"today in the bay" continues now. >> it's for starting your day with us. i'm laura garcia. >> and i'm marcus washington. we begin this morning with a long night for lawmakers, finally wrapping up in the overnight hours. but for ten hours, the entire 628-page covid relief bill was read aloud to delay proceedings. "today in the bay's" tracie potts is following it all for us. where do we stand right now, tracie? >> so, laura, in just about an hour, lawmakers are coming back and they'll start debate and after that, start offering some changes to this bill, from both sides, while the president watches the economy today in half an hour we'll see the monthly jobs numbers come out to find out how many americans are

unemployed. >> thank you for coming on in. >> reporter: president biden gets anup date on the economy and joins a roundtable supporting his american rescue plan as new numbers show how many americans are not working. the government reports 18 million people are drawing unemployment checks, as the senate considers limiting who gets $1,400 direct payments. >> comfortable with having to limit the direct payment? >> yes. >> the clerk will continue the reading. >> reporter: debate on the american rescue plan starts this morning, after the clerk -- >> 20 usc 7544 825 and other related activities. >> reporter: read all 628 pages of the bill. >> the vast majority of this has nothing to do with covid relief. >> state and local governments need assistance now to keep cops on the beat, to keep teachers, you know, to keep firefighters employed. >> count me out for a $1.9 trillion spendfest unrelated to covid. >> reporter: today democrats and republicans offer amendments to

"today in the bay's" cierra johnson is live at sfo with a look at the changes travelers can expect before ever taking flight this summer. cierra? >> reporter: good morning, marcus. if you're like me, you probably have a running list of all of the exotic places and the folks you want to visit, once we are able to do so safely and airlines really already a step ahead of us, making plans to prepare for that potential rush. now, some airlines already putting measures in place like additional routes to accommodate additional travelers. southwest airlines added 70 additional routes since april, delta, american and united airlines also appear to be doing the same thing. tsa even unveiling new security features, a new biometric facial recognition station has been installed at the airport in detroit. this is the pilot round of testing and limited and optional to some of the delta sky mile customers looking to streamline their travel from the curb to the gate. the question that we pose to a

local infectious disease expert is traveling right now, is it a good idea since the cases are trending down. take a listen. >> i think the plans for summer or late summer, mid summer travel are probably okay right now, given the trajectory where we think things are going. >> reporter: that infectious disease expert emphasized the importance of having that streamlined vaccine rollout. folks participating getting herd immunity as well as being leery about some of the international travel, he spoke about some of those variants that were prorm nent in some international countries so a lot to keep in mind before you book some of those summer vacations. we're live at sfo, cierra johnson for "today in the bay." >> thanks, cierra. 5:05. happening today parents and students on the peninsula will demand high schools reopen more

classrooms. organizers are asking the mountain view/los altos union high school to send children back to school. for a lot of school districts full time in-class learning still a long way off. san ramon valley school district leaders are the latest to confirm they won't bring back full time on-site learning this school year. right now, classes are open again but students are doing a hybrid model. remote learning will still be available next fall for anyone not ready to return. when it comes to making it in the bay the pan demme sick changing patterns for many people, including more moving out than coming in. now the latest proof, a new study by uc's california policy lab. researchers are further confirming more people are leaving the bay area for other locations, but remaining in the state. the number of people leaving san francisco from last march through december increased nearly seven-fold, compared to the same period in 2019, but two-thirds of them actually stayed within the 11 surrounding

counties. 20% of them move to other states. when was the last time you could say this? let's go to the movies. finally showtime for south bay movie theaters. they're opening for the first time in a year. "today in the bay's" kris sanchez live in campbell at a theater, exciting time for these businesses. that is a tough time to be closed for a whole year, kris. >> reporter: yes, we can't set our movie date yet, laura. the movie times are not on the marquee. can says nogs no move "no movies for now." this is the movie deleter in campbell on winchester butter this preparing to reopen at the pruneyard in campbell getting ready to welcome people back. through the pandemic the communities helped keep a lot of these businesses afloat buying movie popcorn to enjoy at home, as we are watching on our tv

