and happy friday morning to you. i'm cierra johnson. >> yes, it's always a happy friday and i'm laura garcia. we'll check in with marcus in a little bit later in this hour and with mike as well. kari has a look at our forecast. it's pretty fantastic. >> yes, it's going to be a great day. we're starting out chilly, do need a jacket, as you get ready to head out the door but it's actually going to be warmer later today, compared to yesterday, but the dry weather does continue in the forecast and we'll see that even extending into next week. here's a look at what to expect today, with a high of 66 degrees today in concord, reaching 64 in palo alto and up to 66 today fo weekend forecast and also what's down the line even into next week. that's coming up in a few minutes. but mike, how is it looking headed to work? >> we'll check out what's down the line if folks are heading

south from san francisco in through san mateo, the map shows you a little bit of slowing on our sensors, south of 92 approaching hillsdale, a vehicle found in e middle of the roadway. a caltrans crew reported it and a traffic break to get to that the shoulder. no crash reported, good stuff. a smooth drive getting to the rest of the bay, the south bay does show a lot of slowing, suddenly from north 101 through san jose, the bay bridge has no backup, no problems, but we'll watch for the lights perhaps over the next 15 minutes. i don't think so though, light traffic. back to you. >> sounds good. we know you'll keep tabs on it. the city of oakland is expected to announce a new police chief within a matter of hours. "today in the bay's" bob redell joins us live, bob, the question is, who is it? >> yes. it is someone from within the oakland police department, sources tell nbc bay area that around noon today mayor libby k

a deputy chief leronne armstrong will become the new chief of police. armstrong has been with opd for 20 years, grew up in west oakland, oakland's former police chief ann kirkpatrick was fired last year, after three years on the job. armstrong is taking over for the interim police chief susan manheimer whose contract comes to an end this month. we reached out to civil rights attorney john burr ris whose clients have been victims of police brutality and misconduct and he thinks armstrong is a very good pick for the times. armstrong understands the issues the department faces according to burris, especially when it comes to the ongoing negotiated settlement agreement, the nsa reached in 2003 as a result of the rioters police misconduct case. we don't have to have the learning curve, that is a new chief coming in and learn who all the employees are, who you can trust and don't trust and that takes up time, so seems to me we have a running start here.

>> reporter: one of the big challenges facing the new police chief? homicides have spiked recently in oakland. last january alone, this past month, 15 people were murdered. that's the highest number for a january in 20 years. there are also 64 shootings last month, according to the bay city news service, the oakland police officers association blames this jump in violence on the officers' inability to use a "cease-fire tactic" during this pandemic, while violent crime in oakland is up this year, the crime overall is down by 43%. reporting live, bob redell, "today in the bay." >> thank you, bob. a key hurdle cleared for president biden's covid relief plan. senators held a pivotal vote a little more than three hours ago when vice president kamala harris broke the tie. "today in the bay's" tracie potts is live in washington where preparations are under way for next week's impeachment trial.

tracie? >> cierra, good morning. let's start talking about the stimulus and the first tiebreaker overnight for vice president harris. while you were sleeping, lawmakers were voting, getting closer to passing the nearly $2 trillion that president biden wants to spend, and sources tell us today democrats will be at the white house talking with him about next steps. >> rooted in america's most -- >> reporter: president biden speaks on the economy today, hours after a new jobs report shows how many americans are unemployed. early this morning, after debating changes all night. >> this amendment is designed to say let's put american workers first. >> mr. president -- >> senator from illinois? ti>> the yeas are 50, the nays e 50. the senate being equally divided, the vice president votes in the affirmative, and the concurrent resolution as amended is adopted. >> reporter: democrats cleared a hurdle allowing a vote on covid

relief to pass with no republican support. >> this is not the time for trillions more dollars to make perpetual lockdowns and economic decline a little more palatable. >> reporter: the white house says president biden will not reduce stimulus checks from $1,400, but may agree to send them to the neediest families. >> we're fine with that idea. we're not going to leave out large swathes of the middle class. >> reporter: the senate is preparing for former president trump's impeachment trial. >> the trial will commence on tuesday. >> we'll see if it's going to be a senate of courage or cowardice. >> reporter: mr. trump's lawyers confirmed he will not testify. democrats prosecuting the case called that evidence of guilt. one of mr. trump's lead lawyers says they're pulling together a witness list and will argue it's unconstitutional to try a former president. they're expecting the trial to last a week. tracie potts, nbc news.

