right now. good tuesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm cierra johnson. marcus washington will join us in our next hour. we'll get to traffic in one moment. first a look at weather with meteorologist kari hall. good morning. >> good morning. we've seen a lot of clouds over the past 24 hours and now we're getting some very light rain in parts of the north bay, some of those scattered showers will continue for a little while here as we track it with storm ranger, that's our mobile doppler radar. we are seeing a soggy morning for parts of the north bay but it won't last that long, and we are going to see rain moving out. as we go through our north bay morning commute watch out for patchy fog in between the showers moving through and temperatures in the 40s, but will slowly warm up today. we'll talk about what's ahead in our forecast, with some better, more widespread rain chances in the forecast, that's coming up. but mike, this morning commute may be a little bit slick for

some. >> -- warning. we're going to get down to street level in san jose because that's where there's an important closure for an investigation. as we look at the maps, we're talking about the closure for santa clara street over on the west side of highway 101, between 26th and 101, there's police activity investigating a homicide. someone was killed overnight and the closure will remain in place all morning there. mckee is your on or off-ramp, mckee, julian, the santa clara/alum rock access and departure from highway 101 should be avoided for that activity. the rest of the bay as kari noted may be slicker conditions. no big warnings just yet. back to you. >> thank you. the first historic second impeachment trial of president trump begins in washington today. >> we have a live look at the u.s. capitol, where lawmakers are set to hear several days of arguments that trump incited last month's riot. "today in the bay's" tracie potts reports on what this trial will look like and arguments from both sides.

>> reporter: today's impeachment trial begins with senators deciding if the trial itself is constitutional. >> there must be truth and accountability. >> it's political retribution. i fear we're skating on very thin ice. >> reporter: former president trump is accused of inciting the january 6th riot at the capitol, in 32 hours of arguments, lawyers plan to use his own words for -- >> i know that everyone here will soon be marching over to the capitol building to peacefully -- >> reporter: and against him. >> we fight like hell and if you don't fight like hell, you're not going to have a country anymore. >> reporter: still unknown, will either side call witnesses? trump lawyers say he will not testify. >> look, he got an offer to come and testify. he decided not to. we'll let the senate work that out. >> reporter: trump's team calls the trial political theater, arguing his fiery speech is protected by the first amendment.

democrats claim he aimed the mob "like a loaded cannon down pennsylvania avenue." >> i got to so i hope by sunday or monday, the trial will be over. >> we have to put an end to donald trump's big lie once and for all. >> reporter: democrats plan to make their case with social media posts and videos aiming to convince 17 republicans that the former president is guilty. the white house press secretary says president biden will not be watching much of the trial this week. tracie potts nbc news. >> and stay with nbc news all day long as that trial gets under way. the "today" show will have special live coverage starting at 7:00 a.m. and nbc news will bring you the trial live when it starts later this morning. california's largest mass vaccination site opens today at levi's stadium. thousands of people ages 65 and over will begin getting their shots at the site. to get vaccinated, you must make an appointment and be a resident of santa clara county.

yesterday several hundred health care workers went through a dry run to ensure things run smoothly. the big logistical challenge is keeping track of the patients and making sure they return for their second vaccines. now to those covid-19 restrictions. let's break down how we get upgraded. first, we're going to talk about contra costa county. it still has a long way to go until it is removed from the state's purple tier. it must have seven cases or less per 100,000 people. right now that number is just over 21 cases. the positivity rate must be 8% or lower. the good news, it now stands at 5.8%, and there's one more threshold that needs to be met. >> we look at our equity percentile, disadvantaged communities is at 8.5% and that needs to come below 8% before we would move into the red tier. >> right now the entire bay area region remains in the purple tier. on a separate note all together, contra costa county elementary

schools are preparing for in-person learning k to sixth grade. what do other bay area counties need to do to move from the purple to the red? well, let's look at santa clara county. the case rate is 21.5 per 100,000 people, that's too high if you look at the positivity rate. the county is better, 4.9%, well below the 8% needed to slide into that red tier. what about san francisco? still not good enough to move into the red at this point. happening today, san jose leaders plan to resume their debate over hazard pay for grocery store workers. the rule wouldrs at large chains as long as the pandemic conditions. councilmembers last week tabled the vote. oakland leaders meanwhile passed a similar plan. grocery stores since then have

filed for an injunction. today the marin county board of supervisors will consider freezing some rents in marin city and west marin as people try to make it and live right here in the bay. the county's community development agency says there's been a 40% increase in unemployment for lower wage earners due to the pandemic. the rent freeze would last until the end of the year. single family homes, condos and apartments built after 1995 would be exempt. san francisco supervisor matt hainey will hold a virtual hearing on the cleanup of toxins on treasure island. it goes back to the world war ii era where the military was there. there are further plans in place to develop the island. today's hearing starts at 1:30 p.m. still ahead on "today in the bay," what went wrong? what we could learn today about the deadly chopper crash that killed nba legend kobe bryant.