screens, our computer screens and even on our phones. now amc theaters are opening five locations in santa clara county, five bay area counties are now in the red tier, allowing this, entering the orange tier, even less restrictive tier could come a little easier if governor newsom follows through with some changes to the requirements. >> we want to incorporate vaccination rates into the tearing and that will allow people to move more quickly through the tiers. >> now as you know, the governor has been pushing to reopen schools, but also ball parks and also settled a lawsuit with indoor dining restaurants. the one thing that won't change is the statewide mask mandate. any time you are inside with people, you are to wear a mask, any time you're outside and not able to keep a six-foot social distance you should wear a mask and always have one with you, just in case. i'm not wearing my mask this morning because i am six feet

conditions today. light snow coming down tonight, and waking up to some snow showers early tomorrow morning. clearing out on sunday. we still have 109 inches of snow in the upper mountains of squaw valley and alpine me toes. we'll talk about what's going on around the bay area as rain comes in, coming up in a few minutes. well, good morning and a very happy friday to you as well, and not just any friday, it's jobs friday. in about 15 minutes we will get the latest report from the labor department showing how many jobs were added or lost in the month of february and the latest reading of the unemployment rate. now this is not happening in a vacuum. in washington, senators very close to casting a vote on a new stimulus check and n an extension of unemployment benefits. an unexpected number in today's report could swing some nos to yes or yeses to a no. a new study conducted by researchers athe cal baerkly and brandeis university find when a big organization like amazon hikes pay, it causes many of the

other businesses in town to hike pay, too. so for instance the lunch place down the street from an amazon warehouses increases its wages. to some degree that's to be expected. the important part of the study is the wage hikes did not seem to have any effect on employment. businesses didn't cut jobs. this runs counter to a congressional budget office study said increasing wages does cost americans jobs. mortgage rates continue to tick up, now above 3% for a 30-year fixed, the first time since july. we talked last week about rising bond yields and how that would affect mortgage rates and here we are. amazon says dr. seuss books are top sellers right now. 50 15 of the top 20 are dr. seuss. it will block the resale of titles that dr. seuss enterprises decided should no longer be published. the "wall street journal" was the first to report the news but

as we reported earlier the titles which include "if i ran the zoo" conanded what the publisher called hurtful imagery of some ethnicities. we heard this claim from dr. seuss' own foundation. i think to myself, what? and i went and looked at my own books, hadn't looked at them in 20 years since the kids were little and it's amazing what i can only speak for myself, what i now see is so obvious in some of those books, not all of them obviously, some of those books where you think how did i not see that? >> it happens. >> well you were a little boy, too, you know? >> well then there's that, too. >> we were and look how far we've come. thanks so much. >> a long ways. >> a long way. new details and some hard numbers the abrupt closures of all frye stores. nearly 150 workers in san jose

have been laid off or will be. frye's also has stores in concord and fremont. the company went out of business after 36 years. well there's some big concerns this morning when it comes to those deep fake videos, have you seen them? probably on social media maybe, marcus? >> yes, the doctored manipulated photos designed to mislead videos. tiktok showed tom cruise performing magic tricks or working on his golf swing. these deep fakes are going to have many people convinced they were real. cyber security experts on the tadd show explain how to spot the difference and could you see that at 7:00 right after "today in the bay." with the bad we look for the good as well. this is kind of amazing. this is the same technology to bring to life old picture, that was my mother in her 20s. heritage deep nostalgia, and it's pretty fascinating to see.

it's a little eerie, in fact to watch, but they're taking these old photos, you can upload any of them and bring them to life. i did one of myself when i was a little girl and kind of freaked out the triplets. they were like whoa, that's weird. you're 2. >> crazy. i posted one of a young frederick douglass and interesting to see that, we haven't seen moving images of him. >> right. >> very cool. very cool. >> yes, exactly. very different. nothing fake about our forecast here. meteorologist kari hall is always giving us the accurate number that we can expect from those as well as the forecast. what are we looking forward to today on this friday, kari? >> it's looking good. oh my gosh, laura, i was just like, wow! when i saw that freaky. what's going on in the forecast this morning, we are seeing some

low 30s in parts of the north bay, but most of us in the upper 30s and low 40 get ready to head out theoutside, ld in our forecast out at the park, with our morning start in the low 40s but look at the warming trend, we'll see as we go into today at lunch time it's 63 degrees. and then we'll see most of our high temperatures in the mid to upper 60s before this cold front comes in. it's going to bring us some rain, starting late tonight, and in the north bay, we'll see some of those showers moving in first. so as we get a closer look, we can see the rain approaching. it's not a really heavy rain, and it is moving fairly quickly, so by the time it gets to the north bay, we're right here at 10:00, 10:30, moving into san francisco. initially be heavy but it's moving so fast that it clears before sunrise and really doesn't give us a good soaking, only about 0.1 inch to 0.25 inch of rain.

