just after midnight. the victim's body was found just off the sidewalk in a lane of traffic. he was shot at least once. no suspect information has been released so far but our bob redell is on the scene this morning, gathering more information. we'll check in with him with a live report at the bottom of the hour. headed to washington this monday morning, president biden's relief plan now in the hands of u.s. senators. >> it comes after lawmakers in the house passed that plan over the weekend, which included checks for americans. shipments, the size of them may be uneven for the first month. johnson & johnson promising 4 million doses of their new one-shot covid vaccine this week, but the biden administration says don't wait for it. >> people should take the one that's most available to them. >> reporter: money for more vaccines and direct payments all part of covid relief now in the hands of a divided senate. >> we're moving ahead with a bill that probably will get no republican votes. >> reporter: republicans argue it's packed with things that have nothing to do with the virus. >> do we need to pay for bridges? does that have anything to do with covid, with tunnels for silicon valley? >> reporter: some democrats want to revoke business tax

20 million vaccines will be shipped. the first batches are now arriving in indiana and ohio. "today in the bay's" kris sanchez is live in the south bay with the update on the local vaccine rollout. kris? >> reporter: hi there, marcus. the new third vaccine couldn't come at a better time now that eligibility is expanding and farm workers now have their place in that priority line. some of them got their vaccines right where they work at monterey mushrooms in morgan hill. the mobile clinic is a partnership with united farm workers an effort to reach workers where they are, much to the relief of employers. the one-dose johnson & johnson vaccine just approved this weekend is expected to be another big gain for the underserved community, largely latino, which has seen cases 40% higher than the average, and a 20% higher mortality rate. >> i can tell you today is the happiest day i have had since last march.

>> we have farm workers or seasonal temp workers going from site to site, and may not be around in three to four weeks when their second dose is due. a single dose vaccine makes a lot of sense. >> reporter: the mobile vaccine clinic will be back here on wednesday. it will eventually move into gilroy. the mobile model and the one-dose vaccine expected to improve vaccination rates in the bay area's black communities, where transportation can sometimes be a challenge. the black community accounts for less than 3% of all vaccinations given. asian- american community accounts for almost 12, multirace accounts for 13%. latinos account for 15% of all vaccinations. whites account for more than 30% of all vaccines administered. teachers are eligible to get their vaccines as well so great

news and we add people to the eligibility list but it's a relief when we get that third vaccine. in morgan hill, kris sanchez, "today in the bay." >> we're getting there little by little, thanks, kris. parents in the east bay putting new pressure on schools to reopen classrooms. it includes a new video posted by parents in berkeley singling out the president of the teachers union. "today in the bay's" cierra johnson is live in berkeley to explain what this video shows and the new calls of action in neighboring oakland as well. good morning, cierra. >> reporter: yes, good morning, laura. we'll get to that call for action in oakland in just a moment. as you mentioned, parents calling for an answer, after the president of the teachers union here in berkeley was seen on video taking his 2-year-old daughter to a private preschool. the video released by a group called guerrilla moms here in berkeley. in it, you can see federation teacher president matt meyer walking his 2-year-old daughter to a private preschool. meyer confirmed it was him in

that video but the parents group that released that video says it shows the hypocrisy in the reopening process. meyer responded in part there are no public school options for kids her age, and that frustration regarding not being able to be in the classroom continues in oakland. that is where parents gathered to show support of a phased reopening plan that was yesterday, alameda county recently met state requirements for in-person learning and oakland unified is expected to reopen by the middle of this month. parents at the rally say this is a long time coming. >> i am a proud parent of an ousd student and that is why this is bigger than politics. in fact, this is about education, the value of science, what research says, and the fact that oakland has an approved back-to-school plan that ensures safety for all. >> reporter: and other parents spoke at that rally, sharing concerns of their children falling behind, doing just virtual learning and emphasizing just how important it is to get back in the classroom. today being march 1st is a big day for some students in communities in marin county, now that they're in the red tier. there are some high schools in marchin county that will be opening. first day of school for some students at novato high school, so we will continue to follow that and what a new normal looks like for the students in marin county, now that they are in the red tier, specifically those high school students. we're live in berkeley, cierra johnson, for "today in the bay." >> thanks so much, see yes in a. we have a follow-up on health provider one medical accused of allowing some people to get a vaccine when they were not eligible. more vaccines, even after the county believed it had stopped shipping the shipments of the vaccine. the county says it wants those

extra doses now to be returned. one medical says it never knowingly disregarded eligibility requirements. san francisco and san mateo county have also cut ties with one medical in recent days. a vacaville barber at the center of a high-profile fight over covid restrictions has his license suspended by the state. julian desmaris says his barber and establishment licenses have been permanently revoked effective march 25th. the state says the move comes after he repeatedly defied a public health order in the spring staying open when his shop should have been shut down. he says he did it so other barbers working at his shop could keep feeding their families. >> as we get farther and farther along this pandemic, it's more and more obvious that the state was gunning for small businesses while letting these big box companies stay open and get

