opportunity. >> a bold promise from president biden that everyone -- every one of us will have the ability to schedule a vaccine appointment by may 1st. why some health officials in the bay area are skeptical that could be a reality. here's a question, how are you doing today? are you happy? why a new survey is giving several bay area cities top marks for being joyful. the third hour of "today in the bay" continues right now. i'm sure it's a happy morning because it's friday. thanks so much for making us a part of your morning. i'm marcus washington. >> i'm kris sanchez, in for laura garcia. millions of californians are about to be eligible for covid vaccinations. this latest boost as one san francisco mass vaccination site because of the first in the city to roll out the one shot johnson & johnson vaccine. >> so pete, how many doses are we talking about right here? >> reporter: yeah, about a

thousand doses of this johnson & johnson vaccine that will be administered at the city college of san francisco mass vaccination site. now, this will only be for folks who are eligible, so folks in the phase 1a and 1b, group. so that's health care workers and instructors to name a few. on monday, we will see some big changes with 4.4 -- an estimated 4.4 million californians will become eligible for the vaccine if you have certain health conditions, like cancer and being severely obese with the influx of the residents, regarding the vaccine supply we already this backlog in the state. and that johnson & johnson vaccine isn't expected to ship more vaccines until later this morning. health officials are urging folks to reach out to your health care providers first when seeking your vaccination.

he's ordering all states to open eligibility, doubling the number of federal vaccination centers and mobilizing thousands to help administer shots including retired doctors and nurses. he's also calling on americans to do their part. >> i need you to get vaccinated when it's your turn and when you find an opportunity. >> reporter: today at the white house, a ceremonial signing celebration of the new covid relief law. biden's first major policy achievement. republicans argue $1.9 trillion in aid is too much a and isn't targeted enough. >> this isn't a relief bill. it's payoff for pelosi's political allies and it will be the american people paying the bill. >> reporter: despite opposition, the president believes gatherings can resume by the 4th of july. >> and the bottom of my heart, i believe there's nothing we can't do if we do it together. >> reporter: after a staggering half a million americans lost, a sign that life will return to normal. well, more is

a recall effort. >> reporter: there certainly is. that's something we'll discuss in a minute. this -- the prosecutors and police are wrestling with whether or not this was a hate crime in this instance because the victim was an elderly asian man. and later on this morning at 9:00, they plan on arraigning 26-year-old teaunte bailey of oakland for murder here in dublin at the east county hall of justice. 75-year-old pak ho of oakland died in high land hospital yesterday after being assaulted and critically injured dur a president biden talked about recent attacks on asian-americans and the head of the chinatown's chamber of

hi, there. it's 6:12. take a look at your east bay commute. it is cold right now in the 30s, about 36 degrees and by 9:00 a.m. it will be in the 40s. once that sunshine takes full effect we're talking about mid and upper 60s for a lovely spring afternoon as we get closer to springing forward on sunday. but we have more rain on the way. full forecast in a few minutes. and vianey, combining all my sources i'm going to say that san mateo bridge is cleared. the sensors are great. that crash is now getting handled i'm sure. as we look at the bay bridge, the westbound commute off the east bay, as expected it's friday it's light traffic as promised there's a look at the toll plaza. well, good morning and happy friday to you as well. the company behind coors beer said hackers have affected how

care premiums means a growing number of americans will be getting health care for free. hotel chains and restaurants are scaling back layoff plans, both because of the stimulus and the speed at which we're vaccinating people. even more money may be coming your way. the california's insurance regulators said you paid too much for the car insurance. the companies returned $1.75 billion to consumers about 9%. california's insurance commission says it should be 17%. janet yellen will be on the "today" show talking about the stimulus. many people could see money in a matter of days, maybe even hours. >> americans will begin seeing those show up in their bank accounts this weekend. there's payments for rental assistance, for homeowners in

combination of rain and hail, that's made the exit and we'll continue to see that sunshine for tomorrow. but today, your microclimate highs will be in the upper 50s, low 60s. very warm compared to yesterday. and long range outlook, this is what we're showing. so we have that low pressure system making its way out. high pressure will take over, but look at the pacific, it makes the approach late sunday afternoon, early monday. i'll give you an even closer hour by hour look tomorrow. shameless plug for the morning show on the weekends. we have to set our clocks an hour ahead on sunday and don't forget to spring forward. temperatures will be a lot nippier on sunday. it will be another winter drop when it comes to the temperatures and then the rain chances start to linger into monday and we have 60s ahead. we need the rain, right, mike?

