course we've gotta talk about the weather and traffic. wet roads out there today, kari. >> yes, as you're driving to work you may have to turn on windshield wipers. spotty rain as we start out on this monday morning part of an atmospheric river that's actually just to the north of us. we're missing out on most of that rain, but we are going to have at least some slight chances for today. we'll be tracking that and mike, what does it look like for the morning commute? any problems? >> no major problems but we've seen a number of smaller incidents. one i'll point out, it involves cars that hit the side rail sometimes losing traction is what causes that. i don't know in this case but a smooth drive. the south bay one new crash in milpitas, on surface streets. i'll let you know if it's a major problem. west 580 the agolf rinks road, a car went into the guardrail.

a quick look at the bay bridge just to show you the conditions at the toll plaza, that's what you watch out for. thanks, mike. the a new development overnight in what's been a violent weekend across the bay area. "today in the bay's" bob redell is live in antioch, the scene of a deadly shooting late last night. have police made an arrest in this shooting? >> reporter: not that we're aware of. good morning to you, marcus. antioch police say their detectives are trying to identify a suspect in the shooting that took place here behind me in front of that house there, this is on ennia way with the intersection of putnam, not for from the contr loma exit. two men are shot, one is still seated in that suv. police tell us when they arrived they found that man parked in the vehicle with at least one gunshot wound. officers performed first aid, they called for an ambulance but the man died on the scene. he was 47 years old according to police, from antioch.

a second man, 37 years old, also from antioch, he was shot. he's been taken into surgery, is expected to survive. again, police haven't indicated what led up to this shooting. no suspect information. yesterday morning, around 2:00, three men were shot at turk and high, this was in sf, one with life-threatening injuries. sfpd is investigating whether that was related to the shooting the night before. this video that you're seeing, that happened around 6:00 saturday night, when six people were shot and third at cassada avenue the bay area district of sf. their conditions are unown. sfpd is moving officers from other parts of the city to help stop the violence in bay view. oakland early saturday morning 1:00 a.m., six other men were shot near ninth and washington street in downtown, not march from police headquarters. the sixth victim survived. police are offering a $30,000

award for people leading to an arrest. reporting live, bob redell, "today in the bay." >> thank you, bock. 5:03. in his first 100 days president biden is paying tribute to the victims of the parkland school shooting. yesterday marked three years since a former student opened fire at marjory stoneman high school in florida. president biden says his administration will not wait for the next mass shooting to heed the call. s its it "today in the bay's" tracie potts joins us live from washington, d.c. what is the president asking for? >> he's asking for congress to go back and deal with gun legislation again. we've been down this road before but now he has two democratic houses of congress, thinking he might be able to get something done, specifically in that statement commemorating the third anniversary of parkland, president biden is asking for universal background checks,

he's asking congress to ban assault weapons and high-capacity magazines, and he wants to eliminate immunity for gun manufacturers, one more thing on their plate as lawmakers get past this impeachment trial and now focus on dealing with covid relief. the u.s. senate is taking a break this week, considering the fallout of acquitting former president trump and where that leaves the republican party. >> we need to unite the party, trump plus is the way pack in 2022. >> i think our leadership will be different going forward. >> reporter: democrats now turning to covid relief, writing up details for a vote next week. sfw if a month from now as unemployment checks are at the verge for stopping for 10 million americans we can proceed with a democrat only bill. >> reporter: the proposal includes billions for schools which the cdc says should be spent on ventilation.

the agency says that plus wearing masks and vaccinating teachers should get kids safely back to class. >> we know that it's possible to reopen schools safely without all of the teachers being vaccinated. >> reporter: vice president harris tells hbo, the administration was left with no national strategy. >> we're starting from scratch on something that's been raging for almost an entire year. >> reporter: the u.s. is now halfway to president biden's goal of 100 million vaccinations in 100 days. tracie potts, nbc news. to the pandemic, new covid cases across the state still trending lower, close to 9,000 reported yesterday. that's the more than 80% the mid-december peak. sadly another 408 deaths were reported. california's total since the start of the pandemic is nearing 47,000. and in a month, more people will be eligible to receive the covid-19 vaccine. as of march 15th, another 5 million or so will qualify. state health leaders are announcing on friday that anyone

