't make all that money from selling cars. made some of it. it made money from carbon credits the government sells because it doesn't sell any gas powered cars. it then sells those credits to other companies like gm which can use the credits to offset carbon taxes. speaking of tesla, kris and laura, you will not be pham with this, the new steering wheel on the tesla model s and x, to young to remember night rider, but it's very rider. no turn signals at of having a steering wheel. >> yeah. >> i thought you were going to say something about -- i thought you were going to say something about it being a stickshift.

>> something good to watch on the rainy days probably. >> netflix and snuggle. >> we will have that for today. yeah. we've been looking for things to do inside and i think today it will be another one of those days as we're seeing the rain just pouring down for parts of the bay area. the atmospheric river has stalled over parts of the peninsula and south bay and the east bay. where we see it is raining really hard in sunnyvale, san jose, freemont and milpitas and into the rest of the east bay where it's really starting to pick up in dublin and san ramon over to pleasanton and livermore and will get heavier in pittsburgh and antioch over towards brentwood. we've seen the alignment of this atmospheric river bringing rain for south of san francisco but this will slowly continue to roll to the north but may take a while because it's moving so slowly and we have a lot more of

that energy with us for today. if you're homeschooling in santa rosa, it's going to be an indoor home schooling day for recess. we've been looking for online videos and things to do for recess and you will have to do that today. even a chance of some thunderstorms by this afternoon and it's also going to be very chilly throughout. as we go through this forecast we're going to see the radar filling in some more showing more widespread rain after late this morning into the afternoon. with some of the downpours we see, it could possibly bring in the potential of some small hail, some thunderstorms, some gusty winds and then it starts to wind down heading into late tonight into early tomorrow as this storm system finally moves out of the bay area,g much need. and we head over to you, mike, there's parts of the bay area that has standing water on the roadways. >> lots of reports of roadway

flooding in the outer lanes and watch the off ramps as well. i got a call from one of our friends telling me there's a crash south 680 at durham and another one just south of there, so two crashes in the last few minutes down through sunol out of pleasanton. we're talking about north of there for the breaking news from the chp saying we have one lane open now, westbound 580, an earlier crash at the dublin interchange that will bog you down out of the altamont pass. another concern is vassco because it's dark and rainy. the blue means ponding and put puddling is likely. >> bought something from a company that's not shipping to you. i'm chris chmura. how to get your money back and possibly make a federal case out of it. that's next. our team is always on social media and with the rainy weather

lucky drivers in oregon got the vaccine in the middle of a snowstorm. workers were driving back from a vaccination site when they got stuck in the snow with hours left until the vaccines were going to expire. they went car to car and gave out the extra doses. an ambulance crew was nearby just in case and one of the drivers was a sheriff's office employee who missed their appointment at the vaccination site. i bet it was because of the snow. coming up next, the top stories that we're following today including ready to reopen as more san francisco restaurants plan to resume outdoor dining today they will be up against cold and wet conditions. we'll have a live report on the steps that many are taking. another look at the radar which is lit up right now as that storm is moving all across the bay area. meteorologist kari hall is timing out our forecast and breaking down how much rain we've already gotten and telling us which window we have to go walk the dog.

soggy start. here's a live look at our radar. the rain far from over that includes some pretty wet conditions for early morning commuters. the rain is causing a muddy and dangerous mess to the south. crews from the bay area are on scene helping after mudslides damaged homes and injured two in

monterey county. it's going to be a wait and see what the weather is like. >> proceeding with caution, more local restaurants are getting the green light to reopen today, but will all this wet weather get in their way. "today in the bay" continues right now. >> good thursday morning to you. thank you so much for joining us. i'm laura garcia. >> i'm kris sanchez. i'm here for marcus washington. mike is here as well. but we want to start with meteorologist kari hall who is timing all of that rain for us. >> some of us are getting rain right now and areas south of san francisco still waiting on it and getting a chance for the rain to soak in. this is such a very heavy downpour we're seeing for the peninsula and south bay to the east bay where it's bright red. storm ranger showing us the rain is intense and visibility may be low and moving towards the tri-valley and san ramon but we can see the surge of the

