"today in the bay's" bob redell joins us live this morning. bob, what mayor libby schaaf specifically wanting people to do? >> good morning to you laura and marcus. mayor libby schaaf of oakland is asking oaklanders to dial into today's 1:00 p.m. city council meeting and speak up to ask councilmembers to immediately restore critical police services using money from the $1.9 trillion america rescue plan recently signed into law by president biden.

oakland is slated to receive $192 million. mayor schaaf wants full restoration of cease-fire strategy, support for the cleanup of homeless encampments and enforcement of laws banding sideshows. even with the $192 million from the federal government the city of oakland faces a budget shortfall of $126 million that needs to be dealt with. according to the latest crime statistics from opd, violent crime in oakland is up 5%, compared to 12 months ago. however, homicides up over 300%. 29 people murdered this year so far in that city, with regard to one of those high-profile homicides, opd arrested a second person in the deadly attack of an elderly asian man near lake merritt. the alameda county district attorney's office charged demetrius britton, the accused getaway charge who faces murder charges.

front of this year-long campaign should not fool anybody. >> reporter: vaccinations are critical now spring break approaching. >> we have seen footage of people enjoying spring break festiviies maskless. >> reporter: despite travel warnings, the tsa says 1.3 million people flew on friday, a record during the pandemic, and now a different crisis. the federal emergency management agency, fema, is headed to the border to temporarily house 3,200 migrant children, arriving without parents, after president biden relaxed the trump remain in mexico policy. >> this is a human heartbreak. there's no other way to claim it that a biden border crisis. >> we want to expedite getting kids out of the facilities as quickly as possible. >> reporter: this week, lawmakers consider two immigration bills, legal status for undocumented farm workers, and a path to citizenship for dreamers who came here illegally as children.

tracie potts, nbc news. happening today, south bay transit workers have a chance to get vaccinated. vta employees can go to the santa clara county fairgrounds starting at 10:00 a.m. to get their shots, this going on as nine bay area counties say the new johnson & johnson vaccine is safe and effective. the statement acknowledges the perception the new vaccine is less effective than moderna's or pfizer's two-shot vaccine. it adds that all are extremely effect fife in preventing hospitalizations and deaths. if you're looking for information on how and where to get your shot, go to planyourvaccine.com, put in your state, age and occupation. it will pull up the closest vaccination sites to you when you're eligible. the entire bay area is in the red tier, but could do one . rate meet the criteria to move into the orange tier as soon as today. if that happens, most indoor businesses like restaurants, wineries and breweries can increase capacity.

offices that are not essential can bring employees back to work. over the weekend, sonoma and contra costa counties joined the rest of the region in the red tier, allowing restaurants, gyms anrestrictions, of course. california's new vaccine eligibility for millions of people this week is prompting new calls for people not to jump the line. yesterday the state loosened those requirements to include people with disabilities and high-risk medical conditions. it's mostly an honor system thing with the state not requiring people to prove their diagnosis, this is due to confidentiality. we spoke to people in one line and they say they know others who are lying to receive that shot and a lot of disability rights activists are not happy about this. >> i would just ask people that don't really need the vaccine now, because they're not at increased risk of getting covid or dying from covid to wait and let people with disabilities and serious health conditions get access first.

>> while you don't have to prove your eligibility you have to sign a paper saying that you meet the criteria. let's take a live look in san francisco this morning, where a popular pandemic program may soon be a permanent part of the landscape. mayor london breed will introduce an other nance to maintain the shared spaces program. it alters outdoor dining in some neighborhoods and streamline permits for businesses and nonprofits to use sidewalks and full street spaces. in some cases, it may even permanently change traffic patterns. something to get used to. also today, supervisors will reportedly vote on yesterday's committee recommendation to scale back or even drop the time line for that big ferris wheel we've been talking about in golden gate park. "the chronicle" reports the rules committee voted unanimously to defer to the full board in allowing the observation wheel to keep running. other agencies agreed to keep it going for four years.

more recently supervisors said it should operate for the next year. this week, new guidance as people are traveling around the nation more and it's picking up. in some cases even schools are offering incentives to keep those college students at home. uc davis offered $75,000 in staycation grants for the first 750 people who signed up to keep students in town. aparentally this was a huge success. spring break next week. >> let's hope they don't go out there and party together. >> stay inside. >> stay away. this morning hopefully you get a chance to stay in and watch longer. it's a cold start out there, kari. >> yes, you need some coffee, a heated blanket or whatever you need to stay warm because look at some of these numbers. we are feeling temperatures in a lot of spots near or below

about his opposition to large tech company monopolies, something you'll hear out of washington as well but of course xi wants to slow information critical of him. in russia, reports twitter has been slowed down, sometimes unresponsive after russia accused the company of allowing illegal content to reach users there. back here at home, the fed begins a two-day interest rate meeting. these are usually not that big of a deal but the economy is getting better and some are worried about inflation. the data shows us it's still not a threat, but when jay powell does speak at the end of that meeting tomorrow, wall street will be paying close attention for hints on when interest rates may raise. interest rates go up when the economy gets better. yesterday we brought you the news that elon musk wants to be called king. tesla's filing paperwork with the company will be technoking and they're serious. i called up a reporter who is

