some mild temperatures especially for this time of year, with the rain coming in this afternoon. it lingers for tomorrow, moves out early on wednesday and we're dry the rest of the week. we'll talk more about this as well as how much rain you can expect, coming up in a few minutes. mike, what's going on right now for the morning commute? >> kari, we're checking by the bay bridge, the arrow behind me, show you full screen. mild slowing on the sensors headed through the toll plaza no metering lights. the crash is on the transition from west 580 to 980, so watch out there. one lane might be blocked. it's not really heavily used ramp but there's traffic there, so do note that. the rest of the bay shows a smooth drive with great recovery from the earlier crash in rodeo. no other problems. back to you. >> thanks so much. we begin live in washington. today a true test for president joe biden and his mission to bring unity back to capitol hill. >> "today in the bay's" tracie potts is here. biden meeting with leading republicans to discuss that

stimulus plan and maybe not the republicans we'd expect. >> right, they asked for this meeting. the president agreed. the white house says he is ears open, and they're planning to hold him to this inaugural promise of working together, because republicans are putting a very different plan on the table. president biden has agreed to meet this afternoon with ten senate republicans pitching a new covid relief plan. >> the president has said repeatedly he is open to ideas wherever they may come. >> reporter: the republican plan is a third the cost of biden's with the same money for vaccinations, but nearly 90% less to reopen schools. >> that issue is teachers unions telling their teachers not to go to work. without kind of bailing out the teachers unions. >> reporter: stimulus checks id

$300,000 a year getting a check and many of these people have had no impact from covid, some are doing quite well, others are struggling. let's focus on those who are struggling. >> reporter: democrats argue relief must do more. >> we cannot have children in america going hungry. people being evicted, schools not open, we need to open our schools in a safe way. >> reporter: the money can't come fast enough. new strains of coronavirus have arrived in the u.s. >> the surge that is likely to occur with this new variant from england is going to happen in the next 6 to 14 weeks. >> reporter: more illness, more deaths. experts say more shots are the best way to fight it. >> both the biden plan and republican plan he'll hear about today have the same amount of money for more shots for vaccines so that may be a starting point for their negotiations. the white house really wanting to speed this up, and make some

headway this week. next week the impeachment trial starts and lawmakers will be consumed with that. laura, kris? >> we'll be consumed with watching as well. tracie potts, thanks so much. one year ago this morning "today in the bay" was reporting the first bay area covid case in the south bay. since that time, the state has seen more than 3 million cases. this past week we saw a further decline in new cases and hospitalizations but the state topped 40,000 deaths, including some 4,250 people in the bay area. in the mean time the golden state vaccinated nearly 3.5 million residents, some 200,000 shots were given out for the first time in 11 months, the los gatos school district will resume in-class, in-person learning. the district has been in the news a lot lately after some teachers were offered an early chance to get a covid vaccination.

"today in the bay's" bob redell is outside blossom elementary school. bob, what's the school day looe you, kris. good samaritan hospital in san jose as you recall administered the first round to 65 teachers within the los gatos school district and they did this without the approval from the santa clara county health department. at a meeting last week the school superintendent, paul johnson says his district never requested those shots. he says good sam reached out to him to offer the vaccinations to his teachers. the hospital tells us they have leftover doses and contacted the districts so it would not be wasting the doses. the next day admitted a mistake and cancel the rest. an email to staff, the superintendent wrote "they" referring to good sam "mentioned that our kindness last weir year was not forgotten and how much they appreciated it." he was referring to the

district's $60,000 in fund-raising that they used to feed the hospital staff. johnson apologized at last week's meeting for putting it that way. >> this was done out of the sincerity of our hearts, and not to give in order to get. >> my conclusion is paul's actions were ethical and legal. >> please do something to ethically and justify your actions. legalities aside, this decision does not appear unethical -- does appear unethical. >> reporter: that last person you heard was a district staff member expressing a written comment that was submitted to the district. santa clara county continues to investigate what happened at good sam and says the county is withholding vaccines from the hospital until the hospital submits a new rollout plan. the county said the teachers who received that first shot will also receive the second dose so the vaccines that were administered aren't wasted. the district says its hybrid reopening plan follows the newly

