either side of the water. back to you. >> thanks so much. new this morning, authorities are looking for the person who set a man on fire last night in east oakland. it left him in critical condition. it happened near the san leandro border. the east bay times says the man appears to be homeless and people nearby put out the flames. the man was doused with some kind of accelerant first. california moving toward the 10 million mark in vaccinations. half a million shy and just about 25% of the state population, comes with a new promise to allocate 40% of vaccine supply to zip codes with the lowest income. >> as the majority of us wait for our shots, governor newsom says supply hughes are sticking to a sticking point. the state is administering more

than 200,000 doses a day, but there are enough vaccine sites to handle a higher low. this week california will receive 1.5 million doses, a slight drop from last week. the state is receiving fewer johnson & johnson doses than originally planned. it's only around 20,000. as more people become fully vaccinated more questions arise. the cdc now finalizing new guidance about the things you can and cannot do once you're up to speed. "today in the bay" takes a closer look at what life may look like post-vaccination. >> reporter: for tom, the vaccine is a glimmer of hope to return to normal, spend more time with his grandkids, go on trips and see friends. >> fully vaccinated and supposed to have efficient immunity as of tomorrow. >> reporter: tom and his wife have been locked down, even avoiding the grocery store and now wondering what they will be able to do with the protection they have. >> i'm a little concerned about the variants.

we're not just going to go running out into the world and start to share air with everybody else on the planet. >> reporter: the cdc and biden administration are expected to announce new guidelines for people in the u.s. who have been fully vaccinated. one part that's expected, small groups allowed indoors. >> more gatherings in the home of people i think you can clearly feel that the relative risk is so low that you would not have to wear a mask. >> reporter: the announcement was expected, but now may be on hold according to published reports. nbc news is checking with the cdc on its plans. it comes as the white house has been pushing back against governors in texas and mississippi, moving to fully reopen their states and get rid of mask mandates. >> the last thing we need is neanderthal thinking, in the meantime everything is fine, take off your mask, forget it. it matters. >> reporter: so far more than 80 million americans have received at least one dose. amson hopes we'll soon get back

well. i would say please get vaccinated. >> reporter: the conference of catholic bishops claim the vaccine is linked to cells derived from aborted fetal tissue and raises concerns to the church's opposition to abortion. johnson & johnson says there is no fetal tissue in its vaccine and it's used an engineered cell line. nbc news says the cells are replicated from cells taken from fetal tissue. the bishops write in part if one has the ability to choose a vaccine pfizer or moderna's should be chosen over johnson & johnson's. with vaccines in such short supply bay area catholic churches are focused on getting shots for as many as possible. >> we know from the holy father the pope that he is asking that you should get vaccinated right now, that it's a moral imperative that the community is vaccinated, that it outweighs some of these other concerns.

>> reporter: father john pedigo with catholic charities are trying to work with the santa clara department of health and stanford medicine to open some sites on campuses and with extended hours to make it easier for their hourly wage pa rischers. many are having a tough time. >> you can't just take any time off so the choice that people are left with is a terrible choice of get vaccinated or have no money. >> reporter: neither the san jose dioceses or san francisco archdiocese have issued any statements either rebuking or supporting the u.s. conference of catholic bishops. they're saying catholics in the bay area should get any vaccine that is available to them. in san jose, nbc bay area news. >> 4:37. are rent prices in san francisco bottoming out? next on "today in the bay," what the new stats just in are saying about the bay area's most expensive big city.

a very good thursday morning to you as we take a live look outside. waiting for the sun's arrival. illuminated bay bridge on this thursday morning. mike will have an early look at that commute and see how things are rolling or not. let's check in with kari and she has a look at our forecast. another nice one on tap? >> absolutely. it is going to be a beautiful day. let's talk about what to expect here. we are going to see more of that sunshine moving in and temperatures reaching into the 60s. we will have some quick weekend showers moving in mostly late friday night and moving out early saturday morning. we will have some more storms ahead in the forecast going into next week with more widespread rain.

