efforts as pressure to do something boils over. a live report straight ahead. today in the bay third hour continues right now. good monday morning to you. thanks so much for making us a part of your morning, i'm marcus washington. >> and i'm laura garcia. we're going to get to your forecast and morning commute in just a bit. but first, let's start out with schools and the push to reopen classrooms in san francisco. "today in the bay" cierra johnson live in the city. a lot of new developments in this really on going saga. >> reporter: good morning. on going saga it is. the biggest development right now is that the school board is looking to transition some of that are attention. they were focussed on renaming about 40 of those schools with the names that some folks found offensive. their now focus will be on getting students back into the classroom. now, there was an op-ed written by the school board president in the chronicle gabee la lopez recognized there may have been some mistakes renaming of the 44

schools in the district. she continued by explaining that reopening schools is now the board's only focus. that op-ed comes as some parents began circulating petitions to recall as many as three board members. of course there's the on going lawsuit against the board from the city and also over the weekend, teachers around parents held a candle light vigil on saturday as union negotiations with the board continue. teachers are still pushing for some safety issues before the return, like regular covid testing and they're trying to work some of the details out of their vaccinations. but, for some parents in the district, the progress has been both slow and political. >> frustration for me is how everything has become political. everybody seems to be taking a shot at the teacher's union, taking a shot for political gain. >> reporter: the board president did take to social media to share the board's proposal for reopening explaining in their plan students would have two full days of in-class

instruction and have three other days at home. now the board and the teacher's union would have to reach an agreement before any of the students would be able to re-enter the classroom. they're expecting to discuss both of their plans tomorrow at the school board meeting. we're live in san francisco, cierra johnson for "today in the bay." >> and we'll continue to follow what's going on. thank you. also starting this morning, the youngest students in san carlos will start returning to classrooms for now. it's just transitional kindergarten through first grade. next week, second and third grade students will be added with grades fourth and fifth slated for mid march. middle schoolers are on hold until the county moves into the red covid tier. >> and this morning, we're waking up to half a million lives lost to covid-19 in america. and that comes as we approach the one-year mark of the pandemic. from deaths to job losses, americans need help. let's go live to washington this morning. tracie potts is there. tracie, what's the latest on president biden's stimulus bill?

>> reporter: well, the stimulus bill could get a vote this week in the house. they will likely bring it up for debate after a week of trying to work behind the scenes on the details, what it will look like, including money for more vaccines. the government is behind right now, hoping to catch up with 4 million doses this week after last week's storm. it would include billions of dollars for schools, for infrastructure and schools to try to get teachers back into the classroom and students back into the classroom. and a number of other things including unemployment and money for small businesses. republicans continue to insist that this is just too much money that there's already a trillion dollars out there that hasn't been spent. >> there's over a trillion of money unspent from previous relief bills that were bipartisan. the money is still sitting in a bank account. >> we may not get a single republican vote, which means we have to get every democratic

vote. >> reporter: and the aft the american federation of teachers, the teacher's union says that 85% of their teachers would be willing to go back into the classroom if there was more testing and if they got prioritized for vaccines. and part of the money in this bill would provide more for vaccine distribution, but marcus, it's up to each state as to who gets the priority to get those shots first. >> yeah. hearing what they're talking about right now definitely promising. there's a lot of relief in that bill for money, the schools, state and local governments. but what about the restaurants? tell us about some of the small businesses and towns. are they going to get any relief in this bill? >> reporter: so cities and states would get billions of dollars. that's one of the big things that republicans have objected to, yes. there's more money for the small business loans, paycheck protection program, billions more for new disaster loans for small businesses.

25 billion specifically for restaurants to pay their bills and their workers, their insurance to get personal protective equipment. that's something that republicans agreed to, but again it's part of this bigger bill that they don't. >> there's always a lot in those bills to consider, too. tracie, we should mention the recent polls they are showing some increased support for the bills. the polls showing more than 70% of those supporters there from americans that they're doing that bill. we'll keep watching this and we know you will as well, tracie. thank you. in the meantime, let's get you up to speed on the vaccination progress in the bay area and really across the state. statewide more than 7 million doses have been administered. that includes more than 1.5 million injections across the bay area. this week blue shield is take over california's vaccine distribution system and centralizing the process. this week the program goes online in nine counties. so far, none in the bay area. counties still in the dark about what kind of changes to expect,

but appointment signups are expected to be consolidated on the my turn app. kaiser permanente is playing catchup on covid vaccines, but this week they should -- the access should actually grow wider. kaiser said until now it's not been receiving its representative share of the vaccine every week. starting now, patients over 65 can get their shots. the health provider says appointments are being booked several weeks in advance. a drive-thru vaccination site in marin county is open today for its first full day of operation during the workweek. yesterday's soft launch was intended to be fairly small, up to 250 people. but by the afternoon, at least 400 people had been vaccinated. >> it's a bit of relief. i realize there are still con tranthallelujah. >> the ferry terminal may be fax nating up to 2,000 people a day.

