emergency approval. this as bay area farm workers are rolling up their sleeves. >> let's start out with "today in the bay's" tracie potts live in washington tracking the next covid relief payment. tracie? >> and also that vaccine, laura and marcus. good morning, everyone. johnson & johnson is promising to get millions of doses out starting this week but the federal government is warning that the shipments to states the size of those shipments may not be consistent. johnson & johnson promising 4 million doses of their new one-shot covid vaccine this week, but the biden administration says don't wait for it. >> people should take the one that's most available to them. >> reporter: money for more vaccines and direct payments all part of covid relief now in the hands of a divided senate. >> we're moving ahead with a bill that probably will get no

major speech since leaving office hinting he'll run again in 2024. and he also called out republicans who had voted against him on impeachment. back to you. >> so interesting. thank you, tracie. also today, by the way, marks one year since nbc started tracking covid related deaths. >> let's go now to nbc bay area's kris sanchez, and she's picking up our team coverage here with new details on bay area's vaccine rollout. kris? >> reporter: hi there, marcus and laura. what a leaf it is to be onor out from the start of the pandemic where we're starting to see a little bit of progress and that third vaccine is going to be a game changer for underserved communities like our farm workers in south county here in santa clara county. some of them did get their vaccines yesterday right where they work at monterey mushrooms

in morgan hill. the mobile clinic is a partnership with united farmworkers and an effort to reach workers where they are, much to the relief of the employers. the one dose johnson & johnson vaccine is expected to be another big gain for this underserved community where case rates are up to 40% higher than the average and the mortality rate is up to 20% higher. >> i can tell you today is the happiest day i have had since last march. >> we have farm workers or seasonal temp workers going from site to site, and may not be around in three to four weeks when their second dose is due. a single dose vaccine makes a lot of sense. >> reporter: until that is available, the double-dose vaccine also continue, the mobile vaccine clinic will be back mere in morgan hill on wednesday and then will move on to gilroy. for that, the mobile model, the one-dose vaccine also expected

to improve vaccination rates in the bay area's black communities where transportation is often a challenge. less than 3% of black people are vaccinated against covid-19 at this point, compared to more than 30% of whites, who account for the highest vaccination rate. in morgan hill, kris sanchez, "today in the bay." >> kris, thank you. parents in the east bay putting new pressure on schools to reopen classrooms. it includes a new video posted by parents in berkeley singling out the president of the teachers union. "today in the bay's" cierra johnson is live in berkeley to explain what this video shows and the new calls of action in neighboring areas. >> reporter: good morning, marcus. the leader of the federation shown taking his 2-year-old daughter to a private school as parents are calling for the public schools to resume in-person learning. this video was released by a

group called guerrilla moms in berkeley. president matt meyer walking his 2-year-old to a private preschool. he confirmed it was him in the video. the parents group that released the video shows the hypocrisy in the reopening process. meyer responded saying there is no public school options for kids her age and that frustration regarding not being in the classroom continues in oakland, that can s where parents gathered to show support of a phased reopening plan that was yesterday, alameda county recently met state requirement for in-person learning and oakland unified is expected to open by mid march. parents at the rally say this is a long time coming. >> i am a proud parent of an ousd student and that is why this is bigger than politics. in fact, this is about education, the value of science, what research says, and the fact that oakland has an approved

back-to-school plan that ensures safety for all. and staff. april 1st is still the target date for elementary schools to reopen. >> 5:07 right now. taking a live look at los angeles, still seeing a solid decline in covid cases. the county reported a little more than 1,000 new cases yesterday, a far cry from the highs we saw in the holiday surge. the county will begin a massive undertaking to vaccinate hundreds of thousands of teachers and other school workers. in-class hasn't returned. if you are looking for a vaccine, we've got a helpful website for you, it's called plan your vaccine. you just go to planyourvaccine.com, select your state, occupation and your age and it will guide you from there. preparations in minneapolis ahead of the criminal trail for one police officer, the former officer charged in the death of george floyd. derek chauvin's trial is

