presidencovid relief it did pass the house after 2:00 in the morning but without a single republican vote and the package did not get every democrat to say yes. because of the scale of the spending in this package but it is still important progress toward what could become the president's first legislative victory. a major development early this morning. the house passed the massive covid relief package carried by democrats both with every republican and two moderate democrats opposed to the $1.9 trillion size of the pa critica for aid. like $1,400 direct checks and enhanced unemployment benefits while the house included a federal minimum wage increase to $15, that is not expected to go forward in the senate. speaker pelosi promises to try again.

starting next week and that number jumps to 20 million by the end of march kristen, peter >> all eyes will be on the fda today. cathy park, thank you. let's bring in nbc news's dr. vin gupta, associate and professor at the university of washington medical school. good morning we're now talking about the johnson & johnson vaccine. we've talked about it before as a hypothetical, but it's about to become real we know it's highly effective, but less effective than moderna and pfizer should americans have any reservations about taking the j&j vaccine? >> goorning, peter i am saying this from an intensive care unit right now and the answer to that is absolutely not this vaccine is in many ways checks all the boxes it's easy to store it's one shot. and it's going to keep you from seeing me and my colleagues in the hospital, especially in the intensive care unit. this is ano-brainer. you get a vaccine to avert

disease. and to avoid the hospital. that's exactly what this does. there is absolutely no difference between this vaccine, in my view, compared to the pfizer and the moderna vaccine there is no difference we need to make that message clear. >> and just quickly, to punctuate this point, you posted some pictures that show two lungs, one for those with mild illness. you can see that there on the left and the other on the right for those with severe illness here what is the point that this helps demonstrate? >> well, that image on the left there, the clear lungs doesn't have any white in it, that white represents -- that you see on the right, that's pus that's produced from covid infection. that individual, the lungs of the individual on the right, that individual is on life support and ended up passing away mild illness, you'll see clear lungs. there's nothing in there that is exactly what all these vaccines do. they make sure that severe

illness is avoided that image on the right basically is life support requiring icu level care otherwise, stay at home with that image on the left and that's what vaccines do. that's what we need to drive home no percentages, that image >> just staggering images there. we know we are tracking these variants and the cdc says right now there's good news/bad news we're watching cases on the decline, but in some ways, they've also plateaued dwr is that and what do we need to do about it, dr. gupta? >> listen, you know, we've known from the very beginning of this pandemic that one of the biggest drivers of transmission rates is actually mobility. and let's -- i mean, 48 out of 50 states, there's indoor dining is opened. obviously schools are reopening. there's more movement. we are normalizing normal life as we speak. and so what does that mean we still have to be vigilant the message that dr. wolenski

it's nice to see it virtually. >> we sure do. we'll have more on that. first, we to want to get to today's top story and the breaking news. the house passed that massive covid relief bill overnight and now it heads to the senate. will it get the support it needs? nbc's kelly o'donnell is following all of it. good morning to you. >> reporter: good morning, kristin. in a few hours president biden will be speaking about a big development. the covid relief bill cleared the house while most of us were sleeping. after 2 a.m. now that is a win for the president but he fell short on his goal of making this bipartisan. every republican and two moderate democrats voted no. the main opposition is the size and range of the spending and the $1.9 trillion bill. next it moves to the senate where changes are expected. the $15 federal minimum wage does not meet specific senate rules for this kind of bill so progressive senators like bernie sanders are looking for ways to use the tax code to incentive

advise companies to increase wages or even penalizing big employers if they don't. as for timing, congress expects to finish work on the package by mid march so relief checks and other benefits would flow after that. the president is also urging americans to take any of the three covid vaccines available to them and saying each one is safe and will protect especially against hospitalizations and deaths from the coronavirus. kristin? >> all right. kelly o'donnell at the white house. thank you. speaking of those vaccines, now the latest news in the battle against the coronavirus as a third vaccine, this one from johnson & johnson, is expected to get its fda approval for emergency use as early as today. nbc's kathy park is outside of johnson & johnson headquarters in new brunswick, new jersey, with more. kathy, good morning. >> reporter: hey, peter. good morning to you. this certainly is another big turning point as we try to get out of this pandemic. yesterday an advisory committee with the fda gave the

recommendation for emergency use authorization for the fda. if that happens, the pharmaceutical giant says approximately 4 million doses of the vaccine approximately 20 mi the end of march. this comes at a very critical time with vaccines in high demand and not enough supply to go around. right now available to the public are the two dose vaccines offered through moderna and pfizer. right now they offer a little bit more effectiveness as far as preventing the illness compared to the j&j vaccine requires one dose. about 72% effective but offers protections against those contagious variants. speaking of variants, according to the cdc director, while we are seeing infections and hospitalizations decline, the numbers are stalling which could mean these variants are starting to take hold. so another sign that we are not

french bull dogs and returned them at an lapd station last night. hours before lady gaga posted an emotional appeal. my heart is sick and i'm praying my family will be whole. reaffirming a $500,000 return for the canine's return. >> male, conscious and breathing approximately 35 years of age suffering from a gunshot wound. >> gaga's dogs were taken wednesday night after her friend and dog walker ryan fischer was ambushed and shot in the chest in a hollywood neighborhood. a doorbell camera captured part of the shooting. the video obtained by tmz is graphic and may be disturbing. police say two suspects then speed away in a white nissan sedan. fischer remains hospitalized. his family says he's expected to fully recover. lady gaga calling him a hero.