between the ages of 16 and 64, who are pregnant, has a developmental disability, cancer, severe obesity, certain heart conditions or any other conditions putting them at greater risk will receive priority. a live look in los angeles, just like the bay area frustrations have been mounting there due to the shortage in covid vaccines, mass sites have been at a standstill. dodger's stadium will remain closed at least through today. the focus in l.a. is almost entirely on second doses. one man who helped his elderly parents get their shots says he's not sure they would have navigated the process without him. >> i can't imagine for other people who now have to wait longer, what if they get infected within that period of time. it's really, that's really scary, so i really feel for those people. >> it's been known to happen. here is how bad it's been. the "l.a. times" reports the

city received about one-fifth the number of vaccines it received during the week prior. starting this week, santa clara county will start using saliva tests at more pop-up covid testing sites. until now you likely would have received a nasal swab but saliva tests are considered easier and quicker. the new test was introduced last week at the emmanuel baptist church testing site in san jose. the south county annex in gilroy will start implementing the new saliva test starting on wednesday. >> 5:08. a live look in fremont and at the golden gate bridge. you see right there, light rain across parts of the bay area. meteorologist kari hall is watching this and timing it out for us. how long is the wet weather going to stick around? at least through the morning. we look at storm ranger where we've seen showers with mist and drizzle we're seeing some slightly heavier rain right now just moving across parts of the benicia bridge and toward

jump in gas prices because of it. it is real trouble in texas. though you probably don't care if you drive an all-electric car. over the weekend general motors announced a compact suv version of its popular bolt electric car for a price of $34,000, one of 30 evs that gm will introduce. it's tax season and the irs started accepting tax returns. they did so on friday. this year may be tricky for some people, if you got a stimulus check that is not taxable, if you got unemployment, it's not taxed by the state, but is taxed by the feds. so some do that. uniqlo will close its main store at union san francisco march 26th, one of several major chains to leave. uniqlo has other locations in san francisco, daly city, san jose and milpitas. the head economist at

comerica bank tells the "san francisco business times" he's worried the overall exodus from california will hurt the state economy for years to come and there may be enough people leaving for texas and idaho and interestingly enough tennessee, we may lose some seats in congress. now, robert dai says house prices in california should continue to rise, as there is still low inventory. on friday, the bay area council launched a new program to try to make california's business climate a little bit more friendly in hopes the companies will stay. the markets are closed for the holiday today but will reopen on tuesday, with the dow at new records. i mentioned energy prices higher, that usually helps markets move higher as well. so marcus and laura, some trivia for you. we say it's presidents' day. the stock exchange says it's washington's birthday. they from the 22nd, it's not even washington's birthday, they forgot to change the name

to head out especially on a holiday when a lot of people are going to be taking the day off. we can see what's going on across the region. this is not a big storm and actually a part of a bigger storm that's staying to the north of us. let me talk about something that is just crazy this time of year, or any time of year, all of this purple, that's heavy snow and it's moving through louisiana. i was think being when i lived there, i didn't even have a decent coat and now they're seeing all of this heavy snow tomorrow as mardi gras or would have been mardi gras. temperatures in the teens and single digits. look at how widespread this cold is and we're seeing temperatures in dallas right now 8 degrees. i mean t is just frigid, and this is not just a one-time thing. this cold is going to stay ther. area, we're starting out this morning with some light showers.

by 9:00/10:00, we're seeing light rain coming through but a lot of it will start to taper off as we go into this afternoon. now the clouds will linger, even though the rain will be clearing and the rest of the week is looking pretty dry here. we're going to see several days of some dry weather and slightly warmer temperatures, after we get this first initial wave of rain that looks to bring us about 0.1 of an inch for rain for microclimates. the sierra not getting much snow this round but later in the week there will be some heavier snow moving through and looks like we could see a lot of spots getting at least a foot of snow, and so here in the bay area, we're going to get another round of rain between late thursday and friday, but the rest of the weekend is looking nice and sunny, so we are seeing mostly some dry weather throughout the week. mike, heading out the door, a few sprinkles and turning on the windshield wipers. >> that's right. you got to make sure you have wiper fluid as well because if it's light enough it might

