>> and i'm marcus washington. marin and san mateo counties get the okay to let people in. bob redell has the latest. >> reporter: this means that movie theaters can reopen at reduced capacity, restaurants can resume indoor dining, also at reduced capacity and gyms like 24-hour fitness behind me in redwood city will be allowed to have members in again as long as they don't exceed 10%. they moved from the purple tier to the less restrictive tier of red republicing. you have several counties still in the purple tier.

businesses like fitness club will reopen and the owner says he'll have five customers in at a time instead of 50. he says he's spent tens of thousands of dollars on covid-19 protections. the owner is grateful his landlord worked with him during the shutdown to allow him to stay in business and reopen today. >> at this point, just being the fact that we're still here is a blessing. so five people is better than no people. something is better than nothing. >> but just bec tngs indoors do mean that they necessarily will, at least not right away. we spoke with one person who will wait, telling us it's much more dangerous to be indoors as

still not up for a vote on capitol hill. the house is going to consider the $1.9 trillion plan on friday. that's not a final vote and it could be with support of democrats only as they try to move this to the senate and get it done before the middle of march when unemployment runs out. >> also on capitol hill, riot hearings are happening this week. we saw one yesterday with law enforcement officials talking about why they weren't prepared for the attack on the capitol last month and why they did not get the intelligence beforehand that would have urged them to go ahead and get more troops in place to protect the building and its people. >> we all agreed that the intelligence did not support the troops and collectively decided to let it go.

responsive. a live look at sfo. good news if you're planning to travel long distance. the strict nonessential travel quarantine order is now called an advisory and that means you're now no longer required to quarantine for ten days after returning from outside of 150 miles. they're hoping this will boost occupancy rates. >> we want our employees to get back to work. in order to do that, we have to have guests at our hotels. >> while the travel order is only an advisory, officials recommend you follow state guidelines about nonessential travel. >> the fda is endorsing johnson & johnson for itsaccine for fda use.

the big question now looming over the vaccine is what are you willing to do to get the shot? reports suggest some people here in the bay area are jumping the line for the vaccine and the process. some people in marin are apparently cheating the system. >> reporter: yes, good morning. this revelation is revealing that some marin county residents are using codes meant for the black and latino community to further their place in line to get the vaccination. the report from the gate reveals some residents are sharing codes used for those communities to secure appointments at the oakland coliseum. those using the codes are not part of the black and latino communities. the codes that have seen significantly higher cases of covid. for example, almeida county department of health says 32,000

of the people who have the virus identified as hispanic or latino, compared to 10,000 cases where the individuals were identified as white. this isn't just a problem in the bay area. l.a. times reporting that some areas around l.a. also seeing this as a problem, folks using the codes meant for underserved or disproportionately impacted communities. one of the solutions here in almeida county is folks are being given a link to receive a spot and will receive a code to further secure their spot. so some things are being put in place to avoid hopping in line but those codes are meant for those really impacted kmunds severely hit by covid. we're hoping to see more barriers put in place to prevent that from happening.

but our forecast stays dry as we go into the next several days. we're home schooling and as we take a look at those chances to get out in the back yard and enjoy that sunshine, we're going to see our san raphael temperatures going from the mid 50s to upper 60s today. mike, how is the commute rolling? >> great, except for the bay bridge. it's been very active. we expect the metering lights to be turned on right about now and suddenly we see this filled in. the metering lights turned on at about 6:04 and this backup happened in three, four minutes. so the map shows you slow from the opening side, the san mateo bridge is a great alternate for you. back over to you. >> thank you very much. it's try it before you buy it. coming up next, the test drive

joe biden's executive earlier today addressing the manufacturing supply chain that has such an effect on the bay area, a huge effect with the manufacturer of chips as well as cell phones they go into and electric cars and all kinds of other things. materials called rare earths and i'm probably going to horrify both material scientists and geologists by slaughtering the pronunciation of some of these elements but they are so important to silicon valley. tesla cannot build a single car if it doesn't have neodinnium. this is a picture from state-run media showing president xi touring a plant. everybody got the message. president biden will sign an executive order today that doesn't do much on its face but

