>> "today in the bay's" tracie potts joins us live in washington. the president will be out of town while the house is debating this plan. >> exactly, laura and marcus. there's a lot happening. as he heads down to texas today he's expected to meet with relief workers, visit a food bank with the first lady and hand out some water and package up food and supplies, and visit a stay-in that's serving as a vaccination site. while that's happening back in washington the house takes its first vote on covid relief, this big package that includes nearly $2 trillion including $1,400 direct payments to americans, $400 a week in federal bonuses for the unemployed and up to $3,600 per child for households, and a $15 minimum wage. in the house but in the senate the parliamentarian ruled that wage increase cannot be included.

>> it's long overdue, and it will be phased in. >> the minimum wage doesn't belong in there. >> the bill is expected to pass the house and become law but it could see some changes, be in the senate before that happens because of the house likely today to pass a bill that includes the minimum wage, but the senate now determining that it can't. marcus? laura? >> tracie potts in washington this morning, thank you. also developing this morning, overseas, a syrian human rights group says at least 22 people have been killed in a u.s. air strike ordered by president biden. the pentagon says the attack in eastern syria targeted facilities at a border patrol point. comes in response to recent attacks against u.s. and coalition personnel in iraq, which killed a civilian contractor, and wounded a u.s. servicemember. he's retired army general barry mccaffrey. >> i think it's a good move.

it's a signal back off if you want to reopen negotiations on the nuclear accord. >> this is also what's believed to be the president's first show of military force since taking office. this week marks a major shift in u.s. immigration policy. the first migrants allowed to enter the u.s. since two years are dispersing from the u.s./mexico border and happening today, some arrive right here in the bay area. "today in the bay's" cierra johnson is live from marin county to explain what is helping as they arrive. >> reporter: good morning, marcus. it's a network of friends, family and volunteers that will help those migrant workers from central and south america really get settled here in the bay area. one of the groups helping those folks get settled in this area from those encampments is a.l.a.s., a community advocacy group in half moon bay, collecting items to support the family. before the families reach the bay, the department of homeland

security says those making that trip will be tested for covid as well as a few other communicable diseases like measles and tb. the california department of finance just released a memo explaining to date, $28 million have been spent on measures to help migrants quarantine as well as reduce that spread of covid. yesterday we spoke with the organizer of that advocacy group as they prepared to welcome those asylum seekers. take a listen to what she has to say. >> we realize that there were calls from families at the border we've been working with for over the last almost two years. >> reporter: the biden administration's attempts to roll back his predecessor's border policies doesn't come out criticism. 19 members of congress have written a letter to the biden administration explaining migrants could pose covid risks. in all, 27 folks coming from those encampments on the u.s./mexico border are making their way to the bay area. nine of those families, excuse

me, nine of those 27 -- nine families out of the 27 will be here in the bay area with a few coming yesterday, that group really working to provide those supplies to help everyone get settled, this as they wait for their asylum application to be processed. live in marin county, cierra johnson for "today in the bay." >> thank you. >> governor newsom's office laying out the details on his plan to set aside vaccines each week for teachers to help reopen more schools. the governor announcing 10% of vaccines each week should go to teachers. the plan is to dedicate roughly 75,000 doses each week for the teachers. the state will provide the doses directly to county offices of education to support distribution. teacher also receive single use access codes to book those appointments online. the state will host targeted teacher drives, at two large scale sites, one of them is the site at the oakland coliseum. we've got new details this morning, students in oakland are

closer to returning back to the classroom. district leaders sent a letter to parents saying they want students back in school by the end of the month. the plan is to bring back the youngest students first in small socially distanced pods and modified schedule. also included are special needs students and opt-outs are allowed. happening today, a day young people across the state and probably their parents as well have been waiting nearly a year for a long last, outdoor recreational sports are allowed to resume. "today in the bay's" bob redell is live in pleasanton. there's still a few boxes to check off before the games can officially begin. >> reporter: correct, good morning to you, laura. under the rules that the governor newsom released and issued last week, the county's overall tier, whether they're in red or purple, doesn't matter. the key metric for determining whether outdoor recreational sports can begin today is the per capita rate, the number of cases per thousand.

