we'll hear from the officer who was the first to arrive on the crash scene as "today in the bay" starts right now. good thursday morning to you. thanks so much for getting up early with us. i'm laura garcia. we'll check that morning commute with mike in a moment. here we are inching closer to the weekend, kari. what's the weather going to be like today? >> it starts out breezy across parts of the bay area as we take a live look outside, we're checking out san jose and it's 52 degrees, we'll cool down a few more degrees as our winds mostly at about 10 to 15 miles per hour and slowly warming up once we cool down this morning. we are going to continue to see some very mild temperatures reaching into the upper 60s in a lot of our microclimate, 66 in san jose and looking for a high of about 69 degrees in concord.

our dry weather continues. we'll talk about that and what else we're watching in the forecast. mike, how is it looking for the commute? >> looking good, kari. i was very concerned about this issue? san francisco. let's take a look at the big view. there are scattered incidents around the bay, the south bay should be clearing major freeways and no major issues as far as slowing except for a little slowing for west around 80 around central you see that over out of richmond. i've circled the incident in the san francisco area westbound 80 at freemont. there was a little slowing. look at the span itself. a disabled vehicle or maybe a minor crash just as you exit the freeway on the san francisco side just cleared in the last few minutes and you see how light the othe span. what i was4:32. controversy over vaccine distribution swirling around the san francisco-based one medical. the health care provider accused of administering vaccinations to

its members who are not eligible. the department of public health says not only is it not giving more doses to the company but also taking back hundreds more. "today in the bay's" carry mcsweeney has the latest. >> reporter: based in san francisco, anyone can join for $199 per year. it agreed with the san francisco department of public health to provide vaccinations to shows 65 and older. in home care providers and health care workers, such as emtss, dentists and others unbe affiliated with large health care providers. the health care said it found people have received the vaccine under 65 and not health care workers. one medical's response indicates a number of doses were administered to patients under 65 who self-identified as phase 1a health care workers but were not in home support services workers. dph referrals or one medical health care worker employees. because of this and our inability to verify the 1a

status of this cohort dph has stopped allocating doses to one medical. the health department is taking back 1600 doses to distribute to other health care providers. one medical tells us those whom we have vaccinated within the unspecified number of doses in question have specifically attested that they were eligible health care workers. we had permission from the sfdph to vaccinate this group and were transparent with sfdph about our process and protocols to do so. in an interview before the allegations against one medical surfaced its chief medical officer dr. andrew diamond, told our investigative unit about his concern in general about requiring people to show proof they qualified to get vaccinated. >> a lot of people in most dire need of vaccination would not have the first idea as to how to upload something. by being overly focused on that requirement, we risk vaccinating

far fewer people than we need to at this point in time. >> reporter: one medical was allowed to retain enough doses to provide second shots to people who received their first dose according to the county. terry mcqueeneny, "today in the bay". >> a follow up this morning jumping the line for vaccines got harder. as we reported yesterday ingelble people have been using access codes for underserved communities to score early vaccinations at the coliseum site. the state is changing its plan. instead of using group codes the codes will be offered individually. health leaders say clear how many people took advantage of the loophole. nbc launched plan your vaccine, the goal is to get you to what you need to get your shot. you enter the state, occupation, age, and it will show you the closest location for you to get your vaccine. just go to planyourvaccine.com. this morning, fans are

praying that tiger woods' legendary golf career will continue following this week's violent suv rollover crash. right now, woods is said to be alert and responsive at harbor-ucla medical center and underwent surgery to his right leg and ankle. investigators say they plan to retrieve the vehicle's black box. it could provide critical clues of what led to the crash. here's a los angeles sheriff's deputy who was first on the scene at the time of the crash. he said woods was lucky a neighbor was able to call 911. >> there's so many variables as to what could have happened. if someone didn't hear it, someone didn't call 911, sometimes people assume someone called 911 and don't do it themselves or if mr. woods had been knocked unconscious who knows how long he would have been there until someone would have seen him. >> investigators say the road woods was on was winding and not uncommon for drivers to exceed the speed limit. members of the california

asian pacific legislative caucus are trying to build support in sacramento this week for a new series of new measures meant to fight back against anti-asian hate crime. in the meantime in san francisco, mayor london breed toured the community with the police chief and community leaders. american community and provided a chance to get some firsthand feedback not only about safety concerns, but issues tied to the pandemic. nbc bay area, telemundo 48 and our parent company comcast have partnered with the bay area asian pacific fund and we will provide grants to organizations working to stop attacks against asians. we put a link on nbcbayarea.com. san francisco is expected to be the next bay area county to enter the red tier. indoor dining could be allowed by next week. the city leaders released some rules before the move. "today in the bay's" jean elle has more on what to expect.