yeah. we'll have the warm temperatures continue today. everything is really starting to bloom out there. you probably don't need me to remind you that the pollen count is high if you suffer from allergies. maybe just that extra reminder to take that medication before you head out the door. you may be allergic to cedar, ash, elm or pine trees. we've all been enjoying this nice weather as we make plans to head out for a hike today. let's head to the east bay. we'll see our temperatures for the middle of the day reaching into the upper 60s. we'll come down just a few degrees compared to yesterday but it's still going to be above average as we are going to reach into the low 70s and the south bay up to 72 in martinez in oakland and 70 today in rosa. our winds will really start to pick up. that's the other thing i'm shaded in yellow, that's where we have a wind advisory that goes into

effect at 10:00 this morning, it continues through 10:00 this evening and some of those mountains gusts may reach 65 miles per hour. nice to see all of the greenery out there across the bay area but due to the lack of rain and those high winds, we could see things turning brown once again, all of the vegetation really drying out as high pressure blocks our chances of getting any rain here. as we go through this seven-day forecast, it will be windy and warm today. and as we go through slightly cooler air on saturday, we'll have another event with high winds and the lack of rain continues into early next week with some slightly warmer-than-normal temperatures. mike, you've been watching some spots where it started>>well, t problem for the bay bridge commute right now but the bay bridge commute is a problem right now. look at the toll plaza where the lanes have filled in very quickly after the metering

boeing is carrying out an order to inspect 747 aircraft. in colorado, a blown engine sent debris raining down over denver.

it's the only u.s. airline using the kind of engine that actually blew on saturday. the order only applies to those planes. a massive explosion in texas after a train and a semi truck collided. it happened about 24 hours ago in the town of cameron, about an hour away from austin. thick black smoke filled the air as that fire burned. thetrain that was hit was carry coal, gasoline and other nontoxic materials. amazingly no one was injured. >> ellen channelling her inner oprah winfrey today and giving a deserving bay area principal a big surprise. >> get in that car! get in that car! >> oh my goodness! >> and you get a car! that's kenneth farr, the principal at st. davis catholic

recovery and the investigation into what happened. >> and shock in the south bay after one school approves a return to campus for just one hour a week. >> and people in the east bay watching their backs as a coyote attacks for the fifth time. the latest on the hunt to track it down. the third hour of "today in the bay" continues now. thanks so much for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. we're going to have a check of your traffic and weather coming up in just a few minutes, but we begin in los angeles this hour. tiger woods undergoing surgery at ucla hospital overnight on his leg after his suv went down an embankment. here's michelle from our l.a. sister station with the very latest. >> reporter: good morning from harbor ucla medical in torrence where tiger woods is waking up with significant injuries to his right leg. last night his status was described as awake, responsive

and recovering a long surgery o his lower right leg and ankle. his team released a statement "mr. woods suffered orthopedic injuries treated during emergency surgery, bones were stabilized by inserting a rod into the tibia, bones of the foot and ankle were stabilized with a combination of screws and pins. and tiger woods through his team also thanked the wonderful doctors and staff here at harbor ucla, writing their support and assistance has been outstanding. the courtesy vehicle he was driving, a 2021 genesis flipped several times, all ten air bags deployed. the investigation into why he flipped near the border of rolling hill estates continues. it could be weeks until we know the full report. the sheriff, though, who will be on the "today" show later on made it very clear he was not

impaired. he said tiger was going at greater speeds than normal, went from one side of hawthorne boulevard to the other side to an embankment where it appeared to role several times. ucla is a level one trauma center. he is healing from his fifth back surgery and now the significant injuries to his right leg. reporting outside harbor ucla medical. back to you. it seems school districts are doing their own thing. in one south bay district it means one our back to school in a week. this seems kris.

