"today in the bay's" cierra johnson is live with us this morning with more. >> reporter: good morning, marcus and laura. the interview with vice president harris reiterated the administration's desire to get the shots in the arms of every american by july of this year. she also discussed some of the strides the administration was making in the last four weeks of the administration, discussing some of the protocols that they've implemented regarding the vaccines as well as some of the support they have provided the states in terms of getting that vaccine. guthrie then asked harris about

"today in the bay's" bob redell joins us live in pleasanton this morning where another large site is opening up today for alameda county. bob? >> reporter: good morning, yes, alameda county fairgrounds gate eight this is the entrance. just like the mass vaccination

site that opened yesterday at the coliseum, this is by appointment only, open to health care workers and alameda county residents 65 years of age and older. you can see on your tv screen the alamedacountyfair.com website to give you the covid-19 vaccination link there. the mass vaccination site in the oakland coliseum is the first one in the country run by the federal government, a partnership between the biden administration and the state of california. fema will be providing a majority of the vaccine doses there. right now the coliseum is equipped to give about 3,000 shots a day by the end of the week, the number is expected to grow to 6,000 and they plan to do that seven days a week and for at least the next eight weeks. san francisco is trying to expand the access to the vaccine to different parts of its population. yesterday the city transformed a portion of sf market, a

wholesale produce market in san francisco's bay view district, and turned that into the newest vaccination site for a city. during the tour of the site mayor london breed addressed the supply shortage that forced the temporary closure of two of its largest mass vaccination sites in the city, including the moscone center. she says the bay view site is supplied by sutter health and expects to vax night 200 people a day and ramp up as supplies become more available. the state launched a new web side called the vaccines on hand dashboard that lets you know how many doses are available in your county, your health care provider network. right now the state has 1.5 million doses on hand statewide. some of which will be administered later today again at this new mass vaccination site opening here at alameda county fairgrounds, again by appointment only. reporting live in pleasanton, bob redell, "today in the bay." >> thank you, bob. new this morning, a south bay religious leader is talking

about the battle over health-related guidelines now halting regular services. bishop oscar kantu of the san jose diocese sent out a new statement saying he understands health leaders are trying to keep people safe but he does not understand why churches are not being treated like retail businesses. he says his diocese is looking into taking legal action against continues to ban indoor services. that's after the u.s. supreme court ruled banning indoor service violates the constitution. state democratic lawmakers are proposing tax breaks for companies trying to develop new treatments for covid-19. last year the state temporarily increased some taxes to close a projected $54 billion shortfall but now the state is projecting a $15 billion surplus this year. 6:06. now to something good to support businesses on the peninsula. it's a new campaign called restaurant rescue. this is to help keep restaurants from closing down.

palo alto restaurant owners brainstormed for the campaign and asking people to pledge to spend $25 each week on takeout until may. when you order your next meal, hoping you say restaurant rescue sent me, to spread the word. the group is also encouraging restaurants to create special offers to keep more business. new overnight, a vallejo store owner is in critical condition after being shot during a robbery. it happened at the dollar plus party store on sonoma boulevard near veterans memorial park. the victim's wife did not want to show her face on camera but she says armed robbers have targeted the store before. >> it's easy money, from everybody working hard. it's not right. i don't know. we are all working hard. why they do that? i don't know. >> she says her husband was in surgery last night and she's just hoping he makes it through.

right now, police have not made any arrests. new overnight the chp investigating a deadly hit-and-run on interstate 80 near the bay bridge in san francisco. happenedkilled. it's believed the first car that struck the victim kept going. happening now, another winter storm causing problems during the week already packed with extreme weather for much of the country. at least 30 people have died coast to coast from the storms which have included historic low temperatures and ice-covered roads. more than 50 homes damaged in north carolina by a rare winter tornado that killed three people. and overnight in philadelphia, 11 people had to be rescued when a water main break sent water gushing.

