seat blocked off, the row in nt from of you, the row behind you, so you are forced to enjoy it w like a hospital it will be so clean. this is a family owned business and and they have five locations in the bay area and two also in santa cruz. they had to shut down during the pandemic and survivors for customers with takeaway concessions and they're thrilled to welcome the customers back. >> we can't wait. we absolutely can't wait. this is the moment that we've been waiting for and to welcome our wonderful customers back is quite an event that we've been preparing for.

>> reporter: they're going to phase in those reopenings this particular cinema in campbell will open in about two weeks. amc theaters are opening five locations in santa clara county and san francisco including one in sun why i veil with dine-in facilities. five bay area counies are in the red tier. changes in requirements including incorporating vaccination rates into that decision. the governor is pushing to reopen schools, ball parks and settling a lawsuit regarding indoor dining. five bay area counties are in the red, one moving to the orange tier next week. one thing is not going to change is the mask requirement despite what texas and some other states have done. this is not the time to do away with mask mandates. you have to wear your mask any time indoor or anywhere else and any time if you can't keep a six-foot social distance. it will be worth it to wear the

"today in the bay's" tracie potts is following it all for us, this comes as the february job numbers show only a slight decline in the unemployment rate. >> right, barely a change at 6:32 but 600,000 jobs created in the first full month of the biden administration a lot more than the economists predicted. he'll be speaking about it later today after getting an update on the economy and sitting down at a roundtable focused on passing

his american rescue plan. that's what lawmakers are going to be debating this morning with the government reporting 18 million people on unemployment right now. they will be looking at whether or not to issue 1,400 checks and the income requirements. debate on this plan starts this morning after the clerk read all 628 pages of that bill. >> the vast majority of this has nothing to do with covid relief. >> state and local governments need assistance now to keep cops on the beat, to keep teachers, you know, to keep firefighters employed. >> here's what's happening this afternoon, after three hours of debate, not 20 as they originally planned, lawmakers are going to start amendments, changes that each side to cut down the debate time from the 20 hours

allowed to just a few, so that they can get started on those amendments this afternoon. marcus? laura? >> i'll take it from here, thanks so much, tracie, a lot going on in washington. let's take a breath of fresh air, live look outside sfo. with covid cases across the bay area trending down, and more people becoming vaccinated, more people also starting to think about maybe taking that next vacation. "today in the bay's" cierra johnson joins us live at sfo this morning looking at some of the changes that travelers can expect before they even get a chance to take that flight perhaps this summer, cierra. i know we're dreaming about getting away, right? >> reporter: yes, good morning, laura. i know i already have a running list on my phone of all of the places i want to go, all the friends i want to see and catch up with, and some of those airlines are already aware that we have that in mind and they're taking steps to make sure when folks are able to travel safely, they're prepared. so take a listen to this. some airlines like southwest

actually added an additional 70 flights since april, delta, american and united airlines appear to be doing the same, adding those additional flights to, routes rather to accommodate additional travelers. tsa even unveiling new security features, a new biometric facial recognition station has been installed at the airport in detroit. the pilot round of this testing will be limited and optional to delta sky mile customers looking to streamline their travel from curb to gate. so the question we pose to a local infectious disease expert is, is traveling right now since the numbers are trending down, is it a good idea? take a listen. >> i think the plans for summer or late summer, mid summer travel are probably okay right now, given the trajectory where we think things are going. >> so just how many people have taken to the friendly skies? well, take a listen to this,

around 1.1 million people have passed through a tsa checkpoint this year to this date. in 2020 to date, this exact date, it was closer to 1.8 million. a couple hundred thousand people more. keep in mind this was approaching the start of the shelter in place order in states across the country. in a true comparison where things typically are is taking a look at 2019. by this date, two years ago, 2.1 million people had passed through tsa checkpoints, so you can see numbers still a little lower, but those infectious disease experts are pretty optimistic that it will be safe to travel over the summer, keeping in mind that that vaccine rollout continues as planned, that doctor that we spoke wit there could be chance of the variant of the covid in some of the international destinations so keep that in mind. he's saying as long as things continue to progress as they are, the numbers go down, the vaccine rollout continues, we should be safe. we're live at sfo, cierra

