meteorologist kari hall. good morning. >> good morning, and even though it's starting out cold this morning, it will actually be warmer this afternoon, and we have some really nice weather headed our way for the weekend, but it will be dry and that will extend even into early next week. let's check out our high temperatures for today, this is what you can expect later this afternoon, reaching 64 in oakland and in palo alto. san jose reaching 65 and napa today will reach 66 degrees. we'll take a look at the weekend forecast ahead and even take you to the sierra, coming up in a few minutes. mike, right now just getting out to work, how is that drive for the commute? >> well kari, a little better, because some folks are done for the week, overnight road crews in oakland or alameda, as we look at the map zooming in toward where there were absence of sensors -- sensors were red coming across the posy tube, it

was reopened and let's cut the chatter and the live shot the bay bridge is moving smoothly and all approaches are at the limit for this light traffic right now. back to you, cierra. >> thank you. developing news in the east bay, the city of oakland is expected to announce a new police chief within a matter of hours. "today in the bay's" bob redell joins us live, bob, the question is, who is it? >> reporter: good morning to you, cierra. it is someone from within the oakland police department, sources tell nbc bay area that around noon today mayor libby schaaf of oakland will announce a deputy chief leronne armstrong will become her new police chief. armstrong has been with opd for 20 years, grew up in west oakland, oakland's former police chief ann kirkpatrick was fired after three years on the job. armstrong is taking over for the interim police chief susan manheimer, whose term it out this week. we've turned to victims of

police brutality and misconduct and he thinks armstrong is a very good pick for the times. armstrong understands the issues the department faces when it comes to the ongoing negotiated settlement agreement, the nsa reached in 2003 as a result of the rioters police misconduct case. >> the most important thing is we don't have to have the learning curve, that is a new chief coming in and learn who all the employees are, who you can trust and don't trust and that takes up time, so seems to me we have a running start here. >> reporter: one of the big challenges facing the new police chief? homicides have spiked recently in oakland. last january alone this past month, 15 people were murdered. that's the highest number for a january in 20 years. there are also shootings last month, oakland police officers association blames this jump in violence on the

officers' inability to use a "cease-fire" tactic" during this pandemic, while violent crime in oakland is up this year, the overall crime, crime overall is down by 43%. reporting live, bob redell, "today in the bay." >> thanks so much, bob. 5:02 right now. a key hurdle cleared for president biden's covid relief plan. we have a live look at capitol hill where the pivotal vote literally took place about two hours ago. class. >> reporter: the senate is preparing for former president trump's impeachment trial. >> the trial will commence on tuesday. >> we'll see if it's going to be a senate of courage or cowardice. >> reporter: mr. trump's lawyers confirmed he will not testify. democrats prosecuting the case called that evidence of guilt. one of mr. trump's lead lawyers says they're pulling together a witness list and will argue it's unconstitutional to try a former president. they're expecting the trial to last a week. tracie potts, nbc news. by this time next month, america may have a third vaccine, this time from johnson & johnson. in a u.s. trial the single-dose johnson & johnson vaccine was 72% effective and more effective in preventing serious covid symptoms. stanford helped to conduct the phase three trial. doctors there is a one big advantage to this vaccine is it

>> in this city, 113 private and parochial schools have opened with over 15,000 kids and no outbreaks. the city went into action quickly and opened community learning hubs, no outbreaks. >> san jose schools meanwhile are taking a first tentative step in returning to the classroom. the district announced plans to provide in-person oversight for several hundred students in a pod setting. teacher also not staff the pods, instead so-called cohorts will to assist students struggling most with distance learning. that plan may roll out in a matter of weeks. 5:07 right now. a new north bay commuter train extension now being pushed back. smart says it will not complete its $65 million link between larkspur and windsor until next year. "the press democrat" says it is facing a toll hike held up in the courts.

closures, they continue with the project for the harbor bridge that will affect some ramps between 9:00 p.m. and 1:00 a.m. i believe over the course of saturday and sunday this week and shouldn't be a major problem. good morning to you and it's not just any friday, it's jobs friday. coming up at 5:30 this morning we'll get the latest data on how many jobs the american economy gained last month. we're tentatively optimistic on this one. another measure shows fewer americans losing their jobs, the lowest number in months, in fact. president biden will speak about the economy later today. big areas warning of furloughs, though. united and american say travel is not returning as quickly as they expected. in fact, nowhere close. they may have to send workers home in march. hawaiian airlines saying much the same. canada banned cruise ships for the rest of the year because of the pandemic. that means no cruises to alaska. american law says foreign flag

