state, but now many residents are dealing with water issues from busted pipes to flooding and their homes not having suitable drinking water. nbc's morgan chesky remains in dallas for us this morning. morgan, good morning to you. >> reporter: kristen, good morning. you're right. a sigh of relief with the fact that the temperatures are finally going to be above freezing for some time. while the power outage situation is slowly but surely improving, there are a growing number of calls for accountability. this morning as frigid temperatures finally start to leave texas, the infamous blast consequences clear. busted waterlines no longer frozen, now flooding homes as thousands flood food banks, waiting hours for clean water. statewide, 1,300 public water systems are now compromised. serving 14.9 million texans, nearly half the state. so many, still picking up the

hurricanes. >> there is so much who is to blame. let's just fix the problem. >> reporter: for these tired texans, a hometown blessing. >> i was taught that the essence of living is giving and i'll go to my grave with that as may saying. >> reporter: there is no firm timetable as to when some of the state's largest water systems will be restored. out cal even texas, this is what first responders are dealing with. this is a hotel housing folks who lost power and water at their homes that then fell victim to the flames and firefighters showed up at this place to try to extinguish it. the sprinkler system inside this building was frozen solid. one problem so many across texas have. >> devastating images there. morgan chesky, thank you, in dallas. >> growing concerns this unfolding disaster in texas could be a warning about climate disasters in the future.

we want to bring in gina carano gina carano, the first white house climate advisor and also the epa administrator during the obama administration. thanks for waking up with us. as you know, there are three major energy grids in the continental u.s., one basically for the east, one for the west, and then there is texas, that is effectively an island here. is it time for texas' independent grid to join those more national systems? what's the federal government's responsibility here? >> well, we certainly have been talking about all of the challenges in texas and the first thing i have to say is my heart goes out to everyone in texas and i know that president biden has sent a team of folks out not just fema, but across the federal government to bring blankets and generators and food. so, hopefully, folks will be stepping up here for the people in texas. in terms of the failure in the power grid, i think that texas

has been recommended to really connect and make sure there is resilience in the system to be able to seek help from other states and other areas when these types of disasters hit. you're right. this is one of those weather events that we shouldn't think of being unpredictable at this point. we are going to be facing extreme weather events and challenges and we have to be prepared. so i think texas will be fully proceed to see whether or not it's time for them to connect to the grid, get that resilience in the system, and make sure that we're all doing everything we can to protect one another. >> and director muck car think, when we look to the future, what needs to be done, let me ask about something that texas governor greg abbott said. he said, quote, our wind and solar got shut down. it just shows that fossil fuel is necessary. is that the takeaway from this

week, director? >> i don't think people believe that's the takeaway. lack, wind is about nine to 12% of the resources that texas relies on. they actually, wind did better than gas, natural gas and coal in terms of their reliability during this process. but that really, this time for those types of discussions, it's not surprising that people would criticize renewable energy. it seems to be what people do. but we've not to get serious about this. we have to get serious about protecting those people, getting it through this disaster, doing a close look. honestly, we have to take climate a lot more seriously, which is why the president is really initiating a whole of government approach to this so we start taking it with a seriousness it deserves. >> director mccarthy, there is a very ambitious plan from the biden administration right now.

effort. given we are in the middle of a pandemic, an economic crisis, is this the right time to pursue that path? >> you know, the reason why the president is focused on this is because the time is now. but it also is an opportunity for us as we start rebuilding our economy to build it on the most firm base that we can, and the one that's going to grow the most jobs. and that happens to be clean energy. this is our opportunity not just to get out of covid-19, but to think about how we rebuild, to think about how our country rejoins the international effort which we just did in parma. more importantly it -- >> could i follow up with you on that very point on paris? of course, the trump administration had pulled out of the agreement. so can the united states catch up to the aggressive commitments

that were set in order to match its initial promises? >> yeah, of course, we can. and that's exactly what we are going to do. over the next few months, it's our job to work across the federal government to identify the opportunities for reductions and that's going to be standard setting and also going to be investment. this is not about sacrifice. people sacrificing enough, as you can see. this is about making sure that we don't sacrifice in the future any more than we have to, and that we actually use this as an opportunity to go, good union, high-paying jobs to actually understand how we can strengthen our economy and move it forward. so even if you don't like the idea of talking about climate n people the stability they expec when we go to glasgow in november with other countries. there is no question about that.

