pandemic. . >> speeding things up. your local pharmacy could be giving out covid vaccine in a matter of days. the new announcement that could be a big game changer for california's rollout. and paving the way for progress. ahead in a live report, why the pandemic is allowing caltransto complete its projects way ahead of schedule. "today in the bay" continues right now. a very good wednesday morning to you. thanks for joining us. i'm laura garcia. >> i'm kris sanchez. marcus washington is coming up. mike has your detours from the fire in san jose and meteorologist kari hall is tracking that little smidge of rain we have this morning. >> yes, we're seeing that farther to the north right now. most likely will come in this afternoon but even as it moves closer, it will bump up against dry air and a lot of this rain will fall apart. we're looking at a slight chance of spotty showers today and the highest chance will be in the north bay. elsewhere, we are going to see some dry and cool weather and that continues into tomorrow,

with some sunshine. this weekend temperatures will be warming up and we are going to have a nice one ahead for the outdoor activities. we'll talk more about this and also what's ahead and what we're seeing elsewhere across the country, a little something odd we'll talk about in a few minutes. let's head over to you, mike w an update on breaking news. >> all right, kari. talk about first of all the two bridges that folks care about in the commute. we've circled the incident on the bay bridge lower deck, the exit at treasure island as you approach, a disabled vehicle in the slow lane, that's the latest we have, no slowing there. the arrows show slowing toward the golden gate bridge, one possibly both overnight cres are on the move. the rest of the freeways move smoothly. toward the south bay we have a closure of bascom, a portion of bascom is closed, we have folks getting by on the surface streets in either direction, just off the nimitz, just off 280 and for the reason laura we hand it off to you. >> that's right. that's breaking news we're

covering for folks this morning, firefighters are putting out hot spots at the scene of an overnight fire. take a look at the flames. this all happened at the abandoned building along north bascom avenue. no word on any injuries, and we also don't know the cause. this is what the scene looks like now. we know firefighters have responded to several incidents at this facility, including a small fire there yesterday. so it's unknown if that has anything to do with this morning's big incident. currently bascom and naglee avenues are shut down and will remain closed during the investigation. it is 5:02 right now. washington in mourning for a victim of the capitol siege. we have a live look at capitol hill inside the rotunda, where a somber tribute is under way at this hour. it is for brian sicknick, a u.s. capitol police officer who died from head injuries he suffered in last month's insurrection.

he was granted the honor of lying in the rotunda and buied at arlington national cemetery. leaders paid respect, biden held his hand over his heart as he paid his respects. before actually heading out there to pay their respects, president biden took new executive action on immigration reform. >> "today in the bay's" tracie potts is live in washington, d.c. tracie, the orders target policies left over from the trump administration. >> exactly. policies not new laws and the president trying to make that clear. he signed off on three new immigration orders, these are the ones that were delayed from last week, one involves the homeland security secretary who was just confirmed. here is a look at what those orders would do. one, creating a task force to reunite the families of parents and children separated at the border. the homeland security secretary will oversee that.

developing a strategy to address migration at the border and reforming the asylum system. the white house is trying to create more orderly process when migrants approach the southern u.s. border and reviewing the legal immigration system looking specifically at some of those policies. the president in signing off on these tried to make it clear that's not trying to do the job of congress. it's up to them to create new immigration laws. >> i'm not making new law. i'm eliminating bad policy. what i'm doing is taking on the issues that 99% that the last president of the united states issued executive orders i thought were very counterproductive to our security, counterproductive to who we are as a country, particularly in the area of immigration. >> and also in addition to

working on immigration throu these three n executive orders, the president is also still trying to get covid relief done, still trying to send out those stimulus checks but he's billions of dollars apart from what republicans say they are willing to support. now he's given a deadline, march 14th, to try to get this all done. that's when the extra federal unemployment benefits run out. back to you. >> all right, thank you very much, tracie. take a live look at interstate 880 in fremont this morning. new this morning, a positive ripple effect from the pandemic with less drivers on the road, caltrans is getting ahead of schedule on road projects. "today in the bay's" bob redell is tracking the progress for months and joins us live from 680 in pleasanton. what kind of headway are we talking about, bob? >> reporter: good morning to you, laura. caltrans says because traffic is

down so much it's been able to lay downan unprecedented amount of asphalt during covid-19. the department of transportation says from march of last year 'til roughly now, their workers laid down 1.2 million tons of asphalt on the roads here in the bay area and tell us that's about double what they've laid down in a normal year. caltrans says it's difficult to quantify how many lane miles of road since the asphalt is laid in layers. on our tv screen when it comes to the express lane projects, roadworkers added almost 64 lane miles of new express lanes during covid, 43 along 880 in alameda, almost eight along 680 in alamay da, 11 miles on 680 in contra costa and two miles on 808 in santa clara. in the north bay they cut off marins from the sonoma narrows project, widening parts of 101

