thanks for joining us pum kris . marcus washington is coming back and we want to get to kari hall back with another rainy forecast. >> yes, we are going to see some more rain coming in, after a break over the weekend. we can see the scattered showers that are already starting to roll in, not yet in the bay area, but farther to the north as well as the south but we'll be watching that rain to the north of us, starting to approach and as we go into the next couple of days, we'll see off and on showers for today, as well as tomorrow, but then as it wraps up, we'll have some dry weather going toward the end of the week. so we'll have details on what to expect as the storm comes in, coming up in a few minutes. mike has a look at what's going on now for the morning commute. >> yes, kari, things were fine until a couple minutes ago, a crash reported on the upper east shore freeway. across the bay bridge you're fine but if you're coming across

the carquinez bridge or the zampa bridge from this direction north bay to the east bay, west 80 at willow, a quick traffic break. only the slow lane is blocked now an earlier crash from the middle of the roadway moved to the shoulder. the rest of the bay moves smoothly. we'll check in again. back to you. thank you, mike. now to president joe biden's first 100 days in office and the major hurdles he's facing surrounding the pandemic. this is a live look at the white house this morning where ten leading republicans are headed today to pitch their covid relief plan to president biden. >> they argue it's a lot cheaper and it targets americans most in need. "today in the bay's" tracie potts is live in washington with a look at what's in, what's out and the time line to get more money in your bank account. that sounds nice, terry -- tracie. >> right, the stimulus checks may not apply to everyone under this republican plan. they want to target the checks and slimouse says the

president is willing to listen and that is what has led to their meeting today. presiden to meet this afternoon with ten senate republicans pitching a new covid relief plan. . >> the president has said repeatedly he is open to ideas wherever they may come. >> reporter: the republican plan is a third the cost of biden's with the same money for vaccinations, but nearly 90% less to reopen schools. >> that issue is teachers unions telling their teachers not to go to work. we can get kids back to school without kind of bailing out the teachers unions. >> reporter: stimulus checks would drop to $1,000, and phase out for higher income families. >> people in the administration's plan a family with three kids making almost $300,000 a year getting a check and many of these people have had no impact from covid, some are doing quite well, others are struggling. let's focus on those who are struggling. >> reporter: democrats argue relief must do more.

>> we cannot have children in america going hungry. people being evicted, schools not open, we need to open our schools in a safe way. >> reporter: the money can't come fast enough. new strains of coronavirus have arrived in the u.s. >> the surge that is likely to occur with this new variant from england is going to happen in the next 6 to 14 weeks. >> reporter: more illness, more deaths. experts say more shots are the best way to fight it. now, there's money in both of these proposals. the president's and republicans, in fact the same amount four more shots, four vaccines and they're hoping to make headway this week because next week lawmakers will be tied up with the beginning of that impeachment trial. back to you. >> tracie potts in washington, thank you so much. one year ago this morning "today in the bay" was reporting the first bay area covid case in

the south bay. since that time, the state has seen more than 3 million cases. this past week we saw a further decline in new cases and hospitalizations but the statee area. uc berkeley is coping with , many of them among undergraduates. despite the increase, starting today, some outdoor campus activities will resume and small trial class also resume indoors starting february 16th. for the first time in nearly 11 months the los gatos school district this morning resumes in-class learning. the district has been in the news a lot lately after some teachers were offered an early chance to receive a covid vaccination. "today in the bay's" bob redell joins us live this morning, outside blossom hill emelementary school with the latest. good morning, bob. >> reporter: good morning to you, laura.

as you recall good samaritan hospital in san jose gave 65 teachers within the los gatos school district the first round of the covid-19 vaccination. they did this without the approval from the santa clara health department, the hospital did that is. at a meeting last week the school superintendent, paul johnson says his district never requested these shots. he says good sam reached out to him to offer the vaccinations to his teachers. the hospital tells us they have left overdoses and contacted districts so it would not be wasted. . an email to staff, the superintendent wrote "they" referring to good sam "mentioned that our kindness last weir year was not forgotten and how much they appreciated it." referring to the district's $60,000 in fund-raising that they used to feed the hospital staff. johnson apologized at last week's meeting for putting it that way. >> this was done out of the sincerity of our hearts, and not

