"today in the bay's" cierra johnson live now some of the new details for us. cierra? >> reporter: good morning marcus and laura, the parents as could you hear were upset about what they heard, what the board members thought was a closed member. the parents are so upset some are demanding the board members resign. the president of the school board has already stepped down by an online petition calling for the others to resign or be recalled now. the hot mic situation played out during wednesday's meeting and at one point you could hear the board president suggesting parents just wanted in-person collapses to resume because they just wanted their child care back. another was heard cursing when discussing the response on social media. take a listen to what parents heard as the oakley members were caught on that hot mic. we want to warn you, some folks may find what you're about to hear offensive. >> are we alone? >> yes. >> okay, [ bleep ] if you're

seeker also start being allowed back in. the trump administration changed the rules, keeping asylum seekers in mexico but president biden has reversed that order. >> "today in the bay's" tracie potts joins us live in washington. this comes as democrats unveil this new proposal to overhaul immigration. >> exactly and cleaning up the asylum process at the border and putting new technology at the border is part of this immigration bill that both the president and democrats are now introducing, but the hallmark is what to do about the nearly 11 million undocumented immigrants in this country. it includes an eight-year path to citizenship for them, green cards for people who are here, were brought here as children, dreamers, and for those farm workers who can show a work history here and they want to start using the "noncitizen" instead of alien in

federal law. democrats say they're ready to approve this alone. republicans call it a non-starter. >> we are writing the next chapter in our shared story. for many of us here today, immigration reform is intensely personal. >> passing minor reforms is not enough. >> immigration reform was a key campaign promise for president biden, but it's going to be uphill battle considering congress has not done comprehensive immigration reform in decades and now they've got covid relief to deal with first. laura? marcus? >> so much to deal with, always in washington. thanks so much. 6:03 right now. there's a new response from governor newsom to the $6.5 billion deal among state lawmakers to reopen schools. he says it doesn't go far or fast enough. the new safe and open schools

plan would require counties to offer vaccination to school staff. each district would receive funding based on student population. the only catch to get that money, schools would have to reopen classrooms by april 15th for the kids that need it the most. lawmakers plan to vote on that measure next monday. contra costa county teachers the latest to get the green light for covid vaccines. the sign-up window open for the county's 16,000 school workers at the all levels. some districts have already resumed in-class learning for lower grades including san ramon valley. one high school teacher there received her first shot. she's still teaching remotely. >> i hope that everybody is really taking the precautions we all kind of are committing to taking, and i hope that there's normal, but i know it's going to be so different. >> teachers and counties including marin and sonoma have been vaccinating teachers for weeks. other bay area counties have yet to start. santa clara county plans to

start fax nating teachers february 28th. starting today, cal students can do something they've been unable to do for weeks, exercise outside. it comes after the campus-wide lockdown was lifted this week following the most recent covid outbreak. since last september, nearly 800 students living on campus tested positive for the virus. a new road block this morning in the long-awaited return of san francisco's iconic cable cars. the lines shut down shortly after the pandemic took hold nearly one year ago. "the examiner "reporting restoring the service will be more complicated than bringing back the other muni lines. the nearly 150-year-old cars require special training and they're expensive and hard to operate. let's face it, tourists, there's nowhere to be found right now. muni says more essential lines will be brought back first. 6:05 right now. taking a peek outside overlooking san francisco this morning, a little change in our

forecast. kari has a look at what's in store for the rest of the day throughout the bay area, and of course, maybe a peek at the weekd? >> yes, and it's going to be a nice weekend, but our early mornings will have tom rain moving through and that's what we were seeing right now. we could see where the rain is moving through parts of southern marin county, into san francisco. storm ranger is right on san bruno mountain tracking all of this. we can see the hitter miss showers moving through the east bay and now into the south bay. a closer look at where we can see the showers moving through in san francisco, the east bay, over toward concord, and a little bit of some light rain starting to move closer to livermore, san francisco, especially around the south of the area. daly city and koma and brisk bay we're seeing some rain as well. but it's not yet raining in parts of the tri-valley, as we turn on of the windshield wipers as the rain chances increase