other parts of marin county, some appointments were cancelled due to weather-related shipping delays. no rel aftershock to tell you about this morning following a minor earthquake yesterday in south bay. the 3.8 quake hit a little after 5:30 six miles east of gilroy it was felt as far away as morgan hill, holster and salinas. check out this video of the sierra snow pack from space. you can see that white band stretching all the way down to central california. right now, the snow pack is only 65% normal and there's no real rain in sight. no rain, no snow. did you catch this out right here? catch the venue latest nhl outdoor games south lake tahoe. for fans who were there? well, they could only watch from the lake shore or if you had a boat in a boat. david pastrnak scored a hat 7-.

meanwhile, expected to reveal new plans for the paycheck protection program today, offering exclusive access to small businesses fewer than 20 people. no big firms allowed to apply over the next two weeks. small businesses have always been allowed to apply, but many have gotten pushed aside by bigger firms with better relationships with their banks. small businesses account for about half of all the employment in the american work force. speaking of jobs, the bureau of labor statistics put together a list of what jobs are expected to grow in the next few years. maybe even the next ten years and which ones are going to be harder to find. as you might imagine, the pandemic has a lot to do with this. among the jobs expected to grow, epidemiologists are at the top. scientists, web developers,ha r fairly serious education and address some of the problems we're going to face in the future. now, that same report lists

the jobs most at risk and keep in mind this is not just now, during the pandemic, but for years and years after. host and hostesses are the top job at list, according to the government, the people who lead you to your table at a restaurant. bartenders and anything to do with ticketing or travel, hotels and motels, waiters and waitresses. you know, you look at this list, marcus and laura, i have to ask, you can do many of these things on an app. i mean, in the last month, have you made a reservation, bought a ticket, ordered food? that's just going to continue. and then i think just the change of behavior of the pandemic has brought, fewer of us planning to go out to eat, even after everything is okay. laura, you were saying that sfo was not figuring the travel would return to normal for another six years. so people have changed their ways and may not change back. >> yeah. a lot of changes has happened in the last year, a lot of adaptation for businesses as well. thanks so much.

and you know, people they haven't been driving around that much. but, have you driven by a gas station lately? yeah. paying at the pump not playing tricks at you. it's gotten worse lately. over the last two weeks gas prices are up 14 cents a gallon across the u.s. as always the says 3.57 a gallo clara. san francisco is 14 cents even higher than that. all right. a lot of people loving this right here. happening today, nasa promises you will see mars like never before. it is releasing new images from the perseverance rover today which will include new koe lor photos and video. how cool is that? how cool is this? spacex will soon send the world's first all civilian mission later to space this year. this morning, they're revealing the first crew member, the mission known as inspiration 4 will carry 4 people into orbit

as we check out our east bay forecast in clayton, we'll be at 11:00, 59 degrees and continuing to warm up into the 60s. eventually reaching near 70 degrees with a look at all our micro climates today. 71 in spots like concord and antioch and napa today reaching 71 degrees. 73 in santa rosa while san francisco will reach into the upper 60s. we'll see upper 60s as well in palo alto. we have the strong area of high pressure that's going to warm it up and keep it feeling like spring for at least a couple of days. but then some cool air will roll down, but still we're going to be missing out on the rain. not only from wednesday but all the way through the end of the week it will be cool, sunny and breezy at times, too. we could even see our rain chances holding off until early march. so we know we need that rain. we've been in a drought situation. as we look at the outlook for the next month, it does show that we do have near average rainfall, but of course that

won't help pull us out of that extreme drought. then look at the central coast down to southern california, it will be some very dry conditions there. we'll be watching out for that in the forecast. as we look at our nice weather, spring-like once again, highs in the low 70s in the inland areas. we'll have a cooldown, as we transition, we'll have some gusty winds at times. and we'll be watching out for those high winds even through the end of the week with some more seasonal weather as we reach into the mid 60s from the end of the week into the weekend. mike, you've been following some breaking news. is there still some improvement there? >> you know, there's a little improvement hoping for much more, but talking about this breaking news of the crash in san francisco, the update right now as we look at the bay bridge toll plaza, the toll plaza itself has continued backup and now all lanes are filled. you still see some movement. that means there's some hope for a quicker recovery as we look at the map as well. the problem is yet over in san francisco, this crash still blocks two lanes.

