expressway. firefighters evacuated all 16 units while they knocked down the fire which destroyed at least three vehicles. no one was hurt. the cause of the fire is under investigation. it is certainly a big week in washington, not only for president joe biden, as democrats start laying out what covid relief will look like, including new payments for parents. it is also a crucial week for former president trump. >> that's right. let's get to washington and "today in the bay's" tracie potts. this is a big week for predent biden but it could be overshadowed by trump's impeachment trial. >> could be, cierra and laura, because for the next week or so, that's going to be a big focus here while lawmakers continue to work on covid relief in the background. democrats are preparing to vote on covid relief in two weeks, including stimulus payments. in an interview with "cbs

evening news," president biden said the payments will phase out based on income. >> it's somewhere between an individual making up to 75 and phasing out and a couple making up to 150 and it phasing out. but again, i'm wide open on what that is. >> reporter: the president admits this bill will not raise the minimum wage but democrats are planning to add new child payments up to $3,600 paid monthly starting in july. republicans argue the $1.9 trillion plan costs too much. >> sometimes a cure is worse than the disease. >> reporter: stimulus talks continue as the senate prepares for the trump impeachment trial to begin tomorrow. >> i think this is a very bad idea. 45-plus republicans are going to vote early on that it's unconstitutional. >> reporter: a handful of republicans say they'll be impartial jurors. arguments on both sides and make the decision that i think is right.

dominating 31-7 win yesterday over kansas city and super bowl lv. the 43-year-old brady threw three touchdown passes including two to long-time teammate rob gronkowski. brady also won his fifth super bowl mvp award, further distancing himself from any other player who has ever played in the nfl. there are concerns about the big game triggering a surge in our bay area as well. bob redell, what are health experts saying about that here at home. >> reporter: good morning to you, cierra. an infectious disease specialist at ucsf believes yesterday's game in tampa could have been a super spreader event for covid-19. dr. peter chin hong tells the "business insider" the precautions taken at the game were not enough. 25,000 fans were spread out in the stadium that normally holds 75,000 people. and by the way, 7,500 fans were vaccinated health care workers invited as special guests of the game and

the stadium is open air which is which causes germs to travel past the six-foot social distance guideline. there was a lot of drinking, most likely going on, which means fewer people were following social safety protocols, and nevermind the photos and videos we've seen of people partying outside the stadium in tampa without masks and zero social distance. then there's this nugget, the cdc reports that florida has the highest number of uk variant covid cases among the 50 states, that variant is believed to be more transmissible and poshlly potentially more dangerous. reporting live, bob redell, "today in the bay." >> thank you, bob. 6:05 right now. we're expecting to get more clarification from santa clara county on its stance on indoor religious services following friday's supreme court ruling. justices are allowing limited indoor church services to resume.

santa clara county only allows religious gatherings outdoors or virtually. on sunday the county kept its ban in place arguing the supreme court decision falls outside the boundaries of the county's all-encompassing ban. a san francisco father is opening up about the trauma he experienced over the weekend when someone stole his van with his young kids inside. you're familiar with the story, a man who works as a doordash delivery driver came back to his van on saturday night in san francisco to find someone in his car with the kids in the back seat. the thief took off launching an all-out effort by police to find the children. the fare, jeffrey fang, was terrified. >> he saw my desperation.

i know because my children were inside, so i know that, and i was desperate trying to get them out. knowing they were safe, it was like a big weight off of my shoulders and just, god, thank god. >> police located the children in the bay view about four hours later, nowhere near the pacific heights neighborhood where it all unfolded. the carjackers are still on the loose. new video of one of several side shows authorities say took place yesterday in the east bay. this one that you're seeing happened in oakland on high street near interstate 8808 because drivers could not exit, chp says traffic backed up on the freeway, but officers did manage to stop some of those cars involved. a lot of victims from the czu complex fires may be wondering how they go about rebuilding. santa cruz county is holding two virtual town hall this is week to talk about the permit process. several services can help to streamline things. staff will also stay online after the presentation they say

good morning. very happy monday to you as well. the markets open with the s&p 500 and another record high and all signs point to another record high on the markets again today. this despite concerns over coronavirus, yesterday you saw the president in his first network interview, krns' norah o'donnell pointing out at the rate we're vaccinating, we won't be in a better situation until next spring. president biden saying with regard work, maybe we could hope for the end of summer. the data shows things are getting better but better than what?

this is a chart of hospitalizations in the u.s. and note the big downturn on the fa highs. not a record for the dow but the dow is on its longest winning streak since august. tesla will buy $4 million in bitcoin and accept bitcoin for car purchases. speaking of cars we talked friday about how the apple car news goes in and out of the news every couple of years only to be struck down again. hyundai and kia striking down that news this morning, saying in financial reports they are not negotiating with apple about some kind of apple car. bloomberg reports they did have some talks but they broke down several weeks ago. in alabama today, the folks who work in the amazon warehouses there will vote on whether or not to unionize.