as we get a look at the storm systems that are off the coast now moving well to the north and west of us and starting to move in with some clouds farther to the north, but for us, it's going to be a another mostly sunny day. we didn't see clearing until late yesterday evening but today we'll get more sunshine and then this next storm system starts to move in heading into late friday night with north bay showers and the rest of the bay it moving through before sunrise. with the timing shouldn't affect your weekend plans. we are going to watch out for more rain chances early next week with more widespread rain and then a slower moving system that will bring in a few days of rain. as we go through the timeline, once again all clear today. most of the day tomorrow is clear. then as we stop it here at 8:30 tomorrow night we are starting to see the showers move into the far north bay approaching santa rosa and napa and then quickly moving through late tomorrow

night into early saturday morning. weekend is almost here. we are going to see dry weather going into saturday. by sunday we're seeing some sunshine and then some more rain back with us early next week. as we look at how much rain we could see, some of those rainfall totals for the weekend system will be a quarter to half of an inch. we'll talk about what's ahead and the rest of the forecast coming up later. mike, what's going on for the commute? >> kari, laura said we'll check what's rolling in and what's not, crossing the bay across the san mateo bridge rolling with the taillights. as we look at the maps there's not slowing sensors but we're told an suv with a trailer that's about the high rise there and stopped and that is over in the right lane. you might have to move over to the left as you approach the high rise over to foster city. the dumbarton bridge and the bay bridge are moving smoothly and clear of any incidents and so is

really the rest of the bay. green senors. a tiny dip on the altamont pass. the rest of the north bay. back to you. >> you would know what's rolling an what's not. house democrats making making a move for policing efforts nationwide. the bill, of course, named for the man who died last may when minneapolis police officers derek chauvin knelt on his neck for more than eight minutes, the bill would ban neck restraint, choke holds, and qualified immunity for law enforcement and creates national standards for policing to help bolster accountability. it will need ten senate republicans to sign on to pass. making it in the bay may become more expensive for people to look to rent in san francisco. for the first time since the start of the pandemic, rent has

moved higher. apartment list finds while year over year they're down 26% they're up 1% in february with the median for a one bedroom about 2,000. the same across the bay where oakland rent stabilized last month and rents in san jose rose more than 1%. something we haven't seen in months, indoor dining back on the menu in san francisco. >> yeah. so how did it go? "today in the bay's" jean elle has more on how diners and restaurant owners are reacting. >> reporter: lots of people in san francisco are eating outside tonight, some cases because restaurants are not yet offering indoor seating and in other cases they don't have enough room inside for demand. >> there wasn't enough room for us. we decided to eat outside and i am looking to eating inside, i'm ready for it. >> reporter: many restaurants in san francisco are reopening dining rooms at limited

capacity. the vietnamese street food, they say having the indoor option gives them hope. >> it's a sign things are getting better. >> reporter: that's bob enjoying a meal inside out of the cold as we talk to victoria lee. >> i just ate inside. it was wonderful. normally i'm out here enjoying san francisco weather, how is that. >> reporter: ann was dining outside because she had her dog. >> i happened to have walked up with my dog so i could not eat inside. but, you know, it doesn't feel crowded. it's not crowded in there. i would have gone in. >> reporter: most of the people we talk to who are ready to eat inside say they have had at least one vaccination shot. >> indoor dining, i don't know if i'm quite ready for that just yet. >> reporter: drew says he will stick to takeout and outdoor seating until vaccination rates are higher. >> maybe like when we get closer to the summer when more people are vaccinated and we have

4:54. for the past ten months we've been having uncomfortable conversations about race and racism and in our weekly series race in america, i will be joining monte pool from nbc sports bay area to continue that conversation. we talked about the insurrection, george floyd, workplace diversity and alliedship. >> racism in our country, it's a plague and there's a war against it and we need allies to fight it and change. it's not going to happen overnight. i don't expect it -- i don't know if i expect it to happen in my lifetime but i do believe that there's going to come a time when we don't let race as a sole factor in how we think of and look at people and treat people, and, you know, i really hope that it is in my lifetime
