know, snow in some of the bay area hilltops, doppler radar showing us it continues to dissipate into midmorning. your weekend ahead in just a few minutes. breaking news, and a look out this morning, this is in freemont. the scene of a deadly overnight shooting. investigators they're scouring that area. this is neared by -- bidwell way and trinity boulevard. they're looking for one, possibly two people involved. freemont had two homicides all of last year. one year ago today the coronavirus pandemic shut down america. 365 days later and the u.s. has seen 30 million people infected with the virus and half a million die. tracie potts is live in washington where president biden will mark this day.

tracie? >> reporter: he will speak to america tonight. we got an update from the white house a couple of senior administration officials laying out what his message will be on this one-year anniversary. tonight the president expected to talk about the sacrifices that people have made, especially the more than 500,000, half a million lives lost. he'll talk about the operational challenges of trying to get everyone vaccinated. it will be a somber 20-minute speech those administration officials say, with light at the end of the tunnel as his message. in the meantime he is expecteds to just barely mention the covid relief bill that has now been passed and awaits his signature, likely happening tomorrow. the american rescue plan includes $7.5 billion for vaccine distribution as the government orders another 100 doses of the one-shot johnson & johnson vaccine promising enough

for everyone by the end of may. also in this bill, $1400 direct payments, up to $3600 in child tax credits, and direct deposits on all that could start next week. not one republican voted for it. they're concerned about the price tag but democrats are taking a victory lap. >> this is a momentous day in the history of our country because we have passed historic consequential and transformative legislation. >> this isn't a rescue bill, it isn't a relief bill. it's a laundry list of left wing priorities. >> reporter: it's a bill the president plans to sign tomorrow and hit the road to try to sell it to the public starting in pennsylvania on tuesday. back to you. >> thank you. now we have more details for you, governor newsom says that the new coronavirus relief bill

will prompt $150 billion into the state's economy. about half of it will go to californians in the form of those $1400 direct payments. another $26 billion will be used to fund the state government. about $16 billion will go to local governments and be split in half between cities and counties. we've come so far in a year. want to check in with kris sanchez, back here at home, the bay area counties we were actually among the first to impose those covid restrictions. hard to believe it's been a year now. >> reporter: yeah. a year since the world health organization declared the coronavirus a pandemic and they don't use that word lightly. a pandemic by definition is a disease that's spreading around the world for which not a lot of people have immunity. that was the textbook definition of the coronavirus at that point. now in declaring the pandemic the head of the world health organization urged all nations to do everything in their power to stem the thread. at that point that meant

detecting cases, isolating sick people. later on that meant testing and treating people sick with covid. speaking on the "today" show today dr. anthony fauci said that even he can't believe how bad the bad would be. >> i made the statement things are going to get much worse about before they get better, and that was at a congressional hearing a year ago today. it was march 11th, 2020. i said that. but i did not in my mind think that much worse was going to be 525,000 deaths. >> reporter: on this day san francisco mayor london breed banned large gatherings, so did the governor of washington state, leading to the nba's cancellation of the season. as we know within days, schools and businesses were also shutting down. dr. fauci said the vaccine effort is the bright spot, having vaccines in arms 11 months after the pandemic began, no one would have believed that was possible. these are the last pictures that

i took on my camera roll for march 11th, 2020. my kids outgrew those school uniforms, that swim bag didn't get used for a while and who knew that dog was going to be our only playmate for a year. i think we are all very much in the same boat but looking back to see how things changed, those empty store shelves and what not. it's hard to believe that we are here today able to be without masks and we are socially distanced outside and starting to feel like maybe there is light at the end of the tunnel. >> hopefully we can see the positive of it too and how much stronger, how much we were able to pull off as well. but inouye we all can't wait to see each other again. thanks so much, kris. switching gears here, 6:06, authorities investigating a sexual assault. they say it happened at the diridon station in san jose yesterday morning. it's a case that involved an asian-american woman, they believe was targeted. transit officers say the assailant made a derogatory

comment during the alleged assault. it happened in an underground area. officers responded quickly, located the suspect nearby and they say the woman managed to get away. developing this morning, leaders in oakland's chinatown fearing the worse for an elderly asian man attacked this week near lake merritt. police say someone robbed the 75-year-old man as he took his morning walk tuesday. he suffered a serious head injury and is now in the hospital. police say it's too early to know if this was a hate crime, but the president of chinatown chamber of commerce says that the victim's loved ones are losing hope for his recovering. >> i don't think he is responding at this time. it doesn't look too good korgds to the daughters. >> sources say police have arrested teaunte bailey of oakland in connection with that assault and robbery. 6:07. a live look outside and you can see most of our cameras around the bay area getting splashed with rain. this comes after a wild weather