"today in the bay" continues right now. it's also presidents' day as well. good monday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington back in the building for you this morning. we'll get a look at the roads with mike but first let's talk about what's going on with the rain, kari. >> yes, we're starting out with wet weather. most of us seeing mist and drizzle and spotty, lighter showers moving through have also been in the east bay and along the coastline. as we look at the bigger picture of what's happening here if you're traveling or driving to work across a good stretch of the roadway, we are going to see some soggy conditions out there to start, some rain across parts of the central valley, snow in the sierra, part of a bigger storm system that we're kind of missing out on. we'll talk about what we're expecting, coming up in a few minutes. mike, the commute for this presidents' day, has it been pretty good? >> we're getting enough of that

storm where it's been slicker roadways but yes, pretty good, kari. call out to the bay bridge toll plaza, the live look shows you wet pavement and the flags flapping in the breeze. the conditions are as such. the map there's a little south of there a crash west 580, golf links a car went off the roadway and hit the rail on the side of the roadway so just do note you may have an issue with traction out there, and the rest of the bay does move smoothly though, back to you. >> thanks, mike an appointment for a covid vaccine knows there is plenty of demand and every day, more and more bay area locations are ready to administer the vaccines, if only they had enough. >> that's the problem. "today in the bay's" kris sanchez is live in santa clara county looking into what's behind this shortage that's now shutting down some of these sites. kris in >> reporter: yes, we're talking shortages but listen to what happened here in santa clara county over the weekend. the county had to give away 300

doses because people didn't show up for their appointments. those appointments are hard to come by. so the county had already thought out and set aside for health care workers and people 65 and up those shots. they're going to expire, the county put out the call via twitter elderly resident 65 and up show up and put out a note to any county worker who could show up before they expired so no dose was wasted. san francisco delivered more than 151,000 vaccinations by the way, and nearly half of the over 65 population has at least one dose. but nowry 22nd, because the health department is not getting enough doses. the city college site will reopen on friday, but that's only for second doses. the head of the san francisco emergency management team echoed mayor london breed's frustration. >> we got a hit this week with

really a very low allocation meaning that we can't continue our operations. >> reporter: now meanwhile, tomorrow the mass vaccination site at the oakland coliseum will open up with the goal of vaccinating 6,000 people a day. that site is a partnership with the federal government, so you might be asking yourself how is it that one mass vaccination site has to shut down and another mass vaccination site is opening up around the same time. because it is a federal partnership we believe their vaccination doses are coming from a different source, that is what the governor said. he said whatever was coming to the oakland coliseum would be an additive that is in addition to what the state is expecting this week. in santa clara county, kris sanchez, "today in the bay." >> a lot of people hoping to get vaccine, kris, thank you. the we want to give you a closer look how california is doing distributing the vaccines. according to new data from the state health department

california received more than 8 million of those doses, some of them are still being shipped and about 75% of them, talking about just under 6 million there have actually been administered, a little more than half of all vaccine recipients are seniors 65 and older. people 18 to 49 are second followed by people 50 to 64. of course most of the people in those groups are front line workers. there's a lot to keep track of, so to cut through some of the confusion, nbc launched a new website called plan your vaccine. it tells you how, where, and when to get your covid vaccine and interactive map to show you the closest vaccination sites. head to planyourvaccine tonight. students living in residents call at uc berkeley no longer have to remain in their rooms as of midnight tonight. they will be leave for exercise between 7:00 a.m. and 6:00 p.m.

but students now in isolation or quarantine have to remain indoors for the remainder of their lockdowns. the school starting to see a drop in covid cases. the giant ferris wheel in golden gate park could be spinning for at least another four years. san francisco's rec.s and parks department looking at keeping the popular attraction but the plan is getting some pushback from environmental groups and residents who live nearby. the ferris wheel has been halted since november and it will remain closed until san francisco has s released from the most restrictive covid tier. want to get out and about? what about to the tahoe area? as we see our showers here, they've had snow over the weekend there. yep, it's been coming down, at least saturday morning it was. i took a trip up i-80 right here past castle peak, better take your chains or your snow tires. the chp is warning folks to be prepared if they're heading up or down the mountain. check out much of the rest of the country, however, being slammed with this historic winter ice storm.