atmospheric river targeting certain areas and we'll see more of it as we go into today. we'll go through the timeline and talk about more of how much rain you can see coming up in few minutes. mike, it's been really treacherous for parts of the bay area. >> yeah big warning for slippery roads where you show the rain we'll show that again but i want to show you dublin and the dublin interchange because of the crash west 580 leaves one lane open that's the breaking news here as you're traveling towards 680 on 580, bogged down. we're looking at that roadway and you can work around that getting to 84 accounting down towards sunol. a couple more crashes from freemont heading into the south bay. the blue highlighting that translated to ponding and puddling around there. the scattered crashes south of there. i'll call out the big ones and this radar that kari has. more rain coming into the south

bay for sure. back to you. >> all right. thank you, mike. new this morning, major flooding in monterey county stalled cars on 101 that will make the traffic report. video between salinas and gonzalez. the cars stalled in high water both directions were shut down because of flooding. the chp tells us south bay 101 has reopened. and the slide danger is have he real this morning. bay area based emergency responders are in monterey county helping with all of this. this is a mudslide in a burn zone that damaged homes and buildings there. the drama played out in south salinas. two people were injured as they tried to escape the wall of mud. dozens of horses had to be rescued and two dozen homes and barns were damaged road. firefighters went late into the night sandbagging to try to divert the water from the home of the path of a slide and the

property owner says he dug a trench which he thinks helped avoid the worse of it. >> i don't know if it saved the house but sure probably saved a lot of damage. this is the most water i've seen come confirmed to us that the north bay direction of 101 near gonzalez is still closed because of all that flooding. happening today the flash flood watch in effect in the santa cruz mountains as well. thousands of people in the burn zone area have been warned or ordered to leave their homes. san lorenzo valley high school is the only evacuation site in the santa cruz mountains. some had to sleep in their cars or motor homes if they had them staying outside due to covid restrictions. >> we were evacuated for almost three weeks weeks back in september for the cz fire. that's the cause of this whole thing. so, you know, for a few nights

living in a hotel, it's okay. >> utility crews are scouring the burn zone as well, all in the area where that czu fire ripped through last summer leaving areas prone to mudslides. pg&e crews are working to restore power. this is a live look at the outage map right now. at this point only about 3,000 customers are left in the dark. about half in san francisco. pg&e says more than 500,000 customers across the entire service area lost power at some point during this storm. joining us live right now is tamar from pg&e. thanks so much for taking the time out to talk to us this morning. >> good morning. >> well, so this storm system is, it's been a big juicy one. certainly not over yet. it certainly had an impact on pg&e customers. you expect that to continue? what's the hardest thing they've been up against? >> well, we definitely have

challenges, things like access issues, in some parts of the state snow and fallen trees. we are seeing the storm as one of the largest that we've seen in our service area in several years. we saw gusts of up to 80 miles per hour in the bay area. this has been a doozy. >> so many in the bay area are lucky enough to have their lights on. other parts of the state don't. talk about the process pg&e had to go through ahead of this storm to try to prepare. we knew this one was coming and did it work? >> absolutely. we had a plan in place. we wanted for our customers to have a plan as well to be we ham tracking this well in advance so we can figure out just where we're going to need our crews, how many crews we're going to need, all those logistics. we have our storm tracking models where we gather data from

previous years, but we have a sense of where these outages are going to hit. all of that makes a huge difference when preparing for a storm like this. i can tell you at this time we have about 1500 customers out -- >> go ahead. >> sorry. i was going to say we have about 1500 customers out in the bay area at this time. >> and that's a great improvement because yesterday morning it was in the 35, 36,000 and then i saw reduced to 27,000. that's a pretty good turnaround that you've created so far. >> we have made significant progress especially here in the bay area we're seeing really great numbers. this is all hands on deck. everybody is a part of this effort. you're going to see lots of blue trucks out there and we're going to continue working safely until every single customer is fully restored. >> all right. tamar, thank so much for joining us. we know it's a very busy time for you. >> thank you.

