i'm ready. they're waking up to below freezing temperatures there in new orleans so i don't think there's much celebrating going on today as well as the pandemic but let's look at our weather this morning, as you're getting ready to head out. we have mid-40s in walnut creek and it's going to slowly warm up, looking forward to the sun shine. look at how cold it is for parts of the midwest. coming up we'll talk more how climate change may have an impact on the record cold we're seeing right now. mike, what is it looking like, heading out on this mardi gras day? >> it's looking like i'm not going to get king cake from you this year. i love that when you bake it. to the roadways, don't be envious, folks, most of you can have an easy drive. two things of note, not the minor crashes on the shoulder there, we talked about them. a wind advisory for the altamont pass and slowing for 84 as well so keep that in mind. typical pattern. the other wind advisory from chp is for the bay bridge, just

maybe a little gusty. back to you. a shot in the arm this alameda county's vaccine rollout. the oakland coliseum opens as the latest bay area mass vaccination site. >> "today in the bay's" bob with all the recent shortages, are there concerns about this oakland site running short as well? >> reporter: the moss connie center in san francisco recently had to temporarily shut down because they ran out of vaccine. the stionwide. with regards to the oakland coliseum site, oakland's vice mayor rebecca kaplan tells us she's confident the site will fulfill its goal of 6,000 shots a day. >> those new doses are not here yet sohankful that the oakland coliseum site they are setting aside 6,000 doses a day from the federal supply to start the service at the coliseum site, even as we continue to push for the nation

to ramp up with vaccinations throughout the country. >> reporter: the biden administration in conjunction with the state of california has designated the oakland coliseum site as one of its first 100 vaccination sites nationwide. g fema, state employees, they put the finishing touches on this 30-acre parking lot at the coliseum where people will receive their shots starting this morning. the governor through a tweet urged eligible people to register for the covid-19 vaccine. the first people eligible for the shot include health care workers, skilled nursing home residents, people who live in assisted living facilities, food and agricultural workers, teachers, anyone 65 years of age and older. the vaccinations start at 9:00 a.m. doors close at 7:00 p.m. this is supposed to run seven days a week. california has officially turned over its vaccination process to blue shield. the state currently vaccinates

about 1 1/2 people a week. blue shield's goal to vaccinate 3 million people a week by march. 4 million people per week by the end of april. blue shield will give the state daily reports on low performing counties and providers and how much vaccine is needed. incidentally you're wondering why we're at the b.a.r.t. dur lin station. the transit agency b.a.r.t. will be handing out free $7 b.a.r.t. tickets at coliseum b.a.r.t. for anyone who just received their vaccination shot at the coliseum. this is for the ride home. ac transit will also be providing free shuttle service to the coliseum for people going there to receive their inoculation. reporting live here in dub dublin, bob redell, "today in the bay." a lot of seniors eligible for the vaccine are still coming up against a big hurdle, technology. if you're just not tech savvy, it's tough to navigate an online

appointment. one san francisco man says he actually called a computer consultant for help and he's not alone. >> they tried to do it, they knew that it was available, but when we went online, it wasn't obvious. >> even he had trouble. i can't tell you the steps he had to go through, but they were numerous. >> some seniors are calling churches for help. others are having their relatives or friends step in, but there are fears some seniors will fall through the cracks and never receive the help. check on your neighbors, if you can. there is definitely ahrough some of this confusion. nbc launched a new website called plan your vaccine. it tells how, where and when you can get your covid vaccine. there's even an interactive map that can show you the closest vaccination sites to you. just head to planyourvaccine.com. it may be hard to believe but frustrated parents everywhere will tell you and remind you, it has been nearly a

year since school started distance learning and many are still doing so. now top dr. anthony fauci is laying out a new path for classroom reopenings. "today in the bay's" cierra johnson is live in san francisco and update on the headline-grabbing lawsuit to jumpstart in-person learning. cierra? >> reporter: good morning, marcus. although a tentative deal has been reached between the city and the teachers unions, we're going to have to wait another week to hear board of education discuss that, because that tentative agreement was scheduled to be discussed at today's board meeting but the district website was recently updated to announce the discussion will now take place at the regular meeting on tuesday, february 23rd. now, as it stands, the district and teachers union reached a tentative agreement with the following conditions. staff returning to the classroom are vaccinated. students return if the city is in the orange tier, regardless of vaccine availability and limited school instruction if

