weather alert last night, as well. the rain coming down. kari's busy tracking it for us. how are we looking, kari? >> this storm that's moving through is whipping up a lot of high winds for the bay area, even as the rain starts to taper off, storm ranger showing that we are still seeing some scattered showers right there near the coastline, but we do still have a lot of this storm across the region and a slight chance of rain will continue today, but the winds will be the main issue, as we continue to see those gusts reaching over 40 miles per hour for the coast and the bay. we'll also see some snow on some of our bay area peaks but the sky will start to clear late this evening. we'll talk more about all of that, coming up in a few minutes. >> sounds good, thanks so much. so it's now been a full year of the new normal. keeping our distance, wearing masks, who is in our bubbles, thinking about what we touch and where we can wash our hands next. "today in the bay's" kris sanchez joins us live in san francisco with what our friends and neighbors are saying.

hard to believe i can say it, one year later, kris. >> reporter: one year later, and we had a first swim meet in a whole year, so we were able to chat with some of the other parents, masks on, socially distanced of course and everybody had the same thing to say that it went by so fast and at the same time it went by so incredibly slow,to deal with a inconveniences, but those little inconveniences were just a reminder of how easy it would be to contract covid and for life to be very, very different for those of us who got sick. in california, we have been under that mask mandate for all indoor activity for most of this last year, and for some of the year, we were under mask mandate for outdoor activity when we could not maintain social distance. we learned to carry hand sanitizer and think about what we touch as well. many of us learned to work from home while our kids were also learning at home, too. we asked some of our bay area friends and neighbors to reflect on what this year was like, and when they knew coronavirus was

really serious. >> as we went along, went along, it got more serious, so it's like oh, no, can't go to our favorite restaurants, we can't play with our grandkids, we can't hug them. that was my main thing. a big squeeze is all i wanted. all grandma wanted. >> by may, it was as serious as anything, and it was time to -- i'm not the kind of to normally put on a masmask, i'm pretty rebellious but i put on a mask and i've kept it on. >> reporter: now a year later with the vaccine and cases declining, we are able to do a little more than we could just a year ago and while life is far from normal, it finally feels like perhaps we can take a bit of a deeper breath, of course, when we are safe. in the next half hour, we're going to take a look at the time line and how we got to this point, and the bay area really at the center of a lot of the

developments here in the coronavirus. in santa clara, kris sanchez, "today in the bay." >> try to take a deeper breath underneath our masks, of course, thanks so much, kris. >> yes. so much of life has changed, more than 5,500 people from the bay area sadly have died from covid since the start of the pandemic. i want to look at the numbers, these were published in "the chronicle" breaking down how many people died due to covid-19 every month since march of last year. you can see that biggest surge clearly there happening in january, following the holidays. more than 1,of 00 people died just within that month. 158 people have died so far this month. >> you know what, starting today, california's widening its covid vaccine eligibility to include more people. "today in the bay's" bob redell is live outside of one of the vaccination sites in pleasanton. the new group we're talking about here, certain people with

underlying conditions? >> reporter: correct, good morning to you, marcus. the next round of eligibility covers around 4.4 million californians so if you're between the ages of 16 and 64, and if you have any of the underlying conditions i'm about to list, you would be eligible and you can find this list on the california department of public health website. cancer, with current, if you have it with a weakened immune system, chronic kidney disease, stage 4 or above, chronic pulmonary disease, down syndrome, weakened immaun system due to organ transplant, heart conditions but not hypertension, type diabetes, san francisco also allowing deaf, hiv positive or mental or substance abuse disorders. you do not have to provide documentation rather you attest you have the medical condition

to speed up the process and opens up a loophole for people who want to cheat and cut in line. your doctor also has a discretion to vaccinate you if your condition is not on that list but believes you are at significant risk of dying from covid-19. also included in this new tier, transit workers and residents and workers of homeless shelters, jails and detention centers. they join teachers, food and agricultural workers, health care employees and seniors 65 years and older and being eligible for this vaccine. reporting live outside the mass vaccination website in pleasanton, bob redell, "today in the bay." in a few hours contra costa county will offer the covid vaccine to some of the most vulnerable. vaccines will be given out to the homeless at 10:00 a.m. at the martinez marna on north court street. the state identified the homeless as some of the hardest hit by the pandemic.