and back live now, what's happening during that next week, during the impeachment trial, the white house says president biden will be busy. they've got him scheduled for meetings on the pandemic, and visits to state agencies about the economy, while that trial is going on, as if it's not happening, one official cierra told us they can't wait until it's over. >> tracie, so the president is taking covid protections even further by trying to get americans to mask up. what's his plan? >> well, we're hearing now that the white house is considering sending a mask to everyone to encourage people to wear it, as he said, he wants people to wear masks for his first 100 days. this is also something that the trump administration considered, but it was nixed, that was last spring, but now we're told that there could be a decision on this within days.

>> all right, i'm sure you will continue to follow that. thank you, tracie. by this time next month, america may have a third covid vaccine, this one from johnson & johnson. late yesterday regulators scheduled an emergency authorization hearing for february 26th. in a u.s. trial the single-dose johnson & johnson vaccine was 72% effective and more effective in preventing serious covid symptoms. stanford helped to conduct the phase three trial. doctors there is a one big advantage to this vaccine is it could be stored with simple refrigeration. >> the supply chain is much easier, getting it out to places, storing it in places, and not letting it expire will be much easier. >> if all goes according to plan, approval could come within days of the meeting. johnson & johnson plans to begin distributing those drugs immediately following the authorization and have 100 million doses shipped out by july. new this morning, sutter

health is allowing people over 65 to schedule covid vaccinations, the largest locations in san francisco, oakland and santa clara counties. sutter's call center opens at 7:00 a.m. and anyone trying to make an appointment s prepared for long wait times. the number of bay area vaccinations is now nearing 860,000. statewide, nearly 4 million doses have been administered. in the u.s. it's now more than 35 million. san francisco school leaders are set to meet today with teachers to perhaps bridge the steep divide now keeping campuses closed. school unions say the meeting will focus on finding a path forward reopen classrooms comes at the end of a heated week where the city launched a heated lawsuit against the district. mayor london breed became emotional yesterday talking about the impasse. >> in this city, 113 private and parochial schools have opened with over 15,000 kids and no outbreaks.

the city went into action quickly and opened community learning hubs, no outbreaks. >> san jose schools meantime are taking a first tentative step in returning to the only in a pod-like setting. teachers will not staff the pods. instead so-called cohorts will assist students struggling most with distance learning. that plan may roll out in a matter of weeks. let's take a peek at palo alto, live this morning, where it is chilly once again, but speaking of cold temperatures, remember the snowstorm, much different degree in new york earlier this week, there's a heartwarming story coming out of all of that. a 6-year-old rescue german shepherd named sadie in new jersey is being called a hero. her owner, brian myers, suffered a stroke in the middle that snowstorm.

sadie went into him on the floor, started licking him and crying. he managed to grab onto her collar and then sadie took it from there. take a listen. >> she instinctively started to pull backwards and that was enough to enable me to shuffle with her. >> is that amazing? myers managed to reach a phone, call for help and now recovering at a rehab facility. get this, he also says sadie had a tough time getting adopted because she was said to have nervous energy but he took her in, just a few months ago, and what a great thing for both of them. wow. rescue dog there. good thing that she was a big, strong dog, too. what a great story. certainly warms our hearts this morning. so maybe need a dog-walking forecast for this friday for all the good dogs out there, kari. >> yes, and that was so meant to