>> that little cardi b. thing you did, can you do that again as we go to kari? >> what's the weather, kari? >> i think that's what people are doing on tiktok, too, with the jumping in the whole outfit changes. i'm looking forward to seeing that commercial. that's what we're going to be doing this weekend, watching the game and also trying to get outside. it's going to be nice but it's cool to start this morning. we just need to make it through this friday and working. temperatures are warming up today. it's going to be a great day for enjoying some time-out side. let's head to the peninsula, checking out hillsborough in the forecast for today. we're reaching into the low 60s for later in the afternoon, between 2:00 and 3:00, that will be the warmest hours of the day. of course we're going to be cool to start and as we look at high temperatures for the south bay, reaching up to the 65 degrees in los gatos and downtown san jose, also 65 degrees. for the east bay, we're reaching 65 in livermore and some mid-60s

as well for oakland. right along the coastline we're up to about 60 degrees in half moon bay. san francisco in the low 60s, reaching 62 in the mission district, and upper 60s for parts of the north bay. santa rosa reaching 66 degrees. so it will be dry, not only today, but the next several days. we're not going to see this changing because the high pressure is going to block any chance of some rain coming in. it will also give us a lot of sunshine, but we'll just move just a little bit farther to the south, enough for some clouds to move in, but those clouds are not going to bring us any rain. so as we check out our weekend forecast, if you are lucky enough to be heading to tahoe this weekend, taking a look at squaw valley and alpine meadows, it's going to be pretty warm. all of that snow tt we've gotten recently will be slowly melting. there's still 64 inches of snow in the upper mountain and here in the bay area we're looking at a nice warm weekend with upper 60s and then some lower 60s early next week.

headed over to you, mike, what is going on with the commute? >> that's what i was thinking to myself, kari, construction in the north bay so let's clarify. first we'll get a look the bay bridge and the approach, that's one major concern for a lot of folks that moves smoothly with the arrows showing you west through the toll plaza with no delays and no metering lights. now overnight, starting tonight you might have delays over the essential san rafael ex-tlit, the harbor bridge exit off 101 just north of 580 where you'll have overnight closures from 11:00 to 6:00. 11:00 p.m. to 6:00 a.m. all weekend, they'll do that work over there. meanwhile the rest of the bay folks are getting to work without a problem. back to you. >> looks good, thanks, mike. come up next on "today in the bay," "nbc bay area responds." >> a company's dull response to a knife issue and a photographer who needs a little exposure from us to fulfill their obligation to the customer. i'm consumer investigator chris chmura. sensors. i with a tonight call out as we look at the map, not the entire bay, just specifically the bay bridge toll plaza, pretty much all week, i think all week we've had the metering lights turned on, on either side of 6:00 a.m., right now traffic flows light, the live look shows you the volume is building a tad bit traditionally, we don't see metering lights on friday but hadn't seen metering lights for many months either so we'll track this and any changes coming up. >> sounds good. thank you. happening this morning a much anticipated mass vaccination site opens in san francisco with the goal of eventually vaccinating thousands a day. >> "today in the bay's" pete suratos is live in san francisco this morning, got the detail fors for us. pete? >> reporter: in just a matter of hours, the moscone center of san francisco will turn into this mass vaccination site by far one of the biggest mass vaccination sites in the state at this point. i want to show you what the floorplan looks like inside for the folks that have booked that appointment and will eventually head to the moscone center. you can see the convention

center floor turning into this medical clinic. the doors are going to open shortly at about 8:00 p.m. today and it is open to all bay area residents who are 65 and older, and health care workers. . is appointment only. you have to register on the state's myturn website. if you are eligible you'll be taken in regardless of health coverage. here is mayor london breed talking about the importance of this mass vaccination site and supervisor matt hany represents the district where the site is and held an emergency meeting yesterday calling for more transparency when it comes to vaccination data being made public. >> we will do everything we can to roll out the vaxsation sites and advocate aggressive to get more vaccines quickly. >> another kaiser site that does 3,000, city college site doing other 3,000. we've got 2,000 capacity at the produce mart opening likely next

week. >> reporter: a vote was taken at that emergency meeting to move along an ordinance for a final vote by the board next week. calling on the department of health to make vaccination data public. the goal is to administer 10,000 shots per day. reporting live, pete suratos for "today in the bay." >> thanks for the latest there, pete. 5:34 right now. seniors in the east bay have another vaccine option. alameda county along with the cities of berkeley and albany opened a drive-through vaccination site yesterday. at golden gate fields, hundreds were vaccinated during the soft launch, one day ahead of today's planned opening. right now it's available only to berkeley and alameda county residents over 75. new concerns on the campus of cal after two students tested positive for the more contagious uk variant of covid-19. researchers made the discovery there during the regular testing of students and faculty. here's one of the scientists who