it was so funny to me and the company took note as well. zillow tweeted at dan levy, "snl" host saying "see you at home." today is a new day. a lot of people will be talking about the commercials hopefully as they take a walk. is the weather going to participate and make that a good one? >> yes, absolutely. i know a lot of people are going to be talking about all that went on yesterday including that halftime show. so you know, we're all just sharing our opinions. let's get a look at what's going on right now. we have some fog to start out over san jose, some low clouds rolling by and that's what we'll see even into this afternoon, it's not going to clear out very much at least our temperatures will be coming up, headed into the low 60s as we check out what to expect all around the bay area, we're going to see near normal high temperatures, this is about where we should be, reaching 64 in morgan hill and low 60s as well for parts of the north bay, oakland reaching 60

and san francisco looking at a high of about 58 degrees. now as we go through this forecast, a lot more changes ahead, so we are going to see clouds today, maybe a couple of spotty sprinkles but overall rain doesn't get here until thursday and then another chance of rain on saturday. so we'll have a couple of very weak storm systems passing by. the first one that comes in on thursday mostly looks to bring us about 0.1" to 0.25" of rain. even though it's not exactly the amount we need, it's nice to see some rain chances and a change in that weather pattern. as we are going into the week for the sierra, looking at mostly about seven to ten inches of snow. there may be spots in some resorts up to about 15 inches of snow so that will be nice. as we go through the forecast our temperatures don't change too much. our highs stay in the upper 50s we'll see chances of showers coming in on thursday, and then again on saturday, hopefully that second round of rain brings

spending more than six years with president ronald reagan. in the surrounding years he and his wife charlotte were fixtures in san francisco. reaction is pouring in from leaders who admired shultz. house speaker nancy pelosi wrote "the world has lost a revered statesman and brilliant public servant with the passing of secretary george shultz." so true. in honor of black history month, we're recognizing black americans in our community making history, calling them our changemakers. every monday this month we're going to recognize those changemakers and give you a peek into their world. this week we're honoring the leader of a san jose nonprofit. i spoke with milan balanton, executive director of the african-american community service agency in san jose. the agency serves as a one-stop shop for resources for those living in santa clara county in addition to serving and offering

information in health and wellness, connections to educational opportunities, the center played a critical role for african-americans when 2020 dealt the community a one-two punch. the center was there to meet the needs of those impacted by covid-19. balanton said their request for aid increased by nearly 40%. everything from ppe to personal care items like diapers and foods like non-perishables and months later, when the video of george floyd losing his life at the hands of a minneapolis police officer, the agency was then once again there to help offering mental health resources for those working through their feelings in that situation. >> san jose alone over 1 million people. we were meeting new faces and new communities that didn't know we existed but the issues existed. so those are some of the things that our board had to tackle with as well as our staff members and our team grew in regards to service-based

the other live shot is the bay bridge toll plaza the metering lights turned on before 6:00 due to a crash on the span. that is cleared. we'll have i backup for a while. divers are prepared to search the waters near bethel island after a boat fire. the owner of the 30-foot cabin cruiser lives on board and is not yet fully accounted for. east contra costa fire responded to the call just after 10:00 last night at bethel island marina. still no word on what caused that fire. another mass vaccination site is set to open in the bay area. this one in the south bay. "today in the bay's" kris sanchez joins us live at levi's stadium, providing thousands of shots today, starting tomorrow. >> reporter: i'm the first one at the tailgate party. the vaccination is not drive through in the parking lot. it's happening inside the stadium itself starting tomorrow. these are some of the nurses who prepped levi's stadium for

tomorrow's opening. levi's management provided the video, we should mention that. tomorrow day one up to 5,000 people will roll up their sleeves. when the site is up to full capacity of 15,000 shots a day levi's will be the largest mass vaccination site in the state, open to anyone 65 and older who lives and works in santa clara county. no walk-ups, though, you have to make an appointment through the county at secfreevax.org. the oakland coliseum site is opening up next week for alameda county residents. because it's a federal partnership, we could see national guard soldiers helping with that effort. because the virus is mutating, mass vaccination sites are critical, experts say. >> we need to vaccinate as many people as possible in a short amount of time as possible. that is not only because of the pandemic in general but because of the specter of the variants cycl resistant to the vaccines.