be. give your dog some extra love this morning. we are starting out with some cold temperatures. you do need to make surer there' all bundled up and for that morning walk it's going to be chilly. heading out to the park around the peninsula, we're checking out the hillsborough forecast and we're starting out with upper 40s, walking through the park later today is going to feel so much more comfortable as we reach into the low 60s, and we'll see a lot of sunshine, great weather going into the weekend, we'll talk about that and also what it looks like in the sierra, if you're traveling there, that's coming up in a few minutes. mike, how is it looking right now for the morning commute? >> it's looking like friday which means a great drive and lighter traffic flow, also means green sensors. we did have a number of incidents pop up on the last map. we'll show you north bay and over in contra costa county, some smaller incidents, none are in the freeway lanes, no major injuries. the bay bridge toll plaza no big backup here, a smooth, easy drive and no metering lights yet, as we look at the rest of the bay, those sensors show

good morning happy friday. it's not just any friday, it's jobs friday. 49,000 jobs added to the american economy last month. 5:15, i said it was tentatively optimistic, not even a net gain as we look at 18-year-olds added to the population. the jobs number also includes an unemployment rate falling to 6.3%. that's more a sign of people not

looking for jobs than anything else. big airlines warning of furloughs as well. united airlines says traveling not returning as quickly as expected. nowhere close. they may have to send workers home in march. hawaiian airlines saying the same. cabin ships banned during the pandemic, no cruises to alaska. american law says foreign flag ships which is every cruiseship may not serve two american ports directly so you can't take people from san francisco to alaska without stopping in a foreign port first, and that's canada. there's always a stop in canada. robinhood says it will allow the unrestricted purchase of gamestop shares on its app. meanwhile the "wall street journal" reports reddit users who ran that stock up are arguing over movie deals online. earlier we reported that mgm and netflix are interested in making a movie about that whole thing. on the markets the s&p 500 which really is the best measure

of the start of the day will hit another record on the open. futures call for a gain perhaps seeing a stimulus bill more likely. johnson applying for an emergency use authorization of its vaccine. super bowl sunday stock pickers have fun with that. there are so many ways to associate the game with the stock market. for instance, when a game is played in outdoor stadium or one within a retractable roof the market performs better over the next year compared to when it's playing under a dome. that's true. they're playing outside. super bowl with odd numbers, better investments in years than even. it's super bowl lv, that's true. when the designated home team wins the markets perform better, so the buccaneers are not only the designated home team they're literally the home team. kari will be interested in this, the more rain we get in

california the older the best actor is at the academy awards and the longer the word is at the spelling bee, the national spelling bee, the more americans are bitten by venomous spiders. this is totally true. there was no spelling bee in 2020, doesn't really mean you're safe, because of course, laura and cierra, correlation is not causation, but you know, if kids say hey, come in here and kill this spider, ew, you can go it's fine, there was no spelling bee this year. >> oh my gosh. who keeps track of that stuff? >> hey, with computers, you can keep track of anything. >> that is crazy. crazy but still very interesting. thank you, scott. >> 6:18 right now. ford is the latest automaker to say it's going all-in on electric vehicles. the company plans to spend at least $22 billion over the next four years nearly double the amount it previously announced. ford's electric mustang is already on sale now.

nice. >> it's nice though. >> it's cute. ? >> the bay area, it's cool. >> it's nice. exactly. >> in the bay area that's a good deal. >> i'll take it. >> i'm sure it will go fast. thanks a lot, marcus. >> yes, it will. let's check in with meteorologist kari hall for a look at the week-long forecast. >> we're starting out with cool temperature this is morning. here is a look at your drive coming through the tri-valley, starting you out with clear sunrise and chilly temperatures and warming up quickly today. we're helded into the low 60s ac ross the bay area after this school start, heading up to 64 degrees today in napa, 64 in martinez. 66 in napa and we'll see a high of 65 in san jose. so as we go through the forecast, we're going to stay dry, high pressure setting up, that means no rain for us. also a lot of clear skies, up until about monday when we will have at least some clouds coming