really, as we come out of the altamont pass where the build is because of the earlier crash at greenville, the off-ramp reopened and good recovery and the backup is back at 205 and the merge with 580 out of tracy, 84 to sunol typical pattern and flow. the rest of the bay shows a clear, easy drive but kari, i got to shout out to folks who have spring breakers or folks who may be returning from a long weekend. i-5 is closed through the grapevine, because of snow. >> okay. that's a good note. all right, and we are also seeing the rain that we had yesterday and the day before, kind of moving on out of here, so we can see the clearing conditions that we're seeing across the region. another storm well off the coast will take a couple of days before it gets here so we're heading into the upper 50s, even a few spots reaching 60 today as we enjoy sunshine, but it is a very cold start. we're going to see more mornings like this over the next couple

of days, as we go through the time line, our hour by hour outlook shows that we're clear today, and then going into tomorrow clouds moving in, raind into thursday afternoon, and then continuing kind of off and on throughout the day on friday, and so that's our next round of rain, it looks to bring us about a little close to about a half inch of rain for most of us, as we go into thursday as well as friday, and for the sierra, our snowpack is only at about 67% of the normal amount in the central sierra, so it's going to be good to get some more snow in here as well. as we look at this forecast, it does show most spots will get about a foot of snow in some of our upper elevations, from kingvale, 18 inches, and twin bridges could get another 12 inches of snow, so that's pretty good and that's with this next

storm system bringing us rain. it will be dry for our first day of spring coming in early on saturday morning. sunday is also dry, and then we'll have another chance of rain in the forecast early next week. meantime san francisco will see our temperatures mostly in the upper 50s. now we talk about our climate in crisis, as i mentioned, i've been working from home for a year now. hard to believe. but we're also looking at how much of the carbon dioxide we're not putting in the atmosphere, because of us working from home due to the pandemic, and so annual average for metric tons of carbon dioxide is 60, but because i am not commuting, i have a savings of about 22 metric tons per year. i know we don't normally talk about metric tons of carbon dioxide, so i wanted to give you an equivalent. that'sincandescent bulbs switch l. a huge amount

the new stimulus bill includes a big benefit for millions of families who collected unemployment benefits. >> it will require some work and patience. chris chmura is here to explain how we get it. >> lots of families got a shock when they learned their unemployment benefits were taxable. people like sarah bauer in rohnert park. >> my tax refund dropped by $4,000. >> congress listened. the new stimulus bill corrects some of sarah's concerns. it makes the first $10,200 of unemployment benefits tax free, if your family's total income is less than $150,000. so how do you get the tax break? that's still a work in progress. if you haven't filed your tax return yet, the irs says it will provide a new worksheet, it says

it's also working with the tax preparation software companies to integrate the new tax break into their programs. basically, you should expect two steps. first a calculation when you total up your income to see if you qualify and fall under the $150,000 cap. then step two should let you subtract the new tax-free $10,200 chunk. if you already filed like lots of families have? the irs has gotten more than 50 million returns already. if you're in that very large group, you might have to file an amended return in order to get the unemployment tax break. the details are still being worked out. when the irs releases complete steps to get you the unemployment tax break, we'll walk you through them, right here. >> good advice. thanks, chris. next on "today in the bay" the top stories, including one bay area county may enter the orange tier as soon as today. we'll tell you why leaders there are hopeful and the potential new reopening color that may be

and they're on track to loosen some of those restrictions like restaurants, house of metrics if they continue, they wible to open the orange tier as early as wednesday, march 17th, tomorrow. right now the entire bay area is in the red tier, so san mateo would be the first to take that next step. so what restrictions would change entering that tier? most indoor businesses can increase capacity, wineries and brewers able to have indoor guests at 25%. nonessential offices can allow employees to return to office work but remote work would still be recommended. san mateo county supervisor david canepa says this is a major step forward and he's optimistic about what's next for the county. >> the difference i think this time is the help of the vaccinations and hopefully that will allow us to not spiral out

of control. >> reporter: now sonoma and contra costa counties were the most recent to join the red tier and those counties, restaurants, gyms and movie theaters are all able to open with some type of a restriction. as for san francisco, they, too, remain in the red tier, but at a board of supervisors meeting, mayor london breed did say that with the current me pretty quic and there is a chance they, too, could enter the orange tier as early as next week. so that is another story we will, of course, continue to follow. we're live in burlingame, cierra johnson for "today in the bay." >> thanks so much cierra. 5:33. green of course means go and apparently that will be the case as well with california's covid tiers. right now there's no green tier, with yellow being the least restrictive. as of now, cases are plummeting, there's a plan in the works to incorporate green into the state model. last week governor newsom essentially suggested that the light at the end of the tunnel will be that green one. new this morning, new