released state guidelines, released last month and this is a plan that's been approved by the county. reporting live in los gatos, bob redell, "today in the bay." >> thank you, bob. 6:07 now. uc berkeley coping with a covid surge. the university says 44 new cases were confirmed just over the weekend. many of them among undergraduate students. despite the increase, starting today, some outdoor campus activities will resume and small trial classes will resume indoors starting february 16th. uc davis and medical center going the extra mile to try to keep the school and surrounding cities safe. the university is making free coronavirus testing available to everyone who lives and works there. the school has also trained dozens of graduate students to help with contact tracing and hired nearly 300 undergrads to fight health disinformation and also to hand out masks. the city also offers free housing to anyone needing to isolate program

has caught more than 850 potential outbreaks in just two months' time. a man is now in jail in san jose after police say he broke into a preschool and viciously attacked a pet tortoise. it happened saturday morning during a vandal attack at the play n learn preschool near alum rock. the tortoise is 70-year-old and police say it was beaten with a metal post and suffered cuts from broken glass. a veterinarian treating him says he's shocked. >> i'm speechless. you know, i tell them this guy is older than my grandparents, 70 years old. he can't defend himself. he can't do anything. so he basically probably just stood there and got beat up. it's just wrong in all sense of the matter. >> police say the man arrested is facing multiple felony charges, but is also undergoing a mental health evaluation. the tortoise is now at an animal

hospital. vets say his shell actually helped to save his life and he should be able to return to the school in about a month or two. what is the matter with people? geez. all right, to yosemite, look at the destruction from last week's storm as it moved through. the pictures are from mare poe is agrove. at least 15 of its iconic giant sequoias toppled over. it is so sad to see the area is closed indefinitely. the rest of the park, however, is expected to reopen today. meantime skiers and snowboarders are enjoying a ton of fresh snow in the sierra, sugar bowl says within the last seven days six . the resort sold out the forecast. >> looks so much fun. taking a live powerful winter storm there.

parts of the city like queens expecting a foot or more of snow. the major nor'easter is expected to affect 110 million people. let's check in with kari hall this morning. kari, i understand what they're seeing back east is actually part of the same storm that we endured last week? >> yes, so it traveled across the country and now we can see what's happening now as we take a look at the radar, a lot of snow coming down, and it's just going to get heavier today, once again looking at about a foot of snow and 40 to 50-mile-per-hour winds. so it's going to cover a big chunk of the east coast, with some rain, and snow, while we are going to see some scattered showers moving in today with a new storm that's rolling into our coastline, and we'll be moving in mostly for this afternoon. first starting in the north bay, sliding across the bay area, later on this and the ground is already wet from the storm system we had last weekend, so we are going to see this coming on top of that, and we're going to see the potential

of some rainfall totals anywhere from a tenth to quarter inch of rain, maybe even up to a half inch of rain so we'll talk more about that when it comes in, when it moves out, that's all in just a few minutes but mike, it is dry right now for the morning commute. >> yes, and it's great right now for the morning commute. the conditions as well as look at the speed sensors on our big view of the bay. i had a couple of key spots to show you, where the slowing was kicking in, and kind of leveled off, and now the south bay i was going to show you 101, where we're seeing another burst of traffic, only lasted a couple minutes. the arrow was where we had slowing sensors. traffic is great throughout the south bay. silicon valley no problem. tri-valley no problem either. 101 through palo alto, taillights headed north but both directions are smooth and easy. back to you, laura. >> thanks so much, mike. can you it's february 1st already? this morning we're also kicking off a month-long celebration of honoring people from the bay area, and beyond, who are making

good morning to you. a happy monday to you. let's start with monkey brains, why not? elon musk said he hooked a monkey up to the computer wirelessly and the monkey can play video games with his mind. you note this is file video of musk. he says he'll supply us with video of the animal playing video games in the coming months. said musk "he's a happy monkey. we have the nicest monkey facilities in the world. we want them to play mind-pong with each other." musk launched neuralink in 2016, it has labs in the mission. the end goal is not video game

playing monkeys but helping people with practical his eventually musk hopes to hook up your brain to an artificial intelligent computer. the markets get their start this morning after some of the worst volatility in months. that reddit robinhood gamestop thing is still a thing. many on reddit purchasing silver options driving the cost of the metal higher than it's been in morning a deindicate. the options allow a customer to buy silver at a set future price and it's the options that are really driving much of what you're hearing about in the news because they're not expensive. you can buy an option to buy gamestop for instance for less than the actual share price of the stock then sell it for a profit.s n do and buy, which as we reported last week left a lot of people wondering wait, can they do that? right now robinhood only lets

you buy a single share of gamestop. big brokers like charles schwab pointed out it didn't limit buyers from buying what they wanted though it, too, adjusted its margin requirements. the margin is where you buy on credit instead of using the cash in your brokerage account. somebody.ed out, kris, laura and marcus as well, when it comes to robinhood, they were early in making it super easy almost like a video game to buy a share and the big traditional brokerages are still using clunker interfaces. once big brokerages can figure that out, robinhood may be in more trouble. >> big brokerages might not want to make it easy for us. >> perhaps not. >> yes. >> well, they make more money every time you buy and sell. let's bring in marcus washington for a lock at what is trending this morning as well. couldn't get enough of the gamestop frenzy.

