good morning. polar plunge. as much of the country deals with punishing cold temperatures, this morning, a massive storm is brewing. nearly 100 million people in its path. that storm set to hit from the dakotas all the way through much of the east coast. this morning, what you need to prepare. dylan is tracking it all. shot of hope. as the u.s. passes 25 million coronavirus cases overnight, johnson & johnson looks to seek emergency use authorization for its vaccine as early as next week. >> this is good news. it's value added to the whole effort of getting more vaccine

>> announcer: from nbc news, this is "today" with peter alexander, kristen welker, and dylan dreyer. welcome to "today." thank you for joining us on this frigid saturday morning. windchill 17 degrees in washington, d.c. >> it is brutal outside, dylan. it is tough to be outside for long periods of time. good to esee you this morning. >> it's true. nice to see you guys, too. yeah, it's 17 by you guys. it feels like 6 here, even colder elsewhere, so yeah, it's brutal outside if you have to get up and walk the dog. >> that is our top story. we'll start with the frigid temperatures. dylan keeping an eye on all of it, this storm rolling across the country right now. >> it certainly is. and we are going to see this storm develop into quite the significant snowstorm for parts of the midwest and into the northeast. but let's first focus on the temperatures, because the cold

air is setting the stage for this storm to move eastward. we have windchill alerts, mostly across upstate new york, the higher elevations where the wind is stronger. boston, it feels like 5 below zero right now. it feels like 4 below in binghamton. so this is certainly cold air that we haven't seen a lot of this winter, so that's why it's extra shocking to the system. 95 million people are under winter weather alerts this morning. that extends back from minnesota all the way into the mid-atlantic. right now, it's mostly rain. we're going to see rain today through oklahoma, through kansas, through southern missouri. but on the northern side of that, while st. louis sees rain, chicago sees heavier snow. same goes for cincinnati. we'll start with snow, change to rain, then finish off as snow. then on sunday, we will start to see some of that lighter snow work into pennsylvania, into new jersey, delaware, and then going into monday and tuesday. that's when the back side of this storm really ramps up with some of the coldest air. and we could see most of our snow monday into tuesday along that i-95 corridor. so, where we'll see the heaviest

snow is right north of that rain-snow line. remember, that impacts everyone. if it jogs a little farther north, we see less snow. if it jogs farther south, we see more snow. but it's in that general area in purple that includes new york and philadelphia, even up into boston where we could see some of our heaviest snowfall out of this whole storm system. we'll break down some of the numbers for you coming up in just a few minutes, peter. >> all right, dylan. thanks so much. we'll get the rest of your full forecast in just a couple minutes. also this morning, there is new hope in the battle against the coronavirus, as it comes as the u.s. reached more than 26 million cases of the disease overnight. johnson & johnson has announced it's ready to apply for emergency use authorization for its vaccine, but will it be as effective as the other two vaccines already in use? that's the big question this morning. we have it all covered this morning, starting with nbc's meagan fitzgerald, who is live for us in los angeles. good morning to you. >> reporter: kristen, good morning. johnson & johnson's vaccine does have some advantages over pfizer's and moderna's.

and even though its reported effectiveness is lower, the experts are saying this is an important new weapon in the fight against covid-19. this morning, another shot of hope for a nation desperate for an end to the pandemic. johnson & johnson saying their vaccine, which requires only one shot, is 72% effective at preventing covid in the u.s. and 85% effective against severe symptoms. that's less than pfizer and moderna's, but johnson & johnson says no one who received their vaccine went to the hospital or died. dr. fauci reacting with nbc news' lester holt. >> this is actually good news. it's value added to the whole effort of getting more vaccine candidates into the mix. >> reporter: welcomed news for health experts who fear the south african variant is already spreading in the community after two separate cases were detected in south carolina. >> obviously, it's scary. any infectious disease is terrifying. >> reporter: but johnson & johnson says its vaccine is 57%

effective against that strain. >> the important point is that the protection against severe disease was very high, even in south africa, where the mutant is dominant. >> reporter: this as states from coast to coast are easing restrictions. new york city on track to resume indoor dining at 25% and wedding receptions can resume at half capacity. >> promise of marital bliss is returning. >> reporter: and in hard-hit california, restaurants are now back open for outdoor dining. nail and hair salons can operate, too. but real normalcy will come with vaccinations. in seattle, hundreds of seniors scrambled in the middle of the night after a freezer failure meant 1,600 doses had to be administered before dawn. >> my wife came screaming down the stairs, saying, "did you see the news?" >> reporter: not a single drop went to waste. >> whoo-hoo! [ laughter ] >> reporter: pure excitement to get a dose of freedom that much of the nation is still waiting for.