within the next few minutes. the rest of the day just a lot of clouds and temperatures staying in the 50s. we'll talk about sunshine in the forecast and much warmer air in just a few minutes. but mike, heading out the door on this friday, hopefully the commute stays light. >> it's relatively light, kari and so folks can allow a little bit slower drive. they get there on time, get there safely because of the slick roadways. a live look outside and show you what the conditions are like, in our bay bridge toll plaza, where we have traditional friday lighter than the rest of the week traffic flow. slicker conditions, the rain on the lens and kicks up on the cars as they pass by. although not so bad right now, as we look at the map across the bay, the golden gate bridge reports of a crash there, a car went off the roadway into a pole, southbound just before the span, so do watch for that activity, no major injuries reported, and no major slowing but a little distraction there. here where the arrow is south 880, just off 238 right near the transition there is a crash,

bridge, by the way, that's what this is, there is a crash into a light pole. mild slowing past that scene. good morning and a happy friday to you as well. we're just getting word out of to treat its employees like employees and not contractors, with minimum wage and vacation time. that kind of thing. we'll keep an eye on that. meantime, washington ramping up the congressional hearings. yesterday the house financial services committee grilled the key players in that gamestop stock rally, including the ceo of menlo park based robinhood and an influential trader named keith gill who goes by the name roaring kitty online. he assured congressional committee under oath he was not in fact a cat. he assured under oath he is not in fact a cat. facebook, twitter and google expected back before congress at least twice in the next month before the house judiciary probably next week.

the house energy and commerce probably in march. they're looking into the role that those websites may have played in the attack on the capitol, and anti-competitive behavior. we're a long way from the early days of tech in washington when most politicians particularly democrats courted high tech for its money and influence. now there's a bipartisan attitude the silicon valley has gone too far and needs to be reined in. mortgage rates creeping upward. the highest they've been in months. investors are putting money into government bonds as a hedge against inflation that has the the effect of indirect pushing mortgage rates higher. a state lawmaker from san jose has suggested california stop giving tax deductions for the interest paid on second homes. that extra tax money would be, was charged to people with more than one home would go to help people with only one home or none at all. we published this week's podcast of "sand hill road" this

the road they still feel she no doubt they will. everybody loves dolly. trending this morning, fans of "sex & the city" may be in for a big surprise, with the upcoming reboot on hbo max. page six reporting chris noff will not reprise his role as mr. big, carrie bradshaw's live. hbo max not commenting but this is unconfirmed after "sex & the city" was canceled followed kim cattrall's refusal to participate, there were rumors big was supposed to die in the film. page six reporting miranda's husband, steve, may also not be back. a rep. for the actor who plays him david eginberg says negotiations are ongoing. in texas neighbor helping maybe during tough time in the freezing, deep temperatures. this week several people pulled

a boy from an icy pond along the louisiana border. a woman was walking her daupg dog, with the help of people nearby they pulled the child out, cold, stunned, shoeless but conscious. officers near dallas saved a black lab who also fell into an icy pond. the officer began breaking up the ice and another ran home to get a pool float. they got that dog out, with a rope and the lab is now recovering at home with his owners. >> some great recoveries there and rescue. frightening. >> they aren't used to the weather and cold temperatures. i saw one image online the guy had a pool and hot tub, it was all ice right now. kari, the temperatures are so cold there. >> yes, it's crazy to see icy ponds and things like that happening in texas. usually they're feeling some pretty mild weather even this time of year, thus the equivalent of like the bay area

dealing with temperatures in the teens and snow. so we're looking at still a deep freeze across a large part of the country right now, as that snow now shifts toward parts of the northeast, new england getting some snow. here in the bay area, we're tracking some light rain, as we wake up and get ready to head out. storm ranger is all over this, and giving us a look at exactly where that rain is falling, moving across the bay, and over toward parts of the east bay right now, danville getting in on some light showers. we've also seen it moving into milpitas as well as fremont, and we've seen some light showers in san jose as well. but the overall trend will be for this rain to start to taper off over the next couple of hours. the afternoon still looking cloudy, but at least that rain will take a break. there will be another chance of showers for early tomorrow morning, mostly before sunrise. we're at 2:30, seeing some hit or miss rain moving through san francisco, parts of the east bay

