our radar lighting up as rain, thunderstorms, even some hail expected. meteorologist kari hall has an updated time line of that forecast. "today in the bay" starts now. a terrific tuesday to you this morning. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. we're a little step closer, both in the building. maybe soon all four of us will be in the building. i'm glad to be inside the building today with the wet weather. >> absolutely, because it is very chilly out there, and we have some rain approaching as we get a look at storm ranger our mobile doppler radar, this will be powered up all day and tracking hit-or-miss activity across the bay area. i've been watching this little cell off the coast south of point arena, showing light nipping around that area along parts of northern sonoma county, along the coastline, so as we

watch the system come in, it's going to bring in some scattered showers today. that's the kind of activity we'll see even into the afternoon with thunderstorms possible. so we'll talk more about that coming up in a few minutes. mike, at least for now, it's a dry start to the commute. >> yes, at least for now. we do have reports up in the north bay -- let's look at the golden gate bridge camera, there is spotty lens action over here, that will be one factor for the morning, it gets wetter on the north side of the golden gate bridge, marin, chp did get reports of roadway flooding about a foot of water in one of the lanes, at one point overnight i don't know the status exactly right now but just a note it could get worse. the rest of the bay headed south is all right. we have another note for farther up. back to you, kris. >> thank you, mike. today the state is expected to announce more county also be changing tiers. alameda and the solano counties move from the most restrictive purple into the red. alameda county, in order to move

to the red tier, fewer than 7 cases per 100,000 people for two weeks straight. now at 6.3. alameda county expects to go to the red tier thursday which means indoor dining, movie theaters and gyms can start to reopen. oakland coliseum is under fire for giving thousands of people a lesser covid-19 vaccine dose than they were supposed to. health officials are working to calm fears from those who are fearful that they are not protected. "today in the bay's" cheryl hurd is investigating what happened. >> reporter: you can see cars lined up to get their dose of life-saving vaccines at the oakland coliseum. last week word leaked out hundreds, possibly thousands of people didn't get the right dosage. howard butler who works in the health care field heard about that. >> it's really unfortunate, right now where everybody's so uncertain, trusting, putting their lives in the hands of

individuals who right now need to make shower those proper doses are met. >> reporter: cal oes first reported to nbc bay area the agency wasn't aware of the problem. they are changing their tune. >> based on what they knew at that time, there was no indication there was any concern around the smaller amounts of dosing that actually occurred. >> reporter: california department of public health did a follow-up investigation on site, when they found out that there was a problem with the syringe. >> there was a new syringe lot that came in. the workers adjusted how much they were putting in the syringe. they were putting slightly lesser amounts than should have been put in. >> reporter: people who got their shots on sunday, february 28th, before 4:30 p.m. and on monday, march 1st between 8:00 a.m. and 3:00 p.m. may have gotten a lesser dose. doctors say the discrepancies is in milliliters. every single person should have received 0.3 milliliters of

vaccine. people may have gotten 0.22 milliliters. the health department sent out notifications to 6,000 people but they don't think that many were infected. >> people do not need to repeat their dose. we do need for them to come back to get their second dose. >> ucsf infectious disease expert dr. george rutherford says the number they got and the number they were supposed to get is about the same. >> in phase one at 0.2 and 0.3, and they were essentially equivalent. >> reporter: california health department officials say the people administering the shots have been retrained. their hope is that it won't happen again. cheryl hurd, "today in the bay." a follow-up to the controversy to one medical to providing people without access in san francisco.

house lawmakers sent the company a scathing letter citing reporting by nbc bay area investigative unit as part of our broeb by the house select subte. the letter also requests vaccination documents. san francisco, alameda and san mateo counties have all stopped issuing new vaccines to the provider. in just a few hours the high-profile trial of ceo elizabeth holmes starts. the court is reconfigured to socially distance jurors. a judge ordered holmes to wear a clear face mask during the trial, expected to take two to four months. holmes and theranos c.o.o. face charges of relying. both face 20 years if convicted. yesterday's sentencing

