>> and i'm marcus washington. >> enough freedom today for some bay area businesses after marin and sanes make the move into the less restrictive red tier. >> bob, tell us what it really means for the people who live there. >> good morning. this means that movie theaters can reopen at reduced capacity, restaurants can resume indoor dining at reduced capacity and gyms in redwood city can let people inside as long as they don't go above 10% of their capacity. yesterday the state gave marin and san mateo counties permission to move from the purple to the less restrictive red tier of reopening as their case rates is declined in those two counties. the remaining seven counties are in the more restrictive purple tier of reopening.

businesses like the fitness club will open for the first time in three months but because of the 10% capacity restriction, the owner says they'll have five customers inside a the a time instead of what would normally be around 50. the owner telling us he's spent tens of thousands on anti-covid devices that are supposed to kill 96% of bacteria on surfaces. he is grateful his owner allowed him to stay in business and today reopen. >> just being the fact we're still here is a blessing. so five people is better than no people. some than things in san t mean they necessarily will, at least not right away. we spoke with one person who told us it's much more dangerous

to be indoors as oppose to outdoors. reporting live here in redwood city, bob -- >> today tracy potts is live in washington on more hearings today on the capitol riots. good morning, tracy. >> hi, laura, good morning. the president meets with lawmakers on manufacturing today. he's also expected to issue an executive order to review the u.s. supply chain based on the fact that there have been a lot of people buying computers and cell phones and that has put some electronic parts in a shortage. also this comes as the president has promised 100 vaccinations -- 100 million vaccinations in 100 days. the white house providing an update on those efforts.

the president will hear from his covid response team today. here's what we know. vaccine shipments are up 70% since inauguration. they're catching up from the weather delays from last week. 20 million americans are fully vaccinated. on capitol hill lawmakers are planning an initial covid relief vote on friday. they are considering what happened at the capitol in january. hearings on the riot at the capitol started yesterday. there are more today focusing on employees wellness, damage that was done to the building and extremists who may have been involved. law enforcement officials admitted on tuesday that they did not get the memo in time the day before warning of a possible attack and they declined extra help from troops two days before that attack happened. the fbi, the pentagon, homeland security are scheduled to testify next week. laura? >> thank you very much, tracy.

>> it is 5:04 right now. happening today as well, the next ambassador to the united nations will be sworn in by vice president kamala harris. and tom vilsack will be sworn in as secretary of agriculture. tiger woods recovering from surgery after suffering serious injuries in a rollover car crash. his suv went down an embankment yesterday morning. researchers -- rescuers say he was trapped in that wreckage. surgeons performed a long procedure on woods' right leg and left ankle and they say woods is awake and responding. >> so much for equity. new reports suggest some people in the bay area are jumping the

lines for vaccines and misrepresenting their race in the process. some people are there changing the system of the game. cierra? >> yes, good morning. officials say some folks are misrepresenting themselves to get a place in line to receive that vaccination. the report explains that marin county residents have been sharing codes used to represent those living in black and latino communities to secure appointments at the open coliseum for the vaccine. the report says communities have been significant higher cases of covid. one example, just under 32,000 cases of the virus -- individuals with the virus identified as hispanic and latino compared to around 10,000 cases identified as white.

this is just a problem impacting the bay area county. the "l.a. times" are also reporting they're seeing folks misrepresenting themselves to secure a spot in line for the distributing the code and are not sharing the codes until the individuals get in line. other communities sharing a separate link that would take them to a separate scheduling port al, not necessarily the my turn port al. so a situation of folks skipping the line here and other areas in california. >> thanks, cierra. today another major pharmacy rolling out covid vaccines. walgreens begin vaccinations at some locations. the company has about 50,000

initial doses to administer, which is relatively limited. cvs started administering vaccines earlier this month. and the web site plan your vaccine, you go to that web site, enter your state, occupation and age and it will show you the closest locations of where to get your vaccine and when to get it. planyourvaccine.com. san francisco's strict nonessential travel quarantine order is now being called an advisory. that means you're no longer required to stay home for ten days upon arriving or returning from a location somewhere beyond 150 miles. hotels can book reservations for guests across california. they're hoping to boost occupancy rates. >> we want our employees to get back to work. in order to do that, we have to have guests staying in our

hotel. >> while the travel order is only an advisory now, health leaders are still recommending you follow state guidelines against nonessential travel. >> one city and two bay area counties coming down on different sides of the same fence when it comes to grocery store worker hazard pay. leaders last night approved an ordinance and it calls for a $5 an hour wage hike for large grocery store chain workers as long as the pandemic continues. >> you know what's free? the forecast. and it has been a nice one lately. really spring-like temperatures out there. what are we looking out today, kari? >> more spring-like temperatures but we're going to add in a little bit more wind today. up to 65 mile-an-hour gusts.