here is a live look in dallas, where millions are still without power this morning. and californians are being asked to conserve energy to help. experts say that even doing small things like unplugging appliances can really save energy for those states in need right now. just like texas. meteorologist kari hall has been tracking all of that for us. >> this is the second storm moving across parts of the south, where we see the blues and the purple colors that shows heavy snow. the pink shows the wintry mix, the ice storm moving through louisiana and all of this moving through parts of the mid south and parts of the midwest. so we'll continue to monitor that. at the same time, it is still bitterly cold. these temperatures have not budged and they're having to deal with the power outages and temperatures in the teens. a lot of single digits here as well for a wide swathe of the country, and of course we'll continue to hear more on those headlines about that, and see our friends on social media also talking about it. but here, this is our view in the tri-valley, as you get ready to head out, the morning commute is looking very foggy in some spots in our inland valleys and

also some chilly temperatures, upper 30s but look at our trend for today. it's going to warm up and shape up to be a nice one, with a lot of sunshine in the forecast. so i'll be watching that, we'll talk about more rain in the forecast a little bit as we go toward the end of the week. mike, this fog may slow a lot of people down. >> that's right, kari. allow a little extra time, because if you can't see the off-ramp signs and you can't see other markers around you, you're going to need to slow down anyway. you should for safety's sake. you have to slow down at the bay bridge. live look at the toll plaza camera shows middle lanes traditional buildup, slowing up the incline. chp did not show the metering lights activated but they will be soon if not now. a smooth drive getting toward the area, slow on the incline why they'll queue the metering lights. crash for 84, it often happens there out of livermore toward sunol. more slowing, more volume of traffic, i think 84 should clear

covid's still a threat. and on reopening schools, we know what happens when we don't put safety first. ignore proper ventilation or rates of community spread, and the virus worsens. fail to provide masks or class sizes that allow for social distancing, and classrooms close back down. a successful reopening requires real safety and accountability measures.

overcrossing. good morning. happy wednesday to you as bitcoin has breached the $50,000 mark. $50,000 for one bitcoin. it's an investment that has paid off handsomely for a lot of people but the quickly changing value that brings us really back to that argument, it's a terrible replacement for money. you may recall last week we calculated what four people might have paid for a tesla had they used bitcoin. tesla says it might accept bitcoin at dealerships in the near future. all four paid the same sticker price in dollars. had they used bitcoin the changing value meant different people paid different prices in the space of one month. the bitcoin you spent a month ago got you $40,000 worth of stuff. it's worth $50,000 today, had you kept it, you would have made a profit. had you spent it, you wouldn't. a classic and true story about a guy who bought pizzas using bitcoin years ago.

those bitcoins are now worth millions upon millions of dollars, if he still had them. back to the graphic. the one we put together last week the fellow in the suit upper left bought the car that day, woman to the right the day before, lady on her phone a week earlier than that, person on the lower right new year's day. with yesterday's change in bitcoin value look what happens. new prices. the fellow who just paid sticker last week threw away $6,000, gets worse depending on how early you spent your bitcoin. in his cnn town hall last night president biden said he would not move to forgive as much as $50,000 in federal student debt. he said he doubted he had that power. $10,000 he said he might be able to do, but president biden has extended former president trump's moratorium on evictions and mortgage foreclosures for a second time out to the summer, 1st of july. california has its own eviction

restrictions as well. a new report from joint venture silicon valley shows tech jobs in silicon valley grew during the pandemic up 2%. big tech companies like google increased their head count by nearly 4%, but that same report shows non-tech jobs were hit hard in 2020. overall employment in silicon valley fell nearly 9%. hotels, restaurants hit hardest, you knew that. the data that really shocked me, marcus and laura. you the it in perspective we lived through the dotcom bubble and burst in the bubble in silicon valley. it was worse during the pandemic or i should say it is worse during the pandemic than it was during the burst of the dotcom bubble. that many jobs. >> yes, more people affected, very sad. thank you, scott. 6:17. new this morning, with nasa's "perseverance" rover set to make an epic landing on mars, krispy