derick almena received 12 years in all likelihood another year of house arrest after a plea deal. through his attorney, he said he is sorry and that the fire was his fault. this morning, storm ranger is fired up as a storm is moving into the bay area. live look outside on your screen here, golden gate bridge there on your left, bay bridge there on the right and it's already feeling a little breezy and chilly. meteorologist kari hall is track the the forecast. it will feel like a winter storm, not a spring storm is. >> absolutely. our temperatures mostly in the low 50s in many of our microclimates and when you get some rain on top of that, it's going to feel more like a winter day. this is the kind of weather we've been missing out on and i'm happy to see it, because we're going to see more activity here as we go into late morning, we can still see it's off the coast right now. we'll be watching that with

storm ranger as it moves in and also a chance of some pop-up thunderstorms as well as some small hail, and still a lot of this system has to work through the bay area so this will continue into tomorrow and maybe even linger into thursday morning. we'll talk more about the details on that coming up in a few minutes. mike, any issues right now for the morning drive? >> kari, there is a little bit of flooding reported in the north bay. we talked about marin, but hang on a second. let me show you the big map so folks can get out the door and you're doing fine. the green highlighting creeping around the map as kari showed you later on, we see that in the north bay, north of the benicia and carquinez bridge up there. 101 near washington, near petaluma, reports of flooding as well there, just like marin, so watch the roadways over the next few hours. i can't show you the wind i see on our san rafaelment kara but the bay bridge toll plaza cam camera, the flags flapping in the breeze and that will be one factor especially through the

one of those laser strikes last year. 4:42, time to get a look at your cnbc headlines. good morning, dom. >> good morning! i am domenic chu from cnbc global headquarters. wall street is set to open higher today following a mixed session yesterday. the dow rounding more than 300 points on investor optimism about the economic recovery. that's fuelled in part by the senate passing that $1.9 trillion stimulus bill this weekend. banks, airlines, cruise lines and retailers all rose but it was the tech stocks that continued their recent weakness as the nasdaq fell almost 2.5%. technology stocks also dragging down the s&p 500 as well. a majority of the ten most weighted stocks in the s&p are technology names like apple, microsoft, amazon, facebook, alphabet and tesla. speaking of, apple is expected to hold its next big event later on this month.

the incoming rain. >> we can see drizzle coming down the golden gate bridge. elsewhere, we haven't seen heavy rain except for late yesterday evening so as we look at storm ranger, mobile doppler radar you can see the splotty green we were seeing there in san francisco and just south of ukiah as well. this is part of a bigger storm system that will bring us more activity as we go into today with the potential ofe mix here as well especially as the center of the low pressure moves a little bit closer, that's going to give a little bit more energy, but this is also a very cold storm compared to what we've had recently, so if you're in san jose and you want to go out for a jog, get out there early, because the rain will be hit-or-miss and starting out with chilly temperatures in the 40s. don't expect a warmup today. we only make it to the mid-50s for an afternoon high and a

better chance of rain into late morning as well as the afternoon. so as we go through the time line, we are going to start to see some rain moving especially into parts of the north bay late morning and notice the purples on there, there could be snow on some of our north bay mountains and then going into this afternoon, once again this is not going to be initially an event with widespread rain. this is hit-or-miss, spotty, those are the words i'm going to be using today because that will describe the type of rain that we'll see, but it should start to fill in a little bit more in the radar as we go into tomorrow, and then early on thursday, we'll start to see that rain tapering off, so this will be very unsettled weather pattern with potential of getting over an inch of rain near the coast but the sierra is going to get about a foot of snow, that's pretty good. we are going to go back to some dry weather as we go toward the middle of the weekend for the end of the week into the weekend

while some parts of again chilly temperatures but warming up and clearing out for the weekend. hopefully, mike, it stays clear out there on the roads this morning. >> right now, kari t is pretty clear. of course it's very early, 4:50 in the morning. let's look at the maps. i did circle something in the south bay. i sent it out over facebook, notice north 101 at blossom hill, where i've circled it was roadwork approved until 5:00 a.m., the speed sensors are moving just fine but there may be a detour off and on to the freeway for another few minutes. southbound the same situation at blossom hill. watch that if that's where you drive between midnight and 5:00 a.m. the rest of the bay moves smoothly. there may be a disabled car on the bay bridge span. i'll check the rumor. late night battle in the east bay, we're waiting to hear if the lafayette city council

formally ask the state to help remove trump supporters from along highway 24. the city says this is a safety hazard. protesters say they are exercising their first amendment rights.