and eventually into the east bay. look at the time, this is all before sunrise, moving through fairly quickly and clearing for the rest of tomorrow, with some sunshine for the afternoon. so if you have some plans to get out there, it's going to be cool, but at least the rain will be clearing out. we're looking at rainfall totals, this is not enough, up to anywhere from 0.1 to 0.25" for my yard and we need a lot more rain because we are still in an extreme drought across parts of the north bay. this is a look at the statewide view of the drought situation, and the recent rain the atmospheric river that we had last month has still really helped parts of the central coast down to southern california but it remains unchanged in the bay area and we do still have severe drought conditions moving over toward the tri-valley, as well as much of the north bay, and then for san jose over to san francisco, we have a moderate drought ongoing, as we are only looking at some slight rain chances and some very light rain here in the

forecast. look at how much warmer it's going to be, going into early next week, 70 degrees, it's going to feel like spring, at least for a couple of days, but then even as it cools down, we still don't get any showers in the forecast by the middle of next week. so we'll be watching that as we could have another stretch of some sunny and dry weather going into next week. heading out the door this morning, mike, any problems for the morning commute? >> you know, the conditions are warning about possible problems and in the east bay, we do have a few crashes reported there, kari. let's take a look outside and show folks what it's like. first of all, what we're talk being a smooth flow of traffic for the majority of the bay. we zoom in to what i'm talking about, san leandro toward hayward, south 880, i believe we have two, possibly three crashes. the two i know one on the right shoulder and one on the left shoulder as you pass by 238 and head past "a" street there's mild slowing in the one section, use caution.

visibility has water may be kicking up off the roadway at times maybe an issue. circled over there the golden gate bridge the crash heading toward the span itself, looks like it's isolated off of the freeway but we're still tracking that southbound and slowing across that bay bridge span. now let's look at the bay bridge toll plaza camera, where we have rain as well as the backup starting to form. there's a build, they may have activated the metering lights at 6:20, now that's not uncommon for a friday especially with inclement weather. inclement we mean that the richmond bridge toll plaza the rain on the lens, more traffic building, slicker roadways, just the word of caution, slow it down, because you'll need to operate a little more cautiously right now. back to you. >> thanks, mike. up next, meet an inspiring woman who will get your friday started just right. >> i was like oh my god, he just was slumped over and instantly gone. >> she's talking about a man having a heart attack. up next, how she saved his life, and what she did after he

help came. she says she was meant to be there. >> you know, hotel surfing, couch surfing, i came to the shelter and here less than 24 hours and ended up saving a man's life. so it's like, it's right place, right time. >> absolutely. there's more to this story. the man who suffered a heart attack had just finished a ship volunteering at a nearby food bank and torianna davis is volunteering in his place. she really hopes to meet him one day. >> if he comes back i'll continue. maybe we'll be best friends? you know? if you see somebody in need and you have the ability to help them then do it. god is clearing sending you to do something he can't. you might be a superhero but also the youngest one here so you got to do some work. >> i think the two will be connected for life. remember this, she is without a home right now. but still so positive.

now at 6:30, it could be a game changer. new questions this morning about pfizer's covid-19 vaccine. it may not have to be stored to deep freezing temperatures after all, and that could mean millions more shots faster. "today in the bay" continues now. good friday morning. i'm marcus washington. >> and i'm laura garcia. we're going to have a check on weather and traffic in just moments. but first to our top story. the new possible vaccine breakthrough this morning could certainly impact supply. "today in the bay's" kris sanchez joins us live at levi's vaccination site in santa clara with more.

kris? >> reporter: good morning. this could be a game changer because vaccination sites like levi's stadium behind me had to have big deep cold storage facilities to store that pfizer and moderna vaccine. soon. in the last couple of hours, pfizer submitted new data to the fda showing that the vaccine can be kept stable in pharmaceutical freezers and refrigerators, which are much more commonly available. the company said this would make transportation and distribution a little more flexible. meanwhile a week from today, the fda will review johnson & johnson's request for emergency use approval for its vaccine, but the company is reportedly also considering recommending two doses of the vaccine instead of one. >> whether they do or not is not going to affect the 100 million doses we're going to get. >> reporter: the rush to vaccinate people is on. specialists are warta the virus