then it's dry. another system set to move in on monday but moving more slowly and will bring us some showers, continuing into wednesday. so once again our first round of rain brings us about a quarter, maybe closer to a half inch of rain for parts of the north bay. the next round of rain comes in, and will be heavier, and once again, more widespread over the course of a couple of days. so in all, over the next week or so, we could get anywhere about an inch to close to an inch and a half farther to the north, but notice the east bay, will get about 0.3 to 0.4 of an inch of rain. it looks pretty good there and we look at our rainfall deficit and how much we need to catch up to normal. 18 inches of rain in santa rosa, just to get to normal. so it has been extremely dry and we are only looking at some light rain in the forecast, as we go into next several days, the temperatures return back to winter, reaching into the mid-50s by the middle of next

welcome back. all this week our consumer team have been talking tacks, income credits, errors, lousy preparers and much more. >> consumer investigator chris chmura is here to end the week on a high note. audits, yes, how to avoid one and how to deal with one. >> we have five big misconventions and three myth-busting tax busts. lisa green-lewis and nate rigney and rafael tulino. audit myth one, the irs is constantly hounding people. reality? only a tiny fraction of people get called on the carpet for their calculations. >> less than 1% of taxpayers are audited. >> myth two, irs audits require a drawn-out in-person interview. most examinations as the irs calls them are done by mail. >> we send millions of them every year. the general rule on all letters and notices we send is to

respond. >> reporter: myth three, an irs auditor will scrutinize every penny you ever made. even that summer job when you were a teenager. reality, the irs says generally it can include returns filed within the last three years in an audit. >> most of the time there's no reason for concern. >> reporter: myth four, every audit target will have to cough up reals of documents. reality? you might get a single letter that corrects your math to match the irs' figures. that's it. >> a lot result in no change. others need more substantiation. >> reporter: myth five an audit means you're pay uncle sam more. reality? some tax refunds actually grow after an irs audit. in 2019, there were 26,000 that resulted in bigger refunds. so that dreaded examination letter from the irs might not be so scary after all. >> don't ignore it. just give them the information they need and like you said, it

could result in a bigger refund in your favor. >> some hopeful news there. new this morning, vaping thc may be worse for teens than smoking weed or cigarettes. it's according to an all-new study. the data out of the university of michigan found that those aged 12 to 17 who vaped cannabis have a greater chance of getting a dry cough or wheezing by 81%, compared to 15% increase from cigarettes. the survey gathered responses from nearly 15,000 teenagers. 5:26 right now. coming up next, the top stories we're following for you today. your covid vaccination appointment could be on held. the issue preventing more shots from getting into arms in the south bay. a history-making announcement, just in from the national football league coming up next.

the shortage concerns are centered around the moderna vaccine only and not pfizer's vaccine at this point. >> let's go to "today in the bay's" thom jensen outside of the santa clara county health department. what are you hearing right now, thom? >> reporter: we're hearing right now that we don't have exact numbers on how many people will be impacted but that a number of people who already have appointments scheduled for first shots will be canceled and rescheduled. those shots to people who need second doses. county health officials are expected to announce later today how many people are impacted, those are people who need a second dose moderna vaccines. one of the area's leading infectious lead doctors say they should still be protected.

>> there's been data from health care workers who have been vaccinated in israel and london that after the first dose, we can definitively say you get about 85% protection. so you have good efficacy after your first dose. the second will cement the deal but it could be delayed. >> reporter: this does come as sutter health announced tuesday it has to cancel more than 90,000 appointments because of vaccine shortages. now getting 30,000 doses per week, the in ex-two weeks, earmarked for second shots. folks hoping future promises will be kept as vaccine manufacturing ramps up further. stanford health care and santa clara county making new plans to get those shots in the arms of people at an increased rate later on this morning. they plan to release that joint venture, details of that joint venture which will be a mass vaccination site at east ridge mall. we're live in san jose, thom jensen, "today in the bay." >> thom, thank you. vaccination updates are coming in fast and furious these days. we want to help you keep track of what's going on.