johnson for "today in the bay." >> it would be nice to get away. thanks so much, cierra. happening today, parents and students on the peninsula will demand high schools reopen, more school starting in mid-april. a protest is planned outside los altos high school at 1:00 p.m. for a lot of school districts, full time in-class learning still a long way off. san ramon valley school district leaders are -- on site learning this school year. right now classes are open again but students are working on a hybrid model. remote learning will be available next fall for anyone not ready to return. when it comes to making it in the bay, the pandemic is really changing patterns for many people including more moving out than actually coming in. the latest proof, a new study by uc's california policy lab. researchers are confirming more

people are leaving the bay area for other locations but remaining in state. the number of people leaving san francisco from last march through december increased nearly seven-fold, compared to the same period in 2019. but two-thirds of them actually stayed within the 11 surrounding counties. 20% of them actually moved to other states. hey, let's take a live look outside this morning. wow, friday morning, isn't that beautiful? a live look in san francisco there on your left, and san jose as the sunrise is starting over the bay. clear for now. you can see as well, so cool start, meteorologist kari hall timing out rain that maybe could impact your plans, but not until later, kari? >> yes, the rain comes in later on tonight, and we're starting out chilly with the clear skies. take a look at our temperatures now in the north bay, mainly in the 30s, and we're seeing some upper 30s as you head over toward the tri-valley, but most

other areas around the bay in the low 40s. so if you're getting up, heading out for a run, spots like brentwood, expect the temperature to be at 41 degrees at 7:00, and it gets milder as we go through the day, but it won't be all clear and sunny, but still pretty mild in our standards of what we've seen recently, reaching into the upper 60s for the east bay and south bays and for the north bay, reaching up to about 60 degrees. we'll talk about that rain as it comes in, the time lines coming up in a few minutes. mike, what's going on right now for the morning commute? >> kari, i had a look at our palo alto camera. i was looking for any signs of a fire on highway 10 i off the four seasons across ikea. the map shows you there was a report of a roadside fire, i think an overnight warming fire and doesn't appear to be an issue as far as any structures nearby and in fact the freeway and the roadway is open in the

right now at 6:14 we're making plans for the weekend, if you're going to tahoe, expect temperatures today in the upper 40s, good travel conditions, light snow coming down, three to five inches and clear for sunday for your drive back to the bay area. we'll talk about what's going on request some rain moving in, coming up in a few minutes. >> this is i-80 from oakland to san francisco with the headlights, smooth, easy drive. this is the reason there's no need for metering lights just yet. we'll see how things are shaping up and i'll show you more traffic because it's out there for sure. good morning, it's jobs friday. we have the latest numbers from the labor department showing 379,000 jobs added to the american economy in february, that's better than we figured. the unemployment rate dropped 0.1%, 6.2% now. as i have said for many, many years that kind of move means

very little 0.1%. the trends are more instructive. this is not happening in a vacuum, in washington, you have senators very close to casting a vote on new stimulus checks and extension of unemployment benefits. a new study conducted by researchers at cal berkeley and brandeis university finds when a big organization like an amazon or a target hikes pay, it causes other businesses in town to hike pay, too. so for instance, the lunch place down the street from the amazon warehouse increases its wages and to some degree that's to be expected. the important part of this study is that the wage hikes did not seem to affect employment. businesses didn't cut jobs with the increased pay. this runs counter to a congressional budget office study which said increases wages cost american jobs. mortgage rates continue to tick upwards now above 3% for a 30-year fixed, its first time this has happened since july.