through novato, petaluma and san francisco. the 101 deck replacement completed four months ahead of schedule completed in half the time, nine days instead of 18 with fewer drivers on the road, caltrans has been able to close more lanes to traffic and give the contractors more room to work in a safer environment. >> the first measure of safety is more of our projects can be done during the day than normally what we do a lot of times caltrans crews are working at night, better visibility so that increases safety but with the added lane time, there's more space out there for contractors to work, so they can get more done. >> reporter: we did ask caltrans will the wear and tear behind me 6808 in pleasanton, given the fact there's fewer people driving on these roads and said it was difficult to quantify how much more life we might get out of the roads before they have to repave but said maintenance teams anecdotally are not

responding to as many potholes as they were before. reporting live in pleasanton, bob redell, "today in the bay." >> thank you, bob. california continues to see a big underdone turn in covid cases. yesterday the state had about 12,000, which is a level not seen in quite some time. overall cases are holding steady at 3.2 million, but more than 41,000 people in california have died. the recent outbreak at cal is expanding at least 184 cases have been reported since last week. all students are being asked to quarantine and get tested twice a week. cal says the surge in cases is believed to be tied to small offcampus gatherings. in the next few weeks, expect to see more students return to the classroom. contra costa county health leaders may give the green light for some students to return as soon as next week, provided new cases continue to decline. san ramon valley schools are telling parents they're ready for hybrid learng, a total of four counties, rin, san

francisco, san mateo and santa clara, have all seen new cases drop, enough to resume. but it's up to each district to decide when that happens. covid vaccinations could be coming to a pharmacy near you. the white house says that by next week, 1 million doses will be delivered to 6,500 retail pharmacies nationwide. cvs says the vaccine will be distributed to 100 of its stores in california, including three in the bay area, that is san francisco, sunnyvale and sonoma, leaving local seniors very hopeful. >> i'll have my doctor write up something, because i'm a type i diabetic, i need to get it now. it's dangerous for me just to be out and about. >> federal leaders are hoping to deliver doses to more than 40,000 pharmacies across the u.s. it's 5:09 right now. let's get a look at our forecast for this, wow, now wednesday morning. >> yes, it is wednesday and it's also that time of year where the national weather service in

miami has to issue advisories for falling iguanas. that will be hopping are happening for tonight into tomorrow morning and added a joke "i may be sleeping in whether i plan to or not." so those temperatures in miami will get very cold and we'll see what happens tomorrow morning possibly with some iguanas falling out of the trees and stuff in miami. it's pretty cool here this morning as well as we're starting out with upper 30s and low 40s. it's going to be overall a pretty nice day with our highs reaching into the mid-50s. lower 50s for the north bay, where we could see some rain, so we'll talk more about that coming up in a few minutes. mike, you've been watching the commute and a couple of work-arounds for some trouble spots. >> that's right, kari. no iguana warnings. you should always look out for them. it's a good note. let's look at the maps, the freeways in the south bay which are great, the note we have here, circled that section of bascom and naglee the intersection by bill's cafe or sonato's market, watch out.

right now at 5:13, if you're going to be home schooling today, and getting out in the backyard, too, get out some of the energy between virtual learning, we are going to see temperatures in milpitas going from the upper 40s to a mix of sun and clouds, this afternoon will be so much a little bit more comfortable with some sunshine. we'll talk about our rain chances in the forecast, and what's ahead for the weekend coming up. and we are looking at smooth freeways but we still have this closure reported for san jose. we do have a camera in san jose on bascom near naglee and we've heard about the closure but i have seen cars driving past this fire crew near that

intersection. what happened was there was an overnight fire and there is local work going on there. we'll continue to track that as well as the rest of your commute, coming up. good morning, very happy wednesday to you. wework, a place where people can rent temporary offices is shutting down some of its san francisco locations, according to the san francisco business times. the company has not specified which locations. there were hopes the temporary office industry might thrive as more companies permanently reduce their main office space but apparently not in the cards for wework. amazon will have people come into the office, this is what the new office in virginia will look like, they're calling it the helix. it's just outside of washington, d.c. it hasn't been built yet but amazon is hoping for approval from arlington county. jeff bezos stepping down as ceo of amazon, he's been ceo since he worked alone, selling books back in 1994. he's still the company's biggest shareholder, and will be chairman of the board.