restaurant owners across san francisco, boy, they're certainly rejoigs this morning. today, outdoor dining resumes after nearly two months of takeout and delivery only. >> it's been a rough go. "today in the bay's" cierra johnson looking at what it could mean. >> good morning. if you've driven around the city or taken a walk in your neighborhood you may have noticed they've been sitting empty for a matter of weeks but today they can be filled with visitors because the outdoor dining reopens in san francisco. it isn't just restaurants that are able to reopen, personal care businesses like salons, outdoor wineries and zoos are able to reopen today. bars, indoor gyms, museums, movie theaters are still closed because we're still under the purple tier classification so

last night many business owners spent the evening restocking and cleaning out the parkets and calling back staff that haven't had a chance to work for the last couple months. >> we have some people on standby that are hurting and we want to get them back to work. we're going to call them and bring them in. >> reporter: it is important to note that that 10:00 p.m. curfew will still stand for those restaurants and businesses so no late night dining for those wanting to head out this week. something else that we've been talking about these businesses are battling head on is that weather. a lot of business owners we spoke with said yeah, the weather will be an obstacle. some have coverings over their par kets, but they're excited to have the next step to provide some type of service to get some of their employees a couple hours, even if it is drizzly. >> cierra johnson for "today in the bay." >> we think about the impact on the restaurants and families as well. new data shows the lasting

impact of this pandemic. this line graph compares the number of dmetsz california between 2017 and 2020. about 111 more people per day died last year compared to previous years experts tell the mercury news the real number of deaths from covid-19 is likely far higher when you include people who avoided being treated for other issues because of the concerns about covid exposure. it is 5:40 right now. the company that owns san jose's good samaritan hospital is tee nag reports anyone was dismin plined in the wake of the recent covid vaccine there. the facility is no longer obtaining vaccines because it broke protocol when it vaccinated teachers and staff. a new company statement contradicts the hospital which said an executive was punished in some way. the hospital's spokeswoman who

made the initial statement tells "the mercury news" it was a miscommunication. turning back to our storm coverage this morning, all this week storm ranger is getting put to the test tracking a lot of rain out there. on top of san bruno mountain scanning the skies and this is what it gives us. a live look at our radar. certainly all lit up once again this morning. you can see the hot spots there. meteorologist kari hall timing the all out for us. pretty big juicy storm. let's check in with kari and we're still not getting a break today. >> right. something like storm ranger really needed and some of these low storms that move through the bay area and so we're seeing it in parts of the north bay really drying ou heavy. take a look at how much rain we've measured in the santa cruz mountains. over 8 inches of snow or not snow at this point, it's 8 inches of rain. it sounds like a snow total. we're going to see really heavy

rain continuing especially across the santa cruz mountains into the south bay. we'll continue to add up on these rainfall totals for today. we'll talk about that coming up in a few minutes. what's going on for the commute? >> kari, i'm trying to track down the details on three dozens incidents in the chp report, many are spinouts. we'll take a look at the dublin interchange camera, a camera facing the dublin interchange. the taillights away from us are slowing to 580, just underneath that dublin interchange. the map shows you what we're talking about. chp is giving us an alert for the breaking news in the rainy, wet, slippery area. a number of other crashes south on 60. even if you avoid that backup taking 84, there is a crash through sunol, and mission, and we're looking at scattered incident s for the south bay as well. the live look at the camera at 101 north bay and we see traffic

right now at 5:45, we are still under a microclimate weather alert from the east bay down to the peninsula and the south bay. we'll talk about when it reaches the north bay and what's ahead for the day coming up in a few minutes. and it has had its effect on the roads through dublin. the dublin interchange a crash, multiple lanes blocked. we're waiting for three tow trucks from what i understand. while we track that i want to show you the bay bridge toll plaza. we haven't shown much of this because it's calm but more activity to the south bay. back to you. >> thank you very much. we have breaking news. new economic reports are out in domestic product grew by 4% in the final quarter of 2020, slightly below estimates of 4.3%.

