newsom revises the vaccination distribution plan. who will lead the efforts of getting californians vaccinated? >> good to have you with us on this rainy morning, kris sanchez here for marcus washington. >> probable nice to be in where it's dry in the studio, kris. >> i'm laura garcia. we're going to check, it's a soggy commute out there and hearing lots of reports of accidents and we'll check in with mike. but let's check in with kari. this rain keeps coming. >> yeah. for some of us in the north bay, you're like what rain? you're looking out the window and not seeing anything, as well as san francisco, but then when you head south of san francisco it is just dumping down as we are seeing this atmospheric river flowing across the peninsula into the east bay. take a look at all of this bright red we're seeing on storm ranger it's picking up on pretty intense rain that continues to

add up in our rainfall bucket. we're going to talk more about how much rain we've measured, how much more is on the way, and what else is in that forecast as you try to make plans with this going on. we'll talk about that in a few minutes. mike, you're tracking many accidents around the bay. >> that's right. and many affect the folks traveling out of the tri-valley, maybe out of contra costa county. let's take a look at the map. we're talking about the circled area the dublin interchange. if you get through 84, you will get more crashes on 680 and past that more slowing through the area toward castro valley because of the breaking news, only your left lane open underneath the dublin interchange, a backup that looks like what we're going to show you here. we have pictures where we have bob riddle trying to get to the scene and tow truck down to el charo west of 580. look at the traffic jammed on the wet 580 interchange with 680

and slowing out ofn. back to you. >> all right. two mornings of pounding storms leaving a lot of people anxious across the bay area, especially people who live in areas ravaged by recent wildfires. just south of the bay area there's been serious mudslides and flooding. >> "today in the bay's" sharon katsuda is live in icu. contra costa. the storms are keeping everybody on edge especially near the burn zones. >> i had to put my hood on because it's starting to come down. we had a break during the live shot but this is what's keeping people on edge the on and off again water pattern and we are expecting more thunderstorms throughout the bay area possibly later today. take a look at this video from overnight. mudslides wiped out a home tossing debris, knocking over a pole and pushing up rocks

against the home and the roadways were hit hard with 2010 flooding. monterey county chp issued a sigalert on highway 101 from airport boulevard and salin to gonzales o shut down because of flooding. some vehicles submerged in the water. the damage already left behind yesterday from the storm in monterey county. more than 25 structures damaged with mud slamg right into homes and barns. the devastating fires from last year are causing debris flows in the winter storms. two people were injured while trying to escape a wall of debris that crashed into a home. 50 horses had to be rescued. digging a trench through his backyard in anticipation of the mudslides may have saved a man's home. >> i don't know if it saved the house but it sure probably saved a lot of damage. it would have overflowed. there's no question about it. >> reporter: in santa cruz county jack and his family stayed in a scotts valley hotel voluntarily overnight.

be in the relief plan. tracie potts, nbc news. >> thank you. in the wake of the capitol hill chaos and violence, a new alert from homeland security. it is warning domestic terrorists unhappy with the change in the white house are planning new violence, though likely not on the scale of the capitol riots. this is the first time dhs has issued a warning about domestic extremists. a bay area president trump supporter is now facing criminal charges. here he is on your screen. the fbi says ian rogers from napa built five pipe bombs and planned to attack democrats on -- and twitter headquarters. when agents raided his home they allegedly found incriminating texts on his phone. health insurance giant blue shield will be taking on a feature role in the latest effort to ramp up california's vaccine rollout. the state is finalizing a contract for blue shield to manage vaccine delivery to county hospitals and pharmacies. right now the state is lagging in its

distribution, only about 1/20th of the 40 million people who live here have received at least one shot and yesterday governor newsom signed an executive order to speed up the process eliminating some of the bureaucracy. this is great news. a new walkup covid vaccination clinic is opening today in east san jose in mexican heritage plaza. only frontline workers and people over 65 will qualify. people have to line up between 9:00 and 11:30 this morning and a limited number will then get a vaccination time. the clinic is meant for low-income communities, disproportionately impacted by the pandemic and it will operate every tuesday and thursday. more counties unveiling dashboards to keep tabs on vaccine distribution. if you want to know how your county is doing you can find links to the dashboards on our website, head over to nbcbayarea.com and click on