a big change for carmakers and a big win for the white house as well. carmakers who sided with president trump pushing to end california's ability to set its own standards on emissions have now changed their minds. general motors, the first to move from opposed to in favor of stronger emission standards. chrysler and fiat moving to the right-hand column as well. trump tried to get rid of new emission standards set by president obama. president biden brought those standards back and indeed unveiled a more aggressive plan to reduce carbon emissions and has all the major carmakers behind him is a big step forward for his administration. we've been using this graphic as we've been talking about gamestop going up and up and up, but we probably should talk to our artist about getting that updated. gamestop stock goes down and down and down, falling around

70% since friday. premarket trading shows a price increase this morning but not enough to make up for losses. the idea as you know laura and kris, to run up the price to punish the short sellers, the people who bet against the stock, a people's rebellion against wall street but as those rebels saw their investments get and more and more valuable, a lot of them just took the money and got out, which you think about it is human nature, and this happens with all short squeezes, right, people look at that money and say i'm trying to deliver a point, but that's a lot of money. >> i'm going to stick it to the man but first i'm going to stick it in my pocket. >> exactly right. >> if you're lucky enough. if you're lucky enough. i ran into an older couple yesterday, they were like we're going to wait until friday and see what we're going to do. i'm like, oh. >> you got to know the game. >> hard lesson to learn. hard lesson to learn for some. so ulta beauty is making a major move to expand the number of black-owned brands in its stores, promising to double the

some beautiful sunrises, and sunsets and we are getting a lot of those pictures on social media, so i always appreciate when you send me your pictures. this one from mike and showing the beautiful cotton candy looking clowes. i'm @karihallweather. the chance of rain today and scattered showers now to the north of us. let's go through our hour by hour outlook. we'll see some of the rain falling apart as it moves in but a chance for the north bay by late morning into the afternoon. for most spots, this will be in and out fairly quickly. by 2:00 we're seeing a slight chance of rain in san francisco, hit or miss showers possible for parts of the east bay and south bay so as i was telling laura, just hold off on washing your car up until tomorrow and then after that, we are all clear. we are going to see some dry weather coming in, cool

temperatures, but warming up in time for the weekend and we're going to be watching the big game, open up the windows and the doors, let in fresh air as we are going to have some nice comfortable temperatures going into the weekend as well as early next week. so we'll be tracking that, mike, how is it looking right now for the commute? >> well, let's have a look, kari. we haven't looked at the bay bridge toll plaza camera for a while. i've been looking at it but haven't shown you. we have a smooth flow of traffic coming in out of oakland and across the span with no interruptions at the toll plaza right now. the map will show you green sensors on the approaches for the maze, the east shore freeway and the nimitz freeway that's great. the slowing we had headed toward the golden gate bridge is also cleared from our sensors and great news, looks like both sets of crews have cleared from the approach and the span. we'll continue to watch that, but the freeways around the bay show those green sensors, great stuff, and as we look out toward the altamont, one incident the disabled vehicle coming in out of the altamont pass, there's mild slowing for the area, but

>> one of the biggest problems our redwood trees could be in danger. we bring in vianey arana to find out what she learned. hi there, vianey. >> hi there, good morning. you know, among one of the beautiful sights in the bay area is the golden gate bridge, and there's something so mesmerizing about it when it's wrapped in fog, but what most people don't know is that global warming is not only making the fog disappear, it's also impacting our trees. we met with scientists and focused on the impacts of climate change and how that is having its own impacts on those redwood trees in marin county. the beautiful hiking trail forest of redwoods is a breath of fresh air. when you look at the massive redwood trees, they are showing signs of distress due to lack of moisture from fog. todd dawson, environmental studies professor at san jose state university says fog continues to decrease. >> the problem that the redwood trees are facing is that the summertime fog has been on the

the right now at 5:30, breaking news, up in flames. a massive firefight in the south bay as firefighters work to stop an old warehouse from being destroyed. plus -- >> i don't think the super bowl is worth us going all the way back to stay at home. we just can't afford to do it. >> so is a super bowl surge looming? the warning about covid-19 variants already spreading in the bay area and the simple ways you can protect yourself come game day. facing political pressure. the growing number of california upset with how the governor is handling the pandemic as a recall is under way. >> yes, we have one more round of rain coming in, and this one is going to be a fairly quick mover especially compared to what we had yesterday. so there will be some spotty showers moving through especially this afternoon. by tomorrow we're looking at cool and sunny weather and a warmer weekend ahead. as we look at what we're expecting in terms of temperatures today, it's going to be cooler, where we will have our highest chance of rain, that will be the north bay. we'll talk more about this and what's ahead in the forecast for the weekend, that's coming up. mike, what's going on right now for the commute? >> well, kari, laura showed us that video of the fire. let me show you the scene again in san jose. the reason why we still have part of bascom avenue closed is because of the flames. fire crews on scene watching for a fire to build up once again. right now it's out. these are the flamed that happened overnight, bascom at naglee where the intersection was affected. northbound bascom is affected.