as we need. it's chilly this morning as we see patches of fog developing in spots in parts of the north bay, and a look at napa right now at 32 degrees, temperatures near freezing and you have fog. you may have some icy spots on some of the elevated roadways. we are close to freezing in livermore, where it's 34 degrees and we were just showing you that low visibility there with that fog rolling by. elsewhere, we have temperatures mostly in the 40s, and after this cold start to the morning, we're going to have a nice day, so maybe wait until a little bit later to head out to the park, enjoying some of that sunshine, noontime temperatures, and spots like antioch, reaching at about 60 degrees, and 62 degrees going into 1:00, so most of us will reach into the low to mid-60s today, up to 63 as we check out livermore, as well as concord and antioch and in the north bay, 64 degrees in santa rosa and with this nice mild weather and the sunshine this afternoon, we want to take it in. tomorrow it's still going to be warm, but more clouds will be

moving in out ahead of the rain that's set to arrive early on friday morning. looking at the time line, we are going to see that rain right at about 9:00 for most of our microclimates, but it's going to be very spotty and very light as well. we'll have one more chance of some rain through the early morning hours on saturday, and with both of these rain chances in the forecast, we're only looking at some light trace amounts of rain for parts of the south bay, up to about 0.1 of an inch of rain for san francisco and oakland and a little bit more for parts of the north bay but not much more and that's the only chance of rain we have in the forecast, before we head into a dry weekend. a lot of sunshine and it's going to feel much more like spring for early next week. take a look at our inland highs, reaching 73 degrees next tuesday. now mike, watching the roads, we were just saying that fog may be the only problem or hopefully it's the only problem we see for the commute. >> yes, but kari, you also

mentioned the chance of freezing or frozen fog, so watch for a little extra slick out there, again we're looking at a pretty smooth drive right now. as we look out at the bay bridge toll plaza, you have to slow here because well the backup approaching the toll plaza itself, off of 880 at the top of your screen and in the middle lanes, the metering lights not registered in the chp report but you slow through the incline. the map shows you the same thing. closer to treasure island things are smoother toward san francisco and no major issues approaching the bay bridge either. now this is over in the tri-valley, that yellow highlighting where kari showed you the camera from time to time in dublin, the top of 580 down to 84, where the earlier crash looks like it's being cleared but there's a lot of slowing through that very foggy section of that narrow highway there, two lanes in each direction. the rest of the bay shows a smooth flow of traffic, green sensors. back to you. >> thanks so much, mike. coming up next, "nbc bay area responds." >> a double mask might be better than a single mask, if you

double masking is new to many of us, but not researchers. take a look at this video from the university of new south wales in sydney, australia, from july. researchers recorded someone coughing and sneezing with a high speed camera to document the droplets that fly out of your nose and mouth. here's coughing, the box in the upper right is a single layer mask. the box in the lower left is a double layer mask. see the difference in since covid-19 loves to fly on droplets, here is the bottom line on masks from the australian researchers. the more layers, the better. you don't necessarily need to wear two get back to double masking.

and restrictions ease? the governor says very soon. the possible time line all coming up in a live report straight ahead. this is "today in the bay." good morning. thanks for joining us. i'm laura garcia. >> aim emarcus washington. your forecast and traffic coming up. first kris sanchez openings are likely soon? >> reporter: good morning to you, marcus and laura. all bay area counties have been stuck in the most restrictive purple tier since the surgeries that started after halloween. governor newsom says the metrics are looking very good and looks like perhaps a lot of counties will be able to reopen by string at least, if not a little bit sooner. let's take a look at the numbers. there are a lot of them so we put them on a map for you. the positivity rate is one of the metrics we're looking at. statewide it's down to 4.2% from a high of 14% at the start of the year. this is the 14-day average.

