"today in the bay" starts right now. good monday morning to you. thanks for making us a part of your morning. i'm marcus washington. >> and i'm kris sanchez, in for laura garcia this morning, and this morning, everybody's still talking about that bombshell interview. coming up, more on the shocking revelations made by meghan markle and prince harry as they sat down with oprah winfrey. first, we look at our weather forecast. a little rain, a little cool and lots of sunshine, kari. >> and we do still have a lot more changes as we go into this week, with another system approaching, as it moves in, it will bring in some showers, starting late this afternoon into the evening. you can see the center of that storm still well off the coast an the showers ahead of that, that will be moving into the bay area, really some much needed rain and it's great to see it approaching as we are going to see the clouds rolling in as we

go into today, going through the time line, we're going to stop it here at 2:00 and there will be a chance of some north bay showers possibly some brief, heavy downpours. we'll continue to track this as it moves in for today, tomorrow, as well as wednesday,minutes. mike, it's early. how is the commute looking this monday? >> it's looking like it's early. we're seeing green sensors over the south bay and maps but at the bottom of the screen, i want to point out a crash that we have, blocking your fast lane, north 85, just off santa teresa boulevard, not presenting a problem. no major injuries. i'm tracking that, though. i think one car went around the wrong way, spun around but they're okay. the rest of the bay moves smoothly no problems getting to or from the bay bridge toll plaza. back to you, kris. >> thank you so much, mike. now to a live look at capitol hill where president joe biden has a lot on tap this week, including the nearly $2 trillion stimulus that the president hopes to sign into law as early as tomorrow.

that's the bill with the $1,400 checks for americans attached. "today in the bay's" tracie potts joins us from washington. >> reporter: the $1.9 trillion american rescue plan is headed back to the house of representatives for one final vote tomorrow. >> we are very hopeful that the house is going to move quickly to pass this legislation. >> passed. >> reporter: the senate cleared it saturday. >> we said no matter what happens, we would not stop and power through and get it done, and by god, we did. >> reporter: without one republican vote. >> a lot of the changes in this bill came because of our gatherings, and us working together. >> reporter: changes like dropping the extra federal unemployment benefit to $300 a week from $400. $1,400 payments are still there, phasing out for individuals making up to $80,000, and couples earning twice that. but the billions for schools and state and local governments,

that's still a sore spot for republicans. >> this was a liberal wish list of liberal spending, just basically filled with pork. it didn't need to be this way. >> reporter: the bill also vaccine distribution. >> we need to continue to accelerate the pace of shots per day. >> reporter: and there's more. >> elected officials in 43 states have already introduced over 250 bills to make it harder for americans to vote. >> reporter: president biden marking bloody sunday with an executive order, making it easier for americans to vote. tracie potts, nbc news. happening today, government and health care leaders from across the bay area will call for immediate changes to the state's newly unveiled vaccine distribution plan. they say the state's plan leaves behind many underserved bay area communities hardest hit by covid-19. the plan allocates nearly half of available vaccine doses for

the communities ranked lowest in the healthy places index. only 2% of the bay area residents across ten zip codes meet this new vaccine metric. that's despitehose areas having about 20% of the state down the percentage of vaccine doses administered by race and ethnicity. this is people who have gotten at least one shot, and you can see the percentage of californians who identify as white have gotten their vaccine, that number quite a bit higher than what we're seeing in our minority communities. 32% for whites, less than 3% for blacks, 17% for the latino community. 4:35, and new details this morning on the effort to recall governor gavin newsom nine days from the deadline. recall leaders say they easily have enough signatures to qualify for a ballot measure. organizers collected close to 2 million signatures and hope to gather double that amount by march 17th. all signatures will have to be verified, and if the measure

does qualify, special election would most likely be held this fall. the governor's office not commenting. we are continuing our coverage of a violent weekend in san jose. investigators say a man was shot and killed around 6:00 last night at the corner of carnelian and santise drive outof 068 and highway 101, a man was shot and killed in east soes spaet night as well and no word of arrests in either case, so we have asked. the latest shooting marks nine homicides for the city of san jose this year. last year, it took until april before the city saw the same level. more than four years after the devastating event, the master tenant in the oakland ghost ship fire case is set to formally be sentenced today. derick almena's sentencing will determine whether he goes back

to jail or if he will be monitored electronically at home. almena is currently free on bail and legal experts say he probably won't go back to jail, due to time served and good behavior. the jury was deadlocked whether to convict almena during the trial last year for the 2016 incident. a city on edge. still ahead here on "today in the bay," the final preparations under way in minneapolis, as a high-profile case of the officer charged in the death of george floyd is set to go to trial this week. the legal experts weigh in on how the outcome could have a major impact on policing across the country. plus, we are also working on other stories for you this morning, city on edge. we are continuing our coverage of that.

