good friday morning to you. i'm marcus washington. >> millions more californians are about to become eligible for covid vaccinations. the latest boost as one mass vaccination site becomes the first one to roll out the johnson & johnson vaccine. >> so how many doses are we talking about here, pete. >> well, we're talking about a thousand doses that will be administered and that will only go to the folks who are eligible. so we're talking about the group in the phase 1a and phase 1b, folks 65 and older, as well as health care workers and educators to name a few folks. and that group alone accounts for an estimated 15 million residents but beginning monday we'll see the influx where it

will be 4.4 million californians will become eligible if you have certain health conditions. this ranges from a number of health conditions like cancer and heart disease to folks who are already severely obese. now, the influx of eligible residents is causing concern, there's already a backlog and the johnson & johnson isn't expected to ship until later this month. that's why they're urging you to reach out to your health care professional first. well, president biden is making his new $2 trillion -- nearly $2 trillion covid relief official. this follows the first-ever primetime address to the nation. susan mcginness has more on the plan to end the pandemic. susan? >> reporter: marcus, good morning. that's right.

president biden laying out his goals and some solid dates to get americans vaccinated and get them back to natural life. president biden on the one-year anniversary of a pandemic that brought the nation to a halt reflectingice. a year filled with the loss of life and the loss of living for all of us. >> reporter: but also offering hope, announcing every american will be eligible to get a vaccine no later than may 1st. >> no more searching, day and night, for an appointment. >> reporter: the president says he's ordering all states to open eligibility, doubling the number of federal vaccination centers and mobilizing thousands to help administer shots including retired doctors and nurses. he's also calling on americans to do their part. >> i need you to get vaccinated when it's your turn and when you can find an opportunity. >> reporter: today at the white house a ceremonial signing celebration of the new covid relief law.

in this crime. pak ho, 75-year-old oak land man, died at high land hospital yesterday. he was attacked, assaulted critically during a robbery while on a morning walk tuesday near oakland's lake merritt. alameda prosecutors say that baylor, 26-year-old teaunte baylor, was the person who did it. he was arrested last year in san francisco and he spent a hundred days before being released and wearing an ankle bracelet. bodine is answering questions about why bailey was freed. >> it was from an evidently standpoint a very weak case. we held him in the san francisco jail for 179 days and given the state of the evidence we couldn't hold him longer than that.

>> reporter: a family friend said that ho's three daughters were by his side when he died. there have been a number of attacks on asian americans across the nation and the pay area has not been immune to it. that was something that the president talked about right after he addressed covid concerns in the primetime address. oakland pd and prosecutors here are now wrestling with whether there was a hate crime or a crime of opportunity but at 9:00 a.m., they plan to arraign teaunte baylor -- bailey, on the death of pak ho. >> thank you. now, you at home, you can help stop the effort -- to stop hate, the effort to stop hate. we have all partnered with the asian pacific fund and we will

north bay, about 43 degrees. plenty of sunshine, temperatures will eventually climb into the mid and upper 60s by this afternoon. so we'll see nice warming. overall though it's still pretty cold. 41t creek. what about the rain? well, don't got to worry about it today. the weather clearing out in terms of the low pressure system that brought that winter mix on wednesday. and high pressure is going to lead us into the weekend. doppler radar, you can see the majority of the activity down through southern california who got their own weather from the same system that passed through. they say hail down there. my family lives in so cal, and i have their videos. sunny, great skies, 66 in san jose. oakland, 65. napa, 69. san francisco, 60 degrees. so what can we expect over the next seven days because we are tracking more rain on the way. this is going to be a light to moderate system and depending on where you live, the timing of this storm is going to impact you differently on sunday.

so for the most part, it will move in late afternoon to the evening. moving north to south, so likely to hit the south bay a little bit later. but it's also spring forward time. set the clocks ahead if they're not already digital. your phone does it on its own. and you'll technically lose an hour of sleep but you'll gain an hour of sunlight. into morning, a morning chance of light showers as you head out to work and then inland temperatures look at the drop in temps. from mid to upper 60s today into tomorrow. back down into only the upper 50s. mike, over to you. >> all right. so that map behind you is fungible. that hour we lose is not because we can't replace it. nothing replaces a nice smooth ride but we have an issue. folks are working to replace any bad workway and that's going in the northbound direction of 101 and that's why we have the slowing in burling game.

