classroom. look at all those people. remember what it was like? fans in the stands by opening day? there's new signs that moment may actually become a reality for both bay area ball clubs as the third hour of "today in the bay" continues right now. that's football. we'll be talking about baseball this morning for you too. good thursday morning. i'm laura garcia. >> i'm marcus washington. our top story to push to get more injections into the arms of teachers and school staff across the state. >> "today in the bay's" kris sanchez joins us live at the levi stadium mass vaccination site in santa clara with more on that and this key vote on school reopenings happening in sacramento today. good morning, kris. >> good morning. teachers all around the bay area are starting to get their vaccinations this week and we know that the funding measures in sacramento might give a shot in the arm to schools looking to reopen by april 1st.

lawmakers will vote today on the funding plan for schools which includes $2 billion for districts that bring back their youngest and vulnerable students by april 1st to help defray the costs of increased safety measures and does not require teacher vaccinations. there's also $4.6 billion plan to help close the learning gap many students experienced in a year of distance learning. that money is not tied to the early reopening. we're going to follow that vote from san francisco on nbcbayarea.com. today and tomorrow every shot at the oakland coliseum vaccination site is set aside for teachers and school staff, custodians and cafeteria workers and such. the site can vaccinate up to 6,000 people a day. s plan stil return to the classroom but now san francisco unified has the first set of access codes for teachers to start scheduling their appointments. in santa clara county teachers have been getting vaccinated

here at levi stadium since monday and at the county fairgrounds where vaccines are set aside, that site could expand up to 2,000 appointments a day if there is vaccine supply. now this afternoon, members of the california teachers association will urge the county to prioritize teachers working with students and urge underserved communities to get vaccinated as soon as it is their turn. that is going to happen at 3:00. we have heard about some teachers opting out of the vaccine even though they do have that priority access. it's too soon to tell how many there are and how it will impact teachers going back in person. vaccination updates are ay." coming fast and furious these days. we can help you keep up with it

"today in the bay's" cierra johnson joins us live on the other side of the bridge near the giants oracle park. sounds like the governor is willing to play ball in this one. >> good morning. we're talking about getting back inside of the stadium as we've been reporting, some of the covid rates across the bay area have been falling andowards the next step of what we can reopen. as you know we slid from the purple tier to less restrictive red tier and looking ahead and

things are looking good for folks wanting to get back inside of that stadium. now california governor gavin newsom did hold a press conference on wednesday where he indicated some mlb fans would be able to enter the outdoor stadiums explaining his office has been working with some of the teams. the sentiment of developing plans and working ahead has been expressed by the oakland a's office. the a's are selling tickets in pods with the anticipation of fans returning and, of course, they will make masks mandatory in that situation. this week here san francisco giants released a statement saying the possibility of a partial reopening is encouraging news but the organization is waiting for more guidance. now take a listen to what governor newsom says about the return to stadiums this baseball season. >> if we all do our job and don't let down our guard i have all the confidence in the world fans will be back safely in a lot of outdoor venues.

>> reporter: so what metric has to be met for this to happen? under the current state guidance teams and counties in the orange tier can play with fans at 20% capacity. so far none of the counties that are home to any of the mlb teams here in the state are in that orange tier. the only tier indicating there's a moderate spread of that virus. now the giants will open the 2021 schedule april 1st in seattle against the mariners and host the rockies on april 9th here at oracle park. opening day scheduled for april 1st against the astros. now we did have a chance to get a medical perspective on what it would take to get folks back inside of the stadium. we spoke with a ucsf expert who possible to get fans back in the stadium by april, one being that vaccine rollout continues to go smoothly. another is social distancing and that stadium is not full. it's looking good for baseball

fans at this point. we're going to have to wait and see how things play out. opening day quickly approaching. we are live in san francisco, cierra johnson for "today in the bay." >> i can't wait. interesting to see if they eliminate the singing and going "go team" instead of yelling. it whatever we can do. thank you. san francisco hitting a new roadblock in plans to house those hurting most as they try to make it in the bay. the chronicle reporting some homeless people would prefer to stay in shelter in place hotels even if longer term housing options open up. that's because they believe hotels are nicer and offer more amenities. city housing leaders say 70% of people in hotels are turning down the other spots. san francisco leaders have pledged not to evict anyone from the hotels but the current federal funding runs out in october. some good news when it comes to san francisco's central