day yesterday. >> yeah. wasn't it? >> "today in the bay's" cierra johnson is live in san francisco this morning. still, people are talking about it this morning, at least it kind of washed my car for me. >> good morning, marcus and laura. that's one of the upsides of having rain your may or may not have had rain. here in the city this time yesterday, it was coming down pretty hard but from the north bay to the peninsula it was a mixed bag of weather. i want you to take a listen to what folks down be in san jose at the station heard. take a listen. yeah. that was right outside of the doors of nbc bay area in san jose. you can hear the rain and the thunder and our cameras were really soaked yesterday afternoon as our parking lot was pelted with rain and then for some living in santa rosa, they were greeted with hail yesterday coming down real hard and at some points impacting

got. it was hailing coming down and then you would see like a rainbow. kind of gorgeous out there, vianey. >> definitely was. i'm going to take this opportunity to talk about the different hail types that way when our viewers see it coming down they can tell is it hail, graupel, sleet or snow. an explainer of what each is like. hail happens when thunderstorms send rain upwards and freezes, it's firm and can bounce. graupel is a little more sloshy, like dip and dots the ice cream. water coated snowflakes. sleet are clear ice balls that are smaller than hail. the typical description for hail is when they compare it to the size of a dime or a penny. snow is going to depend on the temperature. that's when water vapor turns to ice and we either are below freezing or near freezing temperatures to see full-blown snow. that's a little explainer there for you. mike still has breaking news so we're going to send it over to him. >> i do. unfortunately i have to go to

the breaking news category for the traffic report. here chp has changed their category for that crash we've been following just outside the caldecott tunnel. it's jamming highway 24 through or rin da, the crash at the wilder exit has the exit closed and someone has died as a result of this crash. the car off the side of the road there. one lane blocked. a spectacle. highway 24 is really the only way to get out over there from lafayette and the walnut creek interchange over to the maze and the bay bridge. where the backup is starting to form a live look. rain also hitting as the volume starts to increase. the flashing lights in the parking lot for a while not affecting lanes there. in freemont we see the glow, mist, drizzle, slicker roadways for the morning commute so be careful out there. laura, back to you. >> all right. thank you very much, mike. it's hard to believe one year ago the world health organization declared us being in this pandemic but coming up we're going to talk about the celebrity who really put covid on our radar.

last of the rain begin to clear out of the bay area, making way for some afternoon sunshine but we have a little bit of instability in the atmosphere. what can we expect for the rest of today and the weekend? the full forecast coming up in a few minutes. breaking news in orinda, another crash happened in the backup or near the backup and a closure at wilder road for west 24. jams up your orinda drive toward the bay bridge where recent rain and metering lights have caused this backup to form over the last ten minutes. back to you. good morning. happy thursday to you as well. the "sf gate" reporting salesforce will back away from another large parcel of office space in the city. canceling more than 300,000 square feet and a building that hasn't been built yet near the salesforce tower and the transbay terminal area. salesforce is the largest private employer in the city and told many employees they will be able to work from home from here on out. markets will open this morning with the dow at an

all-time record. 23,297. some of that money out of tech stocks though san mateo's roblox saw its stock rise more than 50%. part of the reason the stock market is doing well is new evidence and economic data that inflation has not been a factor. inflation is usually a worry when economic times are getting better and consumers have a lot of cash on hand. it seems like consumers do have a lot of cash on hand. you have the upcoming stimulus checks, of course, and also people pulling money out of their houses after refinancing their mortgages. mortgage data from the firm black knight, they're telling "the wall street journal" homeowners cashed out $152.7 billion in home equity in 2020. the jobs market seems to be recovering. 42,000 fewer americans applied for first-time jobs claims last week compared to the week previous. one more source of new money in

the future could come from student loan forgiveness. the current stimulus bill does not forgive any loans, but it says you won't have to pay tax on forgiveness if it were to come in the future. usually you have to pay income tax on a loan that's forgiven, so this with would seem to indicate a first step that there is some kind of plan in the works for some kind of student loan forgiveness. >> millions out there who would love to hear that pass and signed by the president. thanks, scott. trending this morning, the force apparently strong in russia. >> "star wars" fans have built a replica of the razor crest gunship from the mandalorian series. they built it in their local park. it's 46 feet long, 13 feet high, weighs more than a ton. construction actually took more than a year. the replica ship is equipped with lights inside and outside, an engine that can move parts of the ship.