it will be slightly cooler today, a few more 60s compared to 70s and then we do stay dry as we go through the forecast. as we're starting out this morning, we've seen the temperatures in the 30s and 40s in spots but as we check out our east bay hiking forecast, it's going to warm you were again, reaching into the mid 60s. if you're like me, you suffer from allergies, we're going to talk about that in a few minutes. let's get them out the door with a look at the commute. >> thanks, kari, i am like you, i suffer from allergies as well. looking at your forecast and at the roadways as well. the green sensors, a smooth, easy drive might be pushed along by some of that wind. new advisory from chp, warning about the east bay hills and cutting through 84 around ruby hill. it just cleared. it was a little unusual for the timing, which is why i was going

take your allergy medication this morning because we have a lot of pollen floating through the air. it's mostly tree pollen from cedar to ash putting all of that out there as we enjoy the spring-like weather. we are going to enjoy the time outside and maybe go out for a jog today. we're checking out our forecast temperature-wise as we look at the trivalley and head over to pleasanton. it will be a cool start with the morning temperatures in the upper 40s around sunrise and warming up quickly as we go through late morning into the afternoon. we'll already be in the mid 60s at lunchtime today, reaching up to 71 in san jose. it's also going to be quite windy this afternoon. that's the next thing we'll be watching for this with wind advisory going up starting at

10:00 this morning, continuing until 10:00 this evening. this is mostly for elevations above 1,000 feet. a lot of us in the valley will also feel breezes picking up at about 15 to 25 miles per hour, maybe even up to 30 to 35 in parts of the north bay. with those gusty winds, we're not expecting too many problems out of that but you do want to make sure everything out in the yard is secure and ready for those high winds for today. we could see another round of those gusty winds for the weekend. overall the weather pattern stays dry and we'll see cooler temperatures moving in. we're looking at a trend with highs in the mid 60s going into next week and a lot of sun icons with no rain heading our way. mike, you're watching the commute? >> nothing but a good commute so far. i hope i didn't jinx that.

indicted police officers in the death of daniel prude. he was neighborhood and handcuffed with a spit mask over his head. there were several standoffs with police. so far there are no reports of things getting out of hand. >> a follow-up, boeing now carrying out the emergency order. a blown engine sent debris raining down on a naubd north of denver. united has removed all similar planes from surface. the order only applies to those planes, although more operate internationally. some new video to show you this morning. a massive explosion in texas after a train and semi truck collided. it happened about 7:00 a.m. yesterday in the town of cam ran, about an hour away from

austin. thick, black smoke filled the air as the fire burned. the sheriff said the part of the train that was hit was carrying coal, gasoline and other toxic materials. amazingly no one was injured. >> governor abbott will deliver. at one point millions of texans were without pout are and under a boil water order. new details for people in the bay area hit hard by recent wildfires. they now have more time to pay their property taxes. stay controller says they now have until june 1st to apply for a postponement. >> it's 5:26 right now.

it its own way. some districts are focused on vaccines. but in some districts it means one hour in person each week. chris, this sounds kind of interesting here. >> yeah, good morning to you, marcus. you might be thinking one hour a week, what is the point? that's what a lot of parents in the high school district are saying right now about that plan to go back to in-person instruction. but the district says that this plan allows students to get back on campus, start interacting with their teachers and their peers in a gradual way in order to ease the fears of returning and get everyone used to the safety protocols and it is just a small part of that plan for reopening. students are on campus for one-hour class on wednesdays. those classes are on a weekly rotation so students will see all of their teachers. schools will offer in-person

support like tutoring and counseling and students can opt out if they are not comfortable with this return. all students will return part time in the spring if covid conditions allow, if santa clara county returns to the red or orange tier and most of the staff has been offered a vaccine. in san francisco, they are starting to vaccinate teachers. the school board approved a tentative agreement with unions that requires requirements for vaccinations, testing, ppe but there is still no firm date for students to return. you can find a lot of the information at nbcbayarea.com. >> this morning if you live in either marin or san mateo

county, you're waking up with restrictions, both have upgraded tiers. certain businesses like gyms and movie theaters will open up for the first time in three months and indoor dining resumes at 25% capacity. taking you live to san francisco where it just a matter of time before the city moves into the red tier as well. city health officials say san francisco could make the move as early as next week because the infection rate is looking so much better. being in the red tier is one of the requirements needed for san francisco schools to reopen. >> happening today, police defunding advocates plan to respond to recent recommendations from an oakland task force to change the police department. that task force issued that draft. it was a report two weeks ago that more than 100 recommendations on how to improve and modernize public safety. council members will debate the measure in april. and a group will address the