san francisco drops to the red tier. the lawsuit from the city is believed to be one of the first of its kind. city attorney dennis herrera with the support of mayor london breed says the suit a last resort to reopen schools and end virtual learning. as we talked about, dr. anthony fauci was seen on some of those sunday morning talk shows sharing his opinion about that reopening process. he was saying that schools can safely reopen, but he says they ne the financial resources to do that, to provide that ppe and the necessary safety precautions. we're live in san francisco, cierra johnson for "today in the bay." >> thanks so much, cierra. in our 6:30 half hour we will speak live with "today" show's savannah guthrie, looking into an all new stanford study highlighting major challenges students continue to face during the pandemic. contra costa county students are among the subjects and it's par pressure." besides the research, we'll

"kids under pressure" all this week, right here on "todantial visit anywhere. it's the first official trip he'll be take to milwaukee, wisconsin. the president is planning to attend a town hall meeting and some of it is sure to focus on the covid pandemic and new stimulus. democrats are writing up a new plan for a covid relief bill, hoping to get some republican support ahead of a possible vote next week. also on capitol hill, lawmakers are vowing to dive deeper into last month's capitol siege. house speaker nancy pelosi has announced congress are going to establish an outside independent commission to look closer at the facts and the causes behind the riot. it will be modeled on the commission created after the 9/11 attacks. pelosi says we must get to the truth of how this could happen. happening now, an unusual request for california. we're being asked to conserve energy because of the winter storm hitting other parts of the

country. here is a himself look for you this morning, in dallas, as well as detroit, and i can tell you, texas, thousands of people without power this morning in detroit, as you can see right there, not an unusual sight but certainly a strain on their power grids. pg&e says if we conserve power we can ease some of the strain for the power grids in the midwest and southwest. those storms causing problems for vaccine distribution as well. power outages in houston meant thousands of doses started thawing, leaving hospital workers scrambling to administer them and the roof of the grocery store in oregon, it collapsed under the weight of the ice and snow. there were no reports of injuries. right now we want to head over to meteorologist kari hall. she's been tracking all of this for us as our climate in crisis series continues. >> take a look at how cold it is. this is some of the coldest air that many of these spots have seen in almost 30 years. remember that record cold that we had in 1994. i certainly remember that, it

was 26 degrees below zero in louisville, kentucky. we can see some of those temperatures now. as we look at parts of the midwest, always during the huge cold snaps we have people say what happened to that global warming thing? well, we do have to make sure that we differentiate the difference between climate and weather. weather is short term and it's basically the hour-by-hour changes in temperatures, sky condition, as well as pressure. now climate is more long-term, it looks at our overall weather patterns that we see over the course of several years, so as we look at our climate in crisis, and how these cold snaps will be actually something that we could see a little bit more often, so long noaa climate scientists are researching how these extreme weather events may change and they're actually finding that cold snaps may become more common because of the wobbles in the jet stream. so you can see what it looks like when we have cold polar air and stable weather pattern. it kind of keeps it contained to

californians are encouraged to save energy because the weather produce and transport. and part of that is just simply look at these videos. people are using so much natural gas literally trying not to freeze to death. tiktok says it will not sell itself to oracle after all. the trump administration had been trying to force oracle was adequately explained but the outgoing trump administration and incoming biden administration seemed to have lost interest in the whole thing. parler is back online this morning, it's found as kicked i off for promoting violence. parler figured heavily into the house impeachment manager's case. internet users were free to download videos, private messages sent by parler users and many used by the prosecution as evidence in the impeachment. the interesting blog post by

