presidencovid relief it did pass the house after 2:00 in the morning but without a single republican vote and the package did not get every democrat to say yes. because of the scale of the spending in this package but it is still important progress toward what could become the president's first legislative victory. a major development early this morning. the house passed the massive covid relief package carried by democrats both with every republican and two moderate democrats opposed to the $1.9 trillion size of the pa critica for aid. like $1,400 direct checks and enhanced unemployment benefits while the house included a federal minimum wage increase to $15, that is not expected to go forward in the senate. speaker pelosi promises to try again.

be careful >> and in a new interview, president biden signaled a change in the u.s. relationship with ally saudi arabia friday, the administration released an intelligence report that finds the saudi crown prince ordered the killing of u.s. resident and journalist jamal khashoggi. >> we are going to hold them accountable for human rights abuses and we're going to make sure that they, in fact, if they want to deal with us, they have to deal with it in a way the human rights abuses are dealt with >> kelly, let's get back to the covid relief bill passed in the house. how long before americans can start getting those $1400 direct payments >> the goal is to have this completely wrapped up and signed by the president by mid march. and that is tied to the expiration of the unemployment benefits that are enhanced at the federal level that expire on ate next and progressives like bernie sanders and ron widen are trying to figure out a way to use the

tax code to incentivize raising wages, not a straight minimum wage, but a way to encourage businesses to increase their wages. that's something that we'll see play out over the next days. peter, kristen >> kelly, thank you. and also this morning, there is some encouraging news in the fight against the coronavirus as johnson & johnson's vaccine is expected to get fda authorization as early as today. now, as of this morning, more than 47 million americans have received their first dose of the vaccine. a number that's expected to raise -- rise by the millions. once the j&j gets the official vaccine go ahead cathy park is outside of johnson & johnson headquarters in new brungs wiy. >> good morning to you if cleared by the fda, the j&j becomes the vaccine given emergency authorization here in the u.s. and it comes at a critical time with vaccines in

high demand and still not enough supply >> this morning, johnson & johnson's covid-19 vaccine is one step closer to receiving approval for emergency use after clearing a critical vote by an fda advisory committee friday >> we need to get this vaccine out. i do believe that the evidence support its safety and ef effectiveness. >> while pfizer and moderna may be more effective at preventing illness, j&j's one shot vaccine offers strong protection against new variants and is 100% effective at preventing hospitalization and death. but as the nation prepares for the rollout of the third vaccine, a sobering update from the cdc. despite weeks of declines in cases and hospitalizations >> the latest data suggests that these declines may be stalling potentially leveling off at still a very high number >> the shift in data comes as rules are loosening across the country. nearly one year after new york was declared the nation's epicenter of the outbreak, the

state is now allowing nursing home visits, a major turning point as new federal data shows covid cases in these facilities are declining. and according to the american health care association, vaccinated nursing homes saw a bigger drop in infections compared to those that were not vaccinated in hard-hit california, the road map to reopening includes setting aside roughly 75,000 doses a week for teachers and school employees the governor has been under increasing pressure to get kids back in school safely. >> we know teachers want to be in front of their students and we know that students want to be in front of their teachers my hope is that we can make it happen >> working toward coming together after so many months apart. an emergency use authorization for the j&j vaccine could happen as soon as today and if it does, the pharmaceutical giant says it will ship approximately 4 million doses of the vaccine

starting next week and that number jumps to 20 million by the end of march kristen, peter >> all eyes will be on the fda today. cathy park, thank you. let's bring in nbc news's dr. vin gupta, associate and professor at the university of washington medical school. good morning we're now talking about the johnson & johnson vaccine. we've talked about it before as a hypothetical, but it's about to become real we know it's highly effective, but less effective than moderna and pfizer should americans have any reservations about taking the j&j vaccine? >> goorning, peter i am saying this from an intensive care unit right now and the answer to that is absolutely not this vaccine is in many ways checks all the boxes it's easy to store it's one shot. and it's going to keep you from seeing me and my colleagues in the hospital, especially in the intensive care unit. this is ano-brainer. you get a vaccine to avert

disease. and to avoid the hospital. that's exactly what this does. there is absolutely no difference between this vaccine, in my view, compared to the pfizer and the moderna vaccine there is no difference we need to make that message clear. >> and just quickly, to punctuate this point, you posted some pictures that show two lungs, one for those with mild illness. you can see that there on the left and the other on the right for those with severe illness here what is the point that this helps demonstrate? >> well, that image on the left there, the clear lungs doesn't have any white in it, that white represents -- that you see on the right, that's pus that's produced from covid infection. that individual, the lungs of the individual on the right, that individual is on life support and ended up passing away mild illness, you'll see clear lungs. there's nothing in there that is exactly what all these vaccines do. they make sure that severe

illness is avoided that image on the right basically is life support requiring icu level care otherwise, stay at home with that image on the left and that's what vaccines do. that's what we need to drive home no percentages, that image >> just staggering images there. we know we are tracking these variants and the cdc says right now there's good news/bad news we're watching cases on the decline, but in some ways, they've also plateaued dwr is that and what do we need to do about it, dr. gupta? >> listen, you know, we've known from the very beginning of this pandemic that one of the biggest drivers of transmission rates is actually mobility. and let's -- i mean, 48 out of 50 states, there's indoor dining is opened. obviously schools are reopening. there's more movement. we are normalizing normal life as we speak. and so what does that mean we still have to be vigilant the message that dr. wolenski

weekend. we're happy to welcome back samara >> good morning. and good morning to our friends at home this saturday. we have a lot going on in weather, especially the eastern half of the country. this morning, 16 million people are waking up to the potential for flooding out in the tennessee valley even stretching down into areas like northern mississippi there you all are under a flood watch this morning already starting to see that rain get going, pushing through kentucky into west virginia right now into parts of washington, d.c. the new york tri state area, even picking up on snow up into parts of new england and upstate new york here is the deal this is why we are seeing this rain we've got multiple rounds of rain as we head through the remainder of our weekend that first round pushes through, so for our friends in the mid-atlantic down into the carolinas, any errands that you want to run today, probably best this afternoon but we are going to see multiple pulses of rain as we head through your sunday into the tennessee valley we could see some strong to severe storms setting up that

>> we'll take that. spring and summer ahead. we want to begin this half an hour with a check of the headlines breaking news out of congress overnight the house passing a $1.9 trillion covid relief bill. the package includes enhanced unemployment benefits and $1400 stimulus checks for many americans, so it now moves to the senate for a vote. and as early as today, the fda is expected to grant authorization for johnson & johnson's vaccine making it the third one available here in the u.s. that comes as an outside advisory panel has unanimously recommended j&j's single shot for emergency use. a scary moment caught on camera in oakland, california. security video captured a woman being dragged down the street after her purse was stolen outside a beauty supply store there. according to witnesses, she had just left the store when the su jumped in the car dragging her

recommendation for emergency use authorization for the fda. if that happens, the pharmaceutical giant says approximately 4 million doses of the vaccine approximately 20 mi the end of march. this comes at a very critical time with vaccines in high demand and not enough supply to go around. right now available to the public are the two dose vaccines offered through moderna and pfizer. right now they offer a little bit more effectiveness as far as preventing the illness compared to the j&j vaccine requires one dose. about 72% effective but offers protections against those contagious variants. speaking of variants, according to the cdc director, while we are seeing infections and hospitalizations decline, the numbers are stalling which could mean these variants are starting to take hold. so another sign that we are not