scheduled to start later and this afternoon a minnesota appeals court will hear a request from prosecutors to reinstate the third-degree murder charge. protests were held across the country and the bay area over the summer. check out in video, burglars using a blow torch to break into a san francisco store. you can see one using it to shatter the glass on the front door, this is a shoe and clothing store in the sunset district. the owner of footprint says it allowed the criminals to get in without setting off the glass break alarm, it happened after he invested in several security upgrade. to top it off, once the burglars left, looters came in and stole even more merchandise. >> wow. a follow-up for work crews set to start the emergency

repairs on the portion of highway 1 washed away near big sur during january's storm. until now, views are excavaing and we thinking the drainage system. five miles of the road will be opened. they are hoping the famed road can reopen by early summer. >> we won't be traveling that route any time soon. >> but over the weekend, just walking around the neighborhood it was a gorgeous weekend that we had, kari. what are we in store for this week? >> well, we are starting to see those winds calming down. it did get a little gusty at times over the weekend so a calmer wind today and we're keeping those nice temperatures that we had reaching back into the 60s, as we go into the week, it's going to be dry, but we do see some rain chances on farther down the line. as you're starting out this morning, maybe heading out for a run, our temperatures in dublin are cold, in the upper 30s. i'd probably wait until a little bit later when our temperaturs

unionize. this would be the first union for amazon, by releasing this on twitter. >> i made it clear, i made it clear when i was running that my administration's policy would be to support unions organizing and the right to collectively bargain. >> workers have until the end of the month to vote yes or no. amazon points out the company pays $15 an hour to start, which goes a long way in small town alabama. speaking of $15 an hour, the house has passed a stimulus bill. it's up to the senate to do the same. it's our understanding the federal minimum wage hike will not be included in the version. wall street stock futures pointing to gains. it's been a rough road for stocks lately as investors pull out of equities and put their money in government bonds as they pay better. it's a good reminder that money is not necessarily won or lost. it's more moved around on wall

street from place to place, from stocks to bonds and back again. the belief lately has been the economic good news, the good times are just around the corner, interest rates will rise because of that, and so, too, inflation. that's the belief. government bonds are peeling in that environment. if you have lots of money, you could buy a mansion featuring a tv show the family gets kicked out and live in a town -- i'm not sure i can say the title on television "labelle maison" and reduced the price from $15 million to $11 million. 12 bedrooms, ceil inspired by the sistine chapel, just in the number of tv shows and only appears briefly in the tv show without that name i won't repeat. >> i want to name my house something cool.

kari? >> another day with fresh air, sunshine and comfortable temperatures but starting out cold. some below freezing this morning. check out morgan hill, 32 degrees. it's 38 in livermore, concord 39 and 31 right now in clearlake, while santa rosa is in the mid-40s. so yeah, it's cool right now, but take a look at our trend for today, as you're starting out with the 30s in parts of the tri-valley, at 10:00 we're at 59 degrees. you can see how fast it warms up and 65 degrees at lunch time, another day for lunch outside, taking in some sunshine in between working and we'll see those highs reaching 66 degrees in martinez. there will be a quick-moving low pressure off the coast for today, and the next couple of days, but then take a look at that. we could see some rain chances finally seeing a change in our weather pattern that could allow for some much-needed showers to come in, kind of opening up the

storm door as we call it. look at our sierra snowpack. it's been a while since we had good snow and snow when you compare that to the percentage of normal, we're continuing to see it dwindle and we're now at 71% of the normal amount of snow statewide it is at 64% of the normal amount of snowpack, and then i know this is a lot of information on the screen but when you talk about our rainfall going down overall, over the past several years, looking back from 1980, we are now at the seventh driest in our current water year, when we look at how much rain we've had, and three of the top five have been in recent years. we know it's going to be dry through the week, but we'll be watching out for a chance of rain in the forecast, as we go into saturday. all right, mike, how is it looking right now for the morning commute? >> it's looking great. we don't mind that drought and the traffic volume as far as