peter diamandis, one of the imventers of the x prize, holds a yearly tech prize. he's apologizing saying he thought he could have a small conference even in the pandemic so long as each participant was tested every single morning. very rigorous testing and safety measures put into place at last month's conference in culver city. as you might have guessed, it turned into a super spreader event. 24 people were infected. diamandis says he was wrong and he was humbled and pained by what he did. he wrote "as a scientist, engineer and medical person, i believed we were using the very best that science had to offer. and i trusted that an immunity bubble was a real thing. i no longer believe that." the whole thing is worth a read. i'll post it to my twitter account, marcus and laura. worth noting the scale of what they did, every person took a test, every morning, for five tests a day, over five days,

every single person, every time tested negative. they had a staff of medical professionals on hand. took every precaution, and it didn't work. it turned out to be a super spreader event. >> good lesson. >> wear those masks. scott, thank you. 5:18 this morning. and a new warning if you're shopping online. fake amazon reviews are now reportedly being sold in bulk. a consumer protection group called witch looked into ten websites it claims buying and selling reviews for as littles aseven bucks. on how to write those reviews, and the response to the report, amazon says it works to remove the fake reviews and take action against any abuse of its policies. taking a live look at sfo this morning, united says it's delaying flights from sfo to new york citing the pandemic and fewer bookings. some travel bookings are surging.

analysts say now is a good time to book future trips with prices low and travel companies offering flexible booking and cancellation policies. southwest meantime is now offering covid testing for those flying to hawaii out of sjc. those tests are appointment only, they cost $20 and passengers can get their results in 72 hours. it is fat tuesday. while things will look differently, the celebration will go on in new orleans. covid restrictions are in place in new orleans for mardi gras but tomes displaying their own house floats and those bars if you're thinking of running down to new orleans, those bars have been ordered to close throughout the city. additionally operations are canceled and gatherings limited. parts of bourbon street will also be closed. we're talking about the cold weather that's gripping much of the nation. trending this morning, look at the frozen jeans challenge, some are making most of the snow and ice, having some fun out there.

morgan hill walking out the door to 43 degrees. we're back to home schooling in oakland today, and we're going to see those temperatures that will start out in the mid-50s, if you're looking for those opportunities to have some recess outdoors, we are going to see some milder weather for the afternoon, and definitely a lot more sunshine compared to yesterday, as we reach up to close to 60 degrees. that's what we'll see all across the bay area, pretty uniform temperatures from the coast to the inland areas, reaching near 60 degrees. we're all dry today, tomorrow, as well as thursday, before we start to see more clouds moving in, and some rain early on friday morning, stopping the time line right here at 7:00 on friday morning, we are going to see a quick round of showers moving through. your friday afternoon plans are pretty good. it's going to be clearing out, but there may still be some lingering showers early on saturday morning, especially near the coastline, and clearing out for saturday afternoon. now this is not going to be a strong storm by any means, in fact we're only looking at a few

hundredths of an inch of rain in parts of the south bay, maybe closer to 0.1 of an inch of rain for oakland and san francisco and much higher for spots farther to the north, up to about a half inch of rain, so once again, it's nice to get some rain in here, but we do need a lot more. and that's the only chance we have in this forecast, before it warms up. it will feel more like spring this weekend, especially early next week, as our inland temperatures head up to about 70 degrees. we'll be watching that. mike, what are you watching right now for the morning commute? >> i'm watching what i say to my relatives in the midwest and texas and over in the east coast. all right, looking toward the morning commute, kari, looking at a pleasant drive right now. in fact we have a couple of updates of the good kind, green sensors we think that's good for speeds. going to the altamont pass where traffic has kind of spread out from the focused slowing we saw around north flynn, same thing for highway 84. chp lifted their note about possible gusty winds that they encountered for 580 through the