right now the flames are out. there were no injuries at the fire, but we did have a deadly crash in fremont that closed the nimitz in the southbound side for a few minutes, all lanes were reopened three hours later, the crash happened at about 12:40 in the morning and reopened just before 4:00. crash and fire involving multiple vehicles right by the tesla plant. again, this did clear so the live look shows you now the traffic flow is back to normal, the headlights headed south through the same area on the nimitz, headed between fremont and milpitas. back to you. >> thanks so much. more breaking news, this has to do with the state of education during the pandemic. the city of san francisco is expected to file a lawsuit to try to get classroom doors back open. the city will sue its own public school district, the first city in california to do so, possibly even the country. this is according to reporting from "the chronicle" this morning. the suit will allege violations of state law. city attorney dennis herrera will file that lawsuit, signed

off by mayor london breed. a motion is expected to be filed february 11th asking the san francisco superior court to issue an emergency order. >> that is some twist. we want to take you for a live look at raymond james stadium in tampa where the countdown to super bowl lv is on. health advisers say all parties should be on hold. >> cierra johnson, we're not just talking about the spike after a touchdown. it's important for people to pay attention here. >> reporter: good morning. when the two teams face off in tampa, the hope across the country is hopes are doing what they can to prevent the spread. if you're outdoors, social distance. there is a fear there could be a surge after that game. in a virtual press conference, dr. mark ghaly, california's

department of health and humans secretary says if you watch the game, do so safely with people outside of your households, staying in the backyard to watch the game p keep your distance and be sure to wear a mask and that advice to wear a mask being echoed across the nation. this as new variants are being discovered throughout the country. "the chronicle" is reporting six suspected cases of the uk variant of covid, the cases believed to be the first of its kind in the bay area, just moments ago on the "today" show, the nation's top doctor, dr. anthony fauci, discussed the presence of mutations as well as that potential for a spike from sunday's big game, take a listen to what he has to say. >> one of the ways that you prevent the further evolution of virus to become mutational, the way do you that is to suppress the replication of the virus and the best way to do that is two-fold. one, continue to double down on the public health measures to prevent spread from person to

person, and as you just mentioned, the top of the show, get as many people vaccinated as you possibly can. >> reporter: and that advice to double down could really be taken literally with a lot of health officials, advising folks to double up on their mask as those new variants are being discovered around the nation, so really the advice despite the fact we're having the vaccines, the numbers are going down, it is crucial that everyone remains vigilant especially for a big day like super bowl sunday. we're live in sausalito, cierra johnson for "today in the bay." >> thanks so much. speaking of double masks, i just posted on instagram a couple days ago myself double masking. i always do because a lot of masks, i have a small face and they're too big for me. since the pandemic i've always double masked up. makes me feel safer and secure and gives you that opportunity to wash that one more often, on the outside, which is another really important thing for people to remember to wash their

masks as well especially out and about. >> absolutely, lingerie hangers are full of masks now, none of the old stuff. >> i was like wait, what? >> it's perfect for that. >> i was just talking about masks. no, i know what you mean. >> thank you, cierra. >> follow that on instagram, my post. it's 5:37. more and more california hospitals are seeing manageable numbers of seriously ill covid patients. according to the latest numbers, even the hardest-hit areas are set to be rebounding. southern california's available icu beds now hover at just about 10%. in the next month, availability is expected to reach 35%. the number of new admissions statewide is also down significantly. as a result, the state is reining in staff-to-patient ratio waivers approved weeks ago. governor gavin newsom approval is starting to sag and some of that has to do with the handling of the pandemic. a poll by the berkeley institute

of governmental studies finds 31% approve of his job in that respect and 22% approve of the way california is rolling out the covid vaccine. as for overall numbers, newsom has a 46% approval rating. in september it was 64%. 48% now disapprove. the recall campaign meanwhile says it has about 85% of the signatures to get that recall on the ballot. >> the fact that he has completely mismanaged this entire situation. there's many states that have handled the crisis in a much different manner, didn't have to shut down the fifth largest economy in the world, they didn't have to destroy people's lives. >> newsom's team responded in a statement saying "voters recognize that this is an incredibly challenging, intensely complicated and critically important moment for public officials worldwide. that's why the governor remains laser focused on vaccinations, reopening, relief and recovery." the same poll also indicates just 36% of voters support that