and it's important to remember that even after you get the vaccine, you still do need to practice social distancing and wear a mask. in fact, the cdc announcing on friday that masks will be required on all public transportation. we're talking planes, trains, boats, buses. and that all starts on monday. peter and kristen? >> all important reminders there. meagan fitzgerald, thank you for that. >> and while we just saw some of those lucky folks get the vaccine, for too many others, there's been pain and frustration as states and towns are waiting for vaccines to arrive, still dealing with major bottlenecks instead. nbc's dasha burns got a behind-the-scenes look at the challenges that one state's distribution site is facing. dasha, good morning. >> reporter: hi, peter. good morning. we went out to get a firsthand look at the road blocks the vaccine rollout, and what we found was the investment in infrastructure at the state and local level has been massive, from cold storage to logistics management to mass inoculation sites, but the number one thing

that's been missing, vaccine supply. this morning, as demand for doses dramatically outweighs supply, frustrations are mounting over a national vaccine shortage. >> last time i came, the line was around the block. >> reporter: in new jersey, a former racetrack turned vaccine megasite can inoculate 2,400 people a day. but right now, they're only doing a quarter of that. >> because we need more vaccine here. we just can't fill up all the working stations. >> reporter: this is the supply hub for bergen county. it's filled with ppe, medical supplies, and of course, the freezers to store the covid vaccine. they have the capacity to store more than a million doses. but right now, the allocation they're getting all fits into this container. >> and you can see -- >> reporter: it's empty. >> it's empty. everybody talked about how much mass doses of vaccine were going to be put out there, and the reality has set in that that's

not true. >> reporter: the biden administration is looking to change that, announcing plans to purchase 200 million more doses of vaccine. new jersey governor phil murphy is optimistic. >> i have supreme confidence that the biden administration will solve the supply chain challenges and they'll be doing 2,400, i hope, sooner than later here. >> reporter: across the country, states are getting creative, scaling up operations. in washington, they tapped starbucks and amazon for logistical support. a south carolina mayor calling on a local chick-fil-a to help manage drive-thrus. all hands on deck, ready to fulfill their duties as soon as those freezers are full. >> when we get the vaccine, look what we're going to be prepared to do. >> reporter: this week, new jersey opened up a call center to help with vaccine registration. they received 17,000 calls within the first hour. they've been having to tell communities to be patient, as appointments are limited. but they are eager and ready to urge people to sign up.

peter, kristen? >> all right, dasha burns. dasha, thanks so much. >> now let's bring in nbc news medical contributor dr. kavita patel, a care physician and policy adviser for the obama administration during the h1n1 flu crisis. dr. patel, great to see you. let's dive into this news. you just heard dasha talking about the fact that vaccine distribution has hit a bottleneck, and now we have this information about the j&j vaccine that could get emergency use authorization, but we're learning that it's not as effective as the other two vaccines. so, talk to people this morning. why should they take the j&j vaccine, if it's offered to them, instead of waiting for moderna or pfizer? >> yeah, kristen, good morning. and simply put, there is absolutely no reason to wait. you should take the vaccine that's offered. and i think that it's erroneous to compare 95%, 96%, to the efficacy from the moderna and pfizer trials with the j&j

efficacy, which is overall, as you reported, 66%, but in severe cases, 85% reduction of risk of severe covid, which is critically important, because these trials, the johnson & johnson trials, took place at a time when we had at least one of the variants of concern, at least the uk variant, possibly others, that were in the patients that were in this randomized trial. so, it's a moving target. and at the end of the day, as dr. fauci has pointed out, as many of us tried to say, getting to even 66% efficacy, we never thought would be possible within a year. so, this is good news. a one-shot solution that does not require those freezers that dasha was showing you is also critical, because we can get this into the mass vaccination distribution point that most americans are accustomed to -- retail pharmacies as well as doctors' offices. >> and dr. patel, so much talk about these covid variants, some more infectious, some

