and around the world, actually, that have suspended the use of the astrazeneca vaccine, or at least certain batches of it, slowing down the rollout amongst countries in europe.0 cases of blood clots they've used the vaccine on 5 million people in the continent. more than double have received it in the u.k. while health officials in the cou country cite they can't rule out a connection, the who and the european medical agency are saying to continue using it, saying the benefits outweigh the risks. they, of course, joining regulators in the u.k. with advocating for the vaccine's use. this, of course, as we've seen a slow rollout with the astrazeneca vaccine due to earlier fears using it in the earlier population and we are also seeing though that a spike in certain countries, belgium

for small businesses the white house is also preparing a plan to boost the vaccination rollout. for those wondering how the biden administration plans to pay for its ambitious economic recovery plan, according to bloomberg the president is mulling the first major tax height since 1993. it would help pay for the follow-up for the pandemic relief bill. the plan could include raising taxes on people earning more than $400,000 a year boosting the corporate tax rate from 21% to 28% and expanding the reach of the estate tax. yesterday the white house said there is no firm plan just yet >> his priority and focus has always been on people paying their fair share and focusing on corporations that may not be paying their fair share either that remains his over arching approach, but there isn't a package yet. >> the report did not include a time line on when to expect a proposal. beyond those stimulus checks

americans are counting on, many are waiting for tax refunds. nbc's stephanie ruhle reports on what is behind the delays. >> reporter: heather price has been seeing the same message for a month. >> we get a message saying our refund is still processing. >> reporter: the mother of two filed her taxes on february 15th. >> i have a husband with physical disabilities. i'm their caregiver so i'm unable to work. >> reporter: her family definitely needs help. >> we have $3.38 until march 31st nearly 7 million returns have not yet been processed. more than 3 times the number compared to last year. that's because irs resources are also being used to send the new round of stimulus checks after a year of emergency covid-related support for americans, the irs is dealing with more questions and complications. the agency has fewer people handling the work. its budget is 14% lower than ten years ago.

access we have requested it no one has been allowed to go inside of the facility we have asked for images or videos the only images that are released are before any people were actually detained there we also have asked for numbers of how many people are actually in the facility at the moment. have also not been given those numbers yet. what we do know, we know largely from the lawyers who have been allowed to speak to children inside of the facility, i spoke to one lawyer who interviewed about 20 children. she said she met kids as young as 1, as old as 17 said that they were unanimously distressed, upset, confused, scared about when they were actually going to goat leave she said access to showers was limited. some told her that they hardly ever get to see the sun. what's happening here is a massive capacity problem kids are only supposed to be in these facilities for about 72 hours, then hhs takes them and