for counties to move from purpose toll red, the positivity rate has to be below 8%. another metric is new cases per 100,000 people, which has to be seven or fewer in order to move into the red. san francisco, and marin are closing with 8.9 new cases per 100,000 people. san mateo at 9.6, santa clara county at 10.9, all other bay area counties unfortunately are still in the teens, and solano county the highest at more than 18 new cases per 100,000 people. did that stay-at-home order work? the latest one? california was swift and strict and for comparison, florida had fewer restrictions, and of course a lot of people refusing to stay home and wear their masks and yet improvements are similar in terms of case numbers. a ucsf doctor says the lockdowns might have actually contributed to surges that we've been battling since halloween. >> i would have preferred if we used our principles of three

nonpharmaceutical interventions, masks, distancing, ventilation, applied those but still allowed some openings, some socialization, which would have led to less pandemic fatigue, which ended up hurting us over the holiday season. >> reporter: counties have to show improvement for three straight weeks in order to move from one tier to the next and moving from purple to red would allow for more school reopenings but as we know, a lot of our districts are still working things out with their teachers unions, trying to get back to the classroom and the main sticking point is teacher vaccines, and the governor has said up to this point there aren't enough vaccines to vaccinate teachers and anybody over 65. in san jose, kris sanchez, "today in the bay." >> all right, thank you very much, kris. speaking of vaccines, the top of the vaccine priority list. not everyone is happy about it. cannabis industry workers are in tier 1a.

united cannabis business association advocated for that change. it's a move that comes as california teachers association is releasing new ads calling for vaccines for all educators. while the change is raising eyebrows, one dispensary operator says his staff deserves protection. >> what we're trying to do is make sure that we be in line it get vaccinated and if we're up, you know what i'm saying we're deemed as essential, we should be able to get vaccinated and make sure all my staff is protected. >> not everyone agrees. some school board members even tweeting out the decision doesn't make sense. the cities of san francisco schools to reopen but neither are making real headway.

look at february in l.a., it is 20 per 100,000 people and in san francisco, "the chronicle" reporting their rate is under 15. anything below 25 cases over five days means schools can reopen provided their plans are approved. like san francisco, l.a. schools are still hashing out things with the union over returning without vaccinations. the process is essentially at a standstill. hayward teachers are getting closer to hybrid learning only for special education students or students considered housing insecure. according to the "east bay times" that amounts to one-tenth of the 21,000 students. school leaders appear set on delaying any larger return to the classroom this school year despite recent falling case numbers. "the times" reports elementary students in contra costa's moraga school district are starting hybrid learning. just in, berkeley schools just announcing reopening plans

and this is with the hybrid learning model. preschools through second grade students will be first to return march 29th through eighth grade students, they will return in april 12th, and high school students will return one week after that. this is all dependent on teachers being able to sign up for vaccinations, starting next monday. people in oakland's chinatown feeling anger and fear as the community deals with an uptick in violent crime. the new police chief knows and says he's tackling the problem. cheryl hurd walked the streets of oakland with chief leronne armstrong. he talked about the spike in attacks on asian seniors and the city's soaring homicide rate. 18 people have been killed in oakland so far this year, compare that to three at the same time last year. >> i think the pandemic has

taken a huge toll on the normal ways in which we address violence. i think it's also exacerbated, anxiety in our community has led to normal confrontations that we weren't used to seeing result in violence. >> city of oakland slashed $15 million from the department's overtime spending which he says is hampering the police response. san francisco is trying to help first-time home buyers try to make it in the bay. "the chronicle" reports the mayor's office has an assistance program offering $27 million in loans for low income first-time home buyers. the city will give interest-free downpayments particularly to teachers and first responders. a lottery system will be used to choose 80 people for that aid. >> it is 6:37 for you this morning. take a beautiful look at the sunrise. walnut creek, good morning to you east bay, and look at that, just a beautiful way to start the morning. i love mornings like this. meteorologist kari hall has been tracking what we can expect from the forecast today here in the bay area.