>> reporter: also this week the federal government will push out a million vaccines to 6,500 pharmacies, eventually 40,000 pharmacies nationwide will have covid vaccines, including walgreens and rite aid, walmart, costco and grocery stores are getting some and cvs stores will start vaccinating people on thursday. that includes three cvs locations here in the bay area. the thing to remember is you still have to qualify for the state and your local county and you have to have an appointment for almost every one of these situations. there are a few walk-up clinics but best to assume you need an appointment. check out your county website for that. in santa clara, kris sanchez, "today in the bay." >> are they going to have enough vaccines to keep up with it all? >> reporter: this is part of the biden administration's effort to vaccinate this many people in the first 100 days.

johnson & johnson is going to be seeking emergency use approval by the end of the month, that should increase supply if that is approved. also we know pfizer says it can increase production capacity by up to 50%, so we could see >> all right, yes, seems like a lot of people are waiting right now so we'll wait and see and get it going. thanks so much, kris. a new step to bring san francisco students back to the classroom, schools and teachers unions reached a tentative agreement but lots of people all the way up to san francisco city attorney are wondering if it will speed up the process. "today in the bay's" pete suratos is live in the city. >> good morning to you, cierra. one reason for the skepticism is in the tentative agreement. here are the details on the agreement between the teachers union and the san francisco unified school district. limited school instruction if

the city drops from the purple tier into the red tier and calling on all staff returning to the school or school work sites to have the opportunity to get vaccinated at the recommended dosage. if san francisco drops into the orange tier this tentative agreement says the students can return regardless of vaccine availability. here's what the teachers union and some parents are saying about this agreement that's in place. >> this is a perfect example of how the city of san francisco can help us bring our students back, by helping get the vaccines into the arms of school workers. >> while we are hopeful and glad to see that this, you know, to see this announcement today, i think we're all feeling that there's probably more work to be done to make it a deal, an agreement that actually brings kids back this spring. >> reporter: remember, the city of san francisco is still in the midst of this lawsuit with the san francisco unified school district regarding reopening. the city attorney calls this tentative agreement more of the

announcement friday leronne armstrong will be oakland's new chief. he's been with the police department for 20 years and recently served as deputy chief. at noon today, oakland leaders will talk about new efforts to battle the surge of recent crime in the city's chinatown neighborhood. this unsettling surveillance video shows a violent attack last week that later led to an arrest. it's just one of more than a dozen recent cases. as part of today's news conference, leaders will announce a new award to find those responsible in three other violent attacks. new overnight, one san jose family had their sleep interrupted when a car slammed into their garage. it happened just after midnight on center road not far from monterey. a woman living in the home heard a loud boom, rushed out and saw a black audi had crashed into her garage. police showed up and this video shows a person being taken into custody. coming up next, scott mcgrew, a big week again in washington.

crash down there, coming up. >> thanks, kari and mike. 6:42. president biden says iran has to make the first move if it wants the u.s. to lift sanctions against it. >> iran has been refining more uranium allowed under the iranian nuclear deal. >> that's right. the deal that the trump white house had abandoned. good morning. our allies did not abandon that deal but iran responded to the u.s. breaking the deal by breaking the rules on how much and how refined that uranium would be. the u.s. responded with new sanctions. in his first network interview just before the super bowl yesterday afternoon, president biden said the impetus was on the iranians to stop this behavior before we would drop the new sanctions or return to

the nuclear deal. iran says it won't stop until the sanctions are lifted. in other words, both sides are saying the other side has to take the first step. back here at home, the new white house covid team will meet in public today virtually. president biden not expected to attend, leaving it up to the appointed scientists. we're getting word south africa stopped its testing of the astrazeneca vaccine saying it's not effective enough against that region's virus mutations. normally we would just concentrate on the president's first 100 days but of course the previous president is still in the news occupying a great deal of the headlines. as former president trump's second impeachment trial gets under way tomorrow. it is expected to last through the end of the week. donald trump charged with incitement of insurrection against the united states. some in congress have started stated trying someone after they leave office is unconstitutional. not only does the constitution not forbid it, we've done it before albeit against someone who wasn't a former president. one of the republicans for the

top legal advisers team says yes of course it is constitutional, writing an editorial in the "wall street journal," chuck cooper points out if you remove somebody from office via impeachment, then bar them from ever having office again, the person you're punishing is by definition a former officer holder. "given that the constitution permits the senate to impose the penalty of permanent disqualification only on former officeholders, it defies logic to suggest that the senate is prohibited from trying and convicting former officeholders." you'll recall in the days leading up to the first impeachment, we heard from a number of high-level officials and military officers about trump's attempts to subvert the election. we may hear from fewer eyewitnesses this time around because as adam schiff pointed out on "meet the press" on sunday, the senators themselves were eyewitnesses to the attack on the capitol. >> when the managers walk on the floor of the senate, there will

welcome back. 6:54. you're watching "today in the bay." new overnight, divers are preparing to search the waters near bethel island after a boat fire. authorities say the owner of the 30-foot cabin cruiser lives on board and it not accounted for. east contra costa fire responded to the call just after 10:00 last night at the bethel island marina. still no word on a cause. also new overnigh ste scary moments for people living in a south bay apartment complex. this is new video of a fire that started in a carport and spread to three units. it happened on colemar drive near story road and east capitol expressway. firefighters evacuated all 16 units. the fire destroyed at least three vehicles. one resident said he saw flames and immediately got himself, his