subway project. the examiner reports most of the construction will be done by the end of the month. service is expected to begin in the spring of 2022 after a year of testing. the project is nearly four years behind schedule, roughly $300 million over the original budget. the central subway will extend light rail from cal train stations to chinatown. lovers of great heights are rejoicing this morning. the ferris wheel in golden gate park is set to start giving rides again starting today. the new 100 foot sky star observation wheel was only open a few weeks before shut down because of the pandemic. more good news for you, four-year extension for san francisco's observation wheel was just approved and the city will spend a live look outside. the bay bridge cool and clear start across much of the bay area for our thursday morning.

but meteorologist kari hall is tracking when some rain is set to return to the bay area and possibly a lot of snow to the sierra? >> yeah. by next week. so we are going to be watching out for that. let's get to our forecast. today in the south bay our morning starting out in the low 40s and we'll have a beautiful sunrise. going into today temperatures warming up once again and enjoy the warmer weather because we are seeing changes ahead in the forecast, especially at the weekend as the rain comes in. we are going to be watching out for some of those showers approaching the north bay by late tomorrow night and it will quickly pass on by. we'll talk about how this may affect your weekend plans. how does it look planning to head to work this morning? >> kari, judging from the first shot we showed with the bay bridge span it looks great. the span moves smoothly. traffic is metered back at the bay bridge toll plaza as i was showing it last time they were turning on the metering lights took less than ten minutes for

selling brands for that company. the u.s. army has a tradition of naming helicopters afte apaches, the black hawke the most often, used for troop transport, medical evacuations and close air support, the apache, chinook and comanche. first time jobless claims 745,000 americans had to file for first-time jobless claims in the past week, less than expected. tomorrow is the big day for jobs data when the labor department releases the official numbers on job growth and unemployment for the month of february. you know the white house is waiting for those numbers. if they're bad that is political bad news. if they're good that's kind of tough too because it may lead some senators to question whether the $1.9 trillion stimulus is as badly needed as the white house says it is. they'll vote over the weekend. an experiment in stockton

new husband prince harry. turning this morning, no one told you life was going to be this way. okay. i didn't sing that. these chicago penguins are making the best of the pandemic times. a group of four from the shedd aquarium stretched their wings while visiting the "friends" experience. those penguins got a private tour of the chicago-based replica of the tv show's iconic set. waddling around. >> it does look funny the way they're looking around. that's where ross sat. >> joey here. >> i'm not sure. i think they're looking around going wait a minute, i thought we were in chicago. this is new york. that's probably -- >> i thought you were going to say how you doin'? >> how you doin'? maybe they want to take a trip into the bay area because the water is much nicer here right now. >> that's right. >> traffic first. >> how you doin' mike?

>> you got to drive because waddling doesn't get you here. the roadway, you are going slowly this is the trouble spot right now. out to the map we're looking at southbound 880 past 8th street which looks like pasta street. there's a crash involving three or four vehicles blocking at least one lane and crews are arriving on scene. no major injuries reported but i'm monitoring that. another crash closer to 92 you saw that pop in. circled here, west 580 at springtown, reports of a crash all in the center divide but may be a traffic break to move those vehicles to the shoulder again. no major injuries but that could stop traffic up just a bit. hov. remember carpooling there you need three people. two or more friends. you have lots of friends with the weather forecast at least for today. >> yeah.

i think pretty much everyone is enjoying the sunshine we've had. the warm temperatures. we have a lot of changes ahead and some much needed rain. take a look at all of the clouds off the coast. a couple storm systems approaching the pacific northwest and will be arriving in the bay area tomorrow night. first in the north bay as we get the timeline of the rain, we are going to see some of those showers in the north bay by 9:00 tomorrow evening and then quickly moving across the rest of the bay area between late tomorrow night and early saturday morning. for most of us by the time we wake up on saturday, it's going to be clear and at least you'll have a nice watering on your lawn, but then the rest of the weekend is all dry as you make plans to get out there, just keep in mind it's going to be cool and breezy and there's another storm system that's going to be moving in right behind that. with the second one for early next week we will have some more widespread rain and this storm could move a little bit more slowly and bring in some heavier amounts of rainfall. that's where we're watching out

"today in the bay" continues now. good thursday morning. i'm marcus washington. >> and i'm laura garcia. we'll have a check of your morning forecast and commute in just moments. first, california this morning getting closer to that 10 million mark in vaccinations. health leaders say we're about a half million people shy, amounts to about 25% of the states population. one of the holdups continues to be the vaccine supply. in contra costa county the vaccine wait list is in the tens of thousands. >> bob redell is live to explain how the state is taking new action just to make sure that the poorest have access.

