pretty shocking for the public safety and also for the community here. >> right now, 4:30. was it a hate crime? that's what many are asking after eight people are killed following attacks on asian massage parlors in the atlanta area. how community leaders here at home are responding. >> plus the luck of the irish with orange in san mateo county. the plans in place as it becomes the first bay area county to slide into the orange tier. and will it be here for one year or four? the debate is finally seemingly over whether it comes to that

ferris wheel in san francisco's golden gate park. the conclusions they were finally able to reach. "today in the bay" begins right now. it's wednesday morning, happy st. patrick's day. >> mike has his green on. he'll have a look at that commute in just a bit. you can't wear green because of the green screen behind you, right? >> right. but i do have the green screen behind me. and green on the radar. so we're going to talk about that. we start out with some blue here. showing some cold temperatures. it's mostly in the 30s in the north bay. we have some mid 30s in the south county. as well as the tri valley. as you head out this morning, it is very cool. as we look at san jose and our forecast throughout the morning, it's going to warm up slowly. we're not going to see as much sunshine as we've seen.

we'll talk about this storm system arriving tomorrow. how is it looking for the commute, mike? >> we're looking at mostly green on the maps. let's show you international orange first at the golden gate bridge. the northbound side. the direction away from us. i saw some slowing on the maps. i also saw a couple of crews heading north. you see the cones for overnight construction. that is likely why you see this one. there is flashing lights. the map shows it may still there be for the arrow. yeah, there it s a little on the arrow going north out of san francisco. it's expected for folks to do the overnight drive. everything else in the green zone. that's good stuff. we'll show where you things are starting to slow am coming up. back to you. >> thank you, mike. we begin with developmentes in the deadly violence in the atlanta area. eight people are dead following shootings at three different massage parlors. many are believed to be women of asian dissent. >> a lone suspect believed to be involved in all of the violence is waking up behind bars this morning. we have a look at how local leaders are responding to this latest round of violence against

the asian community. >> in atlanta, three massage parlors murder sites. one man suspected of killing eight people. >> pretty shocking for our responding deputies and public safety and for the community. >> reporter: authorities found and arrested 21-year-old robert aaron long about 150 miles south. the suspect in all three shootings. while there's no word on a motive, detectives say one aspect of their investigation is to determine if this is a racially motivated series of killings. it follows a rise in racist attacks nationwide. i spoke with the co-founders of stop asian-american and pacific islander hate. >> i'm really just stressed and outraged by the news. i know the asian community felt like they were on siege. and now i think the fear and anxiety has just skyrocketed. >> reporter: the organization released a new report they

received information on 3800 anti-asian hate incidents around the country in the past year. >> we need to do everything we can to hold our community and to recognize that this fear and this pain right now is having such a devastating impact on our community. >> reporter: it's quiet in san francisco's china town where the police chief says the department stands in solidarity with our aapi community against these horrific crimes. oakland police tell us they are aware and monitoring the situation in georgia. and the new york police department is deploying counter-terrorism officers to asian communities throughout the city as a precaution. as investigators in atlanta now try to figure out what led up to the shooting rampage. ian cole, today in the bay. turning now to the pandemic. as expected, doctors have detected the first two cases of the uk variant in contra costa county. there are more cases likely.

the variant is troubling because it's more contagious than others and possibly more deadly. people are reminded to keep wearing masks, socially distance and get vaccinated when it's your turn. >> the luck of the irish shining down. it is the first to move into the orange tier since last fall. that means most indoor businesses can increase capacity. the big changes, indoor dining at 50% capacity. bars can reopen again. and outdoors. today we have more from the peninsula. >> reporter: last year st. patrick's day celebrations were canceled at the beginning of the pandemic. this year, people will gather to celebrate. here at o'neal's irish pub, they can allow more people inside for corn beef and cabbage tomorrow. >> you can open inside. we'll be having corn beef and cabbage. >> with case numbers dropping and vaccinations increasing

restrictions are loosening. for restaurants and bars that serve food, they can welcome even more people inside. garret mayor says he'll have security on hand to make sure only 38 people are allowed in at a time. >> st. paddy's day is our busiest day of the year as an irish pub. i expect it certainly within the last year it will be our busiest day tomorrow. but it will be muted. >> reporter: paul hughes was celebrating early. relieved to see signs of normalcy. >> i think it's about time. i think a lot of people are getting vaccinated now and opening things up in california and the bay area. it's going to help a lot of businesses get back on track. >> reporter: businesses like this store down the street. >> i think it's good for our business that, like, since we're centering into the orange tier. >> reporter: she is ready to be busy. >> i think slowly life is returning back to normal. people are coming out more. i think it's good.