if the number of cases is 14 per 100,000 or below, sports like soccer, baseball and football can resume today. i checked online and all of the nine bay area counties meet that threshold of 14 cases or less per 100,000. there are restrictions, though, players while on the sidelines and coaches must wear masks and the coaches and athletes in close contact sports must be tested weekly if their county is at 7 cases per 100,000 or above. this is extremely welcome news, especially for kids like my daughter. she's a competitive soccer player and hasn'ted in a league game since march last year. >> the mental health of our students is so, so, so important and i think that in some ways it's taken a back seat to this

pandemic, and you know, giving those students an outlet is just such a positive thing for them. >> reporter: another restriction from the state, the people who come to watch these games, obviously more talking about youth sports, should be limited to immediate family members, the fans in the stands, that is. reporting live in pleasanton, bob redell, "today in the bay." >> pretty exciting time to get the kid out and active again. thanks, bob. new details on a man shot and killed this week, actually while coaching his son's youth football team. it happened on wednesday night at a park on camden and 63rd avenue in east oakland. the victim was a father coaching his son's team during practice. the cell phone video shows the aftermath as parents and children ran for their lives. police say the gunman simply just walked up and fired. >> young people finally to be able to come out and engage and

participate in sports, to have this happen it's just really, really tragic for our community. >> reporter: oakland police say the gunman later turned himself in and family members say he knew the victim but police are not saying what led up to that shooting. a follow-up to san francisco's police defunding debate. mayor london breed outlined a new $120 million equity plan, using the money formerly designated for sfpd. yesterday she announced the new dream keeper initiative, the two-year plan meant to address inequity for african-american children and families. it will take $60 million away from the police department, each of the two years and that money will be redirected to things like early education, workforce training and diversity and city employment. the defunding debate started eight months ago in the days after the death of george floyd. sonoma county prosecutors have served a new warrant on pg&e for information tied to the kincade fire. it burned more than 70,000 acres

in 2019. as our investigative unit found, cal fire blamed it on a live power line not taken properly out of commission. pg&e revealed the warrant as part of its annual report yesterday. prosecutors are not commenting or elaborating on the details. at the same time, the utility is commenting on the recent step by the puc calling for more oversight and perhaps even assuming control of pg&e. an audit found shortfalls in wildfire prevention and recommends possible probation as soon as april. the utility says it's taking corrective action to address issues and they say enhancements are already in progress. the latest person bitten by the same coyote in the east bay is talking about that experience. john stevenson says last week the coyote pounced as he smoked a cigarette near a lafayette convenience store. despite the pain and really the shock, he managed to capture video of the animal as it walked off and says he didn't immediately realize it was a

gas has risen and keeps rising since biden got in office?" the truth is presidents have very little essentially no control over gas prices. and prices fell.upply and you may recall last spring a barrel of oil reached not just zero dollars, but negative dollars. you had to pay people to store oil. a barrel of oil today is priced almost exactly where it was a couple of months before the pandemic, that is to say a normal price. oil prices are back to normal because the economy is getting back to normal. investors think the fed will raise interest rates because of that sooner rather than later, one of the reasons money is moving out of stocks and into bonds and yeah, those red arrows are indications of expectations of a good economy. there will be permanent changes to the economy, though. best buy just laid off thousands more workers, despite the fact that sales are booming but store chain says because so many

i think you'll need a jacket along the beach for the next couple of days as our morning starts will be in the mid-40s but it will be nice and clear. our forecast stays clear as high pressure remains across the region, even though there will be some storms passing to the north, we're really missing out on all of that rain, and at this point, we really do need it and we're staying dry in the forecast. wind is picking up tomorrow, but we may have a chance of rain, we'll be watching toward the end of next week. i'm looking forward to that. mike, what do you see right now for the morning commute? >> i'm looking forward to the end of this week, right? which is now. looking at friday, we do str one issue, the problem for drivers through berkeley coming off the richmond bridge and making the merge by golden gate fields. we have the number of lanes, three lanes are still blocked on the left side getting past gilman by the overcrossing there. that's the problem. crews are on scene trying to take care of everything. there's no major injuries reported but it's been a while for the crash to slow down the

this is a really important story. doctors are now warning the covid vaccine may interfere with mammogram results, because side effects from the vaccine can actually include enlarged lymph nodes in your armpit. doctors say if women get a mammogram too soon after receiving the vaccine, the swelling may cause misleading results. >> when we see enlarged lymph node, we do get concerned because it can be a sign of breast cancer, it can be a sign of a cancer elsewhere in the body that is spread to the lymph

a following on tiger woods. he was transferred to cider sinai in l.a., as he continues to recover from injuries to his right leg, after the rollover crash on tuesday. he was taken to harvard ucla medical center. he won't be charged with any wrongdoing. they called the crash an accident. it was a bad one. there's new talks against congress and the president. >> this is the acting head of the police, marcus, who testified before a congressional committee yesterday. she told members of congress, that intelligence was showing the same sorts of people that attacked the capitol on january 6th, planned to attack when president biden delivers his first joint address to congress.