in the hat" "green eggs and han. neither of these are the titles discontinued. the books discontinued are things like "if i ran the zoo" and others, and to be clear the seuss foundation made that decision to discontinue. ebay will block the sales of books on the list that are no longer being published. >> that's interesting. people trying to make some money off of it as well. you know, it's a good lesson for parents as well when you're reading a book with a child, know what they're reading and then talk to them about it as well. good advice. thanks. 6:18. this morning, many companies say they plan to reward their employees for getting the covid vaccine. among them, target, instacart, mcdonald's, trader joe's and wells fargo. some include paid time off, one-time payments and free rides to and from vaccination sites.

san francisco, starting out our friday morning and it's all clear. beach day looks pretty good, too, but you might want to take a jacket or a blanket, stay warm. it's going to be breezy, temperatures in pacifica reaching up to about 58 degrees during the middle of the day. low to mid-60s for inland areas and reaching 64 today in oakland, and in palo alto. 67 will be the high in morgan hill. we'll see that livermore and clearlake reaching 60 degrees but we'll also see some clouds in parts of the north bay, a little bit sooner than the rest of the bay area, as this cold front moves in, we'll see it quickly passing by as we go into tonight, and once again, that's that rain i was talking about, so let's time it out. for most of the day, once again, sunshine, but we will start to see some clouds moving in, and then right here at 9:00, we're seeing the showers approaching santa rosa, moving closer to napa, moving in to san francisco, around midnight, and then later on, we'll see the rain quickly sweeping through, and clearing out before sunrise tomorrow morning.

we can make plans to get outside once again. it will be slightly cooler and breezy and that's the kind of weather we'll see throughout the weekend, another storm system is right behind that and will bring us some off and on showers from monday through wednesday, and it looks like with this first wave of rain, we get about 0.1 to 0.25 of an inch of rain but in all we could see over 1.25 inches of rain in coastal areas and north bay it looks like it will be a good soaker but of course we need a lot more, because take a look at the rainfall deficit for santa rosa. we need over 18 inches of rain to catch up to normal, and those deficits are pretty high for other parts of the bay area, so hopefully we'll see some more rain down the line. all right, mike, how is it looking, driving down the road to work? >> right now, it's dry, kari, as we point out. the changes are coming ahead and so that will be the issue when i'll be watching "coming to america." as we look at the bay bridge toll plaza if you're coming here, you are met with a few there. i did show you some traffic.

right now at 6:30, second doses in doubt. the growing number of vaccine appointments santa clara county is now being forced to cancel due toe a shortage. a live report on calls expected to be made in just a matter of hours, as "today in the bay" continues right now. good friday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. want to check in with thom jensen this morning, he's got more on the big concern right now that not a lot of people are getting these vaccinations. thom? >> reporter: good morning. right now we only know that santa clara county health officials were told they would not be getting a certain number of vaccine doses from moderna earmarked for second doses so the plan for now is to cancel and reschedule first dose appointments that have already been made and then try to get

those doses as they come in, into the arms of people who need second doses, reschedule the first doses, this comes of course as sutter health announced on tuesday that it has to reschedule more than 90,000 appointments because of shortages. san jose assemblymember toldbc bay area last night the county is working to definitive vaccine numbers from the white house directly so it can make and keep appointments. >> the timeliness has more to do, in my understanding, with how late in the process we get information from the federal government as to vaccines coming to our state. the counties understandably frustrated. i think the counties are doing a good job. >> reporter: they're also hoping white house efforts to ramp up manufacturing will alleviate future vaccine shortages. stanford health care and santa clara county are making plans to get those shots into the arms of people faster and later on this