it's really bad. texas seeing pretty rare snow right now. the entire state of texas was under a winter storm watch or warning over the weekend. in st. louis, it is so cold there, there are actually ice floes down the mississippi river right now. that's a tough go for those folks back there, kari. >> yes, i've seen a lot of pictures on social media, people in texas and louisiana, seeing snow coming down, it's icy and we've had a little bit of winter weather of course in our upper elevations, some light snow, winter weather advisories for the sierra if you're headed that way. it's just been pretty crazy to see all of this bright purple, that is heavy snow that is falling in louisiana, moving over toward northern mississippi and will temperatures have been well below freezing. we've even seen some temperatures below zero, as we take a look at the upper plains and parts of the midwest.

it's 5:42. the l.a. police department launching an internal investigation after allegations that officers shared a valentine's day image that mocked the death of george floyd. the photo was attached with the caption that read "you take my breath away." according to the "l.a. times" an officer filed a complaint about the image and will be interviewed by officials today. the department will also be looking into whether the image was created by a police employee. the police chief told "the times" the claims were substantiated. in a tweet the department said in part it will have zero tolerance for this type of behavior. as the push to recall governor gavin newsom seems to turn the corner, campaigners are getting a financial boost. the state republican party over the weekend gave the campaign $125,000. organizers recently said that they've already gathered the minimum number of signatures to qualify the measure, with four weeks to go to submit them. but those signatures must still be verified. recent polls have suggested somewhere around 35% of californians would vote to

recall newsom. it is 5:43. the second impeachment trial for donald trump is over. the former president was found not guilty. scott mcgrew, not the end of the former president's legal challenges. >> yes, laura, we've detailed it in the past some of the possible accusations that he may have to face ahead related to his taxes and accusations from women as well. and several republicans hoping to end the impeachment trial said perhaps he should be tried in criminal court for the attack on the capitol instead. but in the trial, where democrats were hoping to convict him, they did not, though in the final vote, seven republicans voted to conflict, six more than in the first trial, and the most senators to vote to convict a member of their own party in all of american history. a dangerous situation, president trump created one. >> our constitution and our

moving through, off and on light rain will be with us for the next few hours, and we're not seeing it everywhere but even as you are stepping out the door, you're feeling some mist and drizzle and also having to deal with wet roads as you head out on this monday morning, but take a look at the wider view of what's going on here. this is all a part of an atmospheric river, very weak one but we're kind of on the southern end of that and just barely getting a little bit of some of that rain moving through. i think we'll take it because some of the heavier rain staying to the north of us and the rest of the week is looking pretty dry at this point. so after this morning with some wet weather, by this afternoon, we're seeing some clouds but not a lot of rain here, and we'll continue to try out as the sky clears, heading into tonight as well as tomorrow. as you look at the seven-day forecast bottom of your screen we don't have another chance of rain until about friday. this round only looks to bring us about 0.1 of an inch of rain

and some of us have already measured that. so as we get a look at what to expect over the next couple of weeks, temperature wise it looks like we'll be a little bit cooler than normal and rain wise we'll be about on target or maybe even slightly drier than what we should see for the end of february. so of course with every chance of rain, we are trying to get as much rain as we can out of those systems so we're looking at temperatures that will be warming up as the rain clears out but our next chance of showers will be rolling back in on friday. mike, how is it looking rolling to work this morning? >> a smooth roll out there, kari. maybe a little wet and so the traction on the stop from the roll might be the issue. as we look up there, we have green se to go the limit. remember many businesses shut down for vacation, so schools as well. so there are a few folks, sorry guys in the east bay, you have some school and for many of the districts but a nice easy drive. 580 at golf links we are still waiting for the tow truck.

pipeline tuesday. authorities have not seen a major impact on wildlife or public health. the san francisco chinese new year parade won't take place this year in person, but that hasn't stopped leaders from keeping the parade spirit tradition alive. the parade float unveiled over the weekend. the float will be on display at pier 27 next weekend. san francisco's chinese new year parade one of the tenth largest in the world and according to the international festivals and events association, it is a big deal and hopefully next year it will be a good deal that we all can enjoy for sure. bay area favorite sergio romo is on the verge of returning to the bay area but not as a san francisco giant but with the oakland a's. the a's are working on a one-year deal to sign former giants relief pitcher according to a report from the athletics. romo turns 37 next month. the a's pitchers and catchers report tomorrow and hold their first workout wednesday in