richer and richer. >> he says he plans to open barber shops in other states and will do it again if he had the chance. napa county, not reopen indoor businesses like dining and gyms this week. county officials say they'll most likely reopen next week. only marin and san mateo counties are in that red tier. getting there is based on two things, positivity rate, which is the percentage of people testing positive, and case rate. santa clara county health leaders expect to move into the red tier tomorrow. san francisco also hoping to do the same. alameda and contra costa counties could up their tiers next week. a follow-up for you, work crews are set to start emergency repairs on that portion of highway 1 that was washed away near big sur during january storm and until now, crews have been excavating that area and rethinking the drainage system. five miles of roadway south of big sur will be closed.

cal trans is hoping the famed road can reopen early summer. chinese new year celebrations continue in san francisco, in fact, check out this cool light show in chinatown over the weekend. over on california street, the special display featured projections, some music as well, all to welcome a new year. it's the year of the ox, as you guys know and not over just yet. another week end of celebrations coming up, the 43rd chinese new year run, 5k and 10k walk/run. this year you have to do it virtually. maybe we'll just walk around the block. over and over and over again. that's pretty much 2020 and 2021. all right, but it's been great, the weather has been fantastic for getting outdoors. kind of an early little spring treat here. >> yes, we've had some above normal temperatures, but it got quite windy over the weekend,

and the winds will start to calm down today, and it's still going to be a nice one with our highs heading back into the upper 60s. we are still dry for most of the week, but this weekend, we may have some showers moving in. we'll keep you up to date on that. as you get started this morning, a live look outside in dublin, and our temperatures in the upper 30s. we're heading into the upper 60s already by 10:00 in the afternoon. so our warmup will happen pretty fast. we'll talk about what's ahead coming up in a few minutes. mike, what is the commute, how is it going around the bay area? >> kari, we have slowing at the bay bridge toll plaza and it did look like even though things looked on schedule as we take a look at the bay bridge toll plaza, there was a little backup more than usual. the metering lights had been turned on, holding steady here. you see the slower drive across the span and held up at the toll plaza, and clearing from the incline. there was a couple disabled vehicles on the lower deck getting out of san francisco, i think the initial reports triggered those lights to be

well. president biden over the weekend spoke out in support of amazon warehouse workers in alabama voting on whether or not to unionize. this would be the first union for amston amazon. biden releasing this video on twitter. >> i made it clear, i made it clear when i was running that my administration's policy would be to support unions organizing and the right to collectively bargain. >> workers have until the end of the month to vote yes or no. amazon points out the company pays $15 an hour to start, which goes a long way in small town alabama. speaking of $15 an hour, the house has passed a stimulus bill. it's up to the senate to do the same. it's our understanding the federal minimum wage hike will not be included in the version. looks like it will be a better day on wall street. stock futures pointing to big gains. it's been a rough road for stocks lately as investors pull out of equities and put their

money in government bonds as they pay better. it's a good reminder that money is not necessarily won or lost. it's more moved around on wall street from place to place, from stocks to bonds and back again. the belief lately has been the economic good news, the good times are just around the corner, interest rates will rise because of that, and so, too, inflation. government bonds are appealing in that environment. if you have lots of bonds and stocks and whatnot, perhaps you would like to buy a mansion featured in the tv show where the family gets kicked out and live in a town with the word "creek" in it. i'm not sure if i can say the title. the manage's name is la belle maison and it has reduced the price from $15 million to $11 million. 12 bedrooms, ceil inspired by the sistine chapel. if you had one, laura, it would be maisel

[ laughter ] >> i'm going to have to go through the catalogue and see all the songs. i've heard them all but i couldn't just name one off the top of my head. i'll have to check that out. >> oh, come on. >> let's get a live look right now. we are clear starting out but also very chilly and it's a cold start to our monday morning but it won't be that way all day as our home schooling and planning for outdoor recess. it's going to be perfect again today, so maybe allow extra time for running around in the backyard especially after 10:00/11:00, when it starts to warm up and we'll see that sunshine continuing with temperatures reaching into the upper 60s for today, and so we have this storm system staying off the coast. this will not bring us any rain, but then as we head toward the end of the week, we're seeing a change in our weather pattern that will finally allow for some rain to get in here, and i think by saturday, we'll have a pretty