>> what's also trending this morning, michael b. jordan adding director to his resume. mgm confirming that the actor will direct the upcoming "creed 3" film and also going to star which follows the life of boxer adonis creed johnson. he's the son of apollo creed from the "rocky" franchise who died in the ring during "rocky 4." the movie set to be released on thanksgiving in 2022. as we've been talking about all morning, one year ago today the world entered into our pandemic. but there was so much going on march 11th was also when movie star and bay area native tom hank announced that he was positive with covid-19. along with his wife rita. they were in australia and he was filming an elvis biopic. both have recovered. i remember, you know, doing that news story a year ago and i think that kind of shook a lot of people ups because it showed

how real it is and could affect anybody. >> yeah. that's true. i remember the video we saw about all of that. >> yeah. for the nba and tom hank, once those two icons were affected then people said yeah, this is affecting us all. you know, guys, i have to take you out to what is affecting a lot of folks in the east bay, a traffic alert, one person has died and the climate and the conditions are the news as we look at the map. we're talking about overall slicker conditions on the roadways. be careful out there. we have this crash which continues to be a problem for highway 24, a deadly crash with activity at the wilder off ramp. that off ramp is closed and you will loop back at fish ranch room outside the caldecott tunnel, shy of the tunnel and not a great alternate out of walnut creek and contra costa county. recent rain and wind, i see the flags moving around, we have conditions that might be a factor for a lot of folks driving. >> that's right, mike. we're seeing the patchy fog and

the wet roadways as the last of that rain pushes out but here's a closer look at what we're looking at in san francisco right now. you can see we've got cloudy skies we're going to get that cloud cover at least for the first half of our morning with the lingering rain and let's look be at satellite and radar, if you notice the majority is focused through the south bay and in through central monterey area. expect to see some rain through there along with san francisco and your microclimate highs for this afternoon, once the cold front makes its exit southward we are expecting afternoon sunshine and temperatures cool, though. you will need a jacket for today. upper 50s and low 60s for the afternoon, 58 degrees in san jose. 59 in oakland and 56 in san francisco. how long are we going to remain dry? as that low pressure system continues to track east and southward, high pressure is going to roll around, dominating in our region and it's going to dry us out for the weekend. saturday it's going to be gorgeous.

normally takes a 10% penalty. 2020, wasn't normal. covid-19 hit, people lost work and congress passed the cares act. that allowed some people to take money out of their 401(k) account without the usual penalty. this was the deal. if covid-19 affected you, you could take out up to $100,000 with no penalty. lots of people is it. fidelity told us 1.6 million of its customers took out an average of $9400. families could use that money to pay bills and make ends meet, penalty-free. not tax free. distributions from traditional 401(k) accounts are taxable. here's how that will happen. it starts with a 10 99-r form. you should get it in the mail. when you do your taxes give the 1099-r form to your tax preparer or put night your software. doing your taxes yourself you will put it online 4-a. first you need a special form, 8915-e. it deals with tax breaks and disasters. the irs considers covid-19 a disaster.

we have been talking about the drought for so long, seems like the rain we had put a dent in the drought. >> that's right. it did put a little bit of a dent, but we still have a long way to go. the national weather service did reveal an interesting fact today that march 10th was the third wettest day of the rain here for san jose. the rain year started in october of 2020 but right now if you look at the latest drought monitor i'm going to zoom this in on the bay area, 90% of california is still under some form of drought and 30% extreme drought where you see the red color through napa, the clearlake, fairfield area. as you know this is of concern because when we see extreme drought conditions this has brought on a longer and more intense fire season. we're tracking more rain into sunday night and another welcome sight. a look at that in just a few minutes. back to you. >> thanks, vianey. to the breaking news, police in freemont investigating a deadly shooting at an apartment complex. >> that's right. has been live at the scene even before the sun came up this morn. what are investigators saying, bob? >> we're at the priya living city center in freemont not far from the intersection with stevenson. a man was shot and killed in the carport in the back. the police car and yellow flashing lights that's a wrecker that just arrived. our guess is they're taking away a vehicle for evidence somehow involved in this crime. it happened around 10:30 last night. a man was shot and killed. his body was found in the parking lot there underneath the carport in the back. as you can see in the video the initial police response was quite overwhelming. armds officers and a bearcat involved, a tactical vehicle and drones. in the search for at least one, possibly two suspects, they have not been found yet, but the officer on the scene says they're looking for one man, possibly two, but didn't have a description of these people nor any vehicle involve.