>> good morning. soon the state of california will be designating 40% of all vaccine doses for the most vulnerable of people who live in these specific neighborhoods. the state is targeting 400 zip codes with around 8 million people living there. many of these people are poor, in the bottom 25% of the socioeconomic ladder according to "the mercury news" who the state has identified as being highest risk for contracting the virus. the state believes that once 2 million of those vaccines have been given out in those neighborhoods it will be easier for those counties to move into the lesser tiers of restrictions and allow more businesses to reopen. many shots will be going to people in los angeles and in the central valley. here in the bay area, the chronicle reports it will be richmond and east oakland. here in contra costa county, vaccine supply is so tight, 34,000 people are now on the wait list for their first dose

because the allocations from the state have been, quote, flat for the past few weeks. the county is encouraging people to sign up and double book at different sites if you can because they believe enough vaccines will be arriv coming s vallejo campus in san ramon. bob redell, "today in the bay." the cdc now finalizing new guidelines for the dos and don'ts when it comes to being fully vaccinated. the guidance expected to be coming out in the next few days. it comes in the week of recent bold moves in states including texas and mississippi to fully reopen starting with lifting mask mandates. dr. anthony fauci this week talked about what he expects the new guidance to say. >> more gatherings in the home of people i think you can clearly feel that the risk, relative risk, is so low that you would not have to wear mask.

>> now at this point more than 80 million americans have received at least one dose of the vaccine. house democrats are making a big move to regulate policing efforts nationwide. this is after approving the george floyd justice in policing act. that bill, of course, named after the man who died last may when minneapolis police officer derek chauvin knelt on his neck for more than eight minutes. that bill would ban neck restraints choke holds and qualified immunity for law enforcement and creates national standards for policing to help bolster accountability. it will need ten senate republicans to sign on to pass. for the past ten months, we have been having that conversation uncomfortable conversations about race, racism in our ongoing series race in america, i will be joining monte pool from nbc sports bay area to continue that conversation.

least for people looking to rent in san francisco. we have a live look at the city by the bay, since the start of the pandemic, rents there have moved higher. apartment list finds year over year rents are down 26% they're up more than 1% in february with a median for a one bedroom about $2,000. it's the same story across the bay where oakland rents stabilized last month and rents in san jose rose more than 1%. new at 6:00 this morning, if you like looking at the painted ladies in san francisco, a home sometimes called their older sister is now on the market. sf gate reports the queen anne style home sits on the same street at 818 steiner. the three-level home was built over 120 years ago and recently renovated an got a make-over.

few minutes. mike, how is it looking heading to work this morning? >> we still have a couple trouble spots here. looking overall at the big view of the bay most will be pleased to see green, and the south bay, anywhere south of the san mateo bridge actually. heading to the san mateo bridge we have the problem, a crash, possibly two crashes as you head south, crash, major damage to one of the cars. no major injuries reported. may be a second closer to 90. the details sound similar so i'm going to mark one. the other issues for 580 around springtown. the cars moved to the shoulder, caused the quick traffic break. slowing at the bay bridge may get worse. i think there's something going on at embarcadero getting off at the bay bridge westbound. back to you. >> thanks mike. google now taking additional steps to ensure user privacy for its ad tracking technology.

the upper 50s here. a look at all of our microclimates and we'll talk about the rain in a few minutes. new this morning, this is a disturbing story out of east oakland. authorities looking for a person who set a man on fire last night. they left him in critical condition. it happened about 8:00 at night on douglas avenue near the san leandro border. the east bay times reports the man appeared to be homeless but there were people nearby and put out the flames. investigators say the man was doused with some kind of accelerant first. just evil. take a look at this. just into our newsroom here from novato a car smashing into a gun store around 5:00 this morning. multiple patrol cars are there and police calling it a crime scene, but we don't know if this was some kind of smash and grab. we have crews headed to the scene and have an update at 11:00.