in, and some slightly cooler temperatures, but still no rain, and if you are heading to the sierra this weekend, a look at squaw valley and alpine madowsm, a lot of snow on the ground. with the warm temperatures some will be melting but good travel conditions getting there and back now that the weather has quieted down. we'll see that in the bay area with our temperatures in the upper 60s and then once again early next week, a few clouds and a slight cooldown but overall we're going to have some seasonable weather, we just of course need some rain, we'll be looking beyond this seven-day forecast for that. let's head over to you, mike. what's going on right now for our commuters heading out the door? >> kari, i'm a little concerned for our commuters using mass transit. stick with me for one second. there is a delay reported because of some sort of train issue in the oakland y. that's the equivalent on the b.a.r.t. tracks to the macarthur maze, the same area, same interweaving of lines there so we're watching minor delays right now as we look at the bay

morgan hill. it's going to warm up and we'll see those highs in the mid to upper 60s. we'll get a look at issues ri t morning commute? >> we have better news for b.a.r.t., the problem with the train in the oakland y has been cleared, so we shouldn't see any more growing delay through that section, as we look at the map, this is also recovery better news north 101 at cesar chavez the crash cleared from lanes. we have recovery, quick recovery happening from the split with 280. getting over the bay bridge a little slow but no major issues around the rest of the bay. san mateo drive westbound has also cleared. back to you. >> thank you very much. newswise we begin this half hour with a much anticipated mass vaccination site. it's ready to open in san francisco. the goal is eventually vaccinating thousands of people a day. got to get it up and running. oday in the bay's" pete

suratos is live in the city with the details for us. long time coming. we need to have this. >> reporter: long time coming indeed and in about an hour and a half, that mass vaccination site will open up, moscone center. if you have an appointment you're getting one this is inside video from when they let the media inside yesterday. this convention center floor we see the conventions there at the moss connie center essentially turning into a medical clinic for this mass vaccination site. as i mentioned the doors will enat 8:00 a.m. and it is open to all bay area residents who are 65 and older, and health care workers, so it is appointment only, if you're in this group you want to register on the state's myturn website. if you're eligible in those groups you will be taken in regardless of your health coverage. that is good news. here san francisco mayor london breed talking about the importance of this mass vaccination site in san francisco as well as matt ha ha who healed an emergency meeting

calling for more transparency when it comes to vaccination data being made public. >> we will do everything we can to roll out the vaccination sites and advocate aggressive to get more vaccines quickly. >> another kaiser site that does 3,000, city college site doing other 3,000. we've got 2,000 capacity at the produce mart opening likely next week. >> reporter: a vote was taken at that emergency meeting to move along an ordinance for a final vote by the board next week. calling on the department of health to make vaccination data public. as far as this site goes, the goal is to administer 10,000 shots per day. reporting live, pete suratos for "today in the bay." >> thanks so much, pete. also happening today, seniors in the east bay have another vaccine option. alameda county along with the cities of berkeley and albany opened a drive-through

vaccination site yesterday at golden gate fields. hundreds were vaccinated during the soft launch, one day ahead of today's planned opening. right now it's available only to berkeley and alameda county residents over 75. some bay area businesses not to mention health care providers and even prisons paying a steep price for going against state and county covid restrictions intentionally or otherwise. "today in the bay's" kris sanchez is live from san jose outside of one gym which has been opening its doors for months and kris, looking behind you, it looks like it's open right now. >> reporter: yes, we were here as the lights turned on here at california ripped fitness, the doors opened, there are plenty of people waiting outside, although nobody really interested in talking to me this morning. santa clara county fined the owner of this gym $550,000, a fine that will continue to grow every day that the gym opens for indoor workouts, according to "the mercury news." a sign on the gym door reads "this protest of people to peaceable is protected by the

first amendment." the gym owner isn't here yet and i'll let you know if he speaks with me. cal osha imposing fines for covid violations as well. the state says san quentin prison created a public health disaster, 28 people died and more than 2,000 others were infected in an outbreak there. the prison faulted for not training staff properly and providing inadequate equipment and testing. and we've reported kaiser san jose has been fined for violating protocol before early in the pandemic. the investigation into the december outbreak is ongoing. a registration clerk and about 90 people were infected with one of the most contagious variants of hospital blamed a staffer in an airpowered christmas tree costume. they are among 11 california facilities fined for multiple improper training and staff reusing masks and other prot ed,