they didn't a description of that as well. again a man found shot and killed around 10:30 at the apartment complex. this is the first homicide of the year here in freemont. fortunately there aren't many homicides here, only two last year, and look over the past four or five years there have been only been nine including this one. bob redell, "today in the bay." >> thanks for the latest details there. >> also new, another shooting in south bay near dale and east hills drive over in al lum rock. one person suffered nonlife-threatening injuries but the gunman is on the road. america's crisis at the border hitting closer to home. federal leaders today are taking the first step in possibly making a plan to house unaccompanied migrant children in the south bay if their parents cannot be found. field, the site now under consideration, cliz? >> right. we expect federal officials to tour moffett field to see if the facilities are suitable to house the unaccompanied minors at the border. moffett field as you know is a federal property a former navy station which now has facilities that nasa and google use. according to the "washington post" homeland security officials will tour the facilities today. there are 3500 unaccompanied children in border patrol stations waiting for shelter beds to open up with the department of health and human services but those are full too with 8500 unaccompanied minors waiting to be released to family members or sponsors. 87% are between the ages of 13 and 17 and according to the associated press, there are 60% more unaccompanied children arriving at the border trying to find safety on their own.

kris sanchez, "today in the bay." south bay leaders plan to present a unified front in resisting the state's push to hand vaccine distribution over to blue shield. the health provider overseeing distribution in some counties outside the bay area already. full statewide oversight is expected by the end of this month. today the supervisor will lead the news conference at 1:00. santa clara in the thick of the vaccine shortage and now all first does appointments are on hold that include vaccinations for 8500 kaiser patients who had their appointments canceled yesterday. some of those cancellations include second does shots which kaiser says it is prioritizing. leaders believe that the recent shortages may be due to the state reprioritizing its distribution to hit equity goals. president biden literally

doubling down on the johnson & johnson covid vaccine. yesterday he announced the u.s. will order 100 million additional doses to receive 100 million doses by the end of june the president says if there ends up being a surplus it can two to other nations in need. leaders will highlight the effectiveness of the one-shot johnson & johnson vaccine. also just in to our newsroom, norway is now joining denmark in temporarily suspending its use of the astrazeneca covid-19 vaccine. that's according to reuters. health officials say it's due to concerns over blood clots in some patients injected with the vaccine. denmark says the move is just a precaution and cannot say for certain if there is a link. austria was the first country to suspend use of the vaccine this week. it's not used in the u.s. in the meantime happening today, more students in the east bay are heading back to the classroom.

pleasanton unified says its secondary schools will reopen joining the nine elementary schools that reopened. the move comes following alameda's move into the red tier. the district is the first in the county to reopen its middle and high schools for in person learning. all the students heading out don't forget the umbrella or the rain coat because the rain is still coming down out there, vianey. >> that's right. we've got a couple lingering showers, the last of it pushing southward toward the central coast of california, but if you're wondering how much rain we got here's a closer look at the 48-hour rain totals as of yesterday evening. we're still waiting to see the last of that trickle that kicked into the early morning hours. a little under 2 inches. santa rosa under an inch. in san francisco almost a half inch. now again these are unofficial 48-hour rain totals so we could see these boosted up a little bit into the afternoon. by today we could see afternoon sunshine, a mix of sun and

clouds, temperatures will remain cool in the upper 50s, low 60s. mike? >> hey, vianey, breaking news again over in orinda, highway 24 at the wilder exit where the deadly crash is located and the investigation continues. one lane is blocked. the jam continues to be the source there. back in towards the entire area to orinda. there's a light pole that's been damaged, perhaps that will keep at least one lane of the off ramp closed. right now again, a full closure for the wilder off ramp. loop back around after fish ranch road. the caldecott tunnel is clear but the bay bridge toll plaza is not. at the toll plaza the metering lights are on. there's a stall reported in one of the lanes but i see them all moving. a quicker look farther south shows you still damp roadways and camera lens over here through san jose but moving well through 101. back to you. >> thank you, mike. coming up next what prince william is saying following the bombshell meghan and harry