potentially more deadly right now, but how much more widespread? how widespread are these variants, especially that south africa one? and how do they complicate our fight against the pandemic right now? >> yeah, peter, great question. simply put, we knew that as soon as we saw these variants in other countries, they were likely in the united states. we currently only do about less than 1% of our genetic samples conducted on the lab tests that checked for covid-19 coronavirus. so, we are not performing the genomic surveillance that we should be, especially not on par with some of our other peer countries. so, this is part of what we've seen in the biden plan that i think will, hopefully, improve our overall genomic surveillance, because peter, unfortunately, these are not the last variants, and we do need to put up a bit more of a wall of defense through better genetic surveillance. >> and we are now more than a year into this fight. people have fatigue about this and those variants a reminder to stay vigilant. dr. kavita patel, thank you so

much for your time this morning. meanwhile, president biden is urging lawmakers to take action, to do it quickly, on his nearly $2 billion covid relief plan. nbc's monica alba is outside the white house this morning with more on that. monica, good morning. >> reporter: good morning, peter. president biden's pledge to lead through bipartisanship is facing its first real stress test as that $1.9 trillion package meets increased opposition in congress. republicans have very little appetite for another large covid relief bill, given that nearly $900 billion one that passed in december. so, democrats are already signaling they're prepared to go it alone, if republicans don't join them on this bill. and on friday, president biden weighed in with his largest support yet for exercising that option in order to make it happen. >> i support passing covid relief with support from republicans, if we can get it. but the covid relief has to pass. there is no ifs, ands, or buts.

>> reporter: behind the scenes, president biden has spoken with at least two republican senators that we know of in the last week, but so far, none have been invited to the white house for face-to-face negotiations. majority leader chuck schumer, though, has indicated democrats are prepared to fast-track that legislation through a process known as budget reconciliation, which would not require republicans as early as next week. the white house stresses that the need is more urgent than ever, as the pandemic rages on, and they say the cost of inaction is too high as the senate begins to turn its attention to the second impeachment trial of former president donald trump. peter, kristen? >> monica alba on a crisp morning outside the white house. monica, thank you. also this morning, the fbi is asking for help to find the person responsible for planting two pipe bombs found near the u.s. capitol just hours before the insurrection earlier this month. now, the agency is now saying those bombs were planted the night before. new video obtained by investigators and made public by the "washington post" shows the person believed to be the

suspect walking through the neighborhood on january 5th wearing a gray hoodie, face mask, backpack, and a specific kind of sneaker. take a look at this. nike air max speed terp snooze black, gray and yellow it. on friday, the fbi upped the reward to $100,000. now the latest on the stock market drama surrounding gamestop and the battle between arm chair investors and hedge funds. the frenzy showing no signs of slowing down with gamestop's stock rocketing higher on friday and the markets taking another big plunge. nbc's kathy park is outside the new york stock exchange this morning with the very latest. kathy, good morning. >> reporter: hey, peter. good morning to you. yeah, this is not a game for many with billions of dollars on the line, and now there is growing worry over the impact that small investors will have on the power players here on wall street. this morning, gamestop mania leaving a big mark on wall

street. the dow, s&p 500, and nasdaq all posting big losses friday, but gamestop shares kept surging. >> it's a classic story of the little guy versus the big pros on wall street. >> reporter: the stock skyrocketed, thanks to amateur investors chatting on reddit. keith gill, who goes by roaring kitty, has been championing gamestop for months. >> the first stock that i'm going to talk about is gamestop. and i know it's a polarizing stock. some people won't even tune into the stream. >> reporter: members of the forum began buying up the struggling stock that major traders bet would keep falling. in turn, the pros ended up losing billions while people like justin speak, a pastor and novice investor, began cashing in. >> we decided it's $35, but the up side is real high. at my last glance, those shares were worth about $3,300. >> reporter: he used trading app

robinhood to make the investment, now facing backlash for blocking trading on gamestop shares, sending the stock price plunging thursday and has since loosened restrictions. >> this was an internal operational risk management decision that was made so that we could protect the firm and protect our customers. >> reporter: the move catching the attention of lawmakers. while the s.e.c. warns against market manipulation, writing in part, "we will act to protect retail investors when the facts demonstrate abusive or manipulative trading activity that is prohibited by the federal securities laws." the showdown on wall street now setting the stage in washington, as congress prepares to hold hearings amid the financial frenzy. and the fallout for robinhood isn't over. it has been hit with a class-action lawsuit from angry customers and the texas attorney general has launched an investigation into the company and others, saying it took some extraordinary and unusual steps