to give in order to get. >> my conclusion is paul's actions were unethical and illegal. >> legalities ass decision does not appear >> reporter: that was a written amount read allowed by a staff member. the county continues to investigate what happened at good sam and says the county is withholding vaccines from the hospital until the hospital submits a new rollout plan. the county said the teachers who received that first shot will also receive the second dose so the vaccines that were administered aren't wasted. the district says its hybrid reopening plan falls in line with the guide lines issued, the new guidelines issued by the state last month. of course been approved by the los gatos, bob redell, "today in the bay." >> thank you, bob. when it comes to deadly violence, oakland is starting february coming off one of its worst ever starts to a year, in

january, oakland had 14 homicides, compared with last year, when there was one homicide for the entire month. at its current rate, it would add up to 168 homicides over 12 months, easily surpassing recent totals. opd tells "the chronicle" because of covid related cuts there's less manpower to patrol the streets. the first team started operating at the end of the year in the tenderloin, and each team includes behavioral specialists, they will handle non-violent 911 calls tied to mental health and addiction and to allow police to focus on public safety instead. the mayor says the tenderloin team responded to about 80 calls in its first month on the job. the clock is ticking if you were the victim and need debris removed from your property. today is the deadline for

state's free debris removal program. if you have fire damaged structure or trees in danger of falling. you can learn more about how to apply by going to the state's website caloes.ca.gov. it is 5:07 now, and we know that we're getting just a little bit of a break in the rain. it was a beautiful weekend for most of us, kari. it was nice to get outside. >> it was nice to get outside and now we're back to microclimate weather alert. it's just to give you a heads up that we do have some more rain coming in, and we're going to start to see that coming in by this afternoon. getting a look at our storm ranger, our mobile doppler radar showing that as you head out the door this morning, you're not seeing any rain now but you may want to make sure that you have the umbrella, as the rain starts to roll in by later today, moving from north to south, we've also seen some moisture central and southern california. but then for san jose, we're

pretty much dry for most of the day, even seeing a lot of sunshine and then the rain comes in later on tonight. so this will first make it into the north bay for later today, and as we go through the time line, before the evening commute, we're seeing some downpongurarther to the south. so i'll continue to monitor that. we'll talk about how much rain you can expect, that's coming up in a few minutes. mike, as we were heading out the door this morning, everything is still looking pretty good in the weather department. >> yes, conditions wise it's great. unfortunately we have this one crash i think there's a little bit of a lag in the is ensource. sensors. the red zone shows up just before you get to the crash, west 80 at willow coming off the carquinez bridge. we had an earlier traffic break that cleared. i believe we're down to one lane over at the scene. minor injuries reported, if any at all. the rest of your commute looks great, green sensors toward the bay bridge across all bridges, in fact and as we look at the

right now at 5:13, we're under a microclimate weather alert for some rain moving in later today. as you head out right now across the east bay, we have temperatures in the upper 40s. we will have some sunshine at least for the first part of the day. we'll talk about when that rain arrives in the forecast, coming up. and while i'm still tracking the latest over on the east shore freeway, that crash west 80 at willow, other side of the bay we're looking at the golden gate bridge, it's a smooth drive but away from us going north i saw sensors slow for a second or

worst volatility in months. that reddit robinhood game stop thing still a thing. many reddit purchasing silver options, driving the cost higher than more than a decade. the options alow a customer to buy silver at a set future p ar really driving this and gamestop, because what you're hearing in the news, these options aren't very expensive to buy. you can buy an option to buy gamestop for instance for less than the actual share price of the stock then sell it for a profit. the stock buying app robinhood continues to limit what its customers can do and buy, which has been reported last week left a lot of people wondering wait, can they do that? right now probabl robinhood onl you buy a share of gamestop. charles schwab pointed out it didn't limit buyers from buying what they wanted though it, too, adjusted its mash inrequirements, the margin is where you buy on credit instead

know the rain is coming back, too. >> yes, we are going to see a lot of changes here as we go into later today as well as tomorrow. some off and on showers moving in. we can already see it on the statewide view of what's happening with the showers just to the north of us. as it rolls on through, we'll start so see that rain in the north bay and you may be wondering after all of that rain that we had last week, how are we doing with our rainfall deficit and hey we're still lacking a lot here. looking at santa rosa, we still need almost 12 1/2 inches of rain to catch up to normal. that is just crazy especially after the dumping of rain that we had, but this goes back all the way to the beginning of october, when our water year began, and since then, we've really had a dry season, so looking at oakland, we still need seven inches of rain, livermore needs 4.5 inches of rain and san jose we need about 4 inches of rain to catch up to normal. so with the percentage of average most of us have only seen only about a quarter to a