report. >> new this morning berkeley leaders have approved a new set of police department reforms meant to eliminate unnecessary stops and hold officers more accountable. the reforms include eliminating stops for low-level offenses, requiring written consent for all consent searches and ending request for parole or probation status. the police association objected to the measures saying in part, it was never consulted ahead of time. >> developing this morning, a now notorious coyote developed in another attack in contra costa county. this is the fifth attack by the same coyote. a skate boarder said he was sitting on the wall smoking a cigarette when he said he was bitten on the leg by the coyote. dna lab tests report it is the

same coyote. >> sure enough they came back with a coyote dna profile tha matched the attacking animal of the prior four incidents. >> the first of the four attacks happened in july. another happened near the high school. a small plane making an emergency crash landing on a busy highway overpass just shy of an airport runway. it happened during the evening commute last night near isabelle avenue and airway boulevard. just close to 580. police say the plane had engine trouble after taking off and the pilot had to return to the airport. the plane touched down on isabelle hitting the car but the great news here, remarkably no one was hurt. can you imagine trying during t, glad everyone was safe in that one. we're all safe going outside.

marcus, have you been exercising lately? >> i have. i even did my morning walks. >> no excuses. we have another nice day on tap, kari, right? >> we sure do. we've been going out for long walks in the afternoon with the kid and after they're finally done with all of that homework, it's been really nice. we're going to see more of that nice weather today but the winds are going to really start to pick up. some of our mountains gusts could reach 65 miles per hour today. make sure everything out in the yard is ready for those high winds and it will be just a touch cooler today. it's still going to feel like spring with our temperatures more in the 60s. it will stay dry as we go through the forecast. as we're starting out this morning taking a look at that commute through the tri-valley, we're going to see temperatures going from the 40s to the t ba. how's it rolling? >> well, it's rolling pretty well. let's look at this camera.

tanden has not been confirmed. >> i don't think she's going to get the vote. she's well qualified but she has spent a ton of time on twitter calling people names, calling mitch mcconnell names and vampires has more heart than ted cruise and susan collins is ignorant and then there were over a thousand tweets she deleted. even the slow-to-anger senators like mitt romney say she is not right for the job. political columnists are arguing both sides writing those concerned about tanden's instability didn't mind the trump era's. and others saying if you want civility to return to washington, you can't say they want it, too.

controversy. some supporters argue too many people who work in commercial zones take up valuable spaces. the devices are supposed to save money and provide better data, though some say it threatens privacy. 5:48 right now. now to new video of a sunken boat. it's now gone from lake tahoe. the environmental protection agency just removed that abandoned vessel yesterday. you may recall it sunk last month near pope beach. it was believed to be leaking oil. the total cost of the removal was $20,000. repeated efforts to reach the boat's owner have gone unanswered. there's no immediate estimate on how much oil may have leaked into tahoe, which we always want to keep blue. this morning we continue our who inspires me series as part of our special black history month coverage. every week members of our today in the bay team are talking

about people who have had a significant influence on their life. >> today sierra is here to talk about her grandmother. we were talking yesterday and up say she inspired you to have a career in journalism. >> yes. not only does my grandmother, who is 97 years young, not only do we share a bond because we're related and we love shopping and sweets, we also share a love of writing and news. let's take you back to the beginning. my grandmother graduated at the tom of her class as a black woman in her class outside of cleveland, she knew she wanted to write for the newspaper. fresh out of high school, she was the fastest shorthand writer. she reached out for a writing position but was told that it wasn't a job for colored girls. kind of crazy to think these days. she was devastated and took her attention to detail and became an assistant to the county

judge. she was the first black woman to do that. she transitioned to working in the county hospital, working as a radiology transcribing, translating all of that medical jargon and putting it into patient files. my mother has every single journal from the time she was a child and she's 90. she has boxes of journaling. she's currently living in columbus ohio. she watches "jeopardy" and playing piano with her neighbors. i'm smiling, she just brings me so much joy. such a light and inspiration. >> i love that story. >> grandma is proud. i know. >> hi, grandma. thanks for watching! >> that is fantastic. >> well, new this morning, the

winds in the north are already picking up to about 25 miles per hour. up to 30 to 35 miles per hour later today into the evening and so with those high winds we may have some tree branches broken, some minor damage here and there, just want to make sure that everything around your home is secure and ready for these high winds. by tomorrow morning the winds will start to calm down. this is all coming as high pressure is moving away. low pressure is across the region and will bring in slightly cooler temperatures at the end of the week and for the weekend. we'll keep it dry here in the c. we keep looking farther down the line to see if we can get rain in here. doesn't look like it's happening unfortunately we may see our green grass starting to turn brown. mike, how is it looking driving around the bay area? >> well, i'm on going to show the green sensors. i guess i have a few that aren't