police department, she now faces charges, including robbery, assault, and battery. the woman you see in the red to the left of your screen turned herself in to authorities in las vegas last week. it's believed that police are not seeking the woman in the middle seat. racist graffiti on a middle school campus sparking shock and outrage among people in san jose's willow glen neighborhood. denise horton, an asian-american parent, says she found the graffiti which was quickly painted over. when she was dropping her son off at middle school for a swim meet yesterday morning. >> my son said take a picture of it. i said why? he said because it's bad. i am surprised because i don't necessarily know that adults are coming on to a middle school campus to write those kinds of things. >> the district issued a statement saying "we appreciate neighbors helping to keep our schools safe and crime-free by reporting vandalism and other

issues so we can quickly repair. unfortunately, graffiti on public spaces is common in san jose, and we respond right away to all vandalism at our schools." starting today, victims in a string of wildfires covered by pg&e's $13 billion wildfire settlement will start receiving those payments. some 71,000 residents and businesses file claims tied to fires, including the north bay firestorm and the butte county fire that devastated paradise. initial payme are expected to equal 30% of the money owed to each individual or business who claims are verified. administrators trust they say the payment process will likely take months. happening now, extreme weather taking aim at much of the country. cheyenne, wyoming, shattering its two-day snow record, more than three feet of snow buried the city. in denver, hundreds of flights were canceled after more than two feet of snow fell. meantime in texas, several

tornadoes touched down in the panhandle on saturday causing significant damage. you can see in this drone video here, too, several homes have roof damage. the cellular phone tower was destroyed. the good news here is that no injuries or deaths have been reported. makes our california weather look pretty calm. just had some rain and snow, but it's been very welcome site for us. >> yes, it has been a bit higher for spots like santa rosa got over half inch of rain but the storm system really starting to wind down, but leaving behind still some activity with some rain that will be moving through. we can see in spots like parts of the peninsula, as we get a closer look as well as parts of the south bay with some snow on mt. hamilton and the roads may be wet as you get out the door. we'll be keeping an eye on the winds. mike, how is it looking for the morning commute? >> kari, the wind is what you're

get pushed around a tad bit from the overnight winds as well there, just like kari is talking about, tracking traffic and the effects. good morning, happy monday to you as well. the stock market will start this monday morning at yet new records. with the dow set to start at the day at 32,700 and change, after closing at all-time highs on friday. futures call for a strong open at 6:30. faster than expected vaccine rollout and of course the new stimulus contributing to the market moves. the san francisco startup stripe just got a $600 million new investment and the way they calculate that investment puts the overall value of stripe at $95 billion making it the most valuable startup in the united states, not bad for a pair of brothers from ireland who are the youngest self-made billionaires in the world. facebook says it's working harder to get accurate vaccination information to its

users launching new guides and new screens on facebook and instagram. they tell you where you can find a vaccine and facts about them. the guides will be worldwide in 71 different languages. now meanwhile, "the washington post" reports facebook is investigating how and where bad information about vaccines ends up on its sites and discovered a majority of the bad information originates from 111 accounts. facebook bans the outright false information about vaccines but the accounts are able to create just enough doubt to be effective without crossing over the rules. facebook founder mark zuckerberg goes back and forth on his many rules, holocaust denial then banning it, calling for open you an unregulated speech and creating new rules and facebook's never been able to get the rules dialed in as it ping-pongs from policy to poll pi. zuckerberg along with ceos from twitter and google will be back in front of congressional hearings a week from thursday.

the hearings will examine how online platforms spread information about things like vaccines or false narratives about the election. so this will be zuckerberg's seventh time in front of congress, most of this talking about misinformation on the site. >> spending a lot of time there. all right, scott, thank you. >> i remember the first time we were worried he was going to wear a hoodie. we've come a long way. new details on the allegations meghan markle bullied members of her former staff in buckingham palace. the royal family asking an outside law firm to look into those allegations. markle and prince harry are not expected to take part in the probe but markle is reportedly asking to see any evidence that is uncovered. happening minutes from now, this year's oscars nominations are set to be announced. this is video we want to show from you last year's awards show which was not socially distanced. this year's oscars have been delayed until april.

one category people are watching for, best director, because this year, it's possible there will be the first time three women will be nominated in that category. something good this morning, a new recognition for one of our favorites here on "today in the bay," dolly parton and the generous donation she made during the pandemic. a mural honoring the music superstar is on display in costa mesa in southern california, to honor her $1 million donation to help develop moderna's covid-19 vaccine. it's also dedicated to the community of workers on the front lines of the pandemic. so here she comes again and again but looking good. >> always looking like dolly. all right, here we come again with a look at that forecast, because we are in that microclimate weather alert for you this morning. meteorologist kari hall tracking not only the rain but you were talking about some winds, too? >> yes, this storm system that's

