>> yes, it's me, marcus washington, in the flesh, of course. >> yeah! >> it's good to be back. it's been a long time. something i haven't said in a long time, kari, as i was driving in to work, wet roads out there this morning. >> yes. it was nice, i'm sure to just get back into the routine, right, and so a lot of people are still enjoying an extra day off but if you're about to head out the door, you will have to maybe turn on the windshield wipers a little bit. we have light rain coming there. we'll see rain throughout much of the morning and clearing out for the rest of the day, as we get a closer look. we can see where it is now and we turn our attention to what's happening to our east. we have a lot going on in this forecast. we'll talk about that and what we can expect in the bay area, coing up in a few minutes. mike, headed out the door, it will still be a little bit soggy. >> yes, people have to be more careful i think because without the big rain coming down, we

might forget it's slippery but look out on the we have folks at speed on the over. we also have a little bit of green highlighting but more rain out there than might be indicated by the road weather index. the treasure island on-ramp, some reported a little bit of flooding. that might be an issue getting on to the bay bridge, westbound from that on-ramp but if you're getting on from the bay bridge toll plaza, traffic moves smoothly but again, marcus, there's that slicker roadway you're talking about. back to you. >> thanks. it's supposed to be the place where thousands can vaccinate today but starting today in san francisco, the moscone center will look a lot different. >> yes, not enough supply means no new appointments for now. "today in the bay's" thom jensen rts from the moscone center. >> reporter: san francisco's high volume vax in addition hub at moscone center operating at full steam right up until closing time on valentine's day and now it will close until at least february 22nd because there's not enough vaccine doses

to keep it and another high-volume hub at city college running at capacity. >> we got a hit this week with really a very low allocation, meaning that we can't continue our operations. >> reporter: the head of san francisco's department of emergency management says the inability to get a dependable and steady stream of doses has been a major frustration. >> our vaccine supply has been limited. it has been inconsistent and unpredictable. >> reporter: mayor london breed also tweeting she's frustrated "because we've shown san francisco can administer shots as soon as they come in. city college san francisco has been running well for weeks. the reports from moss connie are only positive. the only thing holding us back is a lack of supply and i'm hoping that will changesoon." two long-time bay area residents who got their first vax nations at mondayie center told us they're also hopeful the supply issue will be taken care of soon. >> everybody will be able to get their shot. they have to play it smart until

then, wear your mask, wash your hands. do all the right things. >> i'm hoping we get the second one, they gave us the date and i'm assured we'll get more. >> reporter: san francisco averaged 7,400 doses daily the past week and the city said it's capable of doing more if supply isn't an issue. >> the good news is we are prepared, we have excellent operations that are ready to go when the vaccine is available. >> reporter: the city college site expects to reopen on friday but for second doses only. meanwhile, a third vaccination hub set to open in the bay view later this week will still open, but at much lower than capacity until the city figures out the supply issue. in san francisco, thom jensen, "nbc bay area news." we want to give you a closer look at california how it's doing when it comes to distributing the vaccine. according to the data from the state public health department, california has received more than 8 million vaccines, 8.5

million, more than that. 8 million have been delivered so far and about 75% of them just under 6 million have actually been administered. and a little more than half of all the vaccine recipients are seniors 65 and older. percentage wise people 18 to 49 are second, followed by people 50 to 64. of course, most people in those age groups are front line workers. alameda county's code vaccination effort picking up this week. tomorrow oakland will open up a mass vaccination site, hoped up to 6,000 people will be allowed to receive vaccines every day. sign-ups opened yesterday. anyone eligible can sign up with the state's my turn website. they are offering free transportation to the coliseum for anyone that shows their vaccination with a validcoliseu.

for gun manufacturers. tracie potts, nbc news. let's take you live up in the sierra this morning, where we're seeing showers in the bay area but up there, look at this, this is i-80 at castle peak. they are getting some snow. no doubt snowplows working hard there. chp is warning to come prepared as well, bring your chains, snow tires. check this out. much of the rest of the country being slammed with historic winter ice storm, texas is actually seeing snow. the entire state of texas was under a winter storm watch or warning over the weekend. in st. louis, it's set to be so cold there, there are ice floes down the mississippi river. wow. i took a jog up to tahoe this weekend and on the drive back yesterday i was telling the kids what, a great state california is. i said we could be in the snow this morning and the beach by the afternoon. >> true. it is. love it like that, kari. >> yes, nice to see that snow coming down, too, and it was

nice and mild here in the bay area, a little bit of light rain. let's get a look at what's going on. we are starting out with some spotty showers here, but some additional light snow will continue to come down in the sierra so if you're packing up this morning, headed there, it is going to be a little bit slick and you'll want to make sure that you are calling ahead to see what the road conditions are like. i wanted to show you something that i've never seen before, this crazy storm that's moving through. we just mentioned texas, also snowing very heavily in louisiana, as well as arkansas, moving into tennessee and so we are going to see some more of the very frigid temperatures dipping below zero in a lot of these spots. it's going to be well below freezing and it's down to 21 degrees below zero right now in bismarck. we'll continue to watch this historic storm there. here we are going to have some mild weather, especially compared to what we'll see as we go into the next few days and