"today in the bay" continues right now. >> a very good tuesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike's keeping an eye on the roads. we'll get to that in a bit. first, we start out with clear skies this morning, kari, because yesterday it was a wet one. today nice and dry for us. >> yes, nice and dry today, also a little bit cool. let's get a look at our san jose forecast as you're starting out. we are seeing a few clouds, temperatures in the mid-40s. look at what we're expecting for the rest of today. yes, sunshine, and it's going to be a nice one with some highs reaching into the upper 50s, that's what but it will be even warmer tomorrow so we'll have a look at that coming up in a few minutes. mike, how is it looking for the morning commute? >> it's looking like a lot of folks may have the commute off for this morning and perhaps

this week. we'll look at subtle changes, because mostly green sensors here. subtle changes for the altamont and wind advisory the chp gave they cleared that. more slowing builds up again and same thing for 84 and on 84 i circled a crash on isabel. i think that will clear quickly without major complications. 580 shows the volume of traffic near the dublin b.a.r.t. station. tassajara shows a light volume with the spacing. in fran, health care workers will protest outside of kaiser over covid safety protocols, one day after patients expressed frustration over vaccine distribution in the south bay. "today in the bay's" kris sanchez is live outside of kaiser san jose with a look at the pressure mounting for the health care giant. kris? >> reporter: good morning to you, marcus. that line wrapped around the building when people showed up for their appointments here at kaiser san jose yesterday. take a look for yourself. people say they waited nearly two hours for a shot, and to

then make their second dose appointment. kaiser told us in a statement they don't overbook people for their vaccines, and blame the location instead. the hospital statement reads in part "current space constraints which may contribute to wait time, will be resolved next thursday when the vaccination clinic moves to a more spacious outdoor tent and we will more than double the number of vaccines." kaiser san francisco workers tell us they'll picket outside the hospital this morning. they want better safety protocols to limit infections among staff. the health care giant is hit with 12 fines by cal osha totalling more than half a million dollars statewide, the largest in the bay area for violations at nine different kaiser locations. that does not include a fine by santa clara county against the kaiser san jose facility for not reporting an outbreak in december. the hospital system says it is appealing both that fine and the 12 others levied by cal osha.

in san jose, kris sanchez, "today in the bay." >> thanks, kris. 5:33. california now has the highest death count than anywhere in the nation. nbc news now reporting more than 47,000 deaths, higher than the more than 46,000 deaths in new york. new cases and hospitalizations continue to trend downward. california is still far behind other states when it comes to deaths per capita. even with covid vaccines stretched so thin right now, people in the south bay apparently not showing up to their appointments, about 10% of the time. that's according to new santa clara day it. some people are doubling up when they book. one health expert believes the county needs a better plan. >> having a wait list available, there needs to be some kind of plan in place to try and mitigate these kinds of problems and this was a pretty good number of doses that were left over. >> saturday alone the county had

about 300 leftover doses. for the record, the county says none of the vaccines are being wasted. happening today, santa clara county will start using saliva tests at more of those pop-up covid testing sites. until now, you were likely receiving the nasal swabs but saliva tests are considered easier and quicker. the new test was introduced last week at emmanuel baptist church testing site in san jose. the south county annex in gilroy will also start implementing the new saliva test this week. the covid lockdown on the cal campus officially over. students living in residence halls no longer have to remain in their rooms. they'll be able to leave between 7:00 a.m. and 6:00 p.m. this has been going on since the covid outbreak on campus in mid-january. there have been 936 infections on uc berkeley campus over the past year. >> 35 5:35. brought you last week, the oil a follow-up on a story we

brought you last week, the oil spill by the chevron refinery in richmond. today the city council wants to discuss this and wants to know the impact and how to prevent another one from happening. you may recall also as much as 750 gallons of low sulfur diesel fuel and flush water spilled into the bay last tuesday. so far, there doesn't appear to be any major impacts. more and more people are trying to make it in the bay, but they're falling behind on their rent during the pandemic, according to new numbers reported by the "press democrat" focused on sonoma county. the data indicates more than 10,000 households county wide are falling behind. in the meantime, statewide, as of december, just over 1 million tenant households are behind on their rent. new this morning, remember the scene last fall? it's when coca-cola removed its iconic sign near the bay bridge, where it stood since 1937, but a taste of it may soon have a second life. "the chronicle" reporting supervisor matt haney asked the