moving through brought us some much needed rain, also kicking up some high winds this morning. let's look at storm ranger, still tracking some off and on showers for parts of the bay area this morning, as we get a look at some of the rain and even some snow coming down, and we could still see the snow happening on some of our elevations above about 2,000 to 3,000 feet so as we look at what's going on, still some activity here, the chance that we could have some passing showers at any point today but the chance of some thunderstorms really slight but we'll watch out for that. as we get a look at our temperatures, not only is it windy and drizzly, too, but it's also very chilly, with our temperatures remaining in the mid-40s. this wind advisory includes much of the coast and the bay, and we'll see those winds at times kicking up to about 45 miles per hour. this continues through 11:00, and then most likely will be allowed to expire and then our highs today reach into the mid to upper 50s. it's going to be a cool day but also starting to clear out later

this evening. as we go through the rest of the forecast, our next chance of rain arrives between thursday and friday and looks like it moves out of here early on saturday morning, but it is nice to see. we'll have some more rain in the forecast, because we still need a lot more to catch up to normal. take a look at our rainfall deficits for the north bay, still over 18 inches despite the rain we just had, and looking at livermore needing over 7.5 inches of rain to catch up to normal and also going to see additional sierra snow. we could see another five to seven inches in some spots but it looks like with this storm, about one to two inches of snow as we go into the next couple of days, and then we take a break from the showers for the middle of the week, we'll be watching more before we hit the weekend. and mike hitting the door this morning, how is it looking for the commute right now? >> some folks might feel like they're going through that door, a little impact of the hour that we moved forward over the weekend. looking over toward the maps, we don't see much problem but we

welcome back. 5:24. spacex celebrating a successful launch of the falcon 9 rocket that lifted off from kennedy space center happened early yesterday morning. the rocket was seen streaking across the sky. it is the first spacex rocket to launch and land successfully nine times. >> pretty amazing to see. nbc bay area responds to a south bay man who couldn't get money out of his investment account. >> he tuned in to consumer investigator chris chmura for help. >> good morning, this is a tale about robinhood, the investing app. jake burns had $3,000 there but wanted to transfer it elsewhere. he says he tried but robinhood wouldn't process it and the app's customer service was limited to a chat bot. >> i've tried probably 40 times, 50 times and it just says rejected, rejected. >> reporter: so jake contacted us, we contacted robinhood.

>> we're tracking with storm ranger some rain during the past 12 to 24 hours and we'll see the rain starting to taper off but still some spotty showers left behind, we're even seeing snow on some of our bay area peaks but it's just been really windy and the reason why we issued this microclimate weather alert is because we could still see some of the high winds gusts and the wind advisory continues through 11:00, as well as some snow on some of our bay area peaks, but it will clear out later this evening. we'll talk about all of this coming up in the forecast in just a few minutes. >> thanks, kari. new for you this morning, a tentative deal to reopen schools in oakland, for the youngest students it will happen at the end of this month, provided the deal is aproved. "today in the bay's" pete suratos is live in oakland with the details on the agreement and what has to happen next. >> reporter: good morning to you, marcus. the tentative agreement reached overnight between the oakland teachers union and the oakland unified school district and

here's what we know so far. this reopening will take place in two phases. you got the first phase beginning on march 30th, according to this agreement, the in-person instruction for pre-k through second grade as well as priority students. there's a second phase which begins on april 19th, in-person instruction, expanding through fifth grade and at least one secondary grade. i want to point out the campuses will be at limited capacity and the families can keep their students in distance learning if they prefer. since teachers have been given the vaccination codes, the district expects teachers who want a vaccine to have their first dose by april 19th. this is happening as other east bay school districts such as reopening for in-school instruction b the oakland teachers union still needs to vote on this agreement this week and if approved, the school district will ratify it this week as well. reporting live, pete suratos for "today in the bay." >> thank you, piece. happening today, students in alameda's ten elementary schools

return to the classroom and like many other districts, schools will start with the hybrid learning. the district ended up pushing the date back from last week, this is to better prepare themselves. there's no return date set for the secondary schools. we turn to our coming back from covid coverage. this year, living under covid restrictions felt a lot longer for a lot of us, and it required us to be flexible, things seemed to change day by day. >> it really did and "today in the bay's" kris sanchez knows very well, she's joined us now from santa cruz with a look back at how we got here. >> reporter: well, hi there, you guys. so the pandemic clearly is not over. coronavirus is still circulating in our communities, and despite mass vaccination sites like this one here at levi's stadium we're not all going to have that shot any time soon. it's still going to be a while, but it does feel like it is the beginning of the end of the

pandemic. when the diamond princess sailed into the san francisco bay on a beautiful, bright blue day, coronavirus entered our lives. >> reporter: you can see the cruise ship behind me, we're seeing more cabin lights turned on this morning. >> reporter: within a week governor gavin newsom declared a state of emergency in california and bay area counties canceled large gatherings. the warriors became the first team to ban fans before the nba canceled the season outright. >> today i have signed a mandatory order prohibiting public or private gatherings of more than 100 people. >> reporter: and on friday, march 13th, 2020, the bay area declared the first stay-at-home order, nonessential workers were sent home, schools were closed. >> the safety and well-being of our students and staff are our top priority. >> reporter: by march 19th, the stay-at-home order went statewide as hospitals filled with covid patients, some setting up surge tents and