global head quarters. wall street is set to open slightly lower as stocks try to hold on to gains from their hot streak this month. the dow and the nasdaq and s&p 500 closed at record highs yesterday with the dow up more than 200 points. the move comes on hopes a new round of stimulus from the white house and congress will help heat up the economy. investors are also confident corporate earnings can hold up this year as vaccines are rolled out across the country and states reopen their economies. in focus for traders today, earnings reports from the likes of dupont, mattel, lyft and twitter among others. on the flight side of things, delta airlines will continue to block middle seats on flights through the spring break and easter season to provide more space between passengers. the airline will limit capacity on flights through april 30th although groups of three or more passengers can still choose to sit together if they want. during the early days of the pandemic, several airlines did block their middle seats. southwest, jetblue, american and alaska airlines have since

let's check in with meteorologist kari hall. she'll see how we finish as well. good morning. >> good morning. it's starting out with some clouds, some spotty sprinkles for some of us. let's look at storm ranger, our mobile doppler radar parked on san bruno mountain and showing we are getting some light rain here and there but mostly it's not enough to really have a big impact on your day but as we get a closer look, some of that is moving brentwood and concord. off and on rain fairfield and parts of northern napa county and northern sonoma county. we are going to see a mostly cloudy sky again today, very much like yesterday, every now and then the sun kind of peeked out and temperature also reach into the upper 50s and near 60 degrees for today. so once that rain moves out, we will have some clearing heading into tomorrow. i think tomorrow is probably going to be one of the better days and then we're getting ready for much needed rain on

thursday afternoon. here we are stopping it right at 3:30, because that's when that rain starts to roll in from west to east, and it will continue to spread in, as we head into late thursday night into early friday. now early friday morning is when we will have those showers starting to taper off so if you have friday afternoon plans, it's looking pretty good, just a very slight chance of a lingering shower and the first wave of rain is looking pretty good here. looks like it could bring us anywhere from a half to about three-quarters of an inch of rain. maybe a little bit higher for some spots farther to the north. so as we go through the forecast, off and on rain over the next several days. we'll have another chance on saturday afternoon into early sunday, and then possibly some more rain into monday to start out the new week. we're looking at san francisco with our temperatures here in the upper 50s. we will see those upper 50s in the forecast continue as that rain moves in. now let's turn our attention to our climate in crisis. we are following this story of

165 people still missing this morning and more than two dozen people are dead after a glacier collapsed in northern india sunday. the missing and dead were working on a tunnel in a project that is in the himalayas, and a portion of that glacier just snapped off. it sent mud and debris down the mountain, trapping those workers and scientists say this looks very much like a climate change event as the glaciers are melting twice as fast than previous decades. and rising temperatures around the world are causing those glaciers to melt faster than we used to see them and just two degrees rise in temperatures has caused the melting glaciers and sea ice to occur and this collapse shows that climate change is not this distant. this is something that's happening right now and is something we can change. so check out our page of stories.

over to the scene to get more detail. just so you know for the drive at least use mckee or julian, either side of the freeway to access. the rest of the bay looks smooth. i circle an area in san rafael that has the harbor bacon struction. they should be picking up the off and on cones any second. they already picked up the construction for the posy tube that's reopened. the ntsb is expected to wrap up its investigation into the helicopter crash that killed nine people, including kobe bryant. board members are expected to announce a probable cause. the crash happened in thick fog in southern california a little more than a year ago. the chopper struck a steep hillside. investigators have previously indicated there was no sign of mechanical failure, calling the crash accidental. mary wilson, founding member of the supremes, has died. she was 76 years old. wilson's long time publicist jay schwartz reported she died

suddenly. the cause has not yet been revealed. tributes are pouring in on social media, including one from" california live" wrote she was "a true gem." i would imagine wilson probably visited her show. what a talent she was. some of your favorite or not so favorite rules will be back again for the coming baseball season. the league and players agreed to bring back a few of the health and safety protocols in place last year clearing the way for spring training to start on time. double header also go an extra seven innings and extra innings games will start each inning with a runner on second base. other rules like the designated hitter in the national league just didn't make the cut. pitchers and catchers report to camps next week. disneyland is getting ready to hold its first major event since the pandemic. the park announcing it plans to hold upcoming outdoor dining