>> we have a good late night rush here. >> reporter: the staff is looking forward to staying open after 10:00 p.m. again. a change that is likely next week, when the state is expected to give san francisco the green light to enter the red tier, a tier that will also bring back indoor dining at limited capacity. for restaurants that means hiring staff back. >> that's the first thing that's really exciting all of us right now we get to bring back our teammates. >> reporter: restaurants have to close indoor dining at 10:00, but outdoor service can go later. >> outside three families will be allowed to gather. inside tables will be limited to one household. binar, health officials said they expect state red tier approval tuesday and will lou people to dine inside wednesday. at novy they plan to transition slowly. >> make sure when we do open for indoor dining, that everything is safe for our staff and our patrons. we're not going to rush into

all-important weekend forecast coming up. the all-important road maintenance. we've got to keep those things in good order. as we take a look at the golden gate bridge, traffic southbound, i did not see traffic slowing but it might be because the crews have cleared headed south from marin county to the south tower. good morning. i'm bertha coombs from cnbc. we've got wall street set to open mixed this morning after stocks staged a major turnaround wednesday. the dow rallying after being down more than 100 close up 425. the s&p 500 and nsing 1% as wel. treasury bond rates are higher this morning on parts on concerns about inflation. investors are worried a spike in prices will result as -- because of the trillions of dollars that the government is intending to spend on stimulus and that could force the fed to hike rates.

fed chair jerome powell testifying on capitol hill wednesday said the fed will maintain ultralow interest rates, specially with more than 10 million americans unemployed. we will get data on weekly unemployment claims in a bit this morning. best buy reporting sales lower than expected already this morning. this afternoon we're going to hear from pandemic winner doordash and airbnb, both reporting for the first time since going public. australia has passed a new law that will require google and facebook, among other digital platforms, to pay local media outlets for news content. that sets the stage for other countries to take similar action. legislation was widely expected but faced opposition from both of those platforms in recent months. in fact, last week facebook shut down its news pages australia before restoring this week after the country made some amendments to that bill. retail sales are expected to top more than $4.3 trillion this

we're looking forward to a nice forecast for today, kari. >> yeah. it was so windy yesterday. we were out for a walk and we had to lean into the wind to make it across the street, so we are going to have another one of those breezy mornings. let's talk about some of the wind gusts that may have knocked your garbage cans over last night. looking back at the past 24 hours and some of the top wind gusts in santa rosa reaching 33 miles per hour, concord 24, san francisco a wind gust of 22, 25 in san jose. then when you go up in elevation, those wgs were higher with mt. saint helena getting a wind gust of 78 miles per hour, mt. diablo 58, 28 in mount umunhum. we're looking at lower elevations where we had winds in pleasonton reaching 33 miles per hour. you might want to make sure you're keeping a tight grip on

the steering wheel as you head out for that commute. we're checking out the east bay forecast and it's going to be a cool and breezy morning. temperatures mostly in the mid 40s and then starting to warm up once again as the winds calm down. now the wind advisory has been allowe as the winds calm feeling nice and mild. i thought it felt a little cool yesterday b to not have those winds today and those temperatures about the same reaching into the mid to upper 60s. high pressure across the region, just off to our west, but we'll have a couple of low pressure systems moving just to the north of us bringing in some slightly cooler temperatures and rain chances very light and spotty. not seeing a whole lot here as we go through the next seven days. we don't have any rain headed our way even as we look toward the middle of next week. still dry as our high temperatures remain about the same, reaching into the mid to upper 60s. we'll have to watch out again on saturday for some high winds

once again. keep that in mind if you plan on having a picnic or something outside this weekend. i know a lot of people will be outdoor dining and we have to watch the tents. how is the commute looking? >> sounds like we might have to head out and buy clips for the tablecloth if you're fancy like that. let's take a look at the roadways where things are moving smoothly. green sensors around the bay. in pleasanton, northbound, 680, an earlier crash was across all lanes for about a half hour but that cleared. there's still activity on the shoulder and keep that in mind. your arrows point at your normal slowing, only out of the al ta month pass for 580. circled west 80 at central, there was an incident that did clear, laura, without any injuries and now we're back green all the way down to the bay bridge. >> thanks for keeping tabs on that, mike. we appreciate it. state democratic lawmakers

are once again pushing to beef up sanctuary laws by blocking the transfer of state prison inmates to i.c.e. authorities. right now california law only prevents local law enforcement agencies from cooperating with i.c.e. for inmates released on some crimes. the rules do not extend to the state prison system. governor newsom vetoed a measure in 2019. progress is being made in the efforts to reunite families separated by the trump administration's immigration policy. in the past month attorneys have found the parents of 105 migrant children. still more than 500 left to be located. lawyers tell a judge parents of more than 300 were likely deported making them more difficult to find. the biden administration formed a task force to help with those efforts. new video just take a second to watch this, a missile launch in southern california lights up the night sky. it happened late on tuesday night at vandenberg air force

nearly a year after the pandemic forced disneyland to shut down at least one park is getting prepped for a mini reopening. disney's california adventure will be open from march 18th through april 5th for limited admission. no rides, but people will be able to dine and shop. trending this morning, an unusual rescue for some farmers down under. they saved a wild sheep from itself. take a look at it. the sheep in australia named barak had fleece weighing over 78 pounds. it had to be painful.