moved into the gig economy for the first time so you're seeing a 1099 for the first time. do not ignore these forms. >> when you get that 1099 the irs gets the same 1099 for matching so they know how much income you made. >> reporter: speaking of income, if you got a stimulus payment, here's some good news. >> it is not taxable and if you received too much, you don't have to pay it back. >> reporter: but not so good if you collected unemployment benefits like sarah bauer. unemployment income is taxable and must be reported. sarah got a shock. >> things went bad real quick. my tax return dropped by $4,000. >> reporter: record layoffs have squeezed family finances but if your income is lower than last year, that might actually boost your refund. you might now qualify for deductions or credits that you couldn't get in years past because you made too much money. the earned income credit is a perfect example. the irs says it increases refunds an average of $2,500 but it's not automatic.

"today in the bay" starts right now. good monday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. >> so breaking news that we're covering for you in the east bay, police investigating the discovery of a man found shot to death near a busy strip mall on a road in concord. "today in the bay's" bob redell joins us live at the scene this morning. bob, i understand you just spoke to police. what did they tell you? >> reporter: good morning, yes, i spoke with the detective with the concord police department about 30, 40 minutes.

he tells us this was a homicide. a man was shot and killed outside the meridian strip mall on the 1100 block of concord avenue. it happened just after midnight. the man's body was found just off the sidewalk in a lane of traffic, shot at least once. detectives believe he was a younger man, possibly maybe in his 30s. there's no suspect information. when i asked about a possible suspect vehicle, the detective was hesitant to confirm or deny the information that i had. there's no indication if the surveillance cameras at the strip mall captured this crime. still waiting for the coroner, which means that this eastbound section of concord avenue could be shut down for a while more, between meridian park fwlfd and john glenn drive because the body is still in lanes of traffic. this is the first homicide of thee for the city of concord. last year, three people were murdered in this town, city. reporting live in concord, bob

redell, "today in the bay." >> bob, thank you. 4 million doses of the new johnson & johnson covid vaccine are now in the process of being shipped. the first batch is headed to indiana and ohio after the fda gave emergency use authorization over the weekend. california expected to receive about 1/10 of those vaccines. this is the first single dose vaccine and is much easier to ship and store. it can be stored in a refrigerator rather than the ultrafreezing temperatures. the ceo of johnson & johnson appearing on the "today" show addressing concerns this new vaccine may be less effective than pfizer's or moderna's. >> it works 85% of the time against severe disease and it kept all the patients out of the hospital and from dying, even against these new and really challenging variants. >> he also says that the first johnson & johnson shots will be administered within the next 48 hours. if you are looking for a vaccine this is a helpful

website called plan your vaccine. you go to the site, you select your state, occupation, age, then the site pulls up the closest vaccination sites and your eligibility. go to planyourvaccine.com. more bay area county are hoping to move from the state's most restrictive purple tier to the red tier this week. right now only marin and san mateo are in the red tier right now. getting there is based on two things, positivity rate, this is the percentage of people testing positive, and case rate. let's look at the south bay for you right now, where is that, santa clara county we want to show you, you can see santa clara county leaders there expect for the red tier tomorrow. that move in the county's red tier will have fewer than seven cases per 100,000 people. the county's case rate right now 6.7, the positive rate 2.4. santa clara county meets both requirements and look in san francisco right now, san

francisco they expect to slide from the purple tier to the red, the case 5.2, which means they meet the criteria. >> that will help a lot of california businesses. in the meantime, the state of california itself revenues actually soaring during the pandemic. the state took in $7.5 billion more in tax collections than what it was expecting last month. right now california is $10.5 billion ahead for the fiscal year, that started in july. and the state has a $15 billion surplus to spend this year. if trends continue, the state could add another $4 billion to that total. happening today, contra costa county's court system opens after nearly three months of being closed. jury trials also resume which means jury duty also resumes. anyone who got a jury summons date march 1st or later is expected to respond. mask and social distancing of course required at courthouses. the california medical board