good chance of this storm system moving in, bringing us some rain and i know it will be saturday, but much needed at this point, as we talk about how much rain we need to catch up to normal, every little bit helps especially when you're lacking 17 inches of rain. that's what we need in santa rosa, just to catch up to normal. rainfall deficits from over six inches to over ten inches for san francisco. so as we go through, looking at where we stand right now, we're only 64% of our normal amount of snow in the sierra and around lake tahoe area where it's 71% of the normal amount, so it does look like we can see some late season snow in here, we're hoping for a miracle march because right now, where we stand, we are at the seventh driest water year as we've seen from the past 50 years and looking at some of those top

three driest seasons, 2013, 2015 and 2020, and the wettest was 1983, when we had a strong el nino. we don't have that going on now. we have a la nina and stays dry through the week and watching out for rain chances again on saturday. heading out the door right now, mike, how is it looking for the commute? >> we have a little bit of a change, nothing dramatic as we look at the maps, getting out there and a smooth drive along the peninsula, south bay, pretty much just no problems here. zooming over toward the tri-valley that crash cleared from 680 we told you about that. full recovery through sunol, a little slowing into sunol for 84 and a new crash on the left side, we have southbound 880 around "a" street so keep that in mind. the been been toll plaza has the backup but it's lighter considering the metering lights are on. back to you. >> all right. look at that sunrise, too. thanks, mike. coming up next, amazing video of a massive planned explosion in the uk.

right now at 6:30, breaking news overnight in contra costa county. a man shot and killed near a concord strip mall. it's been a story we've been following all morning long. we have new details seconds away as "today in the bay" continues right now. good monday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. a check of your folk and commute coming up in a bit. to the east bay, bob redell is live in concord with the latest on the deadly everynight shooting. bob? >> reporter: good morning to you. detective with the concord police department confirms the man was shot and killed outside the meridian square strip mall avenue. it happened just after midnight. the man's body was found just off the sidewalk in a lane of traffic, shot at least once. we believe police will be

reopening this stretch of road here. detectives believe he was a younger man possibilities in his 30s. there's no suspect information. when i asked about a possible suspect vehicle, the detective was hesitant to confirm or deny the information that i had. there's no indication if the surveillance cameras at the strip mall captured this crime. as i mentioned, coroner was here. they were here within about the past half hour, since left with the body, and we believe this section of the road we're talking about between john glenn and meridian park, this section of concord avenue should be opening soon. reporting live in concord, bob redell, "today in the bay." >> bob, thank you. as soon as today, leaders in oakland's chinatown plan to modify and expand recently created community foot patrols to boost protections after recent anti-asian attacks. a 13-year-old girl organized one rally in san mateo over the weekend and given the current climate, ashlyn so felt the need

california revenues are soaring during the pandemic. the state took in $7.5 billion more in tax collections than what it was expecting last month. right now california is $10.5 billion ahead for the fiscal year, that started in july. and the state has a $15 billion surplus to spend this year. if trends continue, the state could add another $4 billion to that total. happening today, contra costa county's court system reopens after nearly three months of being closed. jury trials also resume which means jury duty also resumes. anyone who got a jury summons date march 1st or later is expected to respond. mask and social distancing of course required at courthouses. >> i love how you make jury duty sound so much fun! let's take a live look outside, what about a breath of fresh air. yep, a little cool start to our

morning as we take a live look, the sun is up this morning, so also watch where you park. the city is resuming some parking enforcement, talking about in san jose, it stopped giving out tickets during the start of the pandemic, but if you are out and about, maybe reporting to jury duty downtown, make sure you put the coins in the meter so you don't get a double whammy there. kari has a look at our forecast for today. >> we're starting out with some cold temperatures, as you're walking from your car to inside your job, we're going to start out with the calm wind and a really nice day ahead. we have had such dry weather, but we're going to take a look at our rain outlook coming up in a few minutes. home schooling today, head over to the tri-valley, starts out cool with some low 50s at 9:00, but then look at the trend for today, sunshine and we're back close to 70 degrees. i don't know if you could beat this, but what we do need is

some rain and we'll talk about that and when we may have some showers in our forecast, that's coming up in a few minutes. mike, any problems right now for the morning commute? >> no, we're looking good right now. let's take you outside first of all and see how the backup is shaping up over at the toll plaza. we have the slowing, and had the metering lights turned on a tad bit early because of a report in san francisco, but it was counter commute. we see that all the lanes are just now filling in at the toll plaza, as we look at the map, we see no slowing other than at the toll plaza and across the span in toward san francisco. it's a smooth drive on the approach to the maze, the east shore freeway. there is a slow drive recovering south 880 through hayward out of san leandro, that crash has cleared to the shoulder, just around "a" street. no injuries and no problems after a few more minutes of recovery. the south bay slows a bit for san jose, the crash off 101, i'll check on that. back to you. >> thanks, mike. well, 6:37. coming up next it's monday and we're tracking your vaccines.