others. even some have been done free of charge. take a listen. >> reporter: business owner angela filey says as a child he learned compassion watching her mother care for her special needs sister. >> i was able to watch my mother nurture my sister who was told -- my sister was born blind, deaf and be completely -- told she would be completely machines to keep her alive. >> reporter: doing for others that cannot do for themselves gradually turned into a career. she became a caretaker in 1993 and by 2015 took things to the next level. starting her own home health aide business called superior quality home health. >> we're providing a service to people that need it the most. and we're doing with the very best we have. >> reporter: her business thrived and she was able to provide the quality of care she saw given to her loved ones. the success of that business led to another. a home cleaning business.

"today in the bay" bob riddell live from mar tee nas. still looking for the suspect's girlfriend. >> reporter: yeah. that suspect williams locked up in the martinez detention facility behind me while law enforcement is on the lookout for his 4-year-old son and his girlfriend. detectives say 31-year-old kimberly meeks and the child were last seen in an audi suv. police want to see what she may know about the string of violent crimes her boyfriend is accused of. this home in discovery bay is where detectives believe williams alleged crime spree started. detectives carried out bags of evidence. as you can see in the video there, they also say it's a shock what happened there is usually a peaceful neighborhood. they also carried out the body of a homeowner, 64-year-old michael illif.

he was shot to death. police have not said how the alleged gunman's girlfriend is connected to the house. neighbors say she may have lived there with her 4-year-old son. >> he's very quiet, but he had some roommates that have had some issues. >> one time the baby came wandering over here. i had to take him back to the house. it was raining in the morning. >> reporter: neighbors say the murder victim also owned a silver chevy suv. one matching the description that was recovered in richmond when the accused gunman was arrested. at the end of a chase, that led officers across two counties. it's a chase that started with a drive-by shooting outside a panda express in antioch where police, fire and paramedics were trying to help a man in chast believed to be a completely unrelated incident. a paramedic shot in the leg and firefighter hit in his ankle. they've been treated and release and expected to make a full recovery. reporting live here in martinez, bob reddell "today in the bay." >> thank you so much for the

latest, bob. >> developing this morning, the faa demanding more than 100 boeing 777 planes be inspected after this weekend's scare in the air. it all happened in the skies outside of denver. it's amazing really no one was killed on saturday when debris from a united airlines jet fell on to the ground below in broomfield. the plane had just taken off for hawaii but safely made it back to the denver airport. for some reason the engine failed. the ntsb said two fan blades fractured. other fan blades were damaged. scattered debris and setting the engine on fire. one aviation expert explains the chain reaction. >> it not only blew through the case and coulding but penetrated the fuselage damaging the fuselage, the wing and blowing out a window causing a depressurization. >> as you can imagine, passengers were terrified not to mention people on the ground. united is said to be the only

airline that flies this boeing 777 featuring this engine. check out this time lapse video from oakland coliseum. you can see here. this was yesterday. california begins to overhaul its vaccine distribution, the fear is minority communities will be left behind. kris sanchez live in san jose at mexican heritage plaza with the governor's new push for equity. >> reporter: good morning to you, marcus. this walk-up vaccination site here at mexican heritage plaza is really meant to meet people where they are to make it easier for them to get vaccinated. with an eye on equity. people don't have to access the internet to make an appointment. they don't have to have a car in order to drive up here to this site at mexican heritage plaza. also, the oakland coliseum mass vaccination site run by fema chose it specifically by location to address the inequity of vaccine availability in alameda county.