we are also getting a first look at the damage after a freight train derailed in san bernardino county. at least 40 cars went off the tracks in the desert near ludlow yesterday. about 150 miles northeast of los angeles. luckily kind of amazingly no one was injured. investigators still are trying to testimony how it all happened. it is 6:44. the white house pouring over the latest jobs numbers. >> we have the first-time jobless claims this morning. tomorrow the new numbers from the labor department. >> 745,000 americans filing for first-time help last week. all this data today, the first-time jobless claims tomorrow what you were talking about may affect how senators vote this weekend on the stimulus. if tomorrow's jobs report is too good that could be ironically bad for president biden's push to get money out to families. the white house has already compromised on the number of

wednesday california governor gavin newsom indicated mlb could see fans inside of the outdoor stadiums this season explaining his office has been working witn expressed by the oakland a's office. the a's selling tickets in pods with the anticipation of the fans returning. they would make masks mandatory in that situation. also san francisco giants leasing a statement this week saying the possibility of a partial opening is encouraging but the organization waiting for more guidance. taking a listen to what governor newsom had to say about getting back into the stadiums. >> if we all do our job and don't let down our guard i have all the confidence in the world fans will be back safely in a lot of those outdoor venues. >> reporter: so what metric has to be be met for this to happen? under state guidelines, teams and counties in the orange tier

some currents for the next couple days but the advisory continues through tomorrow and we'll see if that gets extended with the breakers really high for today. as we go through the forecast, let's go through the timeline of when the rain will arrive. we're trying to make weekend plans as we check out what's going on by tomorrow night. here we are at 9:00 and that rain is just starting to move into parts of the north bay. it continues to spread quickly across the rest of the bay area before you wake up on saturday moorng, the rain is in and out of here and the rest of the weekend is dry. as we go into early next week there will be a couple more storm systems coming in, bringing more widespread rain starting on monday and continuing through wednesday. this looks to move a little bit slower and will bring in higher rainfall totals and is much needed as we didn't get much rain last month. this round we could see the potential of getting between

saturday and wednesday the possibility of getting over 2 inches of rain that's pretty good and we could see quite a bit of snow in the sierra but temperatures will be cooler from the upper 60s to the mid 50s by next week. mike, how is it looking for the commute? >> i'm a little worried about the bay bridge toll plaza because we have a new incident there. let's look at the shot where you see all lanes backed up an there is movement but you see this motorcycle going in the hov where they're allowed to go, another motorcycle crash reported in one of the lanes to the right of the hov lanes. you see movement. that's good news. we'll track that. slowing on the incline and overpass from the 880 northbound direction but the crash in san francisco has been cleared from the embarcadero off ramp. recovery for 880 southbound towards 8th street but adjusting. the crews maybe moving vehicles out of the roadway. no major injuries reported.

i'm trying to do some homework here. welcome back. a quick look at our top stories we're following including a push to vaccinate more teachers and school staff. >> "today in the bay's" kris sanchez joins us live at the levi vaccination site with more and the key vote on school reopenings happening in sacramento today. kris? >> that's right. teachers are getting vaccinated including sites set aside for them and school staff. one site is the santa clara fairgrounds and educators are getting vaccinated at levi stadium as well.

at 3:00, members of the california teachers association will urge the county to prioritize teachers working with students and urge under served communities to get vaccinated as soon as it's their turn. today and tomorrow every shott the oakland coliseum is set aside for teachers and school staff, that site can vaccinate up to 6,000 a day. after a delay san francisco teachers have state access codes to book their appointments and could not make appointments because there is no set plan for a return to the classroom just yet. school funding could get a shot in the arm as well as california lawmakers will vote on the big plan for funding schools. it includes $2 billion for districts that bring back youngest and most vulnerable students by april 1st, around the corner. those funds are to help defray the cost of increased safety measures and does not require teacher vaccination but there's the $4.6 billion package to help close the learning gap many students experienced the year of distance learning and that money is not tied to early reopening.