the county's school president named the first replacement this week. just two weeks after saying schools can resume outdoor sports, the state now giving high schools the green light to resume indoor sports. the change in the wake of a settlement of a lawsuit filed against the state by two students from the bay area. one of the students from san francisco says it's time to get back to sports. >> as of right now, we're waiting on san francisco county to do the right thing and to take note of what the other california counties are doing, and we're optimistic that the >> despite the agreement, there will be hurdles for schools to clear. for starters, each individual county must give schools the go-ahead. new this morning, in the "today" show exclusive, one black woman breaking through a glass ceiling in the nfl. maya chaka will become the first black woman to join the ranks of officials at football's highest level. she's been training with the nfl

this one goes. >> hey, you gotta do what you gotta do. in the meantime, kari has a look at our forecast as well and nice friday for us. >> yes, and we're starting out with some low 40s, as we take a live look outside in walnut creek, our temperatures go from the low 40s to about 53 degrees at 9:00 and it's going to be a clear start to the day. we'll gradually start to see some clouds moving in, so if you're headed to the beach,ca, e upper 50s today. make sure you bring a nice warm jacket or a blanket or something, and enjoy. we are going to see across the bay area one more mild day especially for the south bay, as we reach into the upper 60s, reaching 67 in san jose, morgan hill, as well as concord. lower 60s for parts of the north bay, but i am watching out for that next trance of rain set to move in tonight. we'll talk more about the time line and how much rain we'll see and if it will affect your weekend plans, coming up in a few minutes.

mike, what's going on right now for the commute in. >> i'll tell you what, kari, i'll adapt the weekend plans. weekend is the key word there. it's a friday commute so we see the green sensors dominating a little slowing shows up for san jose on schedule where you expected just like friday, typically light. the two incidents on the map, 280 and 880 are pulled off to the shoulder so no slowing there. over in brentwood we have the crash, byron highway and marsh creek road but got word from chp they should be clearing any second. i did clear that but it is a major area and i did want you to see a little bit of slowing that's there, discovery bay another crash off discovery bay boulevard has cleared from highway 4 in the last couple of minutes. getting through contra costa county and alameda county. to the bay bridge no backup, the arrow shows you where the been been toll plaza is and a live camera, an easy flow of traffic and again, just like a typical friday, volume stays easy right now. we'll see if we hit the metering lights in the next half hour. back to you. >> thanks, mike. stepping up enforcement.

good friday morning. right now at 5:39, if you're making plans to enjoy a little bit more time outside today, while we have the warm weather, it will be cool in concord with low 40s but look at late this morning, into the afternoon, reaching into the 60s. we'll get a look at that weekend forecast and when we'll get the rain, coming up in a few minutes. we are looking at a smooth drive. i showed you slowing 101 through san jose, typical spot by our camera. you see the volume holding steady and good spacing to the bottom of the screen. things should slow down, there you go, just a bit right when it's slowing down. it's 5:40. back to you. police investigating a shooting that left one man with life-threatening injuries.

happened about 10:00 last night on alum rock avenue west of 680. police are not revealing any more information. san jose is the latest bay area city taking new steps to stop anti-asian violence. police are rolling out a new program where multilingual officers will go door to door in certain areas where asian americans could become targeted. community leaders say they're grateful this is laughing, but these attacks are not a new problem. officers say the new foot patrols will aba good first step in creating change and boosting safety. you can help out as well. nbc bay area, telemundo 48 and our parent company partnered with the bay area based asian pacific fund. we'll provide grants to organizations working to stop attacks against asians and asian-american communities. if you want to donate, you can go to our website, nbcbayarea.com and click on the link. breaking news just in, the february job numbers, 379,000 jobs were added last month. that beat expectations. but the unemployment rate is down just slightly to 6.2%.