>> reporter: three more bay counties are expected to open next week. they all meet the criteria to move to the less restrictive orange tier. today in the bay. now to a followup. the ferris wheel at golden gate park staying around just a bit longer. supervisors in san francisco just approved a four year extension. you may remember it arrived in the park just before the pandemic hit. and then it was closed for most of that time. some neighbors complained about the lights and the noise which led some supervisors to propose only a one year extension. but that was defeated, meaning the four year extension will still stick. so we'll have some time to get up on the ferris wheel. let's do it when the morning is a little warmer. what do you say, guys? >> a lot warmer. >> unless we can take a big blanket inside. >> how are we looking this morning? >> it is very chilly once again. very much like yesterday. we're starting out in the 30s. there was some spots in the

inland valleys. they were below freezing. we're seeing that once again. as we get a live look outside in bub lyn, here temperatures are in the upper 30s right now. we'll hold steady there through at least 8:00. and we're not going to get as much sunshine to day. i think the sun made it feel warmer yesterday. as we take a look at these temperatures, we're headed back into the upper 50s again for this afternoon and our high temperatures reaching 60 in concord. 57 in napa. tomorrow the rain gets here. we'll talk about that in a few minutes. any problems right now for the commute? >> we're trying to get ready for that rain making the signs, welcome rain. you have to check the windshield wipers, right? we'll show you the green sensors. early morning here, 4:38. just a little slowing out of the area. you're at speeds. be careful. very dark windy road, as you know, coming down out of

policy meeting and comments from jay powell this afternoon. the fed will release new economic forecast which will show officials expect to raise rates by or before 2023. the fed is expected to acknowledge stronger growth within the economy, especially given the $1.9 trillion stimulus spending package. stocks fell yesterday ahead of the fed decision with the dow snapping a seven day winning streak. also in focus to day, a report on housing starts or new home construction. jetblue is calling flight attendants back to work to handle increase in travel demand. the move comes after several airlines ceos reported bookings are on the rise. jetblue told flight attendants that took a absence for april and may they should report back a month easterlyy. tinder is giving 500 users a set of mail in covid-19 test kits. the match says it's a way to help people feel a bit more comfortable meeting up for real life dates. you swab your nose at home and mail the sample to the lab and

and it's wednesday morning. and do you know the way to san jose? well, if you don't, don't worry about it. it's right here for you. take a look. it's a beautiful sight. how is it going to look the rest of the day? >> it's not going to be as bright and sunny as it was yesterday. the rain holds off today in concord. it will be a good day for getting out there. our temperatures start out chilly. probably feeling much more comfortable as we go afternoon into the evening hours. we'll see our temperatures reaching near 60 degrees today.

up to 58 degrees in martinez and san francisco will see high there of 55. some upper 50s for the south bay. and reaching close to 60 degrees in parts of the north bay. and as we can see all the clouds starting to stretch in to the bay area, it's going to be a mostly cloudy day. and then the rain comes in late tonight. we can see still the center of the storm well off the coast. you can see the swirl of the clouds here. and this is what is going to be moving in over the next 24 hours. so let's go through the time line. we once again start to see that rain extending into the bay area early tomorrow morning. so i'm going to stop it here at 4:30. we can see the showers starting to cover the north bay moving into the peninsula as well as the coastline. and then just some off and on rain going into tomorrow afternoon. as well as tomorrow evening. and then it slowly starts to taper off as we go into friday morning. looks like friday afternoon is pretty dry except for parts of the north bay. in all, we're mostly looking at