looking pretty good for us. >> yes, but you don't have to go pretty far from walnut creek where you see visibility like this. this is our dublin camera and it looks like a gray screen because we have some really dense fog. once you make it past the tri-valley and head over to walnut creek, the visibility will improve quite a bit. we've seen these patches of dense fog for some spots in our inland valleys but we are clear in parts of the south bay, as well as much of the east bay. that's a live look in san jose right now, and our temperatures starting out cool. we'll see it gradually warming up today and it will be a really nice day for those outdoor activities. mike, heading out to work this morning, we have to watch out for those cold and foggy spots. >> yes, kari, you did show what we couldn't see over in dublin. remember, folks, that's a rooftop camera looking down toward 580 so it is looking through the low clouds and fog. visibility on the roadway a little bit better, i guess that's good news. toward the bay bridge toll

plaza, where we have a clear view of this. now looks the same, pretty much, as the last time we took a look but the metering lights have just been activated a few minutes ago officially being the cause for the backup to form now for all lanes approaching the bay bridge toll plaza, and off the 880 overcrossing that's coming off the overpass there. as we look at your map, a slower drive registering along the incline. the span itself on the san francisco side goes back to green, everybody's held back the oakland side now in an effort to keep that bridge able to get some service, should it need to. there's no problems. fog over in the tri-valley, the yellow patch and the san mateo bridge slowing, a crew arrived westbound, it looks like they're moving slowly toward the high-rise, trying to figure out what's going on. right now you noticed some slowing. back to you. >> thanks, mike. 6:39 right now. coming up next, trump's atlantic hotel no more. coming up next, all new video, next. also ahead for you this morning, president joe biden's moment with one little girl at a town hall last night.

her life, she was a business owner in louisville, kentucky. my great grandmother owned royal tavern and restaurant and it was a really big deal back then to be a black woman and a restaurant owner. it was a much needed part of the community because during that time, during the 1930s, during segregation in kentucky, black people weren't welcomed or even allowed in some white busineses she employed students as well at the restaurant and tavern, and then she started to own apartments, which she rented out to students. my great grandmother's restaurant was like a gathering place for the community, and she also did a lot to help the community and i heard stories about the trials of living through those times fm my mother, my mother also grew up during the civil rights era, so those stories that i hear are really inspiring me to do what i

some spots but also very chilly. look at the temperatures that we have right now in parts of the tri-valley, we' freezing in napa, so we do have to watch out for the possibility that ice may form on some of those elevated roadways, and in santa rosa, we're starting out at 38 degrees, even though we're saying it's chilly, we cannot complain, because we're going to have a nice warmup today. a great day for going out hiking and we'll see our temperatures in parts of the north bay going from the upper 30s to the low 60s, so maybe wait until later today to get out there for those outdoor activities, but we are going to have a lot of sunshine, temperatures in morgan hill as well as san jose reaching 62 degrees. 5 degrees in napa and all of the temperatures are slightly above normal and more weather like this tomorrow, just a few more clouds in the mix. rain moves in friday, starts early in the morning. here it is by 10:00 on friday,

we're seeing some scattered light showers moving through parts of the south bay. if you have outdoor plans for friday afternoon, it's going to start to clear up but we'll have another chance of rain early saturday morning, and then after that clears out, the rest of the weekend is looking all nice and sunny, dry, a little bit cool but we'll have a warmup in the forecast. between those two rain chances, we're not expecting a lot out of this and we definitely need a lot more. only a few trace amounts of rain for parts of the south bay, maybe up to about 0.1 of an inch of rain elsewhere, including parts of the north bay. and then we see this warmup in the forecast for early next week. take a look at those highs for inland valleys reaching into the low 70s. that is going to feel more like spring for san francisco. we have some mild weather, very seasonable for today and tomorrow. those showers early on friday, then again early on saturday, and then a nice warmup, a boost in temperatures going into next week. and mike, we're just saying that