jose, as we're heading out, be sure to bundle up. chilly this morning. subpoena and clouds today. we have a storm on the way monday and tuesday. it sounds like saturday and sunday are the days to get out. here's a look at the temperatures we are expecting today. 50s across the bay area. so, again, if you have anything to do outside today and tomorrow will be your days to do it. we will see vianey for her full forecast at 7:00. governor newsom has declared a state of emergency in monterey and san louis obispo. part of highway 1 crumbled into the ocean. the slide started happening thursday afternoon near big sur near big creek bridge, mile marker 30. it is about an hour and a half south of carmel. no one was on the hill at the time it started sliding, fortunately. chunks are still sliding into the ocean. we are going to switch now

to marin county, where the vaccine rollout continues to be problematic. in the north bay, health leaders say they still don't have enough. next week they will only have 500 doses per day, as we have been reporting other local counties also are having trouble getting enough shots. north bay congressman jared huffman hosted a virtual townhall to give the rollout. . >> our goal is the pace is determined almost entirely by the doses we receive. we have 800 clinicians who are ready to go as volunteers. we have multiple sites set up, teed up, ready to move. . >> despite the setbacks, the county says the majority of health care workers and 10% of people in marin county have gone at least one dose. at 5:58, coming up at 7:00, new variants are popping up in the bay area. we'll tell you where the new strains are from and how

boo crew later on, on "today." that's some of what's coming up. first the headlines this half hour. let's start there. we begin with the latest. let's start with what's the latest in terms of the hope as it relates to covid-19. johnson & johnson announcing friday that it's close to seeking fda approval of its vaccine that requires only one dose and can be stored in a normal refrigerator. the j&j vaccine is not quite as effective as the two vaccines already being used, but it was shown to be extremely effective in preventing serious illnesses. and also this morning, congressional leaders have announced that a capitol police officer fatally injured during the u.s. capitol siege will lie in honor in the building's rotunda next week. officer brian sicknick died after he was hit in the head with a fire extinguisher by rioters storming the capitol. his body will arrive at the capitol on tuesday, and members of congress will pay tribute the next day. sicknick will then be laid to rest at arlington national cemetery. and a horse and pony in northern california are safe this morning after being trapped

in mud for nearly 18 hours. check this out. the animals wandered off late wednesday night when a mudslide caused by severe storms in that region broke down their enclosure. by the time their owners found them on thursday morning, they were chest deep in mud. rescuers were joined by neighbors to help free the animals, who were transported to a nearby clinic. veterinarians say that the two of them are, fortunately, doing well, and on the way to recovery. >> glad they are safe. well, also this morning, controversy is still swirling around freshman republican congressman marjorie taylor greene of georgia. this morning, a democratic colleague claims greene threatened her, a charge the georgia republican denies. and another video has now emerged from several years ago, showing greene making bizarre claims about the clintons, former president obama and also 9/11. nbc's kelly o'donnell is at the white house for us this morning. kelly, good morning to you. >> reporter: good morning, kristen. calls are growing for some kind

of disciplinary action from censure to even expulsion against this newly elected member of congress. democrats are angry. one outside republican group says it's appalled by her incendiary and false comments. marjorie taylor greene has suddenly become the divisive provocateur of the republican party. a one-woman flashpoint. >> you're attacking our second amendment. and you have nothing to say. >> reporter: from taunting a school shooting survivor to trash talking in the halls of congress. >> democrats impeaching trump for nothing is crazy. that's what we're dealing with here in the house. hypocrites. >> reporter: 46-year-old marjorie taylor greene represents her georgia district and a caustic brand of politics. >> i'm tired of republicans that lay down and allow this country to be ravaged. >> reporter: the trump-backing republican embraces completely false qanon conspiracy theories. and in a newly uncovered video from 2018, claimed former president obama is muslim, the

we've seen in a very long time. winter alerts are posted for 95 million people. those are the areas you see on the alert map that will likely see significant snowfall out of this storm system. so, here's the rain through kansas, through oklahoma, southern missouri, northern arkansas. that's where we're going to see some heavy rain this morning. but then you go to the northern edge of this storm system, where the colder air is in place, like northern iowa, through chicago, through wisconsin, even cincinnati will see a period of snow and then ice and then change back over to snow as we go into sunday. sunday, lighter snow continues to spread across the mid-atlantic. heavier rain down through the southeast. and then this turns into a nor'easter-type system with those strong northeasterly winds, heavier precipitation, and we are looking for mainly snow along that i-95 corridor monday into tuesday. so, of course, everybody wants to know totals. rainfall totals, those are easy. we should see about 1 to 3 inches of rain, especially in those areas in orange, but snow really depends on where that rain-snow line sets up.