morning, they're going to announce details on a new mass vaccination site that will open at east ridge mall. we're live in san jose, thom jensen, "today in the bay." >> all right, thanks so much, thom. some hopeful news this morning as well for parents in the south bay's largest school district, awaiting the return of in-class learning. san jose unified leaders say vaccine appointments are secured for 100% of its workforce. that's about 4,000 people. district leaders say it ensures classrooms will be staffed when all students return to in-person learning, starting april 21st. san jose is the latest bay area city taking new steps to stop anti-asian violence. police are rolling out a new program where multiling well officers will go door to door in areas where asian-americans could become targeted. community leaders say they're grateful but this is not a new problem for them. officers say the new foot patrol also be a good first step in creating change and hopefully boosting safety. you can help out as well. nbc bay area, telemundo 48 and

our high temperatures reach once again into the upper 60s for parts of the east bay, and the south bay. lower 60s in the north bay, and the rain arrives tonight, so we'll talk more about how much rain we'll see, that's coming up in a few minutes. mike, any problems right now for the morning commute? >> kari, it's friday. very little traffic and to answer your question, very few problems, but let's look at the bay bridge toll plaza camera, because they did turn the metering lights on, 6:29, so seven minutes ago and the middle lanes are filling in coming off the maze. the berkeley curve no problem. 880 overcrossing no problem. light traffic but as we look at the map the backup will form with the metering lights back. the slowing on the san francisco side the decline likely why they turned the metering lights on. they want to keep everything moving smoothly in case there's an issue. the altamont pass sees a little more traffic as the issue cleared from tracy off of 205 and a roadside fire 101 near mckee and that's what is marked at the bottom of the screen, a warming fire, no injuries, no structures.

warms up. we'll talk about some incoming rain in the forecast, coming up. and incoming traffic at the bay bridge toll plaza, the metering lights were turned on at 6:29 but already less than, just about ten minutes later, we're seeing traffic smooth out once again. we'll show you the bigger view, coming up. >> thanks, mike. it's 6:41 right now. san jose police investigating a shooting that left one man with non-life-threatening injuries. it happened about 10:00 last night on alum rock avenue west of 680. police are not revealing any more information. they're still looking for the shooter. follow-up on the damage from the czu fire in cruz county. flames destroyed a large segment of the park. now it won't reopen for at least a year. "sf gate" reports recently they got a tour and they say they saw some still smoldering debris, which scientists call completely normal, after a wildfire that size, but in this case, it's not helping that we've had such an unusually dry winter.

few days. the united states will no longer hold families with children for longer than 72 hours. going back to some policies the critics labeled catch and release. what to do with families has bedevilled several administrations. the obama white house built family shelters and required families to stay in them until they could see an immigration judge. the court said that practice had to stop and had the beginning of what some call catch and release. trusting the families to come back to court at the appointed time was the idea and statistically most of them do. the trump administration separated children because the courts allow the u.s. to hold adult immigrants as long as they want. the biden white house is reversing that. capitol police are asking the national guard to stay on longer as they worry about fresh attacks. yesterday according to some trump supporters, former president trump was to be reinstalled as president of the united states but he was not.

but the fbi and the justice department did say they made an arrest in the violence of january 6th, a former trump campaign worker who worked as a mid-level political appointee in the state department. a number of police officers were hurt in the attack, one died, beaten with fists, riot shields, a hockey stick and at least one case of blue lives matter flag. more than 300 people have been charged in the capitol attack. california congressman eric swalwell filed a civil suit against donald trump, donald trump jr., rudy giuliani and others claiming they violated people's civil rights when they allegedly inspired trump supporters to attack the capitol. this is very similar to an earlier suit filed by civil rights groups. as i said then, i'll say it now, it's nearly impossible to sue a former president for an action he took while president. we're watching everything that's happening in washington and we're talking about it on twitter. you can find me @scottmcgrew. >> thanks so much, scott. 6:44 right now. taking a live look at san