numbers showing some americans are either not follow-up vaccine shot or they're late in receiving it. the cdc says more than 20% of the u.s. population has received at least one dose, that's about 70 million people. as of mid-february 10% who received a first dose were late in getting that follow-up shot but still inside the recommended 42-day window. 3% never received a second dose and were outside of the window. in the study that amounted to about 1.5 million americans. get the follow-up shot. some leaders are pushing back on the tentative deal to bring oakland students back to the klatt room by the end of this month. students through second grade will return in two weeks. >> it's going to very much

deepen the already deep inequaliies in oakland. >> the union considered where covid rates are higher when negotiating the deal. leaders are encouraging members to approve it, counting on vaccinations over the next month to reduce the risk of the spread. pittsburg board members decided to remain in distance learning through the rest of the school year. in a recent letter to parents, they cited public feedback and data suggesting the hybrid model would create too many hurdles and disruptions. the goal is to focus on returning to school the next school year. new this morning, a decision by alaska airlines hitting close to the heart for some bay area travelers but right in the gut for businesses struggling in hawaii. creating new city jobs through

planned jobcorps. tonight's vote kick-starts the budget process, the final budget will not be approved until june. a possible new lifeline for some people struggling most to make it in the bay right now. marin county leader also consider spending nearly $1.5 million to provide temporary shelter for homeless people recovering from covid. the move would open up 40 more rooms at a motel 6 in san rafael. it is part of project roomkey funding safe funding spots for the homeless. a decision by alaska airlines hitting close to the heart for some bay area travelers, right in the gut for businesses that are struggling in hawaii. the airline is reportedly discontinuing all direct flights from oakland airport, and that move takes effect may 21st. right now the particular flights are suspended due to the pandemic. there's no change to service from san francisco and san jose.

we are going to be tracking more rain coming in. it's still well off the coast and i'll have a time line of when it arrives and how much rain you can expect, that's coming up in a few minutes. >> and the time line for clearing that vehicle eastbound 84 on the decline, not happening on the dumbarton bridge. so as we look at the san mateo bridge, these headlights are also eastbound, that's a great alternate if you want to avoid any problems. i don't see slowing yet on the dumbo. 84 east is okay. we'll track that and the rest of the bay, of course. we're following up on governor newsom's efforts to fight back against a possible recall vote. tomorrow is the deadline to turn in signatures and a committee is raising money in the event a special election is held. the governor tweeted yesterday that he won't be distracted by the effort. in a poll by emerson college, 38% of those polled say they support the recall effort. 42% oppose it and 19% are undecided. meanwhile, on msnbc last

night, governor newsom said he's already thinking about who could fill a second california senate seat if it becomes vacant. >> if in fact diane feinstein were to retire will you nominate an african-american woman to restore the seat that kamala harris is no longer in the min? >> i have multiple names in mind. >> it can be yes and no. >> we have multiple names in mind and the answer is yes. >> senate feinstein served in the senate for 48 years, most recently reelected in 2018 and will be up for re-election in 2024. in january, the governor appointed alex padilla to fill vice president kamala harris' seat. the president himself hitting the road today to tell americans about the stimulus. >> scott mcgrew, there is a whole lot going on besides those checks. >> that's exactly right. the checks are what everyone

years, she took her business online. adi olowole has been in business for 14 years, most in this willow glen location face to face with her customers. >> everyone says e-commerce, e-commerce, everyone' shopping online. personally, i didn't see the value in it. >> reporter: that is until the pandemic forced her to shut her doors. she retained her employees and started reaching customers online. the pandemic has taken a big toll on small businesses like oluwale's. one in six small businesses closed and 40% reported lower revenue. 56% of small businesses say they don't expect to be back at pre-covid levels for six months. through her website and a federal ppp loan, she kept all four employees and will soon ship almost double the sales she was making in person. for that reason she decided to close the physical boutique doors for good saying the pivots

we start out the day. >> you may need to break out into dance so you can stay warm this morning. we have temperatures in a lot of our microclimates in the inland valleys in the 30s, and take a look at where we are right now, walnut creek 38 degrees. it will fall a few more degrees before sunrise, and then gradually start to warm up as we go into late morning and into the afternoon but make some plans to get outside. it's going to be nice to get that sunshine and not have to worry about any rain moving through. n san jose, even though we have a chilly start we'll see temperatures headed toward the upper 50s and low 60s into the afternoon. as we go hour by hour, once again all clear today but tomorrow, the clouds are back, and we'll have some rain moving in by thursday. so it's good to see some more showers in the forecast, but of course we do have to get in those opportunities get outside, as we get them and we're going to see once again rain chances increasing, as we go into the next couple of days, by thursday

welcome back to "today in the bay." a small plane crashes into a car in florida killing two people on board and injuring a mother and child in her car. it was caught on camera by a ring doorbell. we've got to warn you here, this video is disturbing. that happened southeast of ft. lauderdale. the plane had taken off and trying to return for an emergency landing. the mother and child in the suv were taken to the hospital with severe injuries. an investigation is under way into what exactly caused that crash. a southern california man has become the first californian to test positive for a variant from brazil. this is known as p1. take a look at the highlighted states there, where the variant