discovered it. >> there are two people that know each other who had traveled abroad and then returned to the u.s., and then became symptomatic, and then came into the health center and got tested. j >> that doctor says the students are in quarantine and believes they have not been on campus. another variant recently discovered by scientists at cal say a relatively new california strain is also considered to be more infectious. the bay area is seeing a downward trend in both cases and hospitalizations. this shows daily new cases in the bay area. january 11th, we were at 4,800. as of wednesday, we were at 1,900, a huge drop. hospitalizations are also trending downward. january 7th, 2,300 covid patients in bay area hospitals and that has dropped to 1,500. let's hope that trend continues. some bay area businesses apparently willing to pay handsomely for going against

state covid restrictions intentionally or otherwise. one is a health care provider you might expect to get a covid vaccine, another is a gym. it's been open for indoor workouts for months. "today in the bay's" kris sanchez is live in san jose. kris, let's start with the gym and how much it's a hefty fine already costing this owner. >> reporter: let me tell you, it's a pretty penny and the doors here at california ripped fitness opened at 5:00, plenty of people waiting to get in to start their workout but none was willing to talk to us. cal osha fined the gym owner here $550,000, more than half a million bucks, a fine that will continue to grow every day that the gym opens for indoor workouts. a sign on the gym door reads this protest and choice of people to peace blee assemble i amendment. the gym owner isn't here yet, they told me, but i did ask to speak with him. i'll let you know if i do. san quentin prisons fined for a public health disaster called by

the state. 28 people died, more than 2,000 others infected in an outbreak there. the prison faulted for inadequate training and also not providing appropriate equipment and testing. as we have reported kaiser san jose has been fined for violating protocol early in the pandemic, although the investigation into that december outbreak is ongoing. a registration clerk died and dozens of people were infected with one of those more contagious variants. the hospital blamed a staffer in an air powered christmas tree costume. kaiser san jose and kaiser san leandro are among 11 facilities fined some for multiple violations, improper training in ppe policies that had staff reusing masks, and other protective gear. kaiser says it is going to appeal those fines. state and county laws have been easy restrictions so we know that outdoor workouts are allowed although here at california ripped fitness, there's no fitness equipment

vote that will let the senate move ahead with approving the democrats' plan for a coronavirus relief bill. president biden says he still wants a bipartisan effort, and is willing to reduce the number of americans who get a relief check to bring republicans in but he's not willing to reduce the amount. it's still $1,400, plus extra money in people's unemployment checks all the way through september, money for state and local governments suffering with less tax income, money for schools, vaccine and testing as well. a new poll shows the majority of americans would like the senate to find former president trump guilty of insurrection against the united states. meanwhile trump's lawyers have rejected a demand that the former president testify at his own trial. this thing was a non-starter. while impeachments are not criminal trials, trump does have the right not to incriminate himself and the constitution says nothing about requiring testimony at the trial.

there's no question, trump's presence would turn next week's trial into an even bigger spectacle. he is and all sides agree with this, including his own lawyer a terrible guy at testimony and a deposition under oath he misrepresents how tall one of his buildings is. no president has testified at his own impeachment trial. trump didn't, clinton didn't. andrew jackson didn't testify at his impeachment trial either. the latest jobs numbers, 49,000 jobs created in january, that's terrible. we'll talk more about that, 6.3% unemployment. president biden's going to speak about the economy later this morning. yesterday he made his first official speech on policy, foreign policy, put russia on notice. >> i made it clear to president putin in a manner different from my president cessor the days of

selection that was one of the most popular items that people get on the super bowl menu, so let's talk about what's going on right now, as we get ready for that -- >> i did say cheese sticks. >> we have a cool start -- and our temperatures in the upper 30s and low 40s. let's head over to pittsburg. we just have to make it through home schooling today before we can get to that weekend, and it's going to be a great afternoon for the kids, getting out and running around in the backyard, maybe tossing around the football. we're going to see those temperatures in the mid-60s for the south bay. we're up to 65 degrees today in san jose. it's a little bit warmer than normal and then we're going to see some temperatures up to 66 degrees in concord, along the coastline, we're up to 60 today for a high at half moon bay. san francisco in the low 60s downtown and in the mission district and north bay, a little bit warmer there, reaching 68 degrees in sonoma. it's going to be dry going into the next several days as high pressure will not budge and