analysts say the economy shrank in 2020 for the first time since the recession triggered by the mortgage meltdown. weekly job numbers are in. last week about 850,000 americans filed first-time jobless claims. president biden will sign more executive orders today designed to give more people access to health care. >> scott mcgrew says this is one of the things he's going to sign in this week as first as president, boy, tongue tied there. >> he's really signed a lot of them, kris, many, many. good morning to you. today's order will reopen the enrollment window for people to sign up for the affordable care act. the white house says this will help people who have lost their jobs in the pandemic now. there's always a way to enroll insurance outside the window if you have extenuating circumstances. it's one of a slew of executive orders biden is signing. he side rules to strengthen

the odds. this is what's happening at a lot of l.a. county vaccine sites these days. there's a second line forming extra early which remains in place until the end of the day. that is full of people hoping to receive leftover vaccines that would otherwise expire or be thrown away. workers at one location say about 20 such people get a leftover dose per week. the county does not advice people showing up without an appointment but people in line argue it's worth it even if they have a tiny shot at getting vaccinated. kris, this is welcome news for high school athletes in youth sports. santa clara county clarified rules regarding sports. the county says competition between teams is allowed under the same guidance as the state. the change comes after it said teams could not play against other teams. the county also says teams with 16 people or more can play but only outside. the sharks are coming home in a few weeks, the team announced it got permission

spots. we've seen on storm ranger the rain south of san francisco and it's been dumping down in parts of the of the peninsula, the east bay, to the south bay. we've seen this steady stream of moisture and continuing to add up on those rainfall totals where we see the heavy rain pouring in sunnyvale, milpitas and freemont, moving over to the east bay. take a look at the wider view, we can see the targetd areas which is typical in an atmospheric river because it's not that wide and so it just basically streams. a narrow band of low-level moisture moving inland and some areas get rain and other areas get extreme amounts of rain. take a look at some of the rainfall totals we've had because of the low lying nature of an atmospheric river once it hits our coastal mountains it rings out the moisture and we've seen over 8 inches of rain in

the santa cruz mountains. morgan hill, over 4 inches of rain there, that's pretty extraordinary. looking at mt. diablo 3 inches, in danville an inch and a half. we've seen most of the rest of the bay area getting 1 to 2 inches of rain even in san jose. starting to add up on the rainfall totals. over an inch and a half there. it's still raining and we're going to get more today. it does become more scattered as we go into late morning as well as the afternoon. as it does so, it may have enough energy to produce thunderstorms later today and times of heavy rain we could see moving through until early tomorrow morning and then it gradually clears out for tomorrow afternoon. if you are planning to head to the sierra you may get a window of travel for late tomorrow into early saturday, but there's only five lifts open today at squall valley and alpine meadows.

all of the snow coming that way. what's going on with the commute, mike? >> kari, i'm looking at the live cameras, rain across a lot of the south bay and east bay cameras but we're looking at this one here. full screen, west 580 the taillights jammed from our camera all the way to the dublin interchange. the map will talk about the crash there with only the left lane open. the exit lanes are on the right the dublin interchange for 680 and folks are able to get by a confusing situation. tow trucks trying to get there. we are waiting for three trucks and bob is heading out to cover some of the backup. as folks get past that they're trying get through the dublin grade where it slows because of a crash on the other side of the freeway. that is what's going on for 580. look at 680, the scattered crash from sunol to freemont. couple slower spots to auto mall and mission. look at the south bay where we have a bunch of crashes, smaller crashes throughout and a lot of

slowing for 87 north possible flooding, 280 and 101. back to you. >> thank you, mike. happening now, here in the bay area we're not the only ones dealing with severe winter weather. in washington state there was a landslide that blocked the only way in and out of an indian nation village. geologists estimate that that slide is 300 feet long and up to 90 feet high. about 1,000 people live there and hundreds more commute into and out of the village. a state of emergency is now in effect. there's a lot more ahead on "today in the bay" including a push to get more people of color vaccinated in one south bay community. a new vaccination site that is opening today. we'll tell you how it all works. 5:57, you're watching "today in the bay."