better than our recent relationship with canada. president bide listen meet with lopez obredor. he wants a better guest worker program for his citizens. vice president met with prime minister of canada trudeau. trudeau spoke about it on sunday morning's "meet the press." >> as a canadian i believe we all need to work together in a more active way and glad to see the new administration, something i spoke with president biden about directly great to see america reengaged. >> iran rejected direct talks with the united states over returning to the iran nuclear deal, the u.s. left that deal under the trump administration so iran returned to refining uranium. the talks were proposed by the europeans also part of that deal.

on capitol hill they are one step closer to a stimulus bill. the house passed the bill, now' the senate's turn. the senate version will likely not include a $15 an hour minimum wage. neera tanden is still a nominee for the office of management and budget. the white house might have used the weekend to quietly remove her, that was a bad guess on my part. republicans oppose her for the many times she insalted them on twitter. president trump appeared over the weekend at the conservative conference called cpac. he says he's not going to start a third party but he all but said he'd run in 2024. a straw poll of conference goers said they'd support his candidacy, that freezes out anyone else running. or at least raising money. >> hello cpac. do you miss me yet? do you miss me? >> we're watching everything

in the upper 30s in the inland parts of the east bay. with the chilly start, at least we do know we'll have a nice day. make some plans to head out hiking. i'd probably wait until about noon, 12:00, 1:00, when eight going to feel a lot nicer, temperatures in the upper 60s and nice and sunny and not as windy as we've seen recently with some of the highs in napa reaching 63. 65 in palo alto and 67 today in concord as well as livermore. we do have some changes as we go into this week's forecast. 'still been super dry but we're seeing this high pressure moving out of the way, and that's going to allow for some of these storm systems to move into the bay area. as we like to call it the storm door will be opening and it starts this saturday with a chance of some showers moving in. although it doesn't look like a really strong storm, at least we are seeing a change in this very dry weather pattern. because at this point, when we look at the water and how much

rain we need to catch up to normal, it is really hard to look at. looking at santa rosa, 17 inches below normal, so that's how much we need just to get to our usual amount of rainfall at this point, and then we see in san francisco we need over ten inches of rain, and we're lacking over six inches of rain in san jose. that's not easy to do, and so as we look farther down the line, it shows that from the climate prediction center our outlook for march shows that we do see some near average rainfall, but that of course won't get us to where we need to be for this water year, so it does look like the drought will continue and we are going to have some dry weather all throughout the week, slightly warmer than normal temperatures inland, and that one chance of rain coming in on saturday, but we may see some more rain beyond that point, and hopefully we could have a miracle march around here. we'll be watching out for that. mike, what are you seeing right

now for the morning commute? >> opposite, not the opposite of a miracle but not great. looking at the san mateo bridge. taking a live shot the commute direction on the right side of the view,' kind of jamming up a little bit and in fact, someone dodged into the service lane because i think they saw brake lights on the flat section. the map has a circle around where we see the slower drive going across that span, no incidents reported. there may be a slower vehicle or a crew headed out there. we'll double check on that. circling on recovery through hayward off the castro valley y. the crash cleared and may be more traffic headed over there after that recovery. typical for the rest of the tri-valley there and the bay bridge, the toll plaza has the backup, the metering lights are on, the backup really starting to thin out though as the sun comes up on the eastbound directions. back to you. >> thanks, mike. happening now, the philippines launching its vaccination campaign today but the country is also dealing with supply problems. among the first to be vaccinated in manila were cabinet officials

welcome back. good morning. here is a quick look at the top stories that we're following, including breaking news in the east bay, where police are investigating the discovery of a man found shot to death near a strip mall on a busy road in concord. >> "today in the bay's" bob redell is live there at the scene and what are police telling you this morning? >> reporter: as you can see behind me the stretch of concord avenue is reopened now in front of the meridian square strip mall about 100 yards behind me a man was shot and killed just after mid night, his body found off the sidewalk in the lane of traffic. a detective tells me he was shot and killed, as i mentioned, a homicide they're investigating. i just saw a detective walking behind me here in the parking lot doing some follow-up. they believe he was a young man, possibly in his 30s.

there's no suspect information. i did ask about a suspect vehicle, but the detective was hesitant to confirm or deny any of the information that i had. there's no indication if the surveillance cameras at the strip mall captured this crime. this is the first homicide of the year we believe in the city of concord. there were three people murdered here last year. reporting live in concord, bob redell, "today in the bay." >> thanks for the latest there, bob. parents in the east bay putting new pressure on schools to reopen classrooms. >> "today in the bay's" cierra johnson is live in berkeley where parents are singling out the president of the teachers union. cierra? >> reporter: yes, good morning. the president of that teachers union here in berkeley coming under fire after video was released of him walking his young daughter to a private school. that video was released by guerrilla moms, a group here in berkeley, in it you can see federation of teacher president matt meyer walking his