overnight so watch for the cone zones. marcus? developing in just hours, jury selection is set to begin in the murder trial of derek chauvin, the former minneapolis police officer pinned george floyd to the ground by his neck for more than eight minutes. this is before he died. floyd's death sparked outrage and a movement for racial equality across the country. here we go, monday morning, taking a live look in san jose, look at all the lights. is it vegas? no, it's san jose, yes. but we're going to bring you -- >> something for a casino commercial. >> that should be a t-shirt for san jose. >> hmm, marketing. i like that, mike. let's get a look at weather in the bay area. meteorologist kari hall has been tracking that. how is it looking out there for us, kari? >> it looks great, because we have some rain coming our way, and it's going to start to make its appearance in parts of the bay area later on this afternoon. right now, it's still well off the coast and getting ready to

approach some of our coastal communities farther to the north. as we get into the afternoon, we'll start to see some of that rain coming in, storm ranger is already powered up and ready to track it. you can track it as well if you have the nbc bay area app. you'll be able to go to the weather tab and also get a look at what storm ranger is picking up on. once again, we have a dry start to our monday morning but as we go into today let's go through this time line. we'll stop it right here at about 2:00 where we start to see some spotty rain moving through, not all of us will see those downpours, but it will be the start of some wet weather coming in, just off and on throughout tonight and the north bay will most likely see some of that more active weather first, and then i take it through tomorrow morning at 8:30, and that may be when the first wave of the south bay showers start to move in, so we may not see any rain in parts of the peninsula, as well as the east bay into the tri-valley until early tomorrow morning, but notice how spotty this rain will be, and it's not going to be hitting all the bay area at

the same time, but then it does look a little bit more widespread as we head into late tuesday into wednesday. it will continue throughout the day on wednesday, but at any point, we could see some brief, heavy downpours, possibly even some small hail and overall, we're going to see rainfall totals anywhere from about a half of an inch for some of our inland areas to over an inch for the coastal areas, and to half moon bay, all the way up through mill valley. we could see over an inch of rain. as we look at what the sierra is going to see, we could also see some of the snow on some of our bay area hills, mostly for the santa cruz summit, and over toward mt. hamilton, as well as our north bay mountains while the sierra will see potentially another foot or two of some snow. here we're going to see some off and on showers for the first part of the week, but it does clear out and warm up in time for the weekend. mike, you've been watching the roads. any problems early this morning? >> no, we still have this one

crash, kari, sticking around the bottom of the screen. we look at the maps and highway 85 way at the bottom, santa teresa boulevard. crash happened about 1:00 in the morning. no major injuries, i think there's paperwork and maybe waiting for the tow truck. the rest of the bay, zoom out toward the altamont pass, the altamont pass has been given a warning for wind as far as the chp is concerned, maybe gusty out there. no slows obviously, an easy drive, out of vasco as well coming down to 580 no problems, about 17 minutes off the intersection with marsh creek there. as we get toward the north bay, a smooth flow down across carquinez and benicia bridge and the bay bridge, the reason why the sensors are green is because the traffic is very light. we'll see how the week is shaping up in the next half hour or so. oakland looks great and no construction for the nimitz between fremont and oakland. great stuff. back to you. >> thank you, mike. new york governor andrew

cuomo is on defense again this morning. he is refusing calls to resign amid a sexual harassment scandal. just last week, at least three women accused publicly cuomo misbehaved with them. over the weekend, two more women aides came forward, also alleging inappropriate behavior. cuomo has denied harassing women and said he was sorry for how his behavior made them feel. dozens of fellow democrats are calling on him to resign. three s.w.a.t. officers are recovering from minor injuries after breaking up a large college party in colorado. police cars arriving to the scene in boulder at the university of colorado saturday night. then the video shows people running after the police cars. police say as many as 1,000 people were at that party. they say three s.w.a.t. officers were struck with bricks and rocks, causing minor injuries. armored vehicle and fire truck were heavily damaged as well.

we are looking live at los angeles right now where the numbers of covid cases are once again hitting new lows since that holiday surge with about 2.5 million people there now vaccinated. yesterday l.a. county reported about 1,300 new cases, which is about 1/6 of the highs we saw during the peak. 22 additional deaths were also reported yesterday. google is pledging $25 million in grant money to nonprofit groups to empower women and girls as part of its next google.org impact challenge. the past programs covered artificial intelligence, climate change and other topics. in a blog timed for national women's day, google put out a call for applications for charitable initiatives, focusing from barriers to economic equality to cultivating entrepreneurs. the deadline to apply is april 9th and grant recipients could