half of what we normally get at this point, and the water year. and the good thing is that we do have some more rain on the way, but as it moves in, it's going to first start in the north bay, temperatures there will be cooler, reaching into the mid to upper 50s and low to mid-60s as we won't see the rain until later this evening in the south bay. so as we go through the time line, we are looking at some schoufrz starting in the north bay, by early in the afternoon, continuing to spread through during the evening commute and into later tonight. we see that rain moving down the peninsula as well as into the south bay and parts of the east bay and we'll have off and on rain between now and early wednesday morning and during this time we're looking at an additional 0.1 to 0.25 inch of rain and the grouped is wet after last week and for the sierra, more snow headed that way, another one to two feet over the next couple of days. mike, it's dry for the

"today in the bay's" cierra johnson is live in san francisco to introduce to us one changemaker putting her own community in focus in the midst of the pandemic. good morning, cierra. >> reporter: good morning. yes, we all know that one person when they see a problem, they jump into action and do everything they can to work to solve it, well that's exact will i what our first changemaker did when covid-19 first began making headlines and we learned that it was disproportionately impacting some communities dr. kim rhodes with ucsf did everything she could to jump into action and

that is why she is our first changemaker. now by day she's an emdeemiologist and biostatistician with ucsf focusing on cancer research and how the quality of care could be associated with disparities and survival but when covid began presenting it self in the bay area t quickly became evident some communities were hit harder and the rate of infection was higher in the black community. dr. rhodes spearheaded a community initiative that brought some of the first pop-up testing sites to the city of san francisco and later to parks and churches in oakland. her team brought together a group of community partners to get testing sites, covid care resources and other health treatment right to the community. the sites have become a model of community-based testing and today we honor dr. kim rhodes. >> i think what's so fulfilling about this is it's not really about me. it's about the number of community partners, faith partners, advocates, people from

agencies across the county and the city who have come together to actually create something. >> dr. rhoads was determined to take everything she knew to actually get testing and vital health information out to the african-american community. >> reporter: and just speaking to dr. rhoads you can hear her passion dealing with disparities in health care. her work by day is looking at disparity in cancer care so it wasn't hard for her to pivot and help the dispar nit covid. it's about spreading the word about the vaccine and continuing to wear the ppe and continue get-to-get testing. dr. kim rhoads. your entire community is you, doctor. >> really nice todo not stop he.

a very good monday morning to you. we've been waiting for you. we're here since 4:30 in the morning. it's already 5:31. i'm laura garcia. >> i'm kris sanchez. marcus washington joins us in a bit. first a look at the weather forecast that won't make more work for mike this morning. >> yes, it looks good for this morning. later today is when we'll start to see these downpours rolling in. right now, as we take a look at the radar, we can see how far north it is and arriving first in the north bay later today and spreading across the rest of the bay area for later this evening. it will be wrapping up by tomorrow and w week. we'll talk more about the timeline of the rain and how much you can expect talking about climate change coming up in a few minutes. right now, mike, heading out the door seems like it's pretty good, except for a few spots, right? >> yes we're talking about

traffic change in one area as we look at the upper east shore freeway. a few seconds ago update all lanes confirmed clear by chp westbound 80, your commute direction near willow avenue. there are flares there so a distraction. folks slow down even though the lanes are clear. this will be put out by cars driving over them. no other problems headed to the bay bridge around the rest of the bay. back to you, kris. >> thank you, mike. seeing this is a distant memory these days, amusement parks on a roller coaster road post pandemic which saw its first bay area case exactly one year ago. now one bay area park is talking about turning the corner. >> to the excitement of many. sharon katsuda is live in pleasanton this morning. that is one of the planned reopenings that has a lot of peoplereopenings this week.