jose this friday morning, what a beautiful sunrise. rain is actually in the forecast, but not until later, and we've dry. what about going to a movie? remember actually going to a theater, getting some popcorn? today you finally can. >> "today in the bay's" kris sanchez is live for us this morning and kris, how much butter do you like an your popcorn? >> reporter: i like a little bit of light butter, but the interesting thing is here you can also have a glass of wine with your popcorn at this particular movie theater. that's not the only thing that's different the next time you go to the movie theater. right now we have the whole place to ourselves, but when you go, you probably are going to have to book your tickets online, you have two seats to your left, two seats to your right, a whole row in front of you and a whole row behind you, as theaters try to make sure we observe that social distance. we are here at the cinelux plaza cafe and movie theater in campbell this morning and they are rushing to retrain their workers for the new sanitation

protocols, and distancing requirements, phasing in their reopenings at their five bay area locations over the next couple of weeks. now, this theater had just remodeled popcorn and other snacks to enjoy at home. >> we can't wait. we absolutely can't wait. this is the moment that we've been waiting for and to welcome our wonderful customers back is quite an event that we've been preparing for. >> reporter: that's a family business but also the big amc theater chain opening five locations in santa clara county and san francisco including one in sunnyvale that has dine-in facilities. five bay area counties are in the red tier. at least one of them will be entering the orange tier, we believe next week. entering these less restrictive tiers could come easier if the

weather, before this rain comes in. this is not until later on tonight. we can see it moving farther to the north and approaching the north bay as we head into 9:00/10:00 tonight and looking at the this quickly passing on by, so we can get out and enjoy the rest of the weekend. so we are going to see some cooler temperatures once this moves in, and for tomorrow, it's also going to be breezy, but the sunshine does return, before the next round of rain comes in, which is set to arrive on monday. so looking at the highs that will reach into the upper 50s, we will also see this one moving a little bit more slowly, so this first round of rain comes in, brings the south bay about 0.1 of an inch of rain but looks higher in the north bay, about 0.3 of an inch of rain and the next system coming next week in all, we could see over an inch of rain which is really good and much needed at this point. as we go through the forecast, expect those temperatures to cool off, no more upper 60s. how about some mid-50s next week? that's going to feel more like

welcome back. here's a quick look at the top stories we're following for you thisr vaccine. >> thom jensen is outside of santa clara county health department. what are they saying about the possible cancellations, thom? >> reporter: marcus, good morning. we know that the county has been notified that they will not be getting a certain number of moderna vaccines that were earmarked for second dose shots, so the plan for now is to cancel and reschedule a number of first dose vaccination appointments that have already been made and try to get the second doses into people as soon as the vaccines come in. this comes just after sutter health on tuesday announced that it was going to come up more than 90,000 vaccine dosages

short with plans of about 30,000 doses coming in over the next two weeks. >> thank you, thom. it is 6:56 right now. we've got hopeful news this morning for parents in the south bay's largest school districts still awaiting the return of in-class learning. san jose unified leader says vaccine appointments are secured for 100% of its workforce, about 4,000 people. district leaders say it ensures classrooms will be staffed when aller students return to in-person learning starting april 21st. the pandemic is changing patterns for people including more people moving out than in. a new study by uc's california policy lab, researchers are further confirming more people are leaving the bay area for other locations, but remaining in state. the number of people leaving san francisco last month or last march through december increased nearly seven-fold compared to the same time in 2019, but

two-thirds of them stayed within the 11 surrounding counties. 20% of them moved to other states. before we check weather and traffic, i want to tell you we are getting word of a two-alarm fire in downtown san jose right now. it's a structure fire burning just west of st. john's street at al maden. one person has been taken to the hospital so far. we don't know their condition. we'll bring you the latest in our 7:25 update that happens during the "today" show. right now, it's friday morning. kari has a look at the forecast for us. >> and it's nice and sunny as we're starting out, our temperatures warm back up into the upper 60s. rain quickly rolls through the bay area late tonight and it will be slightly cooler tomorrow, with highs in the low 60s. we'll get more sunshine on sunday, before that rain returns in the forecast early next week. really good to see maybe another soaker here in the forecast for next week and of course we'll have more updates and details on that as we get a little bit closer. mike, how is it looking for the commute to work this