and we've had a lot in the last month in particular the variant first identified in south africa and now detected in nevada which seems to impact the efficacy of the vaccines. in case you're wondering, so far in california, more than 6,700,000 people have gotten at least one dose of the covid vaccine. in santa clara, kris sanchez, "today in the bay." >> thanks so much, kris. san francisco schools under fire for their reopening plan. "the chronicle" reports city attorney dennis herrera is threatening new legal action with unions requiring full vaccinations. he says schools can and should open immediately based on health guidelines. and the demand will be challenged in court. san francisco parents staged a zoom-in protest yesterday meant as a message to schools, they laid out blankets, set up small desks at the midtown terrance playground to show people how

isolated online learning can be. the new leader of the troubled employment development department trying to chart a future free of fraud. rita sands yesterday held a conference call to outline some of the steps to turn the agency around. among them hiring 900 new helpers. they are trying to stop fraud with better stop gaps. the agency handed out somewhere north of $10 billion last year to people who filed bogus claims. the next month will be make or break in the gop push to recall governor newsom. the deadline to submit signatures for a ballot measure is march 17th. starting today, the state gop holds et cetera virtual convention and there's talk about infighting within the party over a recall strategy. the governor meanwhile says he remains focused not on the recall but the job at hand, and getting the state through the pandemic. recent polls suggest a successful recall is still a relative long shot. happening today, california

republicans will consider censoring central valley representative david valledejo. the state gop meeting for its online convention and the republican leaderebate bakersfield and he is not commenting on that report. oakland plans to shift some police enforcement duties to mental health workers and now reportedly treading water right now. last year, the council approved a pilot program to use councilors and paramedics to respond to mental health emergencies. other cities like san francisco are doing similar things, but "the chronicle" reports eight months later, the program is still waiting to take flight and this week to non-profits vying for the contract, two pulled their applications. the council committee will resume debating that plan next month. new details this morning

according to sf gate the north bay restaurant that closed after making national headlines, back in business. you may remember last week the girl and the fig in sonoma closed from backlash after a worker said she felt pressured to quit for wearing a black lives matter mask at work. she claims management says she would be sent home if she wore the mask again so she quit instead. the restaurant later issued an apology. it reopened for outdoor dining and takeout. nasa's mars rover sending back some new photos from the surface of the red planet. it's really cool. take a look. two black and white images were the first to be shared from what "perseverance" sees on the ground. nasa ames in mountain field help provided the heat shield and small can't. those in charge of the key components say it's an important mission for the future of space exploration. >> this is great to see if we have humans sent to mars how can they live on mars.

>> among the items on board the rover is a plaque with the names of 85 people who died in the paradise fire in 2018. a nice tribute that they have there. some really amazing images coming back from the mars rover, and all the things that we can learn from that big trip. all right, it's 6:36 right now. let's get a check of the forecast right now meteorologist kari hall. we had some rain in the works. will that eventually pass out? >> yes, we'll start to see some of that rain moving out later today. we're seeing the hit-or-miss showers tor radar. the rain mostly in san francisco and areas to the south as well as the east bay. check out light rain, richmond, concord as well as hayward and just about to move into livermore. as we get a closer look at san jose, milpitas, just south of

fremont, we can see the rain moving through, about to move over the hills, and the rain will pass on by, but still a lot of cloud cover for today. we'll have one more chance of getting some more water on our flowers and our lawns out there, as we get another round of some light showers moving through early tomorrow morning. we'll be watching that and talk more about how much rain we can expect, as well as how much sierra snow we'll get as well. mike, heading out the door this morning, you may have to turn on of the windshield wipers again. >> kari, that was a nice way of saying we have more water for our plants. let's look at how the bay bridge toll plaza backup is growing, because of the water there. it's not the reason, but there is the backup at the toll plaza because the metering lights were activated at 6:30. mild backup here. let's look at the map. slicker conditions, so do lower the speeds, you have to lower it across the bay bridge. right now things will calm down as the backup builds in oakland and clears across the span. the rest of the bay looks pretty

good but a couple of smaller crashes, fremont and san jose, kari is talking about the rain, having gone there. so far we're at speed there. a little slowing across the san mateo bridge mid span, a quick look at the camera there, from the toll plaza, shows you the backup right now, just reaching back toward the toll plaza. i did see a crew going across, they may be blocking one lane for some maintenance work. no crashes reported. use caution and prepare for some slowing until you get to the high-rise. back to you. >> thanks, mike. just in, the duke and duchess of sussex will not be returning as working members of the royal family. a statement from buckingham palace said that the royals were "saddened" by their decision but that harry and meghan remain much loved members of the royal family. honorary military appointments other commitments such as harry's affiliation with the royal marines will be returned to the queen. the weekend is here and that means an all-new episode of "snl" is set to air.