we're still in the purple most restricted tier but the dmv will resume in-person driving tests starting today. behind-the-wheel tests were postponed december 14th. those previously postponed test also be automatically rescheduled. it send out texts to let people know the new date and time to come in. new appointments will likely be available around mid-february at the earliest. walnut creek dmv closed so do research and see if the dmv near you is still open. the oakland zoo is getting ready to welcome back visitors. the zoo reopens with limited capacity this wednesday, it's a return to how the zoo operated before the holiday shutdown orders. you must reserve tickets online and anyone over 2 years old must wear a mask. indoor exhibits are still closed. large amusement parks like great america in santa clara can open once the county they're in reaches the yellow tier, the least restrictive level in the

state's coronavirus guidelines. great america's target opening date is may 22nd. the park will have limited capacity to ensure proper social distancing, masks will be required. customer also gohrgh thermal screening at the entrance to checkwi be touchless. they'll open by scanning tickets. some say the reopening plan comes at a tough time. >> we are still in the early stages of vaccine campaigns nationwide. i would love to see us moving at a faster pace with more comprehensive coverage that is more equitable to all kinds of communities and right now we're just not seeing that. >> reporter: amusement parks in florida opened late last year with similar restrictions as announced by great america. now they remained open despite a surge of cases there over the holidays. and the state says the icu availability here in the bay area today is at around 8%. reporting live in pleasanton,

i'm sharon cat katsuda. s aof this mornings at sfo tsa can stop travelers if they're not wearing a mask. this isiment plementing president bide be's mask mandate executive order t holds true for anyone traveling by train, bus or any form of public transit and comes in the wake of more covid strains popping up for the first time in the bay area. last week, stanford researchers identified the first case of the uk variant and the brazil variant in the bay area, both believed to be more contagious. new video to show you of a third covid vaccination site open in san diego county. it opened for the first time over the weekend and will operate every sunday through thursday. the county says its goal is to vaccinate between 250 and 1,000 people per day.

pass show a little more orange and red so a little more slowing, probably because a little more volume of traffic. nothing major getting out there, recovery for the westbound 80 east shore freeway around willow, the earlier crash cleared lanes. the should clear soon. we have some changes, kari. what do you have? >> we are going to start to see that rain moving in for the evening commute but we are still all clear for the morning commute. we can see the storm approaching as we look at it on the satellite and radar, well to the north of us. if you will be home schooling today, looking for those opportunities to get outside, we are going to see a morning start with temperatures in the mid-50s in novato, you'll see the rain holding off up until 3:00 this afternoon so rain coming in later today, and also i wanted to talk about our climate in crisis, because this week we are putting a spotlight on climate change.e

need to act fast to slow the melting of our polar ice caps and the loss of arctic sea ice alone is causing sea level rise which may give us a harder time dealing with our already extreme climate, and heather cooley is a climate scientist with the pacific institute and says cities like oakland, this could be a big problem. >> when there are storm surges, there will be other episodic events where we will see the waters go even higher and combine that with periods when we have these heavy rainfall events when we get our atmospheric rivers, where you have a lot of water coming off the land, that wants to go to the bay. >> so you can watch this full interview of "climate in crisis" as well as the impact on oakland and other parts of the bay area, go to

but many republican senators have already gone on the record saying there shouldn't be a trial in the first place so he may not need an air tight case. we'll be monitoring that and again, this big meeting at the biden white house with ten republican senators, we'll talk about it on twitter. find me @scottmcgrew. 5:47. new details state law enforcement teams are reportedly investigating a series of violent threats made against governor gavin newsom. the "sacramento bee" obtained a voice mail and emails containing abuive language again the governor, his family and businesses even though he's not actively involved in day-to-day operations for those businesses right now. newsom is the focus of a recall effort being coordinated mostly by ultra conservative groups. it is not clear who the threats are linked to. as we first told you last week covid hit close to home for us here at "today in the bay." co-anchor marcus washington was

into the evening, making it into san francisco approaching the east bay at about 11:00 tonight, so you can see how late this rain will be, most of us won't have much of an impact for our day and early tomorrow morning, still some off and on showers. we're going to see that rain with us into at least the first part of the day tomorrow, and then it will start to move out by wednesday morning. so some wet weather moving in, we're looking at the possibility of anywhere from a tenth to quarter inch of rain but it may be as high as about a half inch of rain farther to the north and the north bay, as well as parts of the east bay, where we start to see some of those heavier downpours moving through. once we get through the rain for the first part of the week the rest of the week is dry and look at how much these temperatures are going to warm up. we have mid-60s headed our way, we'll have some great weather and a chance to let that moisture kind of soak into the ground, maybe help out our flowers as well. i'll have more updates on that rain coming in, mike, what is the update right now for the