kris, of course i rode in the back, not necessarily safe right now, but this is the tailgate of its own. >> oh my goodness, yeah, we all did, we won't do it anymore, though. thanks, marcus. >> no. let's check in with meteorologist kari hall, a look at our week-long forecast for us, with some precipitation coming our way. >> yes, we had such a nice and dry weekend, but we're starting out with watching a storm to the north of us. we've already powered up storm ranger, even though right now it's showing that as you get ready to head out on this monday morning, we are not seeing any rain yet. but it will be rolling in later this afternoon. we can see it to the north as i widen out the view and show you what's happening across the state as we are going to see some rain but after all of that rain we had last week, you're probably wondering how are we doing right now our rainfall deficit? we still need a lot more rain. look at santa rosa, we still need nearly 12 inches of rain to catch up to normal.

they had several inches of rain last week and so we are seeing elsewhere across the bay area at least five to seven inches of rain needed from oakland to san francisco to livermore. we've only measured about 40% of our normal amount of rain in santa rosa, and we are doing even worse in san francisco. livermore and san jose almost half the normal amount at this point. as we watch our next system coming in, if you're in novato and want to let the kids go out and run around in between home schooling we'll have nice weather for most of the day today. make sure they get out there early because rain comes in later this afternoon and into the evening. as we go through the timing, i'm going to stop it here at about 5:00, when we start to see that rain approaching clearlake and moving closer to santa rosa. won't be in until later this evening we'll see the rain moving into parts of san francisco, down the peninsula, as well as the east bay, and early tomorrow morning, we'll wake up to some off and on

showers moving in. it will cont day tomorrow, with some scattered rain and then gradually moving out by wednesday. so we are going to have some wet weather moving in, but not a whole lot. the ground is already wet so we are under a microclimate weather alert. as we could see up to about a half inch of rain for parts of the north bay, but elsewhere, it will be a little bit less. we're also going to see a decent amount of snow once again, moving into the sierra, anywhere from one to possibly close to two feet of snow over the next several days. good to see that, too. mike, you've been watching the commute. how is it looking right now? >> it was calm, kari, but now let's look at how it's looking at the bay bridge toll plaza. the metering lights were just turned on just as a crash was reported right around the berkeley curve as well. the bay bridge toll plaza is backing up because the inle million are on, you see it first off of the 880 overcrossing and we circled the berkecally curve another crash might affect folks

>> reporter: good morning. yes, we all know that one person when they see a problem, they jump into, and so when covid-19 first began making headlines and we learned that it was disproportionately impacting some communities dr. kim rhods is our first changemaker for the month of family. she is an epidemiologist and biostatistician with ucsf

focusing on cancer research and how the quality of care could be associated with disparities and survival but when covid began presenting itself in the bay area it quickly became evident some communities were hit harder and the rate of infection was higher in the black community. dr. rhoads spearheaded a community initiative that brought some of the first pop-up testing sites to the city of san francisco and later to parks and churches in oakland. her team brought together a group of community partners to get testing sites, covid care resources and other health treatments right to the community. the sites have become a model of community-based testing and today we honor dr. kim rhoads. >> i think what's so fulfilling about this is it's not really about me. it's about the number of community partners, faith partners, advocates, people from agencies across the county and the city who have come together to actually create something. >> dr. rhoads was determined to

"climate in crisis" is coming up in a few minutes. right now, mike, you're watching the roads. how is it looking? >> looking great, holding steady despite a crash. mo near the maze and the metering lights were turned on but despite those two factors we actually have no major problems, a live look shows you the bay bridge toll plaza, the backup is actually less than the last time we took a look. the 808 overcrossing looks better, the metering lights though are still on. back to you >> thanks so much. 6:33, busy weekend in san francisco as more businesses reopen and more people helded out to enjoy and take advantage of the nice weather. stores and restaurants and visitors for that matter are hoping things can regain semblance of normalcy and everyone follows the rules so feels good to have some sense of normality.