welcome the stimulus money, as they are forced to make cutbacks to essential services like police and fire. whether or not we can afford a stimulus at $2 trillion stimulus is a very reasonable question, with reasonable people on both sides of the argument. we do know, though, historically stimulus works. whether it's the new deal or 2009's american recovery and reinvestment act passed by congress back when biden was vice president. it helped pull us out of the great recession. the lesson biden took away from t the resultant growth was slow. he and many economists think with the benefit of hindsight, we should have spent more money. on capitol hill, nancy pelosi says the house will create a commission made up of outside experts to investigate the attack on the capitol modelled on the bipartisan committee that investigated america's response to the 9/11 attacks. we'll be watching mr. biden as

right now, possibly three people killed in brunswick county, north carolina. so the damage is just so widespread, it a very dangerous area right now all of that debris. so that's something we'll keep you up to date on as well online. as we get a look at our weather right now, it is nice and quiet, a live look in dublin, as you head out on your tuesday morning, we're feeling temperatures that will start out in the low 40s, and then as we go into today, we'll see a lot of sunshine, and it's going to warm up and actually turn out to be a pretty nice one. we have some dry weather today, as well as tomorrow. thursday is also looking dry but it will be cloudy, out ahead of our next round of rain set to move in early on friday morning. we'll see before sunrise some showers first moving into the north bay, quickly moving past afternoon is looking dry for now. we are going to see another round of some scattered showers early saturday morning, but then clearing out for saturday

afternoon. so overall, we are looking at a couple of quick shots of rain, and our rainfall totals will not be that high. unfortunately we need a lot more than this. only showing a few hundredths of an inch of rain for san jose, dublin, as well as redwood city and up to a tenth of an inch of rain for oakland and san francisco, and then closer to a half inch of rain farther to the north in ukiah, and for the sierra, some light snow headed that way as well. we're only looking at about one to six inches of snow, mostly between friday and early saturday morning, but as we look at how this compares to normal, we're only measuring 67% of our normal amount of snow at this point in the season, and around lake tahoe we're doing the betts best at 75% of the normal snow. we need more. we have this one system coming our way over the next week to bring the bay area some very light rain. so as we go through the forecast, it warms up and we'll reach into the mid-60s, going to

5:55, welcome back. you're watching "today in the bay." as more people receive their second dose of the vaccine we're hearing more about the side effects. in many cases, headaches, extreme fatigue, fevers. one pay area doctor told us she had mild symptoms after her second dose and there's a reason for it. >> the second dose your body knows how it feels like. the doddy's immune response is looking for more stronger for the second shot. >> she says the side effects are the same. they can last between two and five days. more and more seniors are receiving their second dose. one expert from ucsf says yes, you can visit grandma and grandpa if they're fully vaccinated but you have to wait two weeks after they receive that second shot. if you're still not fully vaccinated, you need to be careful. >> right now we're saying yes, you can venture out but wear a

redell live in alameda county this morning, as this latest mass vaccination site is opening up. good morning, bob. >> reporter: good morning to you, laura. yes, oakland coliseum's mass vax nation site opens at 9:00 this morning. a lot of people might have questions, are they going to have enough vaccines because of the moss connie center in san francisco temporarily had to shn because of a vaccine shortage. vaccine shortage is a nationwide problem but oakland's vice mayor rebecca kaplan tells us she's confident the site will fulfill its goal of 6,000 shots a day. >> those new doses are not here the oakland coliseum site they are setting aside 6,000 doses a day from the federal supply to start the service at the coliseum site, even as we continue to push for the nation to ramp up with vaccinations throughout the country. >> reporter: the biden administration in conjunction with the state of california has

designated the oakland coliseum site as one of its first 100 vaccination sites nationwide. this is part of a pilot program. last night the national guard, fema, state employees, they put the finishing touches on this 30-acre parking lot at the coliseum where people will receive their shots. the governor through a tweet urged eligible people to register for the covid-19 vaccine. the first people eligible for the shot include health care workers, skilled nursing home residents, people who live in assisted living facilities, food and agricultural workers, teachers, anyone 65 years of age and older. the vaccinations start at 9:00 a.m. doors close at 7:00 p.m. this is supposed to run seven days a week. california has officially turned over its vaccination process to blue shield. the state currently vaccinates about 1.5 million people per week. blue shield's goal to vaccinate 3 million people a week by march. 4 million people per week by the end of april.