mike, how is it looking right now for the road conditions? >> very calm compared to the rest of the country, right, but we're looking at slicker roadways because of that steady mist, the drizzle that's hit the bay area. so look, there's the golden gate bridge and there's some pretty heavy mist there and that will impact the traction as well as your visibility but not a lot of traffic obviously. as we look at the map just north of there, there's a yellow blob there and over in oakland, where the fog might be kicking in and affect the drivers. north bay crash west on-ramp 80. the speed right now laura are looking great. back to you. >> all right, let's hope they stay that way. 4:40, under fire, still ahead on "today in the bay" the controversial valentine's day card that lapd officers reportedly shared that is now launching an internal investigation. plus businesses on the brink. some steps some are taking

right now at 4:43, some spotty, light rain as you head out the door. let's look at our south bay commute. we'll have a little bit of wet weather throughout the morning but the rest of the day staying mostly cloudy and some cool temperatures. we'll talk about all of the changes ahead for this work week. how much rain we may measure, coming up in a few minutes. >> and right now it's at least slick enough to cause a bit of an issue for traction, so even though you can get to work at the speed limit, look here in san jose, the camera shows you the glow, the mist kicking up off the ground and hilting your windshield as well. use caution even though traffic is light. we'll get you a bigger view coming up. small businesses have taken a beating during the pandemic.

43 days i have not been in this building 43 days. >> we are so happy you're okay, too, and that you're back. >> i'm happy to be back and see the gang in this form. i was at home watching or reporting, i couldn't really see you guys so it was different. but i like this better. >> yes. >> good. it's early, we don't want to scare you too much yet. >> but you know, i was saying earlier kari, this is like the first time i've been able to say driving in to work, driving in, right, i saw wet roads out there. >> yes, it's crazy, like i haven't been there in almost a year now. that is just unbelievable to think about, but yeah, just driving and commuting to work, and you're having to turn on the windshield wipers. we're seeing a little bit of light rain coming down, hit or miss showers, getting a detailed view of what's happening on storm ranger, that's our mobile doppler radar. the rain is hit or miss. not all of us are seeing it.

if you're going to be driving, you may have some showers moving through and those rain chances mostly for this morning. i know with the kids out of school, you'll be looking for something to do and maybe just even heading to the neighborhood park will be something nice to do. later on this afternoon, we'll see our temperatures in fairfield reaching into the low 60s and some peeks of sunshine. we're not going to get that full-out sun later today, even once the rain starts to clear with our temperatures heading into the low 60s for the south bay, 62 degrees there. 62 also in antioch, and concord and we'll see some upper 50s for parts of the north bay. as we look at our rain forecast once again we're starting out the day with some scattered showers and as we go into this afternoon it really starts to clear up in terms of rain, but then the clouds will linger at least until this afternoon. you'll be able to get those alerts if you have the nbc bay area app and it tells you exactly when rain is approaching your location, and then we'll just continue to stay clear through tomorrow, as well as much of the rest of the week.

rainfall totals maybe about 0.1 of an inch for rain for most ever us and then going into the next couple of weeks our outlooks show that temperature wise we're going to be slightly below average and rainfall will also be about average, maybe a little bit drier, just to the south of us. as we go through this forecast, we are going to see some drying conditions for much of the week, and temperatures warming up into the mid-60s up until friday. mike, you've been watching the road conditions. any issues heading out for the commute? >> you know, the general note kari that you have to watch out, it may be slick out there. let's show folks the camera on the san mateo bridge, where traffic flows smoothly but look, you see that glow, the water is picking up off the pavement so even though it might not be raining where you are, it will cause an issue for visibility. make sure your wiper blades are in good order. out to the maps to show you green sensors reflect what we talked about. speeds pretty much at the limit, that's great everywhere including out of the altamont. you see that green highlight are

for 580 and the vicinity, looking at wetter roads through that portion and nice easy drive getting toward the bay bridge without a problem. the note also for b.a.r.t. riders, richmond to el cerrito a bus bridge and track replacement that could use today. laura, back to you. >> thank you very much, mike. this is concerning the l.a. police department launching an internal investigation after allegations that officers shared a valentine's day image that mocked the death of george floyd. the photo was attached with the caption that read "you take my breath away." according to the "l.a. times" an officer filed a complaint about the image and will be interviewed by officials today. the department will also be looking into whether the image was created by a police employee. the police chief told "the times" the claimsent said in pat it will have zero tolerance for this type of behavior. as the push to recall governor gavin newsom seems to turn the corner, campaigners are

getting a financial boost. the state republican party over the weekend gave the campaign $125,000. organizers recently said that they've already gathered the minimum number of signatures to qualify the measure, with four weeks to go to submit them. but those signatures must still be verified. recent polls have suggested somewhere around 35% of californians would vote to recall newsom. 4:54, a sign of the season to come. coming up next on "today in the bay," the changes expected as players for the giants and oakland a's report to spring training this beak. and happening now, the coast guard calling off a search for a diver who went missing off the coast of southern california. the 35-year-old diver was last seen near laguna beach saturday night. other agencies might pick up that search today. 4:54. we'll be right back.