but then the businesses choose to go forward with what they're doing like california ripped fitness or choose to rectify the situation and avoid fines. the doofrz are still open, the weights are being racked and the fines racked up as well. kris sanchez, "today in the bay." >> i'll sure you'll continue to follow the story whether or not the gym continues to keep their doors open. thank you so much. the bay area still seeing a decline in covid cases, as well as hospitalizations. this graph shows daily new cases in the bay area, january 11th, we were at 4,800. as of wednesday, we were at 1,900, a more than 50% drop. hospitalizations are also trending down, january 7th, 2,300 covid patients in hospital that dropped to 1,500 patients. a man accused of seriously

injuring a 70-year-old giant tortoise during a vandal attack in a san jose preschool is scheduled to be arraigned today. police say last weekend george robles of san jose struck the tortoise repeatedly with a metal pole at the play n learn preschool near alum rock. vets now say the tortoise may be back at the school by next month. no doubt to the delight of the kids. a new north bay commuter train extension now being pushed back. smart says it will not complete its $65 million link between larkspur and windsor until next year. "the press democrat" says it is facing a funding shortfall with the money from voter approved toll hike being held up in the courts. until the case is decided, $40 million in revenue remains in limbo. maybe this will quiet kelly oubre's critics. the brand new warrior fits in fine with the new team scoring a career high 40 points against the mavericks.

attacks, poisoning its citizens are over. >> a new quinnipiac poll shows the majority of americans would like to see the senate convict former president trump. trump has the right not to incriminate himself and a judge would say you should not read anything into that. the constitution says nothing about requiring testimony at an impeachment trial. no question trump's presence would turn next week's trial into an even bigger spectacle. he is and all sides agree with this including his own lawyer jay sekulow terrible at giving testimony. under oath he misrepresents how tall one of his buildings is. no president has testified at his own impeachment trial. trump didn't at his first one,

right now we'll send it over to meteorologist kari hall with a look at the forecast for us and kari, she had your mozzarella sticks one of your favorites so we're all good. what about the weather? >> yes, we are going to have a great weekend as we plan our menu but today north bay hiking forecast we'll start out with cold temperatures. as we go through the temperatures it's comfortable reaching into the mid-60s. best time to go hiking between 2:00 and 4:00 this afternoon looking at warmer air for today reaching up to 68 degrees in ukiah and concord reaching 66 degrees. san jose a high of 65, palo alto 64 and san francisco reaching 60 degrees so that sunshine helping things out but if you're going over to the sierra, you'll see warmer air and some sun, great travel conditions getting into squaw valley and alpine meadows.

welcome back. a quick look at the top stoies we're following on this friday morning. oakland appears to be ready to name a new police chief. >> that's right, "today in the bay's" bob redell is live this morning, and bob, what are you hearing? >> reporter: it be an internal candidate. sources tell nbc bay area that around noon today mayor libby schaaf of oakland will announce deputy chief leronne armstrong who is already with the department will become her new police chief. armstrong has been with opd for 20 years, grew up in west oakland, taking over from the interim police chief, susan manheimer whose contract ends this month. she was in for ann kirkpatrick, fired last year after three years on the job.

we reached out to john burris, representative for victims of police brut and he thinks armstrong is a very good pick for the times. he believes that armstrong comes to the ongoing negotiated settlement agreement agreemd reached in 2003 as a result of the rioters police misconduct case. >> the most important thing is we don't have to have the learning curve, that is a new chief coming in and learn who all the employees are, who you can trust and don't trust and that takes up time, so seems to me we have a running start here. >> reporter: one of the big challenges facing the new police chief? homicides have spiked recently in oakland. last month alone, 15 people are murdered. that's the highest number for a january in 20 years. there are also 64 shootings last month. according to the bay city news services, the oakland police officers association blames this jump in violence on the officers' inability to use a "cease-fire tactics" during this