texas governor is speaking out after president biden accused him of neanderthaling. >> he accused the abbott administration of allowing the spread of covid-19. >> let me walk you through the governor's thinking. earlier the governor dropped the state mandate for masks in texas, and you might suspect that would cause the spread of covid, and that's when the president sunk to name calling with neanderthal. the governor says covid is going to spread because the biden administration is allowing undocumented immigrants to do so. >> my point is this. the biden administration has been releasing immigrants in south texas that have been exposing texans to covid, some of those people have been put on buses, taking covid to other states in the united states. >> now there has been a change in immigration policy in the last few days. the united states will no longer

hold families with children for longer than 72 hours. going back to some policies the critics labeled catch and release. what to do with families has bedevilled several administrations. the obama white house built family shelters and required families to stay in them until they could see an immigration judge. the court said that practice had to stop and had the beginning of what they sometimes call catch and release. trusting the families to come back to court at the appointed time appeared to work statistically most did. the trump administration separated children because the courts allow the u.s. to hold adult immigrants as long as needed and the biden white house is reversing that. capitol police are asking the national guard to stay on longer as they worry about fresh attacks. yesterday according to some trump supporters, former president trump was to be reinstalled as president on the steps of the united states capitol. that did not happen,artment did

say they made an arrest in the violence of january 6th, a former trump campaign worker who worked as a mid-level political appointee in the state department. 42-year-old frederico klein is accused of assaulting police officers with one of their own riot shields. a number of police officers were hurt, one died in the attack, beat within fists and riot shields, a hockey stick and at least one case of blue lives matter flag. more than 300 people have been charged in the capitol attack. california congressman eric swalwell filed a civil suit against donald trump, donald trump jr., rudy giuliani and others claiming they violated people's civil rights when they allegedly inspired trump supporters to attack the capitol. this is very similar to an earlier suit filed by civil rights groups. as i said then, i'll say it now, it's nearly impossible to sue a former president for an action he took while president. we're monitoring everything on twitter, of course. you can follow me there, i'm @scottmcgrew. >> scott, thank you. 5:44, and a big loss this

"sf gate" reports recently they got a tour and they say they saw some still smoldering debris, which scientists call completely normal, after a wildfire that size, but in this case, it's not helping that we've had such an unusually dry winter. the fire is still considered fully contained. new this morning, alameda county leaders looking to turn

more rain in the forecast early next week, as we take a look at our highs for today, reaching into the low 60s in the north bay, 67 degrees will be the high today in livermore and 67 in san jose. so this may be the last day where we see upper 60s in the forecast for quite a while, as we watch this cold front approach from the north it's going to bring us some rain once again, fairly quick moving system, bringing us some showers by tonight. so as we get a closer look, rain not here just yet but plan on it for parts of the north bay. let's go through the time line, as we stop it right here at 11:00 tonight when you may start to hear some rain hitting the roof in san francisco. it will be in the north bay a little bit earlier. the rest of the bay area, i think i'll be asleep at this time and then by the time i wake up tomorrow morning, the rain will have cleared, my lawn will have gotten a little bit of some water and then we go back to our dry weekend but the good news is that it's not going to be done from there. we'll have another chance of rain in the forecast early next

week, starting out with some showers on monday, off and on rain on tuesday, and then the rain will be wrapping up on wednesday. so with that system passing by, we could see about 0.1 inch to 0.25 of rain overnight and additional rainfall early next week and looking at over an inch of rain near the coastline and in parts of the north bay and about a half of an inch in parts of the east bay. that's pretty good, as we go through this forecast and we know it's been so dry, but our temperatures will feel more like winter by early next week, once that rain gets here so once again, upper 60s in the valleys. all right, mike, how is it looking for the commute? >> well you show a little rain but i'm still smiling because of that birthday message we got for laura. my gosh. let's get out to the commute, that's what kari is asking about, the green sensors will make you smile pretty much everywhere, a little dip in san jose that we typically see, no big deal. the altamont pass, i have to take you out there, it's looking

you're watching "today in the bay." emergency style response being credited for helping save 450 covid vaccine doses at san francisco general. city leaders say yesterday the freezer was found to be slightly open so in order to not lose the doses inside, the hospital notified eligible people to come down right away. workers gave the vaccines to front line workers in the bay view and people over the age of 65 in visitacion valley and no doses were wasted. don't expect california to lift its mask mandate, despite at least 17 other states now doing or planning to do so. that's the word from governor newsom. he says the state will double down on our mandate and he's shocked states like texas and mississippi are doing the opposite. yesterday he reiterated the positivity rate in texas is far higher than california and this is not the time to let our guard down. >> we will be doubling down on mask wearing, not arguing to