>> yes, we do. we need that hour of sleep, but we want that sunlight. so we'll look at that angle that you talked about. all right, let's look at the roadways. pretty much any angle we look at the bridge itself, san mateo bridge is moving smoothly westbound away from us. the high rise and the incident have cleared it looks like. still on the chp blotter but i'll give the all-clear. a little bit of slowing for 84 and a little more traffic out on the at amonte pass. that makes the commute a lot easier. the bay bridge, the toll plaza shows a backup on the incline actually, not the toll plaza itself. the toll plaza is clear and no metering lights. back to you. thanks, mike. we want to clarify a story we brought to you this was on tuesday i believe it was. and we want to make a correction to what we were talking about and it involves the mega deal to

right now at 6:30, a lot of folks have been waiting for this. contra costa county can move into the red reopening tier as early as sunday. some big changes if you want to grab a drink and only a drink. two school districts are moving forward with resuming in-person learning. how parents plan to draw the 'to their pleas to get the kids back in the classroom. and california works to get more shots into arms. on the screen right here. covid restriction tier map could be ready to turn red. businesses in contra costa county are hopeful that red tier status could arrive as early as sunday. >> this comes in the wake of major changes for wineries and breweries that may make you change your weekend plans. bob redell is tracking all the developments for us. >> reporter: good morning. yeah, contra costa county can move into the red tier on sunday after the state loosens some restrictions. currently in order to move it into the red tier you need to be at seven cases per 100,000 people a day. right now, contra costa county is recording 8.3 cases per 100,000 people a day. so you can see right now they're not meeting the threshold but today that is expected to change. governor newsom has said they'll loosen it to 10 per 100,000 people once the state has administered 2 million shots in underserve communities.

well, that is expected to happen today which would put the ten case rule in effect and contra costa county can then move into the red tier 48 hours after the new rule goes into effect. that's after the 2 million shots are handed out. that could put them in sunday. sonoma county should also be eligible. once in red as you're aware, restaurants, gyms, movie theaters can resume indoor operations with limited capacity. contra costa, sonoma, they're still in purple. the rest of us are in red. i'm in alameda, that's why i say us. london breed expects her city to move into the orange within the next week and a half. now, starting tomorrow, new rule from the state. the state will allow breweries, wineries and distilleries that do not serve food, these are the businesses that do not serve food, will allow them to reopen outdoors in purple and red tier

counties. prior to this, they had to wait for the orange tier. there are some reservations, limited to 90 minutes and all alcohol must be consumed by 8:00 p.m. breweries, wineries and distillerys that do serve food they'll continue to operate under the rules issued for restaurants. bob redell, "today in the ba." >> l.a. county is in the same boat as contra costa. and the businesses are hoping for a similar tier change in the days to come as well. now, l.a. covid cases are down considerably from holiday surge, but there were nearly 1,400 new infections just yesterday and another 101 deaths. 6:33. happening today, cinemark movie theaters reopening several more bay area locations which includes sixth century chains like union city. last week you might remember, amc theaters opened in san

learning from home. san francisco schools are one step closer to the planned reopening. the board unanimously approved the deal and the first students back are pre-k through fifth grade and those with special needs starting april 12th. it will all be hybrid at two or four days a week depend on the class and teachers will vote on the deal tomorrow. oak drove plans to have the kids back for early may for transitional kindergarten through third grade. san francisco police are making headway in the case of the recent video that's gone viral, showing a uber driver being harassed. the young woman in the red there, she's now turned herself in. you can see that girl right there snatching the driver's mask off. well, she's expected to turn herself in soon. police are now yet seeking the third woman. the driver is relieved but he

backyard or in your neighborhood and have a cookout and a barbecue and celebrate independence day. >> the president continues to caution it is not over yet. we need to continue to protect others by wearing a mask saying a mask, the easiest thing to do to save lives sometimes divides us. he also said this. >> when i took office 50 days ago, only 8% of americans after months -- only 8% of those over the age of 6 5 had gotten the first vaccination nation. today it's 65%. i set a goal that many of you said was way over the top. i said i intended to get 100 million shots in people's arms in my first 100 days in office. tonight, i can say we're not only going to meet that goal,we're going to beat that goal. >> now, two things to unpack