meteorologist kari hall tracking what we can expect this week. good morning, kari. >> good morning. it's still all dry out there, but it was at times windy over the weekend. we'll start to see the winds calming down today, and it's still going to be a nice one, with temperatures heading back into the 60s, as we go through the week, it's still dry, but we may see some rain for the weekend and we'll be talking about that. let's get you out the door with a look at our temperature trend, 43 now, but 61 already at 10:00. we'll talk about the warming in the forecast coming up. mike, any problems right now for the commute? >> some changes, growing commute in the building. we'll look at the bay bridge toll plaza. this is not a problem. this is a trend, a lighter volume starting to slow down now as we build more folks off the maze and the east shore freeway. no slowing for either of the hot spots, that's the east bay approach toward the bay bridge. there may be a crash in san francisco, i'm going to follow up on that one. there is a crash here in flu

sunol, south 680. fast lane reported block and the build where the arrows are out of the altamont pass and into sunol. the south bay a little build. we'll talk more about the peninsula coming up. a warning as you head out on the morning commute, red light cameras are now activated at two busy fremont intersections. the new cameras are at the intersections of auto mall parkway and christie street and auto mall parkway and pacific commons boulevard. for the next 30 days, you won't get a ticket if you run that red light, just don't do it still. you will get a warning letter. tickets will start march 31st and cost nearly $500 each. slow it down. yes, sir. 5:39. stirring up new controversy, coming up here on "today in the bay," governor gavin newsom's office quickly turns down the heat following recent restaurant photo opportunity. we're going to explain why in this case it wasn't on the menu.

good monday morning. right now at 5:50 -- 5:42 i should say let's get a look at our ten tour trend in pleasanton, starts out in 9:00 in the low 50s but going for outdoor recess, another beautiful day. we'll talk about when we could see some rain in the forecast coming up in a few minutes. i checked on the crash in san francisco 101 at cesar chavez but it cleared a couple of seconds so that's a great drive. 101 is clear through palo alto but the volume builds headed in order, san mateo north of here all of the construction is clear. new york governor andrew cuomo's office is saying that they will allow the state

attorney general and chief judge to decide how to investigate claims of sexual harassment against the governor. the two former aides to cuomo have come forward since december claiming governor sexually harassed them. andrew cuomo has said if jokes he made at work were insensitive or too personal, he is sorry. he released a statement on sunday saying in part "i acknowledge some of the things i have said have been misinterpreted as unwanted flirtation. to the extent anyone felt that way, i am truly sorry about that." >> 5:44 right now. president bide listen meet virtually with the president of mexico today. >> scott mcgrew, president biden trying to mend some of the relationships with other countries. >> yes, putting america back on the diplomatic course there, marcus. our relationship with mexico has been solid in many ways better than our relationship with canada. president biden will meet with mexican president lopez obrador

we're going to pictures in the low 30s to start out. i know, it's just one of those things. it's cold. take a look at these numbers and the temperatures we're feeling in the north bay, 3 is degrees in ukiah. it's freezing in morgan hill and a cold morning across the bay area, but once we get through this, take a look at our forecast for today, make plans to get out and go for a hike, if you can. our temperatures will continue to warm up, at 1:00 we're at 67 degrees in the east bay and reaching close to 70 degrees for a high. martinez 66. 65 in santa rosa and 65 today in palo alto. as we go through the forecast, quite a few changes ahead, this first storm stays off the coast and we are finally going to see what we call the storm door opening on this meteorological spring. we know that at this point, we do need some rain taken looks like we'll see a change in our

weather pattern that will allow for the storm systems to finally come our way starting this weekend. so we will have the first one possibly in a series of some wet weather heading in starting out this weekend. so that's some really great news, because as we take a look at how much rain we need to catch up to normal, it is significant. we need over 17 inches of rain in santa rosa to catch up to normal. i mean, these numbers are looking so bad. and overall we are now in the seventh driest water year that we've had on record, and so now as we look at our weather pattern, what's ahead? over the next couple of weeks it does show we could see some above average rainfall which of course is much needed, we'll see how that pans out. all right, mike, you're watching the roads this morning. what's going on with the commute? >> kari, talking about meteorological spring, well let's check out trafficological,