a quarter to half inch of rain. the sierra will get a decent amount of snow as well. going into the next couple of days, we could see snowfall totals anywhere from 3 inches in tahoe city to 12 inches in kirkwood which will be great for a lot of the ski resorts. i want to show you these temperatures over the next seven days and the changes we'll have. we're looking at napa. over the next couple of days, we'll only make it into the mid to upper 50s. but look at the warmup we'll have as we go into next week. looks like by tuesday we could see highs near 70 degrees here. so it's going to feel more like spring as we officially welcome in spring. mike, what's going on right now for the commute? >> things are moving smoothly. we'll show you the toll plaza. we have a very clear view as well a dry pavement. that's a big deal here number problems. we look at the map, same thing as far as the speeds go. i have marked the golden gate bridge across the bay there. northbound arrow that, is

showing slowdown until five minutes ago. they cleared the cnes and crews. across the north bay, you see the green arrows again and in towards the east bay. you know the way to san jose at the bottom of your screen in case you need to know. and the only area where we see anything below the speed limit, that's just the beginning of the commute. back to you. >> all right. thank you very much, mike. developing now, detectives in castro valley searching for who is responsible for a deadly shooting just two blocks away from an elementary school. set to welcome back the youngest students for the first time today. happening about 5:15 last night not too far from castro valley elementary. sheriff's deputies chased the suspect's car to the area of oakland. they set up a perimeter there. they were looking for suspects who ran away on foot. so far, no word on any arrests. >> happening today, the deadline for organizers to hand in signatures in their effort to recall governor newsom. well, the group says it has enough valid signatures to

qualify for that measure for special election. this week governor newsom is addressing the issue. he said he is ready for a fight despite the distractions. >> the reality is looks like it's going on the ballot. so we're ready to go. and my tone is only this. it's one of intense focus, energy. we will fight it. we'll defeat it. >> and the governor argues many recall supporters are from fringe conservative groups from even out of the state. and about 1.5 million signatures are needed. counties have until april 29th to verify. and signatures are verified, a recall election will take place later this year, probably october or november. voters are also deciding newsom's replacement. right now three contenders are throwing their hat into the ring. the latest is the former sacramento area congressman doug osi and the former san diego

mayor kevin faulkner and then there is businessman, i should say, john cox who newsom defeated soundly in 2018 during the governor's race. and do you remember governor newsom's infamous dinner at the french restaurant last november? it's apparently prompting had him to expand his subsequent ban on political consultants trying to lobby him. they obtained a memo indicating all unpaid lobbyists along with those who are paid will now be banned from labbying him and his administration. the dinner was a birthday party for his close friends who himself is a lobbyist. although newsom caught hate mostly because the dinner flew in the face of the distancing rules that we were all under. we're not going anywhere any time soon. that's what dianne feinstein is saying after rumors swirled about an early retirement. gaffer innewsom said if

feinstein were to retire before 2024, he would appoint a black woman to replace her. feinstein shot down early retirement rumors saying she plans to finish out her term. she's the oldest sitting u.s. senator winning her sixth election in 2018. the san francisco landscape soon will change a little bit. look a little different. the new big construction project the city just approved. here's a hint -- it's really tall. but first, happening now, sicily's mt. aetna volcano erupted for a 14th time sending columns of lava and clouds of ash as well as rock into the air. according to media reports, the eruption lasted for several hours sending lava flows down the western side of the mountain. loud booms could be heard throughout the area. people nearby say that it was the loudest since the eruptions began on february 16th. there is no danger to people or homes. we'll be right back.

oakland leaders are looking into expanding neighborhood zoning to help people make it in the bay. the heath bay times reports that council members have approved a plan to look into allowing four residential structures in what are now single family home neighborhoods. the argument is those neighborhoods reduce housing supply. recent study found 65% of oakland's residential land falls under that designation. at this point there is no commitment to follow-through on the plan. but simply explore the possibility. a live look at the san francisco skyline early this morning. the salesforce tower closer to having some company nearby. talking about a new building

which would be the city's fourth tallest. the supervisors approved what is now the parcel f project on howard street. 806-foot tall tower which you can see from renderings here. it will have a big presence. it comes despite salesforce pulling out of a lease agreement for office space in that high-rise. right now, there is no time line. new this morning, spotted in the bay, marine life experts say the first hump back whale of the year swimming in our san francisco bay. it was spotted feeding in the bay. several people report seeing the same whale in the area. experts with the marine mammal center say most hump backs start showing up in april. so it's unusual to see one this early. the center says boaters should be on alert for whales. but maybe like all of us, it just wants to get out. >> just enjoy the sun. 4:57. we continue to follow the development out of the atlanta