vaccination guide. it's right there in the trending bar. >> we want to take you to tahoe and the safest way possible today, that would be by watching it on tv. the winter storm is in effect there as well and there have been whiteout conditions. chains are required on interstate 80 and the blizzard warning remains in effect until tomorrow morning. check this out, six lucky drivers in oregon got a dose of the vaccine in the middle of a snowstorm because public health workers driving back from a vaccination site got stuck in the snow and only had hours left until the vaccines were going to expire. so they went car to car giving out the extra doses until they ran out. an ambulance was nearby just in case to watch them for adverse reactions. they didn't have any. one of the drivers was a sheriff's office employee who missed their appointment at the vaccination site. i bet they got stuck in the snow headed over there. we're just going have to be creative. folks, the vaccine is new, the

virus is new. we just have to kind of be flexible i think too. all right. well we're having to deal with a lot of rain in our neck of the woods. some areas are getting breaks, at least this morning, kari? >> yeah. we're seeing some breaks in this atmospheric river rolling over the north bay, not as much as we're seeing in the south bay, but, of course, we've been talking all about the snow just dumping down in the sierra. making national headlines when talking about the possibility of ten feet of snow over the next several days. if you are going to squall valley or alpine meadows there will be be a break between late tomorrow and saturday if you are trying to make it there. but it's going to be quite treacherous. we'll talk more about how much snow is on the way there and how much rain here. it's coming up in a few minutes. what's the update with the crashes around parts of the bay

getting a quarter to half inch of rain but much less farther to the north. we'll still have a chance of thunderstorms. we'll go hour by hour in our forecast coming up. and we'll give you that shot again from the dublin interchange westbound with those taillights away from us. traffic moving better over the last few minutes, but the deal is, that in the last few minutes we've also seen that ripple effect as traffic flows over from dublin and the dublin grade, from the dublin grade out of caster valley and the backup recovers from livermore. the angles and the effect on your morning commute. good morning, very happy rainy thursday to you. gamestop sees its stock rise as day traders and investors use phone apps to buy shares. gamestop doubled in price yesterday, up 1700% from its all-time lows. when i say lows $2 a share. look at those prices now. people are buying the stock mostly because people are buying the stock.

traditional investors would say this is a terrible way to invest. this started essentially as a prank amateur investors on reddit started purchasing shares and tried to get each other to buy shares in gamestop. the company doesn't make a profit. to mess with professional investors who shorted the stock, investors who had bet against it. it cost those professional investors millions. andrew sorkin from cnbc will talk about it on the "today" show today. >> what we're seeing here is an army of retail investors who are trying to stick it to the man. they are literally pushing up the price of gamestop as a show of force to try to show wall street and to try to show the hedge fund industry that was shorting shares, betting against gamestop, that they can win. >> as you can hear, andrew is

really good at explaining money. if you've seen the showtime series "billions" paul gee mamty he is the writer and produce behind that. another guair jay powell spoke yesterday after they left re th. powell is warning us the economy is growing, but still faces very serious challenges. i want to throw a bunch of numbers at you. first time jobless claims game in, 847,000 americans lost their jobs be last week. gdp, a measure of all the things we go together for the economy, fell for the year 2020, down 2.5%. our economy got 2.5% smaller in the awful year that was 2020. you may recall then president trump talking about some 35% raise in gdp last fall. shortly before the election. you may also recall me talking about how he was misleading people by using what they call the annualized rate. well the proof is in the pudding

this morning. the economy got smaller. it did not get bigger. on a much lighter note, take a look at this. this will be the new steering wheel on the tesla model x. notice no turn signal things. it's on the steering wheel. many pointing out it looks like kit from "knight rider." we teach young drivers to do 10 and 2, but young drivers wouldn't know where 10 and 2 is anyway because they don't have analog clocks. >> they don't wear a regular watch. they wear digital ones. hey, scott, before you go, let's go back to gamestop. the white house is now watching this, talking about the long-term effects of this senator elizabeth warren is joining in calling for changes in regulating wall street. >> regulation is something that elizabeth warren talks about a lot. in this case i don't know exactly what it is you would make illegal. you could -- you're not going to make shorting stocks illegal, i

and tri-valley. it's made for wet roads as you get ready to head look at the s moving through the and streamin over the same areas. taking a look back at some of the rainfall totals, over 8 inches of rain and it's still coming down in the santa cruz mountains. pretty extraordinary over toward morguep hill with 4 inches of rain. mt. diablo over 3 inches. mostly 1 to 2 inches of rain from san jose to concord and san francisco. trying to home school today looking for the opportunities to get outside, just plan something to be inside because we'll also have a chance of some thunderstorms today as we go through the timeline, we're going to see the rain off and on, a chance of some heavy downpours and also looking at this rain finally tapering off rain comes in later this weekend. so i'll be tracking all of that?