president biden will visit a facility in michigan today. >> scott mcgrew joins us now, a visit scheduled for earlier this week. >> yes, delayed by the terrible weather you were talking about, throughout the midwest and of course texas as well. president biden is in michigan, will visit that facility just outside kalamazoo, where he will talk with the people on the front lines making that critical vaccine. we continue to get good news, as new study out of israel shows just one shot of the pfizer vaccine is 85% effective. now that doesn't mean we're going to change anything but those who have had the first shot so far should be happy to hear that. the white house says it is willing to negotiate with iran about returning to the iran nuclear deal. it was the u.s. that left the deal. at the time iran was sticking to its side of the agreement but has since started breaking the rules on how much uranium it can process and how pure that uranium can be. the u.s. slapped new sanctions

on iran, so now there's a diplomatic chicken and egg problem. iran won't stop breaking the rules unless we get rid of the sanctions. we're unwilling to get rid of the sanctions unless iran stops breaking the rules. we expect the white house to release an unclassified report into the murder of journalist jamal khashoggi, "the washington post" columnist was trying to get a marriage license in the saudi consulate in turkey. the saudis cut his body into pieces. americans say de facto mohammad bin salman was said he ordered the murder, something he denies. the release of the report will likely cause a rift between the u.s. and saudi arabia, a big switch from the trump years. trump had a close relationship with m.b.s. his son-in-law, jared, had several back channel contacts as well. mr. trump's first overseas trip was to saudi arabia. and colorado congresswoman lauren bobert appears at a natural resources committee

a controversial hot microphone raising a lot of eyebrows this morning. the oakley school board president stepped down and calls for the rest of the board to step down as well. >> "today in the bay's" cierra johnson is live with more. cierra? >> reporter: yes, good morning, marcus and laura. the parents we talked to said they were really shocked to hear what those council, the boardmembers had to say on the hot mic. some of them so riled up they've even demanded for the resignation of some of those board members, putting out an online petition, calling for that, and as you mentioned, that board president has stepped down. let's take it back a step and really walk through exactly what happened. this board meeting happened on wednesday and at one point you could hear the board member president suggesting parents just wanted in-class learning to resume because they wanted their child care back. another was heard cursing when discussing some of the responses on social media. now take a listen to what

these leaders were saying caught when their microphones were hot, really important. thanks so much, cierra. >> 6:49. san jose state's baseball's program is suspended and "the mercury news" is reporting 16 positive sayses involving spartan athletes. sjsu announcing monday on its website all baseball activities are paused because of safety concerns regarding covid-19 and student athlete conduct. the team is scheduled to return to play on march 27th, the series against san diego state. some of the nba's very best players are guards in the western conference and only two can start the all-star game. one of them this year, yet again steph curry. he's been selected to his seventh all-star game in his 12-year career. this year he's averaging 30 points a game, second highest in the league. the game takes place on march 7th, always a lot of fun to watch. as expected a familiar face returning to bay area baseball.

>> "today in the bay's" bob redell l indoor dining may return to the menu soon. >> reporter: you're right. you'll recall earlier this week governor gavin newsom predicted that counties could soon are moving out of the purple tier and into the red tier of reopening, which would allow restaurants like the one behind me here in downtown livermore and other ones throughout the bay area to reopen indoor dining at a reduced capacity, talking around 25%. this is as case rates here in the bay area have dropped by anywhere from 55% to 73%. since january, depending on which county you live in. as "the chronicle" reports this morning whaurp just what you were just mentioning, california is the only state in the country to still ban indoor dining, with the exception of a few rural counties in our state. even though california is doing better than some of those states when it comes to covid, the paper cites national restaurant association data that shows some of the states that do allow indoor dining in some sort of capacity have higher case rates