ordering cold storage trailers to meet a devastating need. in april, 2020, we learned that a 57-year-old san jose mother, patricia dowd, who died february 6th, was the first victim of the coronavirus in the united states. >> she was my best friend. we did a lot of things together. like i went to her for everything, just like all my problems, if i needed a hug, she gave the best hugs. >> reporter: between then and now, more than 55,000 californians died of covid-19. 3.6 million were infected. we lived under strict restrictions that tested small businesses, cost our kids almost a whole year of school and kept us from celebrating holidays with family and friends. with growing supply of three covid vaccines, there's light at the end of the tunnel. and one thing remains as true today as it was a year ago. >> we're really truly in this together. >> reporter: who would know how

many times we'd repeat that to ourselves and each other, we are in this together. coming up tomorrow, we'll introduce to you a small business owner who found the pandemic gave her the impetus to make a change that ultimately saved her business and her company. in santa clara, kris sanchez, "today in the bay." >> a lot of businesses still struggling, thank you. you know what? now all bay area counties are in the red tier of the restrictions but that may soon change. san mateo county the leaders believe they may move into the orange tier by midweek. diners in contra costa returned to dining after moving to the red tier. sonoma county has been in the most restrictive tier the longest, ever since the system rolled out last august. restaurant owners there are relieved. >> i was able to seat 12 people inside and with the rain and the weather, people were really happy about sitting inside

indoors. >> wine country businesses got another boost over the weekend, wineries and breweries can now resume outdoor business with the change in state covid rules. a live look at los angeles this morning, where there is also new relief for struggling businesses. l.a. county is waking up this morning in the red tier. this move like the ones in cocoa and sonoma counties coming after 2 million vaccines went out to prioritized communities. yesterday l.a. county reported more than 600 new cases and 28 deaths but the death rate now is about 10% of the daily average at the height of january's surge. taking a live look at sfo, which is moving the location of its covid rapid testing site, as of today, it will be located on level three, at the aisle 6 ticket counter in the international terminal. airport leaders say the move gives travelers easier access to other airport facilities. sfo was the first airport in the nation to offer rapid testing. and starting today, renters

and landlords struggling to make it in the bay, can tap into a new federal assistance. it amounts to about $2.5 billion in relief statewide. that funding is part of stimulus deal u.s. lawmakers aproved last december. the bay area will receive about half a billion dollars of that money, california's expected to receive similar assistance with about the same dollar amount from president biden's new covid relief package. >> bay area tourist hot spot reopens to the formed. san francisco's famed alcatraz welcomes back visitors today. sitting in the red tier allows museums to operate at 25% capacity. indoor tours have been closed for about a year. some indoor parts of the old prison including the iconic cell house will open. masks are required. shs the cliff house in san francisco shut down at the end of last year and a bay area nonprofit raised more than $180

>> yes, it's pretty windy out there. we've seen some gusts that have been reaching over 30 to 40 miles per hour, and that's the reason why we're under this microclimate weather alert. the rain is starting to taper off but it was good to see some rain moving through, with most of us 0.1 inch to 0.25 inch of rain. we've seen snow on mt. hamilton as we wake up this morning and the sun rises we'll see it in the distance. mike tells us do not drive up there. we're also seeing some scattered showers up and down the peninsula with some rain moving through burlingame right now, as well as some snow on the santa cruz summit as well. so we are seeing some of that rain over saratoga and as you go up in the hills we're seeing that changing over to snow, some low elevations, as we look at what's going on here, this storm system is not done with us just yet. it's also kicking up the high winds, but bringing in some off and on showers. we haven't seen any

thunderstorms but we're watching out for that chance, and then our temperatures are very chilly, right now in the mid-40s, and we'll hold steady there, as we go throughout much of the morning, only reaching about 55 degrees for today, and we will have some milder air in the forecast, as this rain moves out, we will have a couple of days of some dry and mild weather, but then some more rain in the forecast, as we head between thursday and friday. we'll be moving out on saturday for a dry weekend. so still a lot more changes here over the next few days, we'll see our highs reaching into the mid-50s today, but then some mid-60s by thursday, as our next chance of rain comes in. we'll be watching that, mike, what are you keeping your eye on right now for the commute? >> well, that note you gave about not going up to the icy, snowy peaks, don't do that, mostly kari so i don't have to report so many people sliding off the roadway. out to the roadways right now, the drive toward the bay bridge is just fine. i circled that crash, highway 24 still there on the shoulder at