new signs of progress in the vaccine rollout across the nation and here at home in california. we're going to break down the data on the doses already in arms. plus, you probably have seen that video of this uber altercation in san francisco. now a new development, the charges one of the women now faces and the driver's new response. "today in the bay" continues right now. good friday morning to you. it's a good morning when it's a friday. i'm marcus washington. >> i'm kris sanchez in for laura garcia. we want to show you first a little bit more of the purple you now see on covid restrictions tier map. look at this map on this screen. we were all in purple not just -- not very long ago and now many other counties are looking to be in the red. businesses in contra costa county are hoping the red tier can arrive as early as saturday. this comes in the wake of wineries and breweries that

could change your weekend plans this weekend. bob redell is tracking the developments. >> reporter: good morning. under the current course race contra costa can't move there, but right now you need to be at seven cases per hundred thousand people. right now, contra costa county is recording 8.3 cases per 100,000 people per day. that's above the threshold. however, governor newsom said they'd loosen it to 10 per 100,000 people once the state has administered 2 million shots in the low income, underserved communities. that is expected to happen by today. the east bay times reports that contra costa county can move into the red tier 48 hours after those 2 million shots have been handed out. which would be on sunday. sonoma county which is reporting 8.7 cases per 100,000 people

should also be eligible. once in red, as we're well aware, restaurants, gyms, movie theaters they can resume indoor operations at limited capacity. contra costa, sonoma, they're still in move into orange within the next week and half. also starting tomorrow, the state will allow breweries, wineries and distilleries that do not serve food they will allow those businesses to reopen outdoors in purple and red tier counties. prior to this, the businesses had to wait for the orange tier. there are some caveats. customers must have advanced reservation, and all alcohol must be drunk by 8:00 p.m. breweries, wineries and distilleries that do serve food they will operate under the rules for the restaurants.

bob redell, "today in the bay." because l.a. county is in the same boat as contra costa, businesses there are hoping for a similar tier change within days as we're talking about here. so l.a. county, covid cases are down considerably the holi nearly 1,400 new infections just yesterday. and another 101 deaths. happening today, cinemark movie theaters reopening several bay area locations in places like fremont and union city. last week, amc theaters opened theaters in san francisco and south bay. 10% of the u.s. population now fully vaccinated. 11 million californians have now received at least one dose and that includes the 2 million doses for the sub neighborhoods on governor newsom's list. more than 3 million people statewide are now fully

vaccinated. bay area transit making it easier for people to get to the vaccination sites. several agencies like b.a.r.t. have a list of vaccine sites. the agencies offer promotions for vaccine recipients. this website is part of the healthy transit plan which was launched in august detailing how each agency would welcome riders back safely. >> we have been telling people if you're looking for the information on how and where to get the shot, go to planyourvaccine.com. it will pull up the closest site to you. well, it's a familiar plea that we have heard from parent all across the bay area. can you please get my children back into the classroom? today, a group plans to hold a zoom in in front of oakland's technical school. they're urging leaders to strike a deal like other bay area districts to have to reserve that in-person learning. according to the mercury news, a

new survey by the district finds that 58% of elementary school parents are ready to send their kids back to school, but about 42% want to continue distance learning for the remainder of the year. san francisco schools one step closer to their planned reopening next month. last night, the board unanimously approved the reopening plan. the first students back will be preschool to fifth grade, special education students and others with special needs starting april 12th. it will be hybrid at two or four days a week, depending on the class and the teachers will vote on the deal by tomorrow. san jose's oak grove plans to have kids back into the classroom for hybrid learning by early april. early may for transitional kindergarten through third grade. well, san francisco police they're making headway in the case of the recent viral video, driver being assaulted and harassed.

6:00 in the morning in the evergreen neighborhood. the man was shot in his own driveway and he died in the arms of family members that morning. the get away car is believed to be a bmw. there is also a cash reward now on the table. >> so sad. well, look a follow-up for you on the fire at the tesla plant in fremont. firefighters say the cause was a molten aluminum and hydraulic fluid. sky ranger was overhead late yesterday afternoon and it happened at an area under construction. there were no injuries or evacuations. 5:38. a live look at the bay bridge. it looks busier in morning. the plan to open the exclusive bus only lane is in debate in sacramento. if it is approved it would start a one-year test run.

to caution it is not over yet. we need to continue to protect others by wearing masks. saying a mask, the easiest thing to do to save lives. sometimes divides us. he also said this. >> when i took office 50 days ago, only 8% of americans after months -- only 8% of those over the age of 65 had gotten their first vaccination. today, that number is 65%. you may recall i set a goal that many of you said was kind of way over the top. i said i intended to get 100 million shots in people's arms in my first hundred days in office. tonight, i can say we're not only going to meet that goal, we're going to beat that goal. >> now, there are two things to unpack here. first his claim that when he first took office, far fewer people had been vaccinated. that had little to do with him. it's just lucky timing.