around mid-february at the earliest. walnut creek dmv has closed so do some research. the oakland zoo is getting ready to open back visitors, opens wednesday, a return to how the zoo operated before the holiday shutdown orders. you must reserve tickets online and anyone over 2 must wear a mask. indoor exhibits are still closed. large amusement parks like great america in santa clara can open once the county they're in reaches the yellow tier, the least restrictive level in the state's coronavirus guidelines. great america's target opening date is may 22nd. the park will have limited capacity to ensure proper social customer also go through thermal

screening at the entrance to check temperatghime. >> we are still in the early stages of vaccine campaigns nationwide. i would love to see us moving at a faster pace with more comprehensive coverage that is more equitable to all kinds of communities and right now we're just not seeing this. >> reporter: amusement parks in florida opened late last year with similar restrictions as announced by great america. now they remained open despite a surge of cases there over the holidays. and the state says the icu availability here in the bay area today is at around 8%. reporting live in pleasanton, i'm sharon cat katsuda. >> thanks for the latest. quick update how vaccines are going in the golden state. over the weekend over 200,000 californians received their of . more than 3.4 million shots have now been administered in our state. that's a little less than 10% of the state's population. some people in los angeles reportedly suggesting police showed a double standard when dealing with anti-vaccine and far right protesters on saturday

will see coming in. we'll see the rain off and on and seeing what we can do just every day to turn the tide on our rapidly rising temperatures globally and our weather every day is showing us we are in a crisis and need to act fast to slow the melting of our polar ice caps and the lost of the arctic sea ice is alone causing sea level rise and may make it harder for us to deal with our already extreme weather. climate scientist heather cooley is a climate scientist with the pacific institute and says cities like oakland, this could be a big problem. >> when there are storm surges, there will be other episodic events where we will see the waters go even higher and combine that with periods when we have these heavy rainfall events when we get our atmospheric rivers, where you have a lot of water coming off the land, that wants to go to the bay.

democrats in congress have pointed out they don't need republicans' help. they can pass things like bigger checks to american families and more money for vaccinations by themselves, but the white house has repeatedly called for a deal that both sides can accept. here is president biden's economic adviser. >> the president has said repeatedly he's open to ideas wherever they may come that we could improve upon the approach to tackling this crisis. what he's uncompromising about is the need to move with speed, on a comprehensive approach here. >> those ten senators will meet with president biden today and we will certainly be monitoring that. meanwhile, we're hearing a lot from congressman adam kinzinger, the republican from illinois who called then president trump to be removed via the 25th amendment, later called for his impeachment. he's starting a new political action committee, to, he says bring the republican party back to its roots as a party of conservatives and not a party of trump.

some dry weather again this morning, that continues from the weekend, but we've got storm ranger already powered up and ready to track this next storm system that will start to bring us some rain later on today, as i open up the view, you can see where the showers are now well to the north of us, and making it first into the north bay later on this afternoon. but then we look at how much rain we need to catch up to normal, we are still lacking a lot of rain here in four areas like the south bay, we're not going to see that rain until later on this evening. temperatures reaching into the low 60s, and then by 8:00 and 9:00, 10:00, we start to see the rain moving into the south bay. as we go through the time line, hour by hour, first that rain at 5:00, still moving into ukiah and clearlake, approaching votes. so once again, this will be a late evening rainfall into early tomorrow morning as it spreads through, we're seeing some pockets of some heavy rain, where we see the yellows and oranges, as we wake up tomorrow morning, head out, we're going

to see some of the scattered efe it gradually starts to taper off early on wednesday morning. so as we look at how much rain we could see out of this, the possibility of about a tenth to quarter inch of rain and then for the sierra, we could see another foot of snow possibly closer to two feet in spots like kingvale, so it is good to see a lot more rain and snow in our forecast, because we do still need a lot more of it, but then we're headed back to dry weather into the end of the week. it's going to start to feel a little bit more like spring with all of this sunshine, highs will reach into the mid-60s, and for san francisco, rain moving in later this evening, continuing through tomorrow, moving out on wednesday, and then we'll see those temperatures warming up for the rest of the week into the weekend. mike, you've been watching the roads. how is it looking right now for the commute? >> it's looking like i'm chasing down sensors that keep going back to green. we're looking at the south bay