commute. that rain is making for a muddy and dangerous mess south of the bay area. crews from here still part of the effort helping to dig people out of their homes. plus -- it's going to be a wait and see what the weather is like. >> proceeding with caution. more local restaurants get the green light to reopen today, but we saw this wet weather. anybody going to show up? "today in the bay" continues right now. >> good thursday morning. thanks for joining us. i'm kris sanchez here for marcus washington. >> and i'm laura garcia. we're going to check that morning commute. it's a soggy one with mike. kari, let's talk about this atmospheric river. i feel like it's a river over my house this morning. >> yeah. and some parts of the bay area are not getting much rain at all from this. it's been flowing over some of the same areas. storm ranger tracking where some of the heaviest rain has shifted over the peninsula, east bay and down to the south bay. this is where it's been for hours at this point and those

rainfall totals add up because the rain is so heavy in some of these spots where we're measuring from 1 to 2 inches of rain and there will be more. we'll talk more about what's coming up and it's had a big impact on the morning commute. >> those conditions, be careful. a lot of spinouts reported. the tri-valley the crash at the dublin interchange was cleared and it's good news. ripple effect 580 towards 680 still slow. 680 recovering from crashes heading south. the blue shows ponding and puddling. the radar showing what's active, look at the south bay. our camera in freemont heading down there soupy. watch out. major flooding in monterey county saw cars on 101. this is new video overnight between salinas and gonzales. see some of the cars that stalled in the water and that water was high. both directions were shut down because of the flooding but the chp tells us that south bay 101

has reopened. the slide danger still very real this morning. look at what happened in monterey county. bay area based emergency responders are there where a mudslide in one burn zone area damaged homes and other buildings and that drama played out early yesterday in south salinas. we know now two people were injured as they were trying to escape that wall of mud. dozens of horses had to be rescued and some two dozen homes and barns were damaged near river road. firefighters went late into the night sandbagging to try to divert that water from a home near the path of the slide and one property owner says he dug a trench through the back of his yard and that helped to avoid the worst of it. >> i don't know if it saved the house but saved a lot of damage. this is the most water i've seen come at once. >> residents are hoping that the stalled atmospheric river starts to move south like some forecasts are suggesting.

you know, kari is watching that. happening now the flash flood watch is in effect in the santa cruz mountains. thousand of people in the burn area were ordered to leave their homes. the san lorenzo high school is the only evacuation site where people can spend the night in the santa cruz mountains but they can't go inside so evacuees were sleeping in their cars or mobile homes staying outside because of covid restrictions. >> we were evacuated for almost three weeks back in september for the cz fire. that's the cause of this whole thing. so, you know, for a few nights living in a hotel, it's okay. >> utility crews are scouring the burn zone as well, all in the area where that czu fire ripped through last summer leaving areas prone to mudslides. pg&e crews are working to restore power where the lights went out.

this is a live look at the outage map and at this point only about 1500 customers are still in the dark. pg&e says more than 500,000 customers across the entire service area lost power at some point during the storm. joining us live right now is tamar from pg&e. thanks so much for taking time out to join us this morning. it's been a busy time for your crews. >> it has been. thank you. our crews have really been focused on getting the power back on for our customers safely and as quickly as possible. really the safety of our customers is our most important priority and we're just wanting to make sure that we can get people turned back on very quickly, but, of course, this has been a huge storm with a lot of impact to our customers. this storm was coming. i know you have a team of meteorologists on your own staff

there. talk about the things that you had to do in anticipation of the series of storms hitting us. >> well, we've had a lot to do and a lot of it has to do with logistics, making sure that we are prepared for where the storm is going to hit, getting the right number of crews to the right places so they're standing by and ready to respond to any out annuals -- outages or emergencies. it's a big process and we've been on top of having a plan, we want our customers to have a plan as well and a lot of that has to do with safety. we want to make sure that if our customers see any low or downed power lines they assume it's live, keep themselves and others away and call 911 immediately. we also want to make sure people are ready for the possibility of power outages with flashlights that have fresh batteries rather than candles for safety reasons. there are steps people can take

to be prepared for power outages and to be safe. >> we've got about 1500 without power and do you know the area? >> 1500 without power here in the bay area. so that's throughout the bay area we're seeing probably the biggest numbers in the north bay, south bay, and east bay, but really that's a pretty great figure for being in this kind of a storm right now. overall we restored more than 80% of our customers that have been affected throughout our service territory which spans from eureka to bakersfield. as you were mentioning we had about 575,000 customers impacted throughout the course of this storm. right now we're at about 80,000 customers affected and we're continuing to work safely until all those customers are restored and it's all hands on deck at this point. >> yeah. i would imagine with so many people working from home these days as well power is key.

