"today in the bay" starts right now. good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike's keeping on eye on the commute. we'll get to that in a sec. but first it's wednesday, and a look at the forecast for you. meteorologist kari hall is tracking the cold or cool temperatures starting out today. >> yes, good morning and we are going to also start out with some clouds rolling in but it will be sunny later today and i'm excited to see rain in the forecast with some cooler temperatures coming along with that. as we get a look at what's going on, a system approaching southern california but spreading some clouds our way. that will be once again from the first part of the day, we should see clearing this afternoon as we head to the upper 60s for a lot of our inland areas. we'll get a look ahead to the changes in the forecast come up. mike, what are you seeing early this morning for the commute?

>> as folks would expect early this morning, there are not as many drivers. as we look at the big map, green sensors, just a touch of slowing out of the altamont pass, about the only issue on this particular map. moving up to the north bay, we have a traffic alert up there for the fairfield area, westbound 80, we had all lanes blocked for a few minutes. westbound coming through fairfield that won't affect most of our drivers but just that note we'll follow that update and more as it comes in, laura, back to you. >> thank you, mike. a live look at north fair oaks neighborhood where a death investigation is under way on fifth avenue near middlefield road. video overnight shows a body covered with a tarp, we've reached out to san mateo county sheriff's office overnight questions crews at the scene. so far they've not confirmed any details on what happened. when they do, of course, we'll update this story for you. a live look at the san jose

skyline this morning where a long wait is finally over. the cities aretier, huge relief restaurants who can begin serving inside at 25% capacity and some we spoke to in san francisco say they're ready. >> we got the floors back, we can expand the menu and bringing a few more people back behind the bar. >> under the red tier, movie theaters and museums can reopen at 10% capacity and retail stores can bump up their capacity to 50%. contra costa, alameda, sonoma and solano counties are still under the state's most restrictive purple tier but could move down to the red tier next week. now those rollbacks come as vaccines for all americans could come sooner than expected. president biden says there will be enough shots for every adult

to get vaccinated by the end of may but in the meantime, supply is still an issue and forced one major bay area health care provider to cancel tens of thousands of vaccination appointments. "today in the bay's" ian cull has the story from the south bay. >> reporter: protection against covid-19 is desperately needed, as many states now begin to ease restrictions, but right now in the bay area, vaccine supply problems continue. sutter health says it is running out, it's canceling 40,000 vaccine appointments across its system over the next week. they may have to cancel 50,000 for t says, due to inconsistent supply from the state, all of them are second shots for patients. david johnson got his first february 6th. >> what a relief, i got to tell you. you can't anticipate how it feels to get that first shot. >> reporter: then his second dose this friday was canceled. sutter health told him it will be rescheduled in seven to ten days.

sonoma county. a variant discovered in the uk was detected in a county with the resident after getting the test at a pharmacy. public health investigators are looking into the person's recent travel history and exposure to others, the infected person and their roommate are both in isolation. new this morning, san francisco may soon require large grocery stores and pharmacies to give hazard pay to its workers. supervisors are considering a proposal that would pay those employees $5 more an hour. those workers would only qualify if they make under $35 an hour. this week, san mateo approved a similar ordinance. similar proposals have been adopted in oakland, berkeley and santa clara county. a disaster on a california highway, raising a lot of "tod bay" whenstigators are expected to arrive to the scene where at least 13 people were killed in a crash and what we're learning about the moments leading up to that accident. plus doctors are now saying

in oakland. so we are all feeling something a little bit different out there, but it is still going to be a really nice day. make some plans to head out to the park once again although as we just looked at the allergy forecast, we're probably still sneezing, too, if you're allergic to all of this. en, and then as we go into the day, we go from 11:00 at 59 degrees to some mid-60s for later today. so once again, feeling very comfortable, and although we will start out with some clouds, it will clear out later today, and we're seeing our temperatures reach up to 65 in livermore. martinez reaching 64 and 65 in santa rosa. we have a lot of changes ahead, so we are seeing a change in our overall weather pattern and it's going to allow the storm systems to come in. we'll have one after another starting this weekend. so saturday looks like we'll start to see some scattered showers, more rain in the forecast on monday, and then again on tuesday, so it looks like we are talking about the