little any of us knew one year ago. here in the bay area, on this day, san francisco banned groups larger than 1,000 people from gathering and the cdc and the surgeon general had a policy about masks and said don't wear them, save them for the medical professionals. we got to know a guy named dr. fauci who testified on the same day in a crowded congressional hearing room and warned us with 37 americans dead already, it would likely get much worse. back to present day or at least yesterday where two leaders of the house and senate signed the latest stimulus bill. the president will sign it on friday. amidst all this president biden's picks for attorney general, secretary of housing and urban development and the head of the environmental protection agency all approved by the senate. the big question in congress is now that stimulus is down, what is next? is it legislation to help america better compete with china? that has bipartisan support.

one area getting hit by the rain and storm. >> cierra johnson is live in san francisco and people are still talking about it this morning, about the wild weather we had yesterday. >> good morning, marcus and laura. folks are still talking about it. it started to sprinkle here but it is nothing like what we saw yesterday. this time yesterday san francisco was getting pelted with rain and folks from the north bay in the peninsula really seeing a mixed bag of all types of precipitation. take a listen to this. this is what some of my coworkers at nbc bay area in the studios in san jose could hear yesterday. they heard the cracking of the thunder and all of the rain. our cameras were soaked yesterday afternoon as our parking lot was pelted with rain. for some folks living in santa rosa, they were greeted with hail. it came down loud and hard and at some points impacted

visibility and it was so dense some people said it almost looked like snow. storm ranger captured the scene at mount mount diablo. the peaks looked like a winter wonderland with the snowcaps. throughout the day yesterday we received pictures and videos from viewers showing us what they were seeing. while some of the precipitation was a little annoying, some of the the snow caused a bit of concern. chp shut down mount hamilton road out of an abundance of caution. depending on where you were yesterday you may have felt snow, hail, rain, but all of that precipitation good news as we work to get some of that rain deficit up as we make it through the remainder of the year. we're live in san francisco, cierra johnson for "today in the bay." >> all right. thank you. we've been talking about it all month, it is busy around here because we love celebrating birthdays and today someone that we have working behind the scenes for us so hard, dana,

got some rain on the lens and as you heard cierra say the rain was coming down. the rain continues to taper off the majority will track southward for the central coast so depending on where you're at we're expecting to see some of that scattered activity at least for the first half of our day. right now temperatures it's pretty cold. look at clearlake 33 degrees. napa 39. santa rosa 37. you're definitely going to want a coat as you head out the door. temperatures today will be topping out in the upper 50s, low 60s. it is going to be a mix of sun and clouds, gray skies, of course, but this is going to help us kind of see the change heading into friday and saturday. that's going to come in the form of high pressure as we begin to dry out just in time for the weekend. dana, go out and celebrate on saturday. perfect day to be outside. you know, and by sunday night, we get a system that moves in and another low pressure system and that's going to bring back

the return of rain. sunday we spring forward. we lose an hour of sleep. sunrises at 7:20 and sunset is at 7:15 p.m. on sunday. we get a morning chance of rain on monday and any time we see rain, it is a welcome sight because the latest drought monitor reveals it's about 90% of california is in some form of drought. again, time change on sunday, but we dry out for friday and saturday and the majority of the first half of your sunday. mike, how are the roads? >> they're still damp and slicker conditions. that's the warning overall. i have a change over for our breaking news in orinda. a look at the map where we see the slowing on west 24 approaching the wilder exit. now, chp did just update that the exit is open an i believe all lanes of west 24 had just cleared in the last few seconds. that will be a better flow of traffic adjusting right now. that does not change the fact that it was a deadly crash there the off ramp.

freemont. >> police are scouring that area. this is near bidwell drive and trinity way near freemont boulevard. police tell us the victim was shot in the parking lot of an apartment complex and has not been identified and they're looking for one or two people involved. freemont has had two homicides all of last year. another shooting in the south bay in san jose near gayle and east hill drive in alum rock. one person suffered nonlife-threatening injuries. the gunman still on the run. homeland security officials expected to tour moffett field today to see if it could house migrant children as they await legal proceedings. the biden administration is reportedly working with nasa ames leaders to see if vacant buildings at moffett can be used to housing unaccompanied migrant children after president biden changed border policies allowing unaccompanied migrants to actually stay in the country while they're processed.