"today in the bay's" cierra johnson is live in the city looking at what this means and what kind of restrictions are still in place. it's a difficult water window for this i talked to one of my local restaurants and they said we can, but we're not going to. >> good morning. that's exactly what the business owners are facing. i'm sure you've seen them in your neighborhood but these buildouts have been sitting empty for a number of weeks, but today is the day they can officially be filled with diners for lunch. that's because outdoor dining resumes today in san francisco and it's not just restaurants that are able to open now that the ban has been lifted. personal care businesses are allowed to open that includes

salons, the outdoor wineries and zoos are able to open as well, but bars, indoor gyms, museums and movie theaters are closed. it's a reminder we are still in that purple tier classification. last night as you can imagine the business owners were busy restocking shelves, getting anything they need for theirs business and cleaning out those buildouts and calling back staff that haven't worked in a number of weeks. take a listen. >> we have some is people on standby that are, you know, hurting and want to get them back to work. we're going to call them and bring them in. >> it's important to note that that 10:00 p.m. curfew will stand for businesses. no late night dining for those wanting to head out this week. ahead of that reopening of outdoor dining, as we've been talking about for a number of days now, those business owners really facing that weather. some of the buildouts have roofs, others left uncovered. for a majority of the businesses

and because of the rain the accident has cleared. if you are headed into work the roads are wet and you want to be careful throughout. when we were in livermore earlier we did drive up mine road, wept 14 miles trying to look for the snow but it has since disappeared. we're looking for is this, images that have been tweeted out yesterday by the alameda shops and the chp dublin office where there was a nice blanket of snow on the hills south of livermore and the rural areas there. unfortunately like i mentioned when i got up there this morning it was raining, the temperatures never dropped below 43 degrees. the snow was gone. so i did save you the trip if you're thinking about going up there more snow expected at 2,000 and above. mount hamilton we believe still covered in snow. you can see in the time lapsed video at the lake observatory, the road to mount hamilton is

out. bob riddle, "today in the bay." >> thank you, bob. >> you know where you can see that snow up in tahoe. they're getting so much but you got to wait to go up. it could be tough with the roads out there. >> absolutely. i mean that's been making national headlines the possibility of ten feet of snow. we've got some pretty significant rainfall out of this atmospheric river that is just now starting to fill in more for the north bay. it's been dumping for hours south of san francisco. look at parts of the peninsula. not raining in san mateo but go over towards redwood city, yellows and bright reds and it continues the rain across the south bay into the east bay so we're still looking at this heavy rain targeting certain areas, but will continue to bring in much needed rain as it fuels a lot of those heavy downpours across the day.

now we've seen to our south 13 inches of rain parts of the of the coastal mountains in big sur but in the santa cruz mountains it's still raining and we've seen impressive rainfall toward morgan hills and the bay area getting about one to two inches of rain. we've seen it approaching two inches of rain in san jose. it's still once again adding up as that rain continues to fall. we're still going to see the off and on showers and the possibility of thunderstorms later today as we continue to track this, there may be some small hail, brief heavy downpours and gusty winds but it will taper off as we head into early tomorrow morning. finally this storm system will be morn out, but not before bringing in much needed rainfall. additional rainfall totals may reach another three quarters of with updates throughout the morning. what's thel the crashes you're .

tossing debris, knocking over a pole and pushing up rocks against a home. the roadways were hit hard with 101 flooding. chp issued a sigalert on 101 from airport boulevard in salinas to gonzales on fifth street. both directions were shut down due to flooding and some vehicles stuck in the still water. in monterey county yesterday we saw more than 25 structures damaged with mud slamming into homes and barns. the devastating fires from last year are now causing debris flow in the winter storm. two people were injured while trying to escape a wall of debris that crashed into a home. 50 horses had to be rescued. in santa cruz county people living in areas such as bolder creek and ben loehmann have been told to leave or they have been given a warning, geologists yesterday were out checking the soil for movement and napa county has extended its flash flood watch until 5:00 tonight. a lot of residents on pins and needles as they try to gauge