here. first his claim that when he first took office, far fewer people had been vaccinated. that has little to do with him it's just lucky timing on his part. when he took office on january 20th, the pfizer vaccine had only been approved for emergency use just five weeks earlier. the moderna just 33 days earlier. as for his claim in -- we in the media said 100 million shots was unrealistic that's exaggerated. as long ago as last month, not only did we predict that goal was realistic, we said it was too small. we'll talk about the rose garden ceremony today on twitter. you can follow me @scott mcgrew. you may be reflecting on how much life has changed for you. well, in that time, nearly 530,000 americans lost their lives and about 30 million people in the u.s. were infected. >> but even with that loss of life and loss of health, so many people found the strength to keep hoping for brighter days.

>> reporter: life got very quiet as the pandemic roared in last march. businesses closed their doors, hospital icus filled with covid patients whose families could comfort them in person and schools and playgrounds were silent. in that time we looked for a new normal. families turning dining rooms and bedrooms into classrooms. many kids stepping up to help parents also working from home. >> it's pretty incredible. i did not think our 7-year-old at the end of a pandemic would be scrubbing the bathrooms. >> reporter: restaurants were making meals to go. businesses building websites to reach customers at home. >> so we were forced to go online only. >> reporter: with so few activities allowed many turned to mother nature for exercise. >> the benefits in terms of your physical health and just mental health are great. so i'm very grateful they're open. >> reporter: and through art, many people found messages of inspiration. >> i had a couple of messages

something to smile about no matter how much we read -- we read the -- need the rain. we're in california. and we're much bigger fans of the sun than we are of the rain, but we have more on the way. so today we'll see 60s in the forecast. we'll spring forward on sunday, so don't forget to put the clocks ahead one hour at 2:00 a.m. the ones that aren't digital. because your phone will likely do it on its own. but your stove top, your microwave one, if you have an og car like me, your car one. let's talk about the spring trends. so as we spring forward on sunday here's a quick little side note. we have been seeing warmer than average springs. this is from 2020 in california. spring has trended warmer 90% of the year. two below average years were 2010 and 2011. so a while ago. what does that mean for us? it typically means an earlier fire season start because we get so much dry brush with the warmer temperatures and a lack

of rain. that's why rain is good. no matter how much we love the sunshine. doppler radar and satellite, things have calmed down. your microclimate high for this afternoon, a lot warmer than yesterday, upper 60s. concord, 69, oakland, let's look at what we have going on. so the frontal boundary brought us the wintry mix and now we get the big "h" that will keep us dry and sunny all the way through tomorrow. but look what's out ahead in the pacific. sunday, depending on where you are the impact will affect you. we'll start off cloudy for first half of our day and then the rain moves in later that night. and then that's going to continue into monday morning so likely if you have an early morning commute on monday you're probably going to see some wet pavement as you hit the road early on. the big temperature drop hits on monday. another cold storm. even though it will feel like

charge and the prosecutors could be looking at it as a hate crime as well. pak ho died yesterday after being critically injured during a robbery on a morning walk tuesday. and president biden talked about the recent attacks on asian-americans across the u.s. if this case does proceed th courts here, we may hear more of it. and whether it was targeted as a hate crime or a crime of opportunity. we may hear more about why the suspect teaunte bailey was released with an ankle monitor after spending 100 days in jail for an alleged robbery last year in san francisco. san francisco's embattled d.a. chesa boudin said there wasn't strong enough evidence to hold him any longer and now bailey is facing a murder charge here in alameda county. scheduled to be arraigned in just a couple of hours here in dublin. live in dublin, thom jensen, "today in the bay." >> thank you. you can help stop the hate.

pandemic. some high school football teams kick off their abbreviated schedules tonight. most schools don't begin to play until next week but there are some big names including de la salle. they're getting started early and the teams will be limited to a five-game season and one scrimmage. right now in fremont, it was named the happiest city in the u.s. that is according to a new wallet hub survey. it looked at the emotional and physical well-being of people there, the income and the employment and the location. so it makes sense. san jose came in at number five. san francisco was 13th. the least happy city in the country is detroit. although they may be a little happier knowing it's fry yay.