alameda county only 5% of the black community is vaccinated compared to nearly 29% of the white population. for illustration i want to show you some side by side numbers of the vaccination rates in white latino populations in some of our counties. statewide, 33% of whites are vaccinated that is double the vaccination rate for latinos. about the same in santa clara county. in alameda county, triple the number of whites are vaccinated compared to latinos in san francisco, the rates of whites nearly four times higher. same in san mateo. governor newsom spoke at an l.a. vaccination site about the state and how it's trying to increase vaccine access in low income communities that see case rates nearly 40% higher than the state average. >> highlighting today are these mobile popup units that really target the issue of equity and

get deep into the community, get deep into projects like this where people don't have access to the internet necessarily, don't necessarily have access to a vehicle. this is what we need to do more of if we're going to make real the promotion of equity. we've got to deliver on equity. >> reporter: the push is really on to get these vulnerable communities vaccinated because as more people are made eligible that priority access is really not going to do them much good. they'll fall farther back in the line. here at santa clara county, push is really heavy. we have been talking about that since last week. in san jose, kris sanchez, "today in the bay." >> get the vaccine to the people and the likelihood of them getting the vaccines increases. those communities have been hard hit by the virus. kris, thank you. sonoma county is expanding who is eligible to get the vaccine shot there. starting today, people living in the county who are ages 65 and older, educators, childcare workers, first responders and food and agriculture workers are

now all eligible. if you qualify, you can get vaccinated at places you seen on the map. there's a lot to keep track with, we all know, when it comes to getting your shot. so to help make it easier, nbc launched a new website, it's called plan your vaccine. it tells you how, where and when to get the shot. there's even a map there you see that can show you the closest vaccination site to you. go to plan your vaccine.com. so it's not everyday san francisco street gets shut down to move 140-year-old home across it. traffic hit a standstill in san francisco near the tenderloin yesterday as crews moved this old victorian. crews had to load it on to a large dolly, move it down the street, slowly, just creeping along. one miles an hour. crowds, of course, turned out to watch. >> i just think it's crazy.

attorney general will go before the senate judiciary this morning. >> the other is neera tanden. that has all the makings of that old style drama that so many in america may be so tired of. tanden tweeted a number of things about republicans that republicans certainly didn't like. as a result, her nomination to the office of management and budget is really in doubt. but, let's concentrate on merrick garland, for attorney general. now here are live pictures of the hearing just under way. this is the senate judiciary committee. merrick garland is a judge. you remember he is the judge that president obama picked as his nominee for the supreme court only to have it blocked by mitch mcconnell who said nearly a year before the end of obama's term that was too close to the election. it's expected his nomination as attorney general will pass easily. now, before he was a judge, garland was a federal

prosecutor, was the lead prosecutor in the oklahoma city terror attack, leading the prosecution against timothy mcvay. garland says as attorney general he'll continue to fight against domestic groups that attack americans. saying, quote, in his opening statement, if confirmed i will supervise the prosecution of white supremacists and others who stormed the capitol on january 6th, a heinous attack that sought to disrupt a corner stone of our democracy, the peaceful transfer of power to a newly elected government. now the white house meanwhile will recognize the half million americans who have died of covid-19. that is more than any other country. the president will speak about that today. then conduct a moment of silence this evening. trying to put this number into some kind of perspective is difficult for all of us, every american really. it's more than the number of americans who died in the first, the second and the vietnam wars combined. "the washington post" put it

two members of its boards to serve -- of its members of its board to serve until those seats can be filled. some change in strategy. this is for san francisco school board members. they're putting a controversial school name change plan on hold. this is after being skewered for seemingly not focussing enough on resuming in-class learning. >> "today in the bay" cierra johnson live in the bay with updates on union talks and calls to overhaul this board. cierra? >> reporter: good morning, marcus and laura. that's exactly what they're doing. they're shifting gears from focussing on renaming more than 40 schools to getting students back in schools for in-person learning. now, the school board president took to the press essentially for -- to write an op-ed to really acknowledge that there were some mistakes made in that renaming process. the 44 schools of the district. she continued by explaining that

reopening schools is now the board's only focus that op-ed comes as many parents began circulating petitions to recall as many as three board members and of course still that looming lawsuit from against the board from the city. over the weekend parents and teachers held a candle light vigil saturday as union negotiations with the board continue. teachers are pushing to have some of the safety issues talked out like the regular covid testing as well as the specifics on vaccinations. a lot of the parents in the district that were at that event said it's been slow to get to an agreement and it's also become pretty political. now, the board president did take to social media to share that the board has reached some agreements on their end. they want to have students in class for two days, have them at home for three. the board is scheduled to meet with the teachers union tomorrow to work things out and of course those students cannot return to