beyond three weeks, which could help with supply issues here in the u.s. kristen and peter. >> all those headlines a reminder why americans need to stay diligent. meghan, thanks. >> for sure. now a wild scene in philadelphia where a man led police on a high-speed chase after stealing a car with a pizza delivery driver's family inside. the driver was making a delivery with his wife and two young children in the car when the thief jumped in and took off with the family. take a look at this video. he then left them in their car and stole another vehicle leading police on a chase through the streets of philadelphia. he eventually drove into franklin square park where he as apprehended by officers and arrested. thankfully, the delivery driver and his family were unharmed in the incident. terrifying. >> terrifying for that family. the back seat unbelievable. a first check of the forecast right now. dylan, we are relying on you to warm things up for us the next several days. >> i wish i had the power to do

it. i can tell you that mother nature has the power and it's coming. we are going to see temperatures warm up significantly, although it does come with another storm system. right now it's just snow showers back through the rockies and higher elevations and this one instead of diving down into texas, it's going to bring most of its cold air directly from west to east. we are going to see snow in chicago on monday. we will see some snow through the afternoon across the northeast and then it changes over mostly to rain from the midatlantic south up across new england. we will see a little bit of snow there. highest elevations out west will see perhaps 8 to 12 inches of snow. i'd say 1 to 3 across the great lakes with enhancement off lake erie and lake ontario and then in the northwe elevations across upstate new york 2 to we've got a couple of showers pushing through the south bay right now.

so powerful. >> she is a star. >> good for her. let's begin with a check of some of the morning's other headlines. in texas, people are waking up to subfreezing temperatures for the sixth straight day as the power begins to come on across the state. while they may have finally have heat now, they are now dealing with major water issues, including busted pipes, flooded homes and a lack of clean drinking water. temperatures are set to rise back above freezing today. a mother and son from iowa have been arrested for their alleged role in the riot at the u.s. capitol on january 6th. deborah sandoval and her son salvador sandoval jr. facing criminal charges including violent entry and conduct on capitol grounds. they are the second mother/son pair to be arrested in connection with the violent insurrection that led to the deaths of five people. the justice department has also charged six more members of the right wing militia group called the oath keepers with conspiring

dallas should get up to 43. that's still 15 starting tomorrow in houston 66 degrees is very much needed in that area. dallas should get up to 66 by tuesday. weather-wise today we are looking for lots of sunshine through the eastern two-thirds of the country except for lingering snow showers off the great lakes. also the next storm system moving into the pacific northwest with some rain along the coast and heavier mountain snow where we could see 8 good morning. we've got a couple of light showers pushing through right now. we have our storm ranger up and scanning. if you take a closer look you can see a couple of light cells moving through mountain view right now. we just had a little bit of rain down in the south bay in san jose. that is pushing through the morgan hill area. gilroy could see a light shower or two. aside from that, though, by afternoon, we will be drying out, getting clearing skies.

this morning in our series "vaccinating america" we are looking at one of the biggest challenges in making sure people across the country have access to the vaccine and it's getting to people in rural areas. >> it's been a challenge to this point. dash a burns just got back from south dakota. she followed a man hundreds of miles as he delivered doses of the vaccine to some of the communities there. good morning. >> reporter: hey, kristen and peter, good morning. rural areas across the morning folks often have to travel long distance to get health care. when it comes to rural vaccine

14.9 million texans. that's about half the population of the entire who lost power, who lost access to water, it was a shelter for them that went up in flames. when firefighters showed up to try to put it out, these sprinkler systems inside that building was frozen solid. we have heard similar stories playing out for fire crews across the state. in turn, we know that these water distribution centers are popping up in major cities everywhere. people are waiting for hours in lines to try to get a little food, try to get a little water because even though the temperatures are rising, their situation is not necessarily improving just yet. power outage wise it's never been lower. it's a rough few days ahead for millions of texans. peter, kristen. >> a long week there. thanks for your hard work all week long in dallas today.

this morning president biden is pushing hard for a new covid relief bill and we just learned new details about what it includes overnight. nbc's kelly o'donnell is live at the white house with more on that. kelly, good morning again. >> reporter: good morning, kristen. one month today since his inauguration and the president's covid relief package is just out in full written text. 591 pages and a cost of $1.9 trillion. the president has a lot of his own political capital invested in this and it would provide billions for vaccines, schools, food programs, and here is some of the more personalized financial relief. federal unemployment benefits would provide $400 a week through august. direct payments, those $1,400 checks for adults and another 1,400 for each child based on income for families making up to $150,000 a year. and it includes an increase in the federal minimum wage that would lay out a sliding increase