>> you might be thinking what is the purpose of doing that? the district says there's a reason for the plan. they say it allows their 3,500 high schoolers to interact with their teachers and peers in a gradual way in order to ease the fears of returning and get everybody used to the safety protocols for about three weeks before transitioning students back to part time if conditions allow. all students are on campus for one hour for one class on wednesdays. the classes are on a weekly rotations so students will eventually see all of their teachers. schools will offer in-person support like tutoring and counseling and students can opt out if they are not comfortable. all students will eventually return part time in the spring if santa clara county is at that point in the red or orange here and most of the staff is vaccinated. speaking of vaccines, san

francisco is starting to give shots to teachers and health care workers, which was a big sticking point to returning to in-person instruction in san francisco. last night the board approved a tentative agreement with unions with provisions for testing, ventilation, ppe and screening protocols. there is still no firm date for students to return to campus. we're tracking school openings all around the bay area. in the south bay, kris sanchez, "today in the bay." >> a 27-year-old southern california man is talking for the first time about being beaten up one week ago, attack he believes was a hate crime. he is a current air force member and community activist. he says last week he was walking in korea town and he was ju jum

a skate boarder says he was sitting on a wall smoking a cigarette when he was bitten. authorities confirmed that the lab results determined it the same coyote. >> we managed to isolate dna from the microscopic sample of saliva and they came back with a coyote dna profile that matched the animal of the prior four incidents. >> the first of the four attacks happened in july. another happened near the high school. >> a small plane crash on a busy roadway in livermore happened last night near isabelle avenue and air way boulevard close to the livermore airport. police say the plane had gin trouble and touched counsel on isabelle. it hit a car during the landing but the good news is that no one was hurt. quite remarkable. more new video for you of a

spent a lot of time on twitter, calling a lot of people names, and she says susan collins is criminally ignorant and there were more than a thousand other tweets thee sleeted after joe biden won the presidential election. not only does tanden not have the support of the people she called names, even the slow-to-anger senators like mitt romney say she is not right for the job. political columnists are arguing both sides of this. matt lewis points out if you want civility to return to washington, you can't say, well, they did it, too. neera tanden's nomination has to die so decency can live again. it seems extremely unlikely that tanden will get her job. joe manchin will vote against

her. the chance of finding a republican to vote yes is small. but the white house is not backing down. >> the president's focus is on working towards the confirmation of neera tanden to be the omb director. a freight train of other nominations, merrick garland, the nomination for attorney general, is finished with his general. the nomination will go to a vote on the committee. deb holland facts a second day ofquestioning. javier bacera has competition in his position for health and human services. >> i'm hard pressed to see any way such a radical and underqualified nominee should fill such a critical post at this crucial time. >> now here's the thing. bacera does not need mitch mcconnell's approval. with 50/50 in the senate, if all

sweet, shoes, we also share a love of writing and a love of news. my grandmother, she graduated top of her class from her high school outside of cleveland. from a young age, she always knew she wanted to write for the paper. fresh out of high school, the fastest shorthand writer in the school, she reached out to newspapers for a job position and was told the job wasn't for colored girls. she took a job for a county judge and she wrote there for years and trans$ to radiology transcriertranscriber. when one door closes, another door opens. those jobs allowed her to travel. she got to see the world, something not a lot of women of her race and age did at the time. these days she's spending her time watching "jeopardy," doing

will be the high in livermore with napa reaching 69. we do have a concern today with the winds picking up, you may want to spend a little more time in the back yard making sure everything is secure because here we are at 11:00 this morning and we were starting to see the winds pick up in parts of the north bay up to about 20 to 25 miles per hour. we may see those gusts increasing later today into the evening and so this may be enough to knock down some tree branches, knock down a few things in the yard and we'll see things calming down late tonight and early tomorrow. we have high pressure moving away with the arrival of slightly cooler temperatures and low pressure to the north. that's what's going to make those winds rush across the bay area. still no rain in the forecast over the next several days. so we continue on with a lot of sunshine here but our temperatures will be coming down a few more degrees. back to more seasonable weather

over the weekend into early next week. for san francisco expect those temperatures mostly in the upper 60s, trending to some low 60s as we head into the weekend and next week. now, heading out the door, mike, you've been watching the roads. any crashes or problems out there? >> well, let's take it both sides. you might give a thumbs down to this live picture of the bay bridge toll plaza because of the backup which formed quickly after a disabled vehicle. a car ran out of gas. the disabled vehicle was cleared from the bridge and a very quick recovery across the span but ou the east shore freeway and the maze, it will take a while because the metering lights are keeping the bridge span clear. the san mateo bridge still very
