good thursday morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. the commute, well we're going to wait for mike to get to that in a bit but first the forecast for you on this thursday, meteorologist kari hall has been tracking temperatures for us and starting out a little cold up there. >> yeah, it's cold this morning, but once the clouds move in it's going to feel a little bit milder as we go into this afternoon and as we head into way. look at our high temperatures for today, it's going to feel nice and still a little bit of a breeze in the air and not as much sunshine as yesterday. we're looking at a high of 65 in morgan hill, 60 in oakland. we'll talk about what's ahead as the rain moves in tomorrow. mike, any problems for the morning commute? >> no real problems, kari. folks are fixing the problems. we're looking at green sensors to show you it's a smooth drive.

we're looking toward the approach to the bay bridge with no incidents there. the arrow is marked on the screen. a little slowingo major problems on the span southbound from spencer to the north tower there. a crew restricting you down to one lane. that's what i'm talking about, repairing the roadways. back to you. we start this morning with a vaccine rollout and santa clara seeing plans to expand its priority list as "today in the bay" explains, more essential workers and teachers will soon have access. >> reporter: thanks to in santa clara county more than half of people 75 and older and almost half of those 65 and older have already been vaccinated, so it's time to move to the next step. >> effective february 28th, we will be expanding the eligibility for covid-19 vaccinations. >> reporter: that will include educators and child care workers, emergency service workers like police officers,

an and agricultural workers. santa clara county has more than 77,000 appointments scheduled over the next week. >> it's gradually increasing and the primary limiting factor is supply and we don't get system for this is what your supply will look like in a week or two weeks or four weeks. >> reporter: speaking at a televised town hall, president joe biden hopes the vaccine supply surges over the next several months. >> we will probably be in a place where anybody who want as vaccine will be able to get one some time in may. >> reporter: ucsf department of medicine chair dr. walker says two developments will help speed up the process. first, many of the country's mass vaccination sites including those here in the bay area are running under capacity. when they get more doses they can move more people through. second, if the single shot johnson & johnson vaccine is approved for emergency use next week it means another vaccine will be added to the supply. virus mutations and lockdown

fatigue are still real challenges but the promise of expanding vaccine availability does give some hope for an eventual return to normal. >> i think by the fall, you know, i think october is a reasonable guess. >> reporter: sergio quintana, "today in the bay". other new vaccine sites are popping up across the bay area. alameda in pleasonton is a drive through site. you must have an appointment and a vaccination site at sfo is in a pilot program. san mateo county is testing if the airport parking lot would be a good tight fit for a vaccination site. nbc launched a new website called plan your vaccine. this gives you the information you need including how to sign up and get notified when it's your turn to get the vaccine. there's an interactive map that shows you the closest vaccination sites near you. go to planyourvaccine.com.

now to a live look at the san francisco skyline, as covid cases are falling, counties are getting closer to relaxing restrictions. the governor says the red tier in the coming weeks. ian cull explains what needs to happen and what counties move up to red. >> reporter: john renovated his san jose restaurant last year but has only been able to seat people for a month in the pandemic. >> hanging onng closer to the red tier where indoor dining is allowed at 25%. >> they will let us work inside for a percentage, more people, more employees, more staff coming back. >> we got the lamps in here, but it would be nice to sit at the bar and watch a game. >> reporter: to move from purple

to red and reopen indoor businesses the number of people testing positive for covid needs to be below 8%. the good news bay area counties are meeting that goal. but then new cases per 100,000 people need to be below 7. that's where there's still some work to do. >> there are many variables in the mix including we know that some of these new variants are circulating in the area and it's difficult to say how that might impact the case rates. >> reporter: but some encouraging signs when governor newsom said much of the state should move to more relaxed tiers as soon as next week. >> so if the trend lines continue then i think, indeed, that is the case we'll see counties move not just from purple to red, but more and more red to orange. >> reporter: when we go red, dining, churches and movie theaters can open indoors at 25% capacity, gyms at 10% and it's all closer to coming back. >> ian cull, "today in the bay."

. now to a historic day ahead, nasa's complicated landing on mars is set. ben burr says landing nasa's perseverance rover on mars will be tricky because scientists are aiming for a crater and looking for signs of life in the lake bed and a helicopter is part of a mission. >> the little helicopter drone that will go along with perseverance with test flights to improve the concept we can use aerial robots. >> if all goes as planned, the rover will send pictures and soil sample analysis from mars back here to earth. and you know, marcus, a lot of people don't want to watch a historic mission to mars alone. the chabot science center are hosting virtual landing parties at noon. tune in on their respective facebook and youtube pages. that will be fun. you get the krispy kreme

your timeline which should be about what you expect this time of day as we look at freemont, a smooth flow of traffic, we saw the fog creeping in late in the show yesterday and kind of hanging there and no problem. we'll check a bigger view coming up. wall street looks set to open mixed to lower this thursday morning after another mixed session on wednesday. the dow rising closing at a record high, the s&p 500 ended flat and the nasdaq dropping more than half a percent. investors reacting a little bit to the minutes from the federal reserve's meeting last month. they show officials are skeptical about the economy improving enough for a move any stimulus measures or raise interest rates any time soon. in focus today reports on housing, manufacturing and the number of people filing for new unemployment claims and earnings out of walmart. gas prices are expected to rise up to 20 cents a gallon in the coming days after winter storms knocked out several refinerieso $3 gas by summer.

a beautiful clear shot to start offs the morning. clear path to a beautiful day. i don't know. let's check in with meteorologist kari hall with that. >> yeah, we are starting out with some really nice weather here and i wanted to take you back to what's happening across other parts of the country. really in with this dangerous cold, we're seeing yet again another snowstorm hitting texas and it's extending all the way up through parts of the midwest the mid-atlantic and now to the northeast. that coming along with the bitterly cold temperatures that they are seeing, where still a lot of temperatures for the middle part of the country down into the single digits and some teens this morning. once again, we have a lot of that wet weather, the snow, the ice, all of that going on as that system moves to the east. here at home, we are going to have a really nice day again today with our temperatures going from the upper 30s to the mid 60s. a mix of sun and clouds, it

won't be as clear and sunny as yesterday, but we are going to get ready for much needed rain. few spotty showers tomore north sunrise tomorrow morning, and then moving to the south and east as we go into tomorrow late morning into the afternoon. we see clearing for friday and then on saturday morning we'll wake up once again some of us hearing the rain hitting the roof once again especially in parts of the north bay. as we look at 9:00, 10:00, 11:00, clearing out and the rest of the weekend is dry as we will have cooler weather but it will start to warm up. our rainfall totals looking light here, about .1 up to a quarter inch of rain for the north bay whiles the sierra will get light snow from 4 to inches. we'll be watching that. heading over to you, mike, what's going on with the

angelo quinto was having a mental health crisis. >> he was asking us what's going on, and he experienced this before, but we never really associated it with mental health. >> reporter: bela collins says her brother was getting agitated and paranoid and she and her mother felt a 911 call was the only answer. when police arrived they found mother and son on the bedroom floor. cassandra says she was holding her son in a bear hug to calm him. >> they see us, nothing is happening. >> they asked me if my mom was restraining my brother or if he was restraining her. >> reporter: these pictures were taken by the family showing angelo on the floor, police surrounding him. his family says he was handcuffed. >> maybe one or two seconds of transition to the floor, he cried out, please don't kill me twice and they said we're to the going to kill you. >> reporter: their attorney john
