"today in the bay" starts right now. >> good tuesday morning. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike's keeping an eye on the roads. we'll get to him in a bit. first, we start out with meteorologist kari hall, starting out dry this morning, kari? >> yes, nice and dry, but also chilly, as you get ready to head out the door. look at these temperatures that you'll feel as we head out to work, more people heading out this morning, with temperatures at about 45 degrees now in san jose. it is 44 in livermore, and 38 degrees in napa. we are going to have a nice one today, but as we take a look at the current conditions heading through the tri-valley, it is once again dry and we'll see our temperatures dipping to about 42 degrees before it slowly warms up today. we will get a lot more sunshine, we'll talk about that, also what's ahead for the rest of the week into the weekend, that's in just a few minutes. mike, what's going on right now elsewhere across the bay? >> -- they're very smooth right now. one spot, let's look at the map.

green sensors, including 580, where kari showed you over in dublin. as we get toward the dublin interchange, a smooth drive, continuing to castro valley just south of 238 we have a crash near "a" street on the northbound side. in the crash detail, it does say a big rig and multicar but no slowing showed up over the last 15 minutes so we'll track that. no major injuries but again we'll watch for other developments that are reported. there's something going on in contra costa county. we'll check that for 680. meanwhile the bay bridge an easy drive. back to you. kaiser health care workers organizing a protest today in san francisco, this is over staffing and safety concerns. this follows the recent cal osha fines tied to covid safety violations and in one cases, santa clara county fined kaiser for the large christmas day outbreak that sickened dozens of workers, one of them died. kaiser was previously blamed for that outbreak on inflatable holiday outfit worn by an employee. california now has the

highest death count than anywhere in the nation. nbc news 47,000 deaths, higher than the more than 46,000 deaths in new york. new cases and hospitalizations continue to trend downward. california is still far behind other states when it comes to deaths per capita. you may have already heard some bay area counties vaccine supplies are stretched very thin right now but that doesn't mean everyone is showing up for their shots. as "today in the bay's" ian cull reports, it's adding up to thousands of no show. >> reporter: a few open vaccination spots at the santa clara county fairgrounds led to se standing by. >> garbage. they throw them away, after they defrost there's no good. >> reporter: david novelli thought he'd give it a try. the county put out on social media 300 extra doses that were

set to expire, were offered to all of those 65 and up and in tier 1a and county workers. >> my mom lives ten minutes and i haven't been able to hug her in a year. i'm excited to be with my family. >> reporter: what is causing the last-minute availability? we've learned county ruchb sites 10% of vaccine appointments are no shows. just last week from the 8th until the 12th, more than 4,500 people did not show up for their covid vaccine appointments. the county says it doesn't know why there are so many no shows. one possibility is people making mum tipple appointments fear of one being canceled. it meant some county employees who are not actually eligible got a vaccine. the director of the stanford center for biomedical ethics says the county needs a better plan to make sure vaccines are fairly distribute. >> by having a waitlist available, there needs to be some kind of plan in place to try and mitigate these kinds of

problems and this was a pretty good number of doses that were left over. >> reporter: the county says despite more than 4,000 no shows last week, no vaccines were wasted. the people who received the extras tell us they're grateful. >> i would definitely want to get it because i want to meet my son more often. >> reporter: ian cull, "today in the bay." happening today, santa clara county will start using saliva tests at more of those pop-up covid testing sites. until now, you were likely receiving the nasal swabs but saliva tests are easier and the new test w introduced last week at emmanuel baptist church testing site in san jose. the south county annex in gilroy will also start implementing the new saliva test next week. the covid lockdown on the cal campus officially over. students living in residents halls no longer have to remain in their rooms. they'll be able to leave between 7:00 a.m. and 6:00 p.m. this has been going on since the covid outbreak on campus in mid-january. there have been 936 infections

improve data and reporting. then there's the covid relief bill. >> we're going to have to talk to each other. compromise is not a dirty word. >> reporter: democrats are writing up their plan for a vote next week, hoping to get some republican lawmakers to support it. >> it has support of republican mayors, republican governors, but more importantly, it has support of 50% of republicans in this country. 46% of trump voters in this country. >> reporter: next up, immigration. democrats announced last night they'll introduce a bill later this week that creates a path to citizenship for 11 million undocumented immigrants to make it easier to apply for asylum before reaching the border and benefits for dreamers. on thursday, president biden visits a pfizer vaccine manufacturing plant in michigan. on friday he'll join a virtuale g7, focused on the pandemic. tracie potts, nbc news.