recall effort. happening today, a much better idea how recent storms are boosting the water supply. >> all that snow bringing lots of skiers to tahoe. meteorologist kari hall has a closer look at how much snow is still falling. hi there, kari. >> we are seeing the snow taper off. look at the amount of snowpack we have compared to normal and for the lake tahoe region about 72% of our normal amount and before the big atmospheric river we were only at 40% of our norm at amount of snow so it did give us a big boost but we are also needing still a lot more. coming up in a few minutes i'll talk about what climate scientists are saying about how the sierra could look in 2100, in a few minutes. mike, what's going on now as people head out the door for the commute? >> kari, right now, still over

in san jose we talked about the fire and i showed you the flames but look at the map. the flames are out now, and only northbound side of bascom is closed betwe sanen carlos or stephen's creek and naglee. if you know where bill's cafe s it's close to that and it did not involve that iconic restaurant. it's just off the nimitz and 280. the freeways in the south bay move smoothly as do most of the others. we have an issue, a crash over at grant line road we just got updates, only the gentleman off-ramp affected, a mild slowing out of the altamont, usual spots as well as 84. the rest of the bay scholes a smooth drive. i'll show you the bay bridge toll plaza, nothing interesting. maybe you have something interesting, scott? >> i think i probably do, mike. coming up on "today in the bay" we'll bring you the latest from washington as house impeachment managers detail the charges against donald trump. and of course it is awards season and we've got you covered. the golden globes nominations

and i think a few characters behind the scenes probably could take some of those awards for sure. >> yes. oh, yeah. all right, thank you. >> thanks, marcus. let's check in with meteorologist kari hall. she's got a look at our week-long forecast, midway through the work week right now and the rain is it dissipating at all? >> we're going to see this next round of rain come in fairly quickly, but a lot of it will fall apart as it moves through the bay area. the north bay will have the highest chance of rain, as it moves from north to south. let's go through the time line, we're going to see some of that rain by late morning, once again moving into santa rosa, clearlake, ukiah and approaching napa by about noon, moving into parts of the peninsula, as well as the east bay, and becoming a lot more scattered, so once again, north bay has the highest chance, but i would hold off on washing your car just in case you get caught in one of those isolated showers. as we look at our temperatures,

it will be cooler where we will have the highest rain chances and more cloud cover. elsewhere, temperatures in the mid to upper 50s for today. still going to be kind of cool out there, but this is nothing compared to the cold temperatures that they're seeing right now around lake tahoe. it's such a beautiful sight, looking at the squaw creek resort and lots of new snow on the ground. rob mayeda was last week attending a weather conference and they were looking ahead to what the sierra could look like in the year 2100. some scientists said we could have average warming from four to nine degrees and snow only above 9,000 feet and it goes up to about 9,500 feet, so only on those highest elevations. that would also be a loss of millions of dollars in travel revenue as well as summers there as hot as we see now in san jose. so pretty grim outlook but that's if we do nothing at this point to reduce our greenhouse

emissions. there is something we can do to keep this from happening for our future generations. as we take a look now at our current weather, and what we're expecting, spotty showers today, we will be heading into a stretch of some dry weather. it's going to be cool for the next couple of days, but look at that warming that happens over the weekend, of course we know we've got the big game going on, so of course maybe opening up the windows and also letting in some fresh air while you're enjoying the game on sunday. next week, we're still in the low 60s and it starts out as a dry start to our next week as well, but once again, our slight chance of rain and that's about all we'll have here in terms of any wet weather for several days. mike, you've been watching a couple of issues out there on the roads this morning. >> yes, kari, the bigger isues have calmed down. the smaller changes over the last few minutes at the bay bridge toll plaza for example, we're looking at the arrow showing you a little bit of slowing just at the toll plaza,

it's 5:56. turning back to our week-long climate in crisis series. people feel good when they buy green, electric cars, environmentally friendly furniture, that sort of thing. >> scott mcgrew as we look at ways to buy through bay area businesses we look for people who are helping us to go green. you say maybe don't buy things at all. >> don't buy them when you can help it. that's the idea at least behind a small business in san francisco called last-minute gear where they say don't own what you can rent. and why would you own for instance a camping stove that sits in your closet seven months out of the year asked james dong? if we shared the stove it would get more use and the manufacturer would have that much less impact on the environment.