storm door opening, we like to say that, because that allows for all of these weather systems that are out there in the pacific to move in. so the first round of rain will be very light, most of us get a half inch of rain or less, and then we see the second and third rounds of rain coming in. in all, we could see over an inch of rain in parts of the north bay, while parts of the east bay and south bay could get about three-quarters of an inch of rain so that looks pretty good, maybe even a little bit more for tuesday. so it's good to see that we could have some soaking rains over the course of several days, and that's what we need. we don't want it all at once. we want it to be spread out over the course of several days to get a chance to soak in. mike, heading out the door this morning, looks pretty good in the weather department. what are you seeing? >> looks pretty good in the we do have one issue and it's a serious issue for those in the north bay. let's take a look at the broader view east bay, contra costa county a lame da county, moving smoothly toward the bay bridge. it's up here in fairfield, we've

been talking about this crash, all lanes blocked for a short period of time. one lane is open and tow trucks should be arriving any second there, should be able to take care of a number of vehicles once they get there, but that crash involving some injuries and someone was already taken to the hospital, and again, now it's just a big rig and a few other cars that have to be cleared, west 80 at cherry glen. the rest of the bay shows a smooth, easy drive, just a tiny bit, but a bit more of that tiny bit slowing coming through the altamont pass. back to you, laura. >> thanks so much, mike. it's 4:49. we have new details, a judge presiding over the george floyd trial deals a disappointing blee blow to his family. due to the pandemic seating at the trial will be limited, only one member of floyd's family will be allowed to watch the trial at one time. the limited seating rules will also apply to former police officer derek chauvin's family. chauvin facing second-degree murder and manslaughter charges. the ntsb is investigating the southern california crash

that killed at least 13 people. the cause of this crash is still unknown. it happened early yesterday morning, near the california/mexico border in imperial county. a semitruck hauling gravel collided with a ford explorer. there were 25 people crammed inside that ford explorer when the crash happened, ages range from 15 to 53. officials say that is concerning. >> the vehicle is not meant for that many people. it's unfortunate that that number of people were put into that vehicle. >> investigators said that there were no rear seats in that ford explorer. more details, staying doctors at two different hospitals are helping treat patients who were injured in that crash. officials say the injuries of those involved range from fractures to life-threatening injuries. calls for new york governor andrew cuomo to resign. new york legislators voted to strip cuomo of his emergency covid powers. the bill could be passed as early as friday.

the governor is facing several scandals, an investigation into sexual harassment claims made by three women is pending, also the governor's controversial policy that ordered covid positive patients into nursing homes, drawing intense scrutiny. california's attorney general facing heat over his appointment to serve in the biden administration. xavier becerra's nomination as health secretary is coming under fire for defending the state's abortion laws among some of the most liberal on the books. many national pro-life organizations are seeking to block his nomination. the senate finance committee is expected to vote on that appointment today. the race is on for a vaccine approved for teenagers, pfizer and moderna are conducting trials to see if their vaccines are effective for those as young as 12 years old. as terry mcsweeney reports, physically and mentally this group definitely needs a vaccine. >> reporter: trials under way by pfizer and moderna are seeing if

12 to 17-year-olds respond to vaccines as adults do and develop antibodies. there are isolated reports of coronavirus outbreaks in high schools. >> we know that transmission can occur in adolescents. they don't seem to have the same kind of protective benefit that younger children have. >> reporter: dr. rutherford is hearing the results of the testing could be available as early as may. a positive report would give an added boost to reopening middle and high schools, and that reopening needs to happen for the mental health of teenagers, says dr. jean noble, director of covid response at the ucsf emergency department. >> so a lot of kids verbalize their isolation, noting. able to see peers, not going to school is a cause for their distress although we don't have exact numbers on that. >> reporter: dr. noble is referring of a study of medical records from 10 to 17-year-olds between march and oakland last

. 4:56. welcome back. new details into the investigation of tiger woods rollover crash. the los angeles county sheriff's department executed a search warrant for the car's black box. sheriff deputies say it's part of their investigation and they do not consider it part of a criminal investigation. the department added there was no probable cause for woods to have his blood tested to see if he was under the influence at the time of that crash.

trending this morning, tv star dr. oz is being credited with helping save a man's life. >> boy, right place, right time. it happened at newark airport. police say an officer saw a man collapse in the baggage area. officer called for backup and began performing cpr but that's when dr. oz and his family, they were coming off of the same flight. dr. oz and the officer performed cpr together. the man survived and was taken to the hospital. >> dr. oz tweeted about it "as a physician and a human being, it is our responsibility to jump in when there's a medical emergency." he's done that before outside of his offices. >> amazing. a medical bay area health care provider under fire. next here on "today in the bay," the federal investigation now launching after one medical allowed some people to jump the line for the covid vaccines. plus, the bay area county that is now rolling back its travel restrictions today. what you still need to know if