>> 4:37. a follow-up on a story we brought you last week, the oil spill by the chevron refinery in richmond. today the city council wants to discuss this and wants to know the impact and how to prevent another one. you may recall also as much as 750 gallons of low sulfur diesel fuel and flush water spilled into the bay last tuesday. so far, there doesn't appear to be any major impacts. more and more people are trying to make it in the bay, falling behind on their rent. the data indicates more than 10,000 households county wide are falling behind. in the meantime, statewide, as of december, just over 1 million tenant households are behind on their rent. coming up next on "today in the bay," recovery after covid. how a group of gorillas at the san diego zoo is doing after

today as we head into the upper 50s in the south bay, a nice warmup with some slightly cooler than normal temperatures but we'll talk about more seasonable weather in the forecast and rain, that's coming up in a few minutes. and the crash on the nimitz actually in hayward has just got the official all clear from chp. good stuff. we'll look at the nimitz in fremont, where we see the traffic flowing very smoothly, nice separation between these lights. we have something to check on for contra costa county coming up. wall st finished strong last week. traders poiecline in volatility for some of the recent optimism with investors growing more comfortable at least in the near term. the dow and s&p 500 rise being 1% last week, the nasdaq up about 2% and all three closed at new records on friday. in focus this week, reports on retail sales, industrial production, housing and unemployment. gas prices are on the rise.

yes, it makes its return. taking a live look in san francisco right now. look at the bay bridge there. some cars on the road getting ready for the day. we'll get to that commute in just a bit. we have to start out with a nice, clear day, start to the day. yesterday we had the rain, kari, but today, ahh, just something to enjoy. >> yes, we'll have a nice quiet weather pattern over the next couple of days, as we get a look at that same shot starting out this morning, but then if we are back to home schooling today, and getting out in the backyard and taking in some fresh air, it's going to be cool this morning in oakland. temperatures that will start out in the mid-50s, but then as we go through the day, we'll head up to close to 60 degrees for an afternoon high so it will be a

nice day, reaching into the upper 50s and low 60s, all across the bay area, but then as we go through our time line, we are going to have quiet, dry weather today, as well as tomorrow. thursday is also looking dry but we'll have more clouds. getting ready for the next storm system that will be here early on friday morning, starting out in the north bay, and spreading across the bay area for late morning, but it does look like it clears for friday afternoon, if you're making some plans to get out there, and then for saturday morning, we may be waking up to a few more of those last showers passing by, before we get some more clearing saturday afternoon. unfortunately this only looks to bring a few inches of snow to the sierra, and i say unfortunately, because the snowpack continues to drop. right now we're only at about 67% of the statewide average, and when we look at the central sierra around the lake tahoe area, we're at 75% of the normal amount of snow, and we

are only seeing this one system in the forecast that could bring us some additional snowfall, as well as the bay area some rain. so we are going to have some temperatures reaching into the mid-60s for tomorrow as well as thursday. friday, slightly cooler, more clouds, scattered showers through the morning and we should have peeks of sunshine for the afternoon. we may see some early morning showers on saturday but i think for the most part the rest of today is going to be sunny and our temperatures will continue to near 70 degrees inland, while san francisco will see temperatures in the mid-60s, but more seasonable weather over the next few days as we await our next chance of rain. mike, any issues right now for the morning commute? >> no, kari. we have a smooth drive. we have a couple of incidents, we'll point them out. first of all as we hit the big look at the map, hayward the crash near "a" street but the nimitz is clear of all activity now. they had cleared lanes, had to
